What Is DeFi Treasury Management, and How Do Crypto Companies Hold Assets?

DeFi treasury management is the system a crypto company, DAO, or protocol uses to choose, store, move, monitor, and protect its assets. It covers the portfolio—such as stablecoins, governance tokens, bitcoin, ether, or fiat reserves—and the operating machinery around it: signing authority, approval rules, key security, liquidity, accounting, recovery, and risk limits.

Crypto companies do not all keep assets in one place. They may control wallets themselves, use governance-controlled multisignature processes, appoint a third-party custodian, or combine those models. The important questions are who can authorize a transfer, how a transaction is checked and recovered, how quickly funds can be liquidated for obligations, and what happens if a protocol, network, custodian, or key fails.

What DeFi treasury management includes

A treasury is more than a wallet balance. It is the organisation’s financial operating system. A sound policy connects expected obligations with assets and controls, so the organisation can pay employees, contractors, taxes, grants, vendors, and debt without taking unnecessary market or technical risk.

For a DeFi organisation, the policy may cover on-chain and off-chain assets, protocol positions, governance tokens, stablecoins, staking receipts, borrowed funds, and fiat held with a bank or payment provider. It should state which assets are permitted, how much may be concentrated in one token or network, how much must remain readily liquid, and who may initiate, approve, or execute a transaction.

Liquidity for real obligations

Operating cash has a different job from capital allocated for long-term growth. Payroll or a tax payment due next week cannot depend on a lending market remaining open, a bridge functioning, or a token retaining its price during a sell-off. Treasury managers therefore set liquidity thresholds and define what “available” means: immediately transferable, saleable with a stated market depth, or withdrawable after a known queue.

Authority and accountability

The policy should identify transaction initiators, approvers, signers, spending limits, address-allowlist procedures, and escalation paths. It should also require records that reconcile internal accounting with on-chain balances and transaction history. A balance that appears on a block explorer is not sufficient evidence that the organisation can legally or operationally use it.

Investment and protocol permissions

When funds are deployed on-chain, the treasury review should cover the protocol’s permissions, contract design, collateral rules, price oracles, withdrawal mechanics, network dependencies, and administrative controls. Open-source code, an audit, or a timelock can improve transparency, but none guarantees safety.

How a treasury policy turns obligations into an allocation

A practical policy normally separates assets by purpose rather than treating every token as interchangeable.

Bucket Purpose Questions to set in the policy
Operating liquidity Payroll, suppliers, taxes, grants, and near-term expenses How many months of obligations must be covered? Which assets can be converted without a material price impact?
Strategic reserve Longer-term resilience or planned investment What volatility, concentration, and drawdown can the organisation tolerate?
Protocol positions Lending, staking, liquidity provision, or other on-chain strategies What smart-contract, oracle, withdrawal, collateral, and network risks are acceptable?
Restricted or committed funds Grants, user liabilities, collateral, or governance-controlled earmarks Who owns the economic claim, and may these assets legally or operationally be used for expenses?

Aave’s 2021 Asset Management Guidelines provide an illustrative governance proposal, not a universal benchmark. The document recommends that “at least 10% of the value of the treasury should be invested in assets that can be quickly liquidated without any significant adverse impact in value,” using stablecoins as an example, and recommends keeping illiquid investments below 50% of the investment portfolio. Those figures should be attributed to Aave’s Asset Management Guidelines; they are not evidence of current practice by every DAO or company.

Where crypto companies keep assets

The main custody choices are self-custody, third-party custody, and a hybrid arrangement. There is no reliable universal statistic showing what proportion of crypto companies use each model, and a company may use different arrangements for different assets or transaction types.

Arrangement Who controls signing capability? Advantages Responsibilities and exposures
Self-custody The organisation’s designated signers or policy engine Direct control, programmable approvals, and no dependence on a custodian to release funds Key loss, insider abuse, device compromise, weak recovery, personnel turnover, and all operating controls remain in-house
Third-party custody A provider, under a contractual service model, may safeguard or control the keys Specialist infrastructure, operational support, and potentially stronger segregation of duties Provider failure, legal rights, jurisdiction, records, service interruption, insolvency treatment, and withdrawal limits must be assessed
Hybrid Split between internal wallets, governance signers, and one or more providers Can reserve immediate spending capacity internally while placing larger or less frequently moved balances under specialist controls More interfaces to reconcile, more policies to coordinate, and possible concentration in a provider or network

What a robust self-custody design requires

Self-custody means the organisation controls the signing keys, not that one person keeps a hardware device in a drawer. A multisignature or policy-based wallet can require several approvals, but its security depends on the details: independent signers, a threshold that still works if one signer is unavailable, secured devices, verified destination addresses, protected backups, documented personnel changes, and an emergency recovery process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An offline or hardware signing device can be one component of that design. It does not provide corporate governance, transaction review, accounting reconciliation, legal protection, or disaster recovery by itself. The organisation must test how keys are restored, how a signer is removed, and how an urgent payment is made without bypassing normal controls.

What changes when a custodian is involved

A custodian may operate key infrastructure and transaction workflows under a service agreement. That can reduce the organisation’s need to run every technical component, but it transfers rather than eliminates risk. Due diligence should examine the provider’s oversight, asset segregation, incident response, access controls, insurance terms if any, jurisdiction, governing law, audit records, service-level commitments, and the legal treatment of client assets if the provider fails.

FINMA’s 12 January 2026 announcement states that “Expertise and a robust technical infrastructure are needed to mitigate these risks.” It also warns that foreign custody can create complex legal questions, especially in an insolvency, and stresses appropriate provider oversight and clear bankruptcy protections. See the FINMA custody guidance announcement.

A transaction-control workflow that works in practice

A treasury policy becomes useful when it describes the exact path from a request to a reconciled transaction.

  1. Classify the payment or investment. Record its purpose, amount, asset, network, urgency, beneficiary, and whether it is within an approved budget or strategy.
  2. Check policy limits. Confirm the asset, counterparty, concentration, liquidity impact, leverage, and protocol are permitted. Escalate exceptions instead of treating them as routine payments.
  3. Verify the destination. Use an allowlist or an independently verified address. Check the chain, token contract, memo or tag requirements, and any sanctions or legal restrictions that apply to the organisation.
  4. Obtain independent approvals. Require the stated number of signers or approvers. Signers should not all depend on one device, password manager, employee, or location.
  5. Execute with least privilege. Use spending limits, transaction simulation where available, and a small test transfer for a new address or network when the risk justifies it.
  6. Reconcile and document. Match the transaction hash, internal ledger entry, wallet balance, and counterparty confirmation. Record failures, delays, and overrides for later review.
  7. Review exceptions and incidents. A missed approval, unexpected gas cost, stuck withdrawal, or oracle event should trigger a documented investigation and, where necessary, a pause or emergency procedure.

The risk map for DeFi treasuries

Market and concentration risk

Token prices can fall quickly, and a treasury may be heavily exposed to its own governance token or to assets that move together. A policy can set per-asset and per-network limits, require periodic rebalancing, and prevent an operating reserve from being collateralized by a volatile token.

Credit and counterparty risk

Stablecoins, delegated assets, external managers, custodians, and lending venues may depend on parties outside the organisation. The question is not simply whether an asset is labelled “stable” or “decentralized,” but what claim the holder has, who can change the rules, and what happens if redemption or settlement stops.

Liquidity and market-impact risk

Network congestion, thin market depth, withdrawal queues, or a halted venue can make an asset difficult or expensive to sell. A strategy that produces yield on paper can still fail its treasury purpose if funds cannot be withdrawn when payroll is due. Stress tests should model both price slippage and the time required to move assets across the relevant network.

Smart-contract, oracle, and infrastructure risk

An exploit, privileged administrator, faulty price feed, bridge failure, validator outage, or network reorganisation can impair access or value. Aave’s guidelines discuss open-source protocols, admin-key timelocks, and trusted oracle feeds as considerations. These features reduce some uncertainty but are not safety guarantees.

Leverage and liquidation risk

Borrowing against volatile collateral can create a forced sale at the worst time. Treasury monitoring should include collateral values, health factors, borrowing rates, liquidation thresholds, and interest coverage. An emergency plan should specify whether to repay debt, add collateral, close a position, or suspend new deployments.

Protocol-design and token risk

Stablecoins, liquid-staking tokens, bridged assets, and wrapped tokens have risks tied to their specific design, redemption mechanism, custodians, bridges, and governance. The category name alone does not establish the safety of a particular token or protocol.

A 2024 systematic review by Krzysztof Gogol, Christian Killer, Malte Schlosser, Thomas Bocek, Burkhard Stiller, and Claudio Tessone says its taxonomy covers over 90% of DeFi total value locked. That is the authors’ stated coverage of the paper’s protocol categories, not a current-market-share measurement. The review also explains that user exposure depends on protocol design, how a service is used, and the tokens involved. Read the 2024 DeFi taxonomy paper.

How to evaluate a treasury strategy before approving it

  • Purpose: What obligation or objective does the position serve, and when might the funds be needed?
  • Exit: Can the organisation sell or withdraw under normal conditions, congestion, a market shock, or a protocol pause?
  • Control: Which keys, contracts, administrators, or providers can move or freeze the assets?
  • Dependencies: What oracle, bridge, stablecoin issuer, custodian, bank, validator, or network must work?
  • Loss scenario: What is the maximum plausible loss, and can the organisation continue operating afterward?
  • Monitoring: Which balances, health factors, prices, permissions, and service events are checked, by whom, and how often?
  • Recovery: How are keys, accounts, counterparties, and records restored after a compromise or outage?

Regulation depends on jurisdiction and activity

United States: bank safekeeping

On 14 July 2025, the Federal Reserve, FDIC, and OCC said existing risk-management principles apply to banks providing crypto-asset safekeeping. They stated that banks must conduct those activities safely and soundly and comply with applicable laws and regulations, while clarifying that the statement created no new supervisory expectations. This applies to banking organisations and their safekeeping activities; it does not give every crypto company the same regulatory status. See the U.S. interagency statement.

United Kingdom: firms within the crypto regime

The FCA’s FG26/10 guidance was finalised on 30 September 2026 for firms regulated under CRYPTOPRU 7. It addresses overall risk assessment, stress testing, recovery actions, wind-down preparation, and financial resources, and is scheduled to come into force on 25 October 2027. The guidance is UK-specific and does not create a worldwide treasury standard. Read FCA FG26/10.

The FCA’s cryptoasset regime overview says its rules and guidance can apply to DeFi firms where there is an identifiable controlling entity, with scope assessed case by case. It also describes crypto safeguarding, record-keeping, and a technology-agnostic approach to private-key management. Organisations operating elsewhere must analyse their own jurisdiction, activities, licensing perimeter, tax rules, and insolvency law.

A practical treasury checklist

  • Maintain a written policy approved by the board, DAO governance process, or equivalent authority.
  • Separate operating liquidity from long-term, leveraged, or protocol-exposed capital.
  • Set asset, issuer, protocol, network, counterparty, and concentration limits.
  • Use independent approvals, verified addresses, signing thresholds, and documented emergency access.
  • Test key backup, signer replacement, business continuity, and disaster recovery.
  • Reconcile every wallet, custodian statement, protocol position, and internal ledger.
  • Stress-test price drops, stablecoin depegs, withdrawal queues, congestion, oracle failure, provider insolvency, and lost signers.
  • Review legal ownership, customer or grant restrictions, tax treatment, and jurisdiction before moving assets.
  • Record the reason, risk assessment, approvals, transaction hash, and post-transaction result for each material deployment.

The central discipline is to match every asset and strategy to the obligation it must support and the controls that make access dependable. Yield is optional; the ability to meet commitments, recover from failure, and prove who authorized each movement is not.
