What Is a Bull Market, and How Is It Different From a Bear Market?

A bull market is a sustained period of rising prices and generally optimistic sentiment across a broad market index. A bear market is a sustained period of falling prices and generally pessimistic sentiment. Investor.gov’s glossary commonly describes either condition as a move of at least 20% in a broad market index over at least two months, but presents that threshold as a general convention rather than a universal rule.

The distinction describes market conditions; it does not, by itself, tell you what to buy, sell, or change in your portfolio.

What is a bull market?

Investor.gov, the U.S. Securities and Exchange Commission’s investor-education website, states in its glossary: “Generally, a bull market occurs when there is a rise of 20% or more in a broad market index over at least a two-month period.” That wording contains three important qualifications.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The measurement concerns a broad market index, not automatically every listed company or every investment account.
  • The commonly used numerical marker is a rise of 20% or more.
  • The move must occur over at least two months, and Investor.gov uses “generally,” signaling a convention rather than a mechanical law used identically everywhere.

In ordinary language, a bull market is an environment in which prices are moving higher across a wide slice of the market and investors are described as optimistic. The label refers to the overall market’s direction and mood, not to a guarantee that every trading day, company, or sector will rise.

How a bull-market classification works

Imagine that a broad equity index is measured at 100 and later reaches 121 after more than two months. A 21% increase would satisfy the commonly cited numerical shorthand for a bull market, assuming the index and measurement period are the ones being used by the relevant source. During that same period, some companies could fall, remain flat, or rise by much more than 21%. The market label is still about the index’s broad movement.

A short rally does not necessarily meet the convention. If an index rises 8% in three weeks, that is a gain, but it does not meet the commonly stated 20%-over-at-least-two-months description. Conversely, a qualifying rise does not predict that prices will continue climbing. “Bull market” describes what has happened over the stated period; it is not a forecast.

What is a bear market?

Investor.gov’s glossary states: “Generally, a bear market occurs when a broad market index falls by 20% or more over at least a two-month period.” The bear-market definition is the mirror image of the bull-market convention:

  • Prices are declining across a broad market index.
  • The commonly cited decline is 20% or more.
  • The decline lasts for at least two months under the glossary’s general description.
  • Investor sentiment is generally characterized as pessimistic.

A bear market therefore means more than an unpleasant day or a sharp fall in one security. It describes a broad, sustained decline as measured by an index intended to represent a market. The label can coexist with individual shares that are rising, but the index-level direction is down.

What the bear label does not tell you

The term does not identify the cause of the decline, say how long it will last, or establish how far prices will eventually fall. It also does not prescribe a portfolio response. A definition can classify a market’s recent condition without answering a personal question about spending needs, risk tolerance, time horizon, taxes, or an investment plan.

Bull market versus bear market

Feature Bull market Bear market
Broad direction Rising stock prices Declining stock prices
Sentiment described by Investor.gov Optimistic Pessimistic
General index threshold A rise of 20% or more in a broad market index over at least two months A fall of 20% or more in a broad market index over at least two months
What the label covers The broad index and market environment The broad index and market environment
What it predicts Nothing by definition about the next move Nothing by definition about the next move

The first two rows describe the qualitative contrast: direction and mood. The threshold row supplies the numerical shorthand. The final rows prevent a common mistake—treating a descriptive label as a trading signal or as a statement about every asset.

Why “broad market index” matters

An index is a market measuring tool

An index combines a defined group of securities into a single measure. A broad index is intended to reflect a substantial portion of a market rather than one company. When an article says “the market entered a bear market,” the relevant question is: Which index, in which market, and over which dates? Without those details, the statement may be too broad.

One company is not the whole market

A company’s stock can lose 20%, 40%, or more while a broad index is rising. That event may be severe for the company and its shareholders, but it does not, by itself, establish a market-wide bear market under the Investor.gov glossary wording. The same principle works in reverse: one fast-growing company does not turn a declining broad index into a bull market.

Geography and asset class can change the answer

“The market” might mean a national stock index, a regional benchmark, or another defined universe. A condition in one country’s equities does not automatically describe equities elsewhere. The Investor.gov glossary’s cited definition is written for a broad market index and does not establish that every index provider, country, or asset class applies an identical convention. A claim should therefore identify the market being measured instead of implying that all investments are moving together.

Why sentiment appears in both definitions

Investor.gov pairs rising prices with optimistic sentiment and falling prices with pessimistic sentiment. Sentiment is the market’s broad emotional or expectation-based description, while the percentage move is the numerical part of the convention. They are related but not interchangeable.

Prices can rise while some investors remain cautious, and prices can fall even when a few companies or sectors attract enthusiasm. The words “optimistic” and “pessimistic” describe the prevailing tone attributed to the market as a whole; they are not a requirement that every participant share the same view. Nor do they provide a standardized score that can be substituted for the index movement.

This distinction matters when reading headlines. A commentator may call conditions bullish because optimism is high even before a broad index has completed a 20% rise over the stated period. Another source may reserve the formal label for an index move that meets its own methodology. Treat sentiment as context and check the index data and definition behind the headline.

Does a 20% drop automatically mean a bear market?

No. A 20% move in a single company, fund, sector, or narrow benchmark is not automatically a bear market for the broad market. Even for a broad index, the Investor.gov wording says “generally,” so the threshold is a widely used description rather than a universal legal or mathematical test applied identically by every provider.

When evaluating a claim that a bear market has begun, work through this checklist:

  1. Identify the index. Confirm that the source is discussing a broad market index and record its country or market coverage.
  2. Identify the dates. Note the starting level, ending level, and the period over which the decline occurred.
  3. Check the magnitude. Determine whether the index has fallen at least 20% under the source’s calculation.
  4. Check the duration. The general glossary description refers to at least two months, not a one-day shock.
  5. Read the source’s qualification. A responsible report should say which index and convention it uses rather than presenting the label as identical everywhere.
  6. Separate description from prediction. The classification says what the index has done; it does not establish what it will do next.

The same process applies to a reported bull market, with the direction changed from a decline to a rise.

Hypothetical examples

A broad index rises 22% over three months

If a broad market index increases 22% over three months, a source using Investor.gov’s general convention could describe the period as a bull market. The statement should still name the index and dates. It would not mean that every constituent gained 22%, that every investor made money, or that another country’s market entered the same phase.

A broad index falls 21% over ten weeks

A 21% decline over ten weeks is slightly longer than two months and fits the numerical and duration shorthand commonly associated with a bear market. The classification remains a description of that index’s move. It does not reveal whether the fall was caused by economic news, company earnings, policy changes, valuation concerns, or another factor.

One stock falls 30 while the broad index is steady

A 30% loss in one company’s shares can be a bear-market experience for that holding, but it is not a broad-market bear market if the representative index has not met the index-level condition. Headlines that use “bearish” for a company may be expressing a negative outlook rather than applying the market-wide glossary definition.

An index falls 15% while sentiment is gloomy

Pessimistic commentary alone does not satisfy the commonly cited 20% threshold. The market may be under pressure or in a correction according to another source’s terminology, but the Investor.gov bear-market shorthand has not been met on the figures in this example. Because the glossary definition is general, a report should state its chosen terminology rather than imply that every label is interchangeable.

What these labels mean for a personal-finance reader

For household decision-making, the most useful role of the terms is communication. “Bull market” quickly conveys broad price strength and optimism; “bear market” conveys broad price weakness and pessimism. That shared vocabulary can help you understand account statements, news reports, and conversations with financial professionals.

The terms do not, on their own, answer whether you should buy, sell, hold, rebalance, borrow, or change a savings goal. Those decisions depend on facts outside the definition, including when the money is needed and how much loss a plan can withstand. A market label cannot supply that personal information, and treating it as an automatic instruction confuses a description with advice.

It is also important to distinguish an index’s return from an individual portfolio’s return. A portfolio may hold assets that are not represented in the index, may have different geographic or sector exposures, or may include cash. Its result can therefore differ from the headline market label even when the label is correctly applied to the index.

Common misunderstandings

“Any 20% loss is a bear market.”

The 20% convention is tied to a broad market index in the Investor.gov wording. A single stock or a narrowly focused investment can drop 20% without the broad market doing so.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A bull market means prices rise every day.”

A broad upward period can include down days and temporary reversals. The definition concerns the measured change over at least the stated period, not an uninterrupted daily climb.

“The label tells me what happens next.”

Neither definition contains a forecast. A market can continue in the same direction, stabilize, or reverse after being described as bullish or bearish; the label alone cannot distinguish those outcomes.

“All providers must announce the same date.”

The available glossary wording gives a general convention but does not establish how every index provider dates peaks, troughs, or qualifying periods. Different methodologies can produce different announcements, so read the index and dates behind a claim.

“Bull and bear apply identically to every asset.”

The cited language specifically discusses a broad market index. It does not establish a universal rule for every asset class. A report about bonds, commodities, currencies, or a specialized market should explain the benchmark and convention it is using.

How to read a bull-or-bear headline responsibly

Before relying on a headline, look for five pieces of information: the benchmark’s name, the market or geography it represents, the starting and ending dates, the percentage change, and the source’s definition. If any of these are missing, the headline may still be useful as a description of sentiment, but it is not precise enough to verify against the general Investor.gov convention.

Also check whether the writer is using “bullish” or “bearish” as an adjective for an outlook. Those words can refer to expectations about a company, sector, or trade and need not mean that a broad index has moved 20% over two months. Context determines whether the language is a formal market classification or ordinary commentary.

The limits of the 20% rule

The 20%-over-at-least-two-months test is useful because it gives readers a simple, recognizable reference point. It is not a promise that every investor, index provider, or market will classify conditions identically. Investor.gov’s use of “generally” is important: the glossary offers a broad educational definition, not a contract governing every market report.

The glossary material also does not establish the historical frequency, average duration, or average gain or loss of bull and bear markets. Those statistics would require a specified index, methodology, and date range. They should not be inferred from the definitions themselves.

For a careful explanation, state the convention, name the index, preserve the time period, and keep the label separate from a prediction or personal recommendation. That approach gives readers the meaning of the terms without claiming more certainty than the definition supports.
