Cryptocurrency is a different category: it is privately issued or organized through a non-central-bank network, is not a central-bank claim, and can fluctuate sharply in price. “CBDC” describes a family of possible systems rather than one worldwide product. Whether a CBDC exists, who may use it, how private it is, and what technology supports it depend on the jurisdiction and its legal design.
What is a central bank digital currency?
The Federal Reserve generally defines a CBDC as a digital liability of a central bank that is widely available to the public. The Bank for International Settlements (BIS) uses a closely related formulation: a digital payment instrument denominated in the national unit of account and representing a direct liability of the central bank.

The word liability is the key. If you hold a CBDC under that defining model, the claim is on the central bank that issued it. It is therefore a form of central-bank money, alongside physical cash in jurisdictions where cash remains in circulation. By contrast, the balance in an ordinary bank account is commercial-bank money: you hold a claim on your commercial bank, not directly on the central bank.

CBDC versus cryptocurrency: the differences that matter
| Question | CBDC | Cryptocurrency |
|---|---|---|
| Who issues it? | A central bank. | A private issuer, decentralized network or other non-central-bank arrangement; the details differ by asset. |
| What is the claim? | Under the standard model, a liability of the central bank. | Not a liability of a central bank. |
| Unit and value | Normally denominated in the national unit of account and intended to represent sovereign money. | Asset-specific. Market prices can rise or fall substantially. |
| Intended users | A retail CBDC would serve the public; a wholesale CBDC would serve financial institutions. | Users depend on the cryptoasset and its network. |
| Technology | No single technology is required; architecture is a policy and engineering choice. | Some prominent cryptocurrencies use decentralized ledgers, but cryptoassets do not all share one design. |
| Availability | Depends on the jurisdiction and project. The cited United States and United Kingdom official pages say no decision to issue has been made. | Some cryptoassets are already traded or used, without becoming central-bank money. |
This table compares broad categories, not every cryptoasset or every proposed CBDC. A particular project can add intermediaries, holding limits, offline functions or other features that are not implied by the word CBDC alone.
Issuer and legal claim
Cryptocurrency ownership generally gives you control of an asset recorded by a private network or an arrangement involving private entities. It does not give you a deposit claim on a central bank. A CBDC, if established with the defining legal structure, would be a direct central-bank obligation even if a private company supplied the wallet or payment interface.
That distinction also explains why a CBDC is not simply a renamed bank deposit. A commercial bank can fail and its deposit obligations are governed by banking and deposit-protection rules. A CBDC’s credit relationship would instead be with the central bank, subject to the statute and operating rules adopted for that system.
Value stability and the unit of account
A proposed CBDC is usually designed to represent one unit of sovereign money: one digital pound, dollar or other national unit would be intended to equal one physical unit. Cryptocurrency prices are set by supply, demand, market structure and the rules of each network. The Bank of England contrasts the stability intended for a proposed digital pound with the volatility of cryptoassets.
Stability is an intention and a monetary design, not a promise that every digital asset will maintain a fixed market price. A CBDC’s value would be expressed in the national unit of account; a cryptoasset can trade at a changing price against that unit.

Technology and decentralization
Nothing in the definition requires a CBDC to use blockchain, a distributed ledger or a public, permissionless network. A central bank could use a centralized ledger, a permissioned distributed system, accounts managed through intermediaries, tokens, or a combination of components. The technical choice would affect resilience, privacy, speed, offline operation and governance, but it would not change the issuer test.
Likewise, the fact that Bitcoin or another prominent cryptocurrency uses a decentralized ledger does not make decentralization a universal definition of cryptocurrency, nor does it make a CBDC inherently centralized in every operational detail. Governance and access rules must be examined for each project.
Retail and wholesale CBDCs
Retail (general-purpose) CBDC
A retail CBDC is intended for the general public. It could be used for everyday purchases, person-to-person transfers and payments to businesses, depending on the final rules. The public might interact with it through a wallet or account provided by a bank, payment company or other authorized intermediary rather than through a central-bank application.
Wholesale CBDC
A wholesale CBDC is intended for financial institutions and wholesale transactions. Possible uses include settling transactions between regulated institutions or moving central-bank money through financial-market infrastructure. It is not the same product as a retail wallet for households.
These labels describe the intended users and settings, not the underlying technology. In its survey of 93 central banks conducted in 2024 and reported in 2025, the BIS found that wholesale CBDC exploration was more advanced in aggregate than retail exploration.

How a CBDC system could work for a user
Because no single worldwide model exists, the following are design questions rather than instructions for one live currency:
- Wallet or account access: A central bank could allow direct access, or authorize private intermediaries to provide wallets while the underlying money remains a central-bank liability.
- Identity checks: Providers may need to identify customers and monitor transactions to comply with anti-money-laundering, fraud-prevention and other financial-crime rules.
- Payment channels: A system might support mobile or web payments, merchant point-of-sale transactions, person-to-person transfers and, if engineered for it, offline payments.
- Limits and remuneration: Authorities could impose holding or transaction limits and decide whether balances pay interest. These are policy choices, not consequences of the CBDC label.
- Interoperability: Rules would determine whether a wallet can move money to bank accounts, other wallets or cross-border systems.
For the proposed United Kingdom digital pound, the Bank of England says users would hold it in a private-sector wallet and use it for day-to-day payments rather than savings. The current proposal would not pay interest. Those are features of that proposal, not universal CBDC characteristics.
Are CBDCs private, anonymous or controllable?
There is no single privacy answer for all CBDCs. Legal frameworks and system designs must balance privacy with obligations to prevent money laundering, terrorist financing, fraud and other financial crime. BIS identifies privacy and financial-crime compliance as connected legal issues and notes that some authorities may require access to, or sharing of, personal data.
Ask four separate questions about any project:
- Who performs customer identification and retains account or transaction records?
- Under what legal process can authorities obtain information?
- Can the central bank itself see individual spending, or is information held by an intermediary?
- What technical and legal controls limit data use, and how long is data retained?
The proposed UK digital pound illustrates why jurisdiction matters. The Bank of England says a private company would supply the wallet and might require identification to prevent financial crime or fraud. The Bank and the UK government say they would not access users’ personal data or see how users spent their digital pounds, and that the proposed legal approach would guarantee privacy and spending control. These are assurances about the UK proposal; they do not establish that every CBDC or every wallet provider would operate the same way.
Nor does “digital” mean “programmable by government.” A system could include rules for limits, eligibility or automated payments, but whether it does so would depend on legislation, contracts and technical design. Treat claims about programmability, anonymity or surveillance as project-specific claims that require evidence.

Potential benefits and unresolved trade-offs
Possible benefits
The Federal Reserve’s 2022 discussion paper identifies potential benefits including convenient electronic central-bank money, a platform for new financial services, faster or cheaper payments (including some cross-border payments), and broader access to the financial system. These are possible outcomes, not established results of a US CBDC.
A well-designed system could also give users another way to make payments if commercial services are unavailable, although that would depend on resilience, offline capability and the responsibilities assigned to intermediaries.
Questions authorities must resolve
The same Federal Reserve paper flags possible effects on financial-market structure, the cost and availability of credit, financial stability and monetary policy. If households moved large balances from bank deposits into central-bank money, banks could face changes in their funding base; the size of that effect would depend on design features such as limits, remuneration and access.
BIS design work groups four connected technical issues for retail systems:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Privacy: deciding what users, intermediaries and authorities can learn and under what legal authority.
- Cybersecurity: protecting a high-value national payment system, including considering threats from future quantum computing.
- Offline functionality: enabling payments during connectivity outages while controlling double spending, loss and fraud.
- Point-of-sale operation: making payments practical for merchants, devices and existing payment environments.
These issues involve trade-offs. Greater privacy can complicate investigations; richer offline functionality can increase security and recovery challenges; broader interoperability can expand usefulness while creating additional operational dependencies. BIS does not prescribe one universal solution.

How widespread is CBDC activity?
Global exploration
The BIS reported that 91% of the 93 central banks surveyed—85 institutions—were exploring a retail CBDC, a wholesale CBDC or both. The survey was conducted in 2024 and reported in 2025. It measures investigation, experimentation or development, not currencies already launched, and it does not predict that every project will issue.
United States
The Federal Reserve’s CBDC page states that it has made no decision whether to pursue or implement a CBDC. That page is labeled last updated January 21, 2022, so it should be read as the status of that official page rather than as a newly issued policy statement. A discussion paper describing potential benefits and risks is not an issuance announcement.
United Kingdom
The Bank of England says it has not decided whether to introduce a digital pound. Its stated work plan places the project in a design phase, with a detailed blueprint and experimentation intended to inform a joint Bank of England–HM Treasury assessment ahead of a decision on next steps in 2026. If introduced, issuance would be no earlier than the second half of this decade. That is a proposed timeline, not a launch commitment; features could change and legislation would be required.

How to evaluate a CBDC proposal in any country
- Confirm the issuer and legal claim. Determine whether the money is a central-bank liability or a claim on a commercial intermediary.
- Identify the audience. Is it retail, wholesale or both, and who is legally eligible to hold it?
- Map access. Find out whether users deal directly with the central bank or through regulated wallet providers.
- Read the privacy rules. Check identification requirements, data retention, disclosure powers and the legal process for access.
- Check economic features. Look for interest, holding or transaction limits, conversion into bank deposits or cash, and protections if an intermediary fails.
- Examine technology and resilience. Ask about cybersecurity, offline payments, point-of-sale support, outages, recovery and cross-border compatibility.
- Separate phase from launch. A consultation, pilot, design blueprint or legislative proposal is not an issued currency.
The practical takeaway
CBDC and cryptocurrency are not synonyms for “digital money.” A CBDC is defined primarily by who issues it and whose liability it is: a central bank under the standard model. Cryptocurrency is a privately issued or non-central-bank asset whose price, governance and user rights depend on the particular network or issuer. Retail versus wholesale use, wallet intermediation, privacy, technology, limits and launch status must then be checked jurisdiction by jurisdiction. Widespread exploration shows policy interest, not that a CBDC already exists in your country or that one will necessarily be launched.
