What Indian Subsidies and Approvals Are Needed for a Green Hydrogen Project? (2026 Guide)

India does not offer one automatic, per-plant green-hydrogen subsidy. The main route is the National Green Hydrogen Mission (NGHM), particularly its Strategic Interventions for Green Hydrogen Transition (SIGHT) programme. A project must fit a notified scheme component and win a tranche or other qualifying allocation. In parallel, it needs a site-specific approval plan covering land, renewable electricity, water, environmental and pollution controls, safety, construction, grid connection, and—if applicable—ammonia, export, port, pipeline and hazardous-material permissions.

The NGHM’s published initial outlay is ₹19,744 crore through FY 2029-30. Of this, ₹17,490 crore is allocated to SIGHT: ₹4,440 crore for domestic electrolyser manufacturing and ₹13,050 crore for green-hydrogen production. These are programme-level allocations, not a guaranteed payment to every developer.

Which subsidies can a green-hydrogen project seek?

Start by identifying what your project actually does. Producing hydrogen with renewable electricity, manufacturing electrolysers, demonstrating a new technology, building a hub, and developing testing or skills infrastructure are different policy categories. Eligibility, payment rates, capacity limits and deadlines come from the live notification or competitive tranche, not from the mission headline figures.

SIGHT Component II: production support

A plant that produces green hydrogen normally examines SIGHT Component II. The programme is implemented through notified tranches and selection processes. A bid document for Mode-1 Tranche-II identifies the Solar Energy Corporation of India (SECI) as implementing agency and covers selection of green-hydrogen producers.

Do not copy an earlier tender’s assumptions into a new financial model. The applicable tranche controls the eligible project capacity, production commitment, incentive duration, performance milestones, bid security, commissioning schedule, reporting and payment mechanics. A project can therefore be technically eligible for the mission yet receive no support if it misses the relevant request for selection, fails the bid conditions or is not selected.

SIGHT Component I: electrolyser manufacturing

Component I is for manufacturing electrolysers in India, not simply installing purchased equipment in a hydrogen plant. The mission portal describes a ₹4,440 crore allocation for domestic electrolyser manufacturing. Manufacturing eligibility, domestic-value requirements, production capacity and performance obligations are separate from the rules for a hydrogen producer under Component II.

Pilots, hubs, innovation, testing and skills

NGHM also provides instruments for pilot projects, green-hydrogen hubs, research and development, innovative pathways, standards and testing infrastructure, and workforce skills. These channels are relevant where the proposal is a qualifying demonstration, shared hub, technology-development, testing or training project. They should not be treated as a general operating subsidy for a commercial plant.

Renewable-power concessions

Policy value can come from lower electricity and network costs as well as from a direct incentive. Government materials identify open access, renewable-power banking, priority connectivity and renewable-energy procurement flexibility as enabling measures. The current government statement says eligible green-hydrogen and green-ammonia plants commissioned on or before 31 December 2030 and using renewable energy receive an ISTS-charge waiver for 25 years from commissioning.

Underwrite that waiver only after confirming the project’s eligibility, commissioning definition, renewable-energy configuration and applicable implementing rules. Wheeling, banking, transmission availability, state charges and other network costs can still apply. Earlier policy formulations described a 30-day banking framework; the current state regulation and project documents must be checked before relying on that term.

How to apply for SIGHT support

There is no single permanent application form that guarantees a subsidy. Use the live MNRE scheme notification and the relevant SECI request for selection as the controlling documents.

  1. Define the project route. Decide whether you are a hydrogen producer, electrolyser manufacturer, pilot or hub applicant, or a testing, innovation or skills project. Document the renewable-electricity source, electrolyser technology, hydrogen output, water source, storage and offtake.
  2. Check the current notice. Review the latest MNRE guidelines, scheme index entry and tranche documents. Record the eligible technology, capacity, delivery period, bid format, financial capability tests, domestic-content rules, security requirements and milestone dates.
  3. Form the applicant and evidence site control. Have the project company’s incorporation, PAN, TAN, GST registration, ownership and authorisations ready. Secure land or a binding allotment route; renewable-energy parks may be able to allot land for green-hydrogen or green-ammonia manufacturing, but allotment is not automatic.
  4. Build the technical and energy case. Quantify electrolyser capacity, annual hydrogen production, renewable-energy matching, grid imports, compression, storage, water consumption, treatment, wastewater and delivery. Separate firm commitments from options.
  5. Submit the bid or application exactly as specified. Competitive processes may require technical forms, financial bids, bid security, incorporation documents, audited accounts, net-worth evidence, implementation schedules and declarations. Missing a format, deadline or security condition can invalidate an otherwise sound project.
  6. Pass selection and sign the award documents. The selected producer or manufacturer must accept the notified milestones, reporting, verification and payment conditions. The award is not a substitute for statutory approvals.
  7. Reach commissioning and claim payments. Meet the tranche’s construction, production, quality and reporting milestones. Maintain meter data, renewable-energy records, dispatch or delivery evidence, invoices and inspection records for the period required by the award.

What approvals are required?

The final list depends on the state and site, whether generation is co-located, and whether the product is compressed hydrogen, liquid hydrogen, ammonia or another derivative. The table below is a national planning framework; a state-specific legal and engineering review is still required.

Project area Typical approvals or registrations When the burden increases
Corporate and tax Legal-entity incorporation, PAN, TAN and GST Multiple project companies, imports, exports or special-purpose ownership structures
Land and construction Site title or allotment, land-use conversion where required, industrial-estate permissions, building plan, factory and fire approvals, local-body permissions Large storage, ammonia synthesis, port facilities, pipelines or a dedicated power plant
Electricity and grid Renewable-generator connectivity, CTU or state-transmission approval, open access, metering, scheduling, banking, high-tension energisation Third-party renewable supply, interstate transmission, wheeling, banking or hybrid grid arrangements
Environment and pollution Environmental-clearance analysis, Consent to Establish, Consent to Operate, waste authorisations and site-specific conditions Ammonia, wastewater, hazardous substances, large construction footprints or associated generation and port works
Water Lawful allocation or supply, source-quality testing, treatment and demineralisation, wastewater and reject-disposal permissions, groundwater approval where relevant Groundwater dependence, scarce basins, zero-liquid-discharge systems or significant ammonia wastewater
Safety and product handling Pressure-vessel, fire, factory, hazardous-chemical, boiler, storage, transport and pipeline permissions as applicable High-pressure hydrogen, liquefaction, ammonia storage, road transport, terminals or pipelines
Export DGFT export permission, Importer Exporter Code, customs, port or inland-waterway clearances Ammonia export, special terminals, bonded imports or international certification requirements

Environmental clearance: what is exempt and what is not?

The NGHM policy summary records the following position: “MoEFCC has exempted Green Ammonia plants from prior environmental clearances under Environment Impact Assessment notification 2006 released on 28th July 2023.” It also states that standalone plants producing green hydrogen or green ammonia by electrolysis of water using renewable electricity would not require prior environmental clearance.

That wording is narrower than a blanket exemption for every facility in a project. Treat the electrolysis unit and its associated infrastructure separately. A dedicated solar or wind plant, ammonia synthesis and storage, hydrogen compression, pipeline, port, wastewater plant, construction activity and hazardous-material installation can trigger different permissions or conditions. Obtain a written applicability view for the exact site and configuration before ordering equipment or claiming that construction may begin.

Do I need Consent to Establish and Consent to Operate?

National approval tables identify Consent to Establish (CTE) before construction and Consent to Operate (CTO) before operation, with hazardous-waste authorisation where applicable. The 2024 Ministry of Environment, Forest and Climate Change reform says non-polluting white-category industries do not need CTE or CTO, and industries holding environmental clearance generally do not need a separate CTE.

Those statements do not prove that every hydrogen project is white category or exempt. Classification depends on the plant, emissions, wastewater, storage and associated activities. In 2026, a uniform-consent reform allows state pollution-control boards to process consolidated applications covering Air and Water Act consents and waste-management rules. Ask the relevant state board whether your project qualifies for consolidation and which authorisations remain separate.

Renewable electricity, grid and ISTS planning

Co-located renewable generation

A co-located solar or wind plant can reduce dependence on open-access scheduling but adds land, generation, construction, grid and environmental work. Confirm evacuation capacity, interconnection studies, metering boundaries and whether the renewable plant and electrolyser meet the conditions for any green-hydrogen incentive or ISTS benefit.

Third-party supply and open access

External renewable supply requires generator connectivity, transmission or distribution approvals, open-access permissions, scheduling, meters, banking arrangements and payment of applicable wheeling or other charges. A 30-day banking reference from an earlier policy summary should not be treated as a universal current entitlement; state rules and the project’s contract control.

ISTS waiver

The stated 25-year waiver applies to eligible green-hydrogen and green-ammonia plants commissioned by 31 December 2030 and using renewable energy. Confirm the commissioning date, eligible consumer or producer status, renewable-energy traceability and the transmission system involved. Model the project both with and without the waiver until the implementing authority confirms it.

Water, waste and process design

Electrolysis needs a dependable, treated water supply. Before financial close, document the source, legal right to use it, seasonal reliability, raw-water quality, demineralisation capacity, concentrate or reject handling and final discharge route. Groundwater use may require a separate permission. Environmental-clearance relief does not remove water-allocation, wastewater or pollution-control duties.

Hydrogen compression and storage can create pressure and fire-safety obligations. Ammonia adds toxic-material, storage-distance, emergency-response and transport controls. Include inspection, leak detection, firefighting, worker training and community emergency planning in the approval schedule, not as post-construction tasks.

How project structures change the approval burden

Structure Potential policy route Main additional exposure
Standalone renewable-electrolysis hydrogen SIGHT production support if selected; possible ISTS waiver if conditions are met Water, grid, CTE/CTO applicability, pressure equipment, storage and local construction approvals
Electrolyser plus dedicated solar or wind Production support plus renewable-power cost advantages Generation land, connectivity, evacuation, metering, construction and generation-related environmental review
Hydrogen converted to green ammonia Production support or a qualifying hub/pilot route; potential ISTS benefit Ammonia synthesis, hazardous-chemical and storage approvals, water and wastewater, transport and port permissions
Export-oriented project Any eligible SIGHT route, subject to the live tranche DGFT and IEC, customs, port or inland-waterway clearances, export logistics and product-certification requirements
Electrolyser manufacturing facility SIGHT Component I, if the manufacturing proposal meets its tranche rules Factory, industrial, pollution, waste, import and product-testing requirements distinct from hydrogen production

Costs and risks to include in the financial model

  • Incentive uncertainty: use the live tranche’s payment formula and duration; do not spread the ₹13,050 crore programme allocation across expected national output.
  • Renewable-power risk: model energy price, curtailment, wheeling, banking, transmission, imbalance and replacement-power costs.
  • Schedule risk: connect land, water, grid, environmental, factory, fire and safety approvals to the SIGHT commissioning milestone.
  • Water risk: price treatment chemicals, membranes, reject disposal, drought restrictions and backup supply.
  • Offtake risk: secure a domestic industrial, refinery, fertiliser, ammonia or export buyer whose quality and delivery requirements match the plant.
  • Change-of-scope risk: adding ammonia, storage, a pipeline, a port or a dedicated renewable plant can reopen approvals and alter environmental and safety classification.

Common mistakes and practical fixes

Assuming the mission is an automatic subsidy

Fix: identify the exact SIGHT component and live tranche, then underwrite only the award terms you can satisfy.

Using an old tender’s numbers

Fix: verify current capacity, milestones, incentive period, security and payment provisions in the applicable request for selection.

Calling the whole site environmentally exempt

Fix: obtain a component-by-component applicability analysis for generation, electrolysis, ammonia, storage, water, waste, pipeline and port works.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving state approvals until after central selection

Fix: map the state pollution board, electricity regulator, transmission utility, water authority, fire service, factory inspectorate and local body before bidding.

Claiming the ISTS waiver without a commissioning plan

Fix: set a dated critical path to 31 December 2030, document renewable-energy use and model the economics if the waiver is unavailable.
