What Happens When a City’s Revenue Falls Short of Its Forecast?

When a city collects less money than its budget forecast, officials must bring expected spending and available resources back into balance. They typically update the forecast, identify whether the gap is temporary or ongoing, reduce or delay spending, use legally available reserves, seek new revenue, transfer appropriations where permitted, or request outside assistance. The consequences depend on the city’s laws, the affected fund and revenue source, and whether the shortfall is a one-year variance or a recurring structural deficit.

What a forecast shortfall means

A revenue forecast is an estimate of the money a city expects to receive during a fiscal year. It may include taxes, intergovernmental grants, service charges, permits, investment income and other receipts. A shortfall occurs when actual or newly projected receipts fall below the amount built into the adopted budget.

The first warning is usually a variance in the city’s regular financial reports: sales-tax payments are weaker, a grant is delayed, property-tax collections lag, or a fee-based activity produces less cash than expected. The initial number is not always final. Revenue can arrive late, collections can improve, or the city can discover that an assumption in the original forecast was too optimistic.

Formal treatment is controlled by local law. Massachusetts Division of Local Services guidance, for example, says that “An identified revenue deficit usually requires a corresponding midyear spending reduction.” That is Massachusetts guidance, not a rule that automatically applies across the United States. Its guidance also notes that the full size of a revenue deficit may not be known until after the fiscal year closes and a balance sheet is prepared. How officials determine the size and cause of the gap

They compare current receipts with the adopted plan

Finance staff track actual collections against the budget by month, quarter and revenue category. They also compare spending commitments with the remaining appropriation. A city may have a projected revenue deficit even when its bank account still contains cash, because the issue is whether expected resources will cover the full year’s authorized costs.

They separate timing problems from permanent weakness

A delayed grant or a tax payment that arrives later than expected can create a cash-flow problem without reducing the eventual annual total. By contrast, a lower tax base, declining economic activity, affordability pressures or persistent collection failures can reduce the underlying revenue stream. South Africa’s National Treasury identifies collection failures, affordability pressures, revenue changes, cash-flow planning and in-year monitoring as municipal-finance concerns; those findings describe South African municipalities and are not universal rules for other cities. National Treasury of South Africa, The State of Local Government Finances and Financial Management as at 30 June 2024

They identify the fund that is affected

A city’s general fund often pays for broadly available services such as public safety, administration and street maintenance. Other activities operate through restricted or enterprise funds. Water and sewer charges, for example, are generally intended to support those utilities. Cerritos says enterprise-fund revenue is restricted to its stated purposes and cannot be used for General Fund activities. A shortfall in a flexible tax therefore creates a different problem from a shortfall in a fee that is legally tied to a particular service.

The usual response, step by step

  1. Confirm the variance. Finance officials validate the collection data, check whether receipts were merely delayed and update assumptions for the rest of the year.
  2. Publish or present a revised forecast. The city manager, finance director or equivalent reports the expected gap to the mayor, council or other governing body. The timing and required documents depend on local law.
  3. Rank the exposure. Officials determine which funds, departments, contracts and legally required services are affected, and whether the gap is a cash-flow issue, a one-year deficit or a recurring imbalance.
  4. Freeze or slow discretionary commitments. Hiring, travel, equipment purchases, grants and new projects may be delayed while the city measures the problem. A delay is not the same as a cancellation; it may move spending into a later period.
  5. Adopt an authorized balancing plan. The plan can combine reductions, appropriation transfers, reserve use, new revenue and external aid. Some changes require a council vote, a public hearing or approval from a state agency.
  6. Monitor the plan through year-end. Monthly reporting tests whether collections and savings are materializing. If the forecast worsens, additional action may be required.

Ways a city can close a revenue gap

Response How it works Main limitation
Reduce spending Departments cut discretionary costs, vacancies or planned activities. Reductions can affect staffing, service levels and legally mandated work.
Delay spending Projects, purchases or maintenance are moved to a later period. Costs may rise later, and delays can create a backlog.
Transfer appropriations Money is moved between line items or departments when local rules allow it. Transfers do not create new money and may require formal approval.
Use eligible reserves Rainy-day or fund-balance reserves cover part of the current gap. Reserves are finite and may be restricted or needed for future emergencies.
Raise or accelerate revenue A city may adjust fees, improve collections, sell assets or pursue other authorized receipts. Legal authority, political approval and economic conditions can limit the amount or timing.
Seek outside support The city requests state, national or other assistance, or negotiates relief. Aid may be conditional, temporary or unavailable.

Spending reductions and delays

Cutting or postponing expenditure is often the fastest way to match a revised revenue estimate. A city may leave vacant positions unfilled, defer vehicle replacement, reduce contracted services or postpone capital work. It must still protect obligations such as debt service, labor agreements, court orders and essential public-safety functions where applicable.

Transfers and reserve appropriations

Some jurisdictions permit a midyear line-item transfer or an appropriation from a reserve, subject to statutory procedures. These mechanisms can keep a department operating while a longer-term plan is developed. They do not change the amount of recurring revenue the city can expect next year.

New revenue and external assistance

Possible measures include improving tax collection, revising service charges, selling an asset, using a one-time settlement or seeking state support. Jersey City’s June 2026 interim report describes its response to a structural gap as a combination of cost reductions, non-tax revenue and state assistance. That approach reflects Jersey City’s circumstances and authority; it is not a standard package required of every city. City of Jersey City, 2026 Interim Budget Report

Why reserves help now but can hurt later

Reserves provide flexibility when a shortfall is temporary or when immediate cuts would be unusually disruptive. Drawing them down can prevent abrupt service interruptions and give officials time to make a durable adjustment. The trade-off is a smaller cushion for disasters, economic downturns, infrastructure failures or future revenue volatility.

The New York City Comptroller’s March 2026 outlook discusses reserve drawdowns, optimistic revenue projections and unspecified savings as elements of the city’s budget-gap plan. It reports $2.6 billion in reserve drawdowns over fiscal year 2026–27 beyond the typical current-year reduction and warns that such actions reduce fiscal flexibility. That figure describes New York City’s plan and cannot be used to measure another city’s gap. New York City Comptroller, New York by the Numbers Monthly Economic and Fiscal Outlook No. 111

Temporary shortfall versus structural deficit

A temporary or cyclical gap

A temporary gap can result from a payment arriving after year-end, a one-time economic shock or an unusual event. If ongoing revenue is sufficient to pay ongoing costs once the timing issue passes, a reserve draw or spending delay may be an appropriate bridge.

A structural imbalance

A structural deficit exists when recurring expenses exceed recurring revenue. Repeatedly covering operating costs with reserves, asset sales, borrowing or other one-time receipts can postpone the problem while reducing future options. A city eventually must lower its ongoing cost base, increase reliable revenue, redesign services or obtain continuing assistance.

Jersey City’s June 2026 report says the administration inherited an approximate $254.8 million structural deficit. It also says the city relied on about $667 million in one-time, non-repeatable revenue between 2019 and 2025, together with reserve drawdowns, land sales and borrowing, to cover day-to-day costs. Those figures concern Jersey City’s own reporting period and definitions; they are an illustration of how temporary measures can accumulate into a structural challenge.

Fund restrictions and revenue mix change the outcome

Not all revenue is equally flexible. England’s official 2026–27 local-authority statistics list central government grants, council tax, retained business rates and reserve appropriations among the funding components. A city may be able to redirect an unrestricted grant or general-tax receipt only within legal limits, while a dedicated utility charge may be unavailable for unrelated operations.

Cerritos reports that sales tax accounts for nearly half of its General Fund. In its fiscal year 2026–27 budget information, the city reports a $10.6 million gap between forecast combined revenues and expenditures and says the adopted plan uses General Fund reserves to cover it, with service adjustments phased in over subsequent months. This is one city’s budget choice, not evidence that every forecast miss produces a service cut.

In England, the Ministry of Housing, Communities & Local Government reported that 35 councils agreed Exceptional Financial Support for financial pressures in 2026–27, totaling £1.5 billion. Exceptional support is a feature of that jurisdiction’s system and should not be treated as a universal remedy. Ministry of Housing, Communities & Local Government, Local authority revenue expenditure and financing: 2026–27 budget, England

What residents may notice

The visible effect depends on the balancing choices. Residents might see slower permit processing, fewer recreation hours, postponed roadwork, reduced grants, hiring freezes or longer replacement cycles for public equipment. A city may instead raise fees, intensify collection efforts, draw reserves or seek outside assistance with little immediate change to daily services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Debt payments, statutory programs and essential emergency functions can limit what officials are able to cut. Conversely, a city with substantial unrestricted reserves may absorb a one-year miss more easily than a city whose reserves are small or legally committed. No single outcome—bankruptcy, a tax increase, a service cut or state takeover—follows automatically from a forecast error.

How to read your city’s response

  • Look for the fund: Determine whether the shortfall is in the general fund, a utility or another restricted account.
  • Check the time frame: Ask whether the city describes a delayed receipt, a current-year deficit or a multi-year structural gap.
  • Separate forecast from actuals: A projected deficit can change before year-end; an audited deficit is a later accounting result.
  • Identify one-time measures: Reserve draws, land sales, borrowing and settlements may close this year’s gap without improving recurring finances.
  • Read the authority section: Budget documents usually state who can approve transfers, reserve use, fee changes or emergency assistance.
  • Watch reserve levels: A balanced budget that materially reduces reserves may leave less capacity for the next shock.

Bottom line

A city whose revenue falls short of its forecast must reconcile a smaller resource base with the spending plan it adopted. It usually starts with better measurement and a revised forecast, then combines spending controls with whatever reserves, transfers, new revenue or outside support its laws permit. The key question is whether the miss is temporary or reveals that recurring costs exceed recurring revenue. A reserve draw can bridge a one-year problem; it cannot, by itself, repair a structural deficit.
