What help is available if you cannot afford your rent in the UK?

If you cannot afford your rent, check whether you can claim the housing element of Universal Credit or Housing Benefit, ask your council about help with any shortfall, and get urgent advice if you have missed payments. Contacting the landlord early can prevent a manageable shortfall becoming arrears. The correct route depends on your nation, age, accommodation and tenancy.

If your rent is already overdue, treat it as a priority debt. Make an honest budget, seek free housing or debt advice, and ask whether a Universal Credit managed payment to your landlord would help. Do not wait for an eviction notice before seeking help.

Start with these actions today

  1. Check your main benefit. Use the official Universal Credit or Housing Benefit rules to establish which housing support applies to you.
  2. Contact your council. Explain the rent shortfall and ask which current scheme operates in your area.
  3. Protect your tenancy. Tell the landlord what you can pay now, request a realistic repayment arrangement if necessary, and keep records of every conversation.
  4. Get specialist advice if you have arrears, notice or court papers. Contact your council’s homelessness service and a free debt or housing adviser immediately.

These steps can operate together. Council assistance is discretionary, a benefit may cover only part of the rent, and a payment arrangement does not remove arrears unless the landlord agrees to terms that do so.

Which benefit can help with rent?

The first decision is whether your housing costs should be supported through Universal Credit or Housing Benefit. Eligibility depends on your circumstances, and neither benefit automatically pays every pound of rent.

Universal Credit housing element

Eligible Universal Credit claimants can receive an additional amount towards housing costs. The amount is calculated under benefit rules and may be lower than your actual rent, leaving a shortfall that you must meet from other income or additional council help. The rules also vary with the type of accommodation and your household circumstances.

Some people should claim Housing Benefit for their housing costs instead of relying on the Universal Credit housing element. GOV.UK identifies supported or sheltered housing that provides care, support or supervision, temporary accommodation arranged by a council because you are homeless, and refuge accommodation as important examples. Check the detailed rule for your accommodation before making a claim.

Housing Benefit

Housing Benefit is being replaced by Universal Credit. New claims are generally limited to people who have reached State Pension age and people living in supported, sheltered or temporary accommodation, subject to detailed exceptions. It is therefore incorrect to assume that every renter on a low income can make a new Housing Benefit claim.

Situation Likely route to check Important qualification
Working-age renter in ordinary private or social housing Universal Credit housing element The award may not cover the full rent; eligibility and amount depend on your circumstances.
Person who has reached State Pension age Housing Benefit may remain available Check the current claim rules and your council’s process.
Supported or sheltered accommodation providing care, support or supervision Housing Benefit may apply to housing costs The accommodation must meet the relevant definition; ask the provider or council if unsure.
Temporary accommodation arranged by a council after homelessness Housing Benefit may apply Confirm the arrangement with the council handling your accommodation.
Refuge accommodation Housing Benefit may apply to housing costs Specialist advice can clarify how your refuge charges are treated.

Before applying, gather your tenancy agreement, rent statement, identity and income details. If you are unsure which benefit applies, ask the council or a recognised advice service rather than submitting the wrong type of claim.

What to do when benefit support does not cover the rent

If the money you receive for housing does not cover all your rent, ask the council about discretionary help. The available scheme is nation-specific and councils decide applications locally.

Nation Scheme named in current guidance What to know
England Crisis and Resilience Fund Ask your local council how its current housing-cost support operates and whether you meet local criteria.
Scotland Discretionary Housing Payments The council decides whether to award help, the amount and the period covered.
Wales Discretionary Housing Payments DWP guidance says a Welsh payment may help with a rent shortfall, a deposit or rent in advance when the claimant receives Housing Benefit or the housing element of Universal Credit.
Northern Ireland Local housing and benefits advice The sources cited here do not establish a complete Northern Ireland scheme; ask your local authority or specialist adviser for the current route.

A council award is not guaranteed. The council determines whether you qualify, how much you receive and how long it lasts. Local application windows, evidence requirements and available funds can change, so use your own council’s current instructions rather than relying on another area’s rules.

When applying, explain the exact gap between your eligible housing support and rent, why the gap exists, your household’s essential expenses, and any steps you are taking to reduce the risk of arrears. If you need a deposit or rent in advance rather than help with an ongoing shortfall, say so explicitly because those are different purposes.

If you are behind on rent, act before the arrears grow

The Department for Work and Pensions describes rent arrears as a priority debt because losing your home is a possible consequence. Its claimant factsheet, updated 1 April 2026, says: If you cannot pay your rent, you have missed payments or you’re worried your payments are not being made then it’s important to take some action.

Make an affordable arrears plan

  1. List every debt by consequence. Put rent and other debts that threaten your housing or essential services ahead of lower-priority borrowing.
  2. Write down income and essential spending. Include rent, energy, food, council tax, travel, childcare, medical costs and existing repayment commitments.
  3. Calculate what is genuinely available. Do not promise a payment that leaves you unable to pay the next month’s rent.
  4. Contact the landlord promptly. Explain the cause of the arrears, the amount you can pay and the date on which payments can begin.
  5. Put any agreement in writing. Keep the landlord’s messages, your payment receipts and a running balance.
  6. Obtain free debt advice. An adviser can check benefits, challenge an unaffordable proposal and help you communicate with the landlord.

The DWP specifically cautions against agreeing to pay more than you can afford. A repayment arrangement should sit alongside payment of current rent; once current rent is being paid again, the historic arrears still need a separate plan.

Free advice routes

GOV.UK signposts MoneyHelper, Shelter, Citizens Advice, Civil Legal Advice and council homelessness services according to the problem. These organisations provide information or advice; they do not guarantee a benefit award, council payment or eviction cancellation. Tell the adviser if you have received a notice, a claim number or a court hearing date so the urgency is clear.

Could Universal Credit be paid directly to your landlord?

If you receive Universal Credit and rent is overdue, you or your landlord can request a managed payment to landlord, also called an alternative payment arrangement. It changes where the housing amount is paid; it does not increase your award or automatically clear arrears.

If the landlord makes the request, GOV.UK says you receive an email or text and should sign in to your Universal Credit online account to state whether you object. You have 7 days after notification to respond. This is a process deadline for the managed-payment request, not a general deadline for paying rent arrears.

Continue paying any rent that remains your responsibility and seek a separate agreement for existing arrears.

What happens if the landlord threatens eviction?

Do not assume that one eviction process covers the UK. Notice periods, grounds, court requirements and protections depend on the nation, tenancy type and facts of the case. A landlord may seek possession because of rent arrears, but receiving a notice does not mean you should ignore it or leave immediately without advice.

England: changes described for 1 May 2026

GOV.UK states that assured shorthold tenancies in England automatically became assured periodic tenancies on 1 May 2026. For that category, its rent-arrears guidance describes four weeks’ notice where the ground concerns rent arrears or frequent arrears, followed by a need for court approval. It also sets thresholds for stated arrears grounds and says a court may consider reasonableness and proportionality when arrears are below those thresholds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Those details do not apply automatically to regulated tenancies, excluded tenancies or licences, or to renters elsewhere in the UK. The page distinguishes other tenancy types, so identify your agreement before relying on an England rule.

When notice or court papers arrive

  1. Read the notice carefully and note the date, stated ground, amount claimed and deadline.
  2. Send copies to a housing adviser or your council’s homelessness team immediately.
  3. Continue paying current rent if possible and keep evidence of every payment.
  4. Tell the adviser about benefit applications, council assistance, disputes over the rent account and any disability, children or other vulnerability in the household.
  5. Attend any court hearing or follow the instructions on the claim. Missing a deadline can reduce your options.

Urgent, tailored advice is particularly important if court action has started, because the applicable rules may differ even between two renters in the same town.

Prepare the information an adviser or council will need

  • Tenancy agreement and the landlord or agent’s contact details.
  • Current rent, payment frequency, rent account or arrears statement.
  • Universal Credit or Housing Benefit award notices and any correspondence about housing costs.
  • Bank statements, payslips or other evidence of household income.
  • A complete list of essential outgoings and other priority debts.
  • Any notice seeking possession, court claim, hearing date or enforcement letter.
  • Details of household members, disability, health issues, children or other circumstances that affect housing risk.

Give consistent figures to the council, benefit office, adviser and landlord. If the rent account is wrong, ask for a written statement and query specific entries rather than withholding the whole rent without advice.

Choosing the right route for your situation

Your immediate problem First contact What the route can address
You cannot meet next month’s rent but have no arrears Benefit service and local council Check the correct housing benefit and apply for any available shortfall assistance before a missed payment.
Your benefit covers only part of the rent Council handling your nation and a free adviser Assess discretionary help and whether a cheaper or more suitable tenancy is needed.
You have missed payments Landlord, debt adviser and benefit service Agree an affordable plan, correct benefit problems and consider a managed payment.
You have received an eviction notice Council homelessness service and housing adviser Check the notice, tenancy rules, deadlines and possible homelessness prevention duties.
You have court papers or a hearing date Immediate specialist housing or legal advice Prepare a response and avoid missing a procedural deadline.

The most effective sequence is usually parallel rather than serial: claim the right benefit, request council help, communicate with the landlord and obtain advice at the same time.

Common mistakes that make rent problems worse

  • Applying for the wrong benefit. Housing Benefit is not a universal new-claim route for working-age renters in ordinary accommodation.
  • Assuming a council payment is automatic. Crisis and discretionary schemes are local and awards are not guaranteed.
  • Agreeing to an impossible repayment amount. A plan that prevents payment of current rent can increase the arrears.
  • Ignoring messages about a managed payment. A Universal Credit claimant has seven days to respond after a landlord request.
  • Using England’s eviction rules for another nation or tenancy. Get advice based on the actual agreement and location.
  • Waiting for a court date before asking for help. Earlier contact gives the council and adviser more options to prevent homelessness.
