Digital public infrastructure (DPI) for agriculture is a set of reusable digital foundations—trusted identity, interoperable payments, secure data exchange and agriculture-specific systems such as farmer registries. It is not one farming app or one giant database. Governments, banks, insurers, cooperatives and technology providers can connect their services to these foundations to deliver support payments, credit, market links, registration and localized advice.
The benefits are possible rather than automatic. Interoperability standards, privacy rules, cybersecurity, reliable records, accessible non-digital channels and long-term public oversight determine whether connected systems actually help farmers.

What digital public infrastructure means in agriculture
The World Bank defines DPI as foundational digital systems and platforms that enable secure, trusted interactions across society. Typical foundations include digital identity, digital payments and secure data-sharing mechanisms. Because they are shared, multiple public and private services can use them instead of building separate identity, payment and data systems for every program.

A farmer may be verified through a national identity service, while an agriculture registry separately records information about farms, land use, crops or production. A payment network can then send an authorized subsidy, a lender can assess an application under applicable rules, and an advisory service can deliver weather or crop information. Each service remains distinct, but they can communicate through common standards and governed interfaces.

This distinction matters. A farmer registry is not automatically the national identity system, and a ministry’s database is not automatically DPI. Infrastructure becomes reusable when systems have agreed technical standards, institutions responsible for operating them, rules for access and correction, and safeguards for the people whose data is exchanged.
The two layers that make up agriculture DPI
| Layer | Typical components | What the layer does |
|---|---|---|
| Foundational DPI | Digital identity and verification; interoperable payment rails; secure data-sharing frameworks | Provides trusted ways to identify people, move money and exchange information across many sectors |
| Agriculture-specific components | Farmer or farm registries; crop and land information; agricultural data services; sector standards and consent mechanisms | Adds the farming context needed to target programs, provide advice and connect agricultural services |
The World Bank agriculture DPI report treats these layers as complementary. A registry can use a foundational identity to establish who a person is, but it still needs its own fields for agricultural activity. Conversely, a detailed agriculture database has limited public value if authorized services cannot reliably verify people or deliver payments.
How an agriculture DPI service journey works
There is no single universal architecture. The following is an illustration of how connected components might support a farmer; each country must adapt it to its laws, institutions and technical environment.

- Establish identity and agricultural status. An eligible person is verified through an identity service. An agriculture-specific registry records relevant information, such as the farm or land being used, crops or production activities. The registry should explain what evidence is accepted and how a person can correct an error.
- Obtain permission or another lawful basis. The farmer, an authorized agency or a defined legal process determines which information may be exchanged and for what purpose. Consent screens, notices and data-sharing agreements should be understandable and recorded rather than assumed.
- Connect systems through standards. Interoperable interfaces allow the registry to communicate with systems such as a social registry, payment network, weather-data service or agricultural advisory platform. Common data definitions prevent every agency from translating records manually.
- Deliver the service. An agency or provider uses the connected information to issue a benefit, make a payment, support a credit application, send an alert or provide advice tailored to a location or farming activity.
- Maintain accountability. Operators monitor security, keep records accurate, handle complaints and revoke access when authorization ends. They also provide practical options for people with limited connectivity, phones, literacy or ability to use digital interfaces.
Shared components can reduce duplicated registration and software projects, but they do not remove the need for procurement, staffing, standards work, institutional coordination and continuing investment. The World Bank notes that governance and trust are part of DPI, not optional additions after a platform is launched.
What connected infrastructure can enable
Better targeting of agricultural support
When an identity system and a reliable farmer registry can be matched under lawful rules, agencies may target input support or other programs more accurately than with disconnected paper lists. That can reduce duplicate records and make it easier to identify eligible people. It does not, by itself, prove that a program is fair: eligibility rules, local verification and appeal processes still matter.

Digital payments and access to finance
Interoperable payment systems can send subsidies or other transfers to an account or wallet without requiring every agriculture program to build a new payment channel. A verified record may also make it easier for a bank, cooperative or other authorized provider to process a credit or insurance application. Financial providers still need to assess affordability, risk and consumer protection; an identity record is not a guarantee of approval.
Localized information and advisory services
Connections among location, weather and agricultural data can support advice that is more relevant to a farmer’s crop and conditions than a generic message. Possible services include weather alerts, planting guidance or information about a disease risk. Accuracy, language, timing and the ability to reach farmers through channels they actually use determine whether such advice is useful.
Links to markets and other services
Authorized data connections can help service providers coordinate input delivery, market information or logistics. The infrastructure does not create a competitive market automatically. Policymakers must watch for exclusion, unfair terms and concentration when a small number of firms control important data or distribution channels.
What is a farmer registry?
A farmer registry is an agriculture-focused record of people or entities engaged in farming and the attributes needed for a defined service. Depending on the country and program, fields may include land use, location, crops, livestock or production activity. It serves a different purpose from a social registry, which generally focuses on individuals or households that may qualify for social support.
Registries become more useful when they can exchange only the information needed for a legitimate purpose. On 25 April 2025, FAO reported that standards developed by the Digital Convergence Initiative, with FAO contributions, were available to guide integration between farmer registries and social protection systems. Such standards can help agriculture and social-protection agencies map different data models instead of creating one-off connections for every project.

Interoperability can support combined services such as cash transfers, pensions, health insurance or job training for farming households. It must not turn a registry into an unrestricted data pool. Purpose limitation, role-based access, retention periods and a way to challenge an incorrect record are essential.

Country example: Zambia’s ZIAMIS
FAO reported in 2025 that Zambia’s Zambia Integrated Agriculture Management Information System (ZIAMIS) had registered over one million farmers and connected them with input support and digital financial services. That is the figure and date reported by FAO; it should not be treated as a verified 2026 enrollment count without a newer official update. The example illustrates how a registry can become a gateway to several services, not that every registry produces the same results.
Digital public goods are related, but they are not DPI
FAO describes digital public goods (DPGs) as open-source software, open data, open artificial-intelligence models, open standards or open content that can advance sustainable-development goals. DPGs may supply reusable tools or components for agriculture DPI. DPI, however, is the broader combination of shared systems, operating institutions, technical interfaces and governance arrangements. Open software alone does not establish who verifies identities, authorizes access, pays operating costs or answers complaints.
FAO lists the Hand-in-Hand Geospatial Platform, FAO Digital Services Portfolio, Water Productivity Open Access Database (WaPOR) and Open FORIS in the Digital Public Goods Alliance registry. These resources can contribute to digital agriculture, while a national DPI program still has to integrate them appropriately and govern their use.
Safeguards that determine whether agriculture DPI is trustworthy
Privacy, consent and purpose limitation
Farm and household information can reveal income, land control, location or vulnerability. Systems should state what is collected, why it is needed, who can access it and when it will be deleted or archived. Consent may be appropriate in some situations, while legislation may define another lawful basis in others; either way, people need notice and a meaningful way to exercise their rights.

Security and resilience
Identity theft, unauthorized changes and outages can prevent a farmer from receiving a payment or expose sensitive information. Minimum controls include strong authentication for administrators, encryption, audit logs, incident response, backups and tested recovery procedures. Security responsibilities should be assigned across ministries, vendors and service providers rather than left implicit.
Inclusion and accessible alternatives
Connectivity, electricity, device ownership, language, disability, literacy and gender-related barriers all affect adoption. Registration and payment processes should offer assisted or offline channels where feasible, publish clear instructions and avoid making a smartphone the only route to an essential benefit. Local intermediaries can help, but they also need training and oversight.
Data quality and correction
A duplicate, outdated or wrongly geocoded record can exclude a household or direct support to the wrong place. Every registry needs validation rules, update schedules, a visible complaint route and a procedure for correcting records without demanding unreasonable evidence. Data quality should be measured as an operational responsibility, not assumed because a database is large.
Competition and concentration
The World Bank identifies concentration of service providers, weak data governance, privacy concerns, exclusion and cybersecurity breaches as digital-agriculture risks. Open standards and portable data interfaces can reduce lock-in, while procurement and competition rules can prevent one provider from becoming an unavoidable gatekeeper.

Long-term accountability and funding
Launching software is only the beginning. Agencies must budget for hosting, security updates, help desks, field verification, integration maintenance and independent oversight. Governance bodies should publish responsibilities, performance measures and escalation routes. A project with no plan for recurrent operating costs can leave farmers with unreliable services after initial funding ends.

How to assess an agriculture DPI proposal
When comparing two proposed registries, platforms or integration plans, examine the following questions rather than judging the project by its size or branding.
| Assessment area | Questions to ask |
|---|---|
| Interoperability | Does it use documented, reusable interfaces and open standards, or require custom connections to one vendor? |
| Privacy and consent | Are collection, permitted uses, retention and consent or legal authority clearly defined? |
| Inclusion | Can people with weak connectivity, limited literacy, disabilities or no personal smartphone register, receive help and appeal decisions? |
| Governance | Which institution is accountable, who can authorize access, and how are complaints and corrections resolved? |
| Local fit | Does the data model reflect local crops, land arrangements, languages and administrative capacity? |
| Security | Are authentication, encryption, logging, incident response and recovery tested and independently reviewed? |
| Sustainability | Who pays for operations, updates, support and integrations after the launch project ends? |
A large enrollment number or a newly announced platform is not, on its own, evidence of better service delivery. Evaluate whether farmers can actually obtain a benefit, receive accurate information, correct errors and use the system safely.
A practical implementation sequence
- Define the service problem. Start with a specific outcome—such as paying an input subsidy or coordinating a social-protection referral—rather than collecting every possible data field.
- Map existing systems and legal authority. Identify identity, payment, agriculture and social-protection systems already in use, the institutions that control them and the laws governing data exchange.
- Agree on minimum data and standards. Use shared identifiers, data definitions and interface specifications. Collect only fields necessary for the chosen service.
- Design user journeys with farmers. Test registration, authentication, payment and correction processes with women and men farmers, smallholders, people in remote areas and people who need assisted service.
- Build safeguards before scaling. Set access roles, consent or notice procedures, security controls, audit trails, retention rules and an appeals process before connecting additional providers.
- Pilot and measure service outcomes. Track successful payments, correction time, failed authentications, coverage of underserved groups and user complaints—not just the number of records created.
- Fund and govern operations. Assign permanent owners, recurrent budgets, support arrangements and independent review. Expand connections only when the core service is reliable.
What agriculture DPI cannot guarantee
DPI cannot guarantee higher yields, fair prices, universal financial access or privacy simply because systems are digital. Outcomes depend on roads, markets, agronomic knowledge, affordable finance, institutional capacity and the choices made by service providers. A connected system can make a well-designed program easier to deliver, but it can also spread an incorrect rule or expose more people if governance is weak.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteFor policymakers, the central test is therefore practical: can a farmer understand the process, access the service through an available channel, receive the promised value, and challenge a wrong decision? For farmers and financial-service providers, the relevant questions are whether records are accurate, data use is limited and transparent, and participation does not require surrendering unnecessary personal information.
The bottom line
Agriculture DPI is shared digital plumbing: identity, payments and secure data exchange combined with farmer registries and other agricultural data services. Its promise lies in reusable connections that can support benefits, finance, market links and timely information. Its success depends on the less visible work—interoperability standards, privacy, security, inclusion, accountability and sustainable operations—that turns a database or platform into trusted public infrastructure.
