Leaving a job in India does not automatically cancel your Employees’ Provident Fund (EPF) balance or your Employees’ Pension Scheme (EPS) service. They are related but different records. If you move to another EPFO-covered employer, the usual choice is to transfer your provident-fund account and carry your EPS service history forward. If you remain unemployed, current government guidance describes a staged EPF withdrawal: 75% of the balance immediately and the remaining 25% after one year, subject to the applicable rules and exceptions. EPS decisions depend mainly on your eligible service: below 10 years, you generally choose between an EPS withdrawal benefit and a scheme certificate; at 10 years or more, preserving service can support future monthly-pension eligibility, subject to the scheme’s age and claim conditions.
EPF and EPS are two different benefits
Your payslip may show one provident-fund deduction, but the Employees’ Provident Fund Organisation (EPFO) administers two distinct components:
As an Amazon Associate I earn from qualifying purchases.
- EPF is the provident-fund account. It contains the employee’s contribution, the employer’s EPF contribution, and credited interest.
- EPS is the pension scheme. Its important record is eligible pensionable service and pension wages, not a cash balance that you can simply move into an ordinary PF account.
This distinction determines which claim or transfer route applies. EPFO identifies Form 13 for PF transfer, Form 19 for final PF settlement, Form 10C for an EPS withdrawal benefit or scheme certificate, and Form 10D for a monthly pension claim. An EPS withdrawal benefit is therefore not the same as withdrawing your entire EPF account.
If you change jobs and join another covered employer
For most people who leave one covered establishment and start another, transferring is the most useful path. A transfer moves the PF accumulations to the new account and sends the associated service details for pension purposes, as stated in EPFO’s Form 13 instructions. The pension component is not treated as a second cash balance deposited into your regular PF ledger; the service record is what helps you combine periods of covered employment.

Why transferring service matters
EPS eligibility is based on eligible service accumulated across covered employments. If an old service period is missing from the new record, you could later appear to have fewer years than you actually completed. Carrying the record forward is especially important when you are close to the 10-year pension threshold.
Transfer checklist
- Confirm that your Universal Account Number (UAN), name, date of birth, and other identity details match across the old and new member records.
- Ask the new employer to ensure the current PF member account is correctly linked to your UAN and that contributions are being reported.
- Check the date of exit recorded for the old employment. An incorrect or missing exit date can block or delay a transfer claim.
- Use the current EPFO member-services transfer process, generally associated with Form 13. Online routing has been simplified: government announcements in 2025 said employer routing was removed in most online cases, and a revised process removed destination-office approval. The exact route can still depend on whether either establishment is an exempted trust or a statutory EPFO account.
- After processing, review the passbook or service history to confirm that the PF amount and earlier pensionable service are reflected. Keep the transfer acknowledgement and old account details.
EPFO’s Form 13 instructions describe separate handling where the former or new employer is an exempted PF trust. If your establishments use different arrangements, follow the route shown in the current portal instructions rather than assuming a standard online transfer will apply.
If you leave and do not have another job
The Ministry of Labour & Employment’s release dated 15 October 2025 describes a staged withdrawal during unemployment. Under that government description, 75% of the PF balance—including employee and employer contributions and credited interest—may be withdrawn immediately, while the remaining 25% may be withdrawn after one year. The same announcement describes a 12-month period for premature final settlement and notes that specified exceptions can allow full withdrawal.

These are policy statements, not a guarantee that every claim will be paid in the same way. Before filing, check the current EPFO claim rules, the option displayed for your account, and whether an exception applies to your circumstances. Do not treat the staged route as an automatic full settlement immediately after resignation.
What “PF balance” means here
The 2025 explanation refers to the PF balance, including both sides’ contributions and interest. It does not turn EPS service into a withdrawable PF balance. Your EPS choice must be handled separately through the pension-scheme rules and the applicable Form 10C or Form 10D route.

Practical steps while unemployed
- Wait until the employer’s date of exit is correctly recorded in your EPFO member account.
- Verify your UAN, bank account, identity and tax-related details requested by the current claim interface.
- Check whether your account is showing a partial withdrawal option, a final-settlement option, or an exception-based route.
- Read the eligibility message and timing requirement before submitting. The 75%/25% timing described by the ministry is tied to the 2025 reform explanation and should be checked against the current implementation.
- Save the claim number and monitor status through current EPFO member services. If a claim is rejected, use the stated reason to correct the underlying record rather than filing an identical claim repeatedly.
What happens to EPS service when you have less than 10 years
With less than 10 years of eligible EPS service, an eligible member generally has two choices:
| Choice | What you receive | Effect on later employment |
|---|---|---|
| EPS withdrawal benefit | A benefit calculated under the pension scheme’s withdrawal rules, rather than the full EPF account balance. | The withdrawn service is not preserved as a service certificate for combining with a later period. |
| Scheme certificate | A certificate recording the service that can be carried forward. | Later covered employment can be combined with the certified period. |
EPFO’s Form 10C instructions state that earlier service can be carried forward and combined with later service when a member joins another establishment. They also state that taking a scheme certificate does not bar withdrawal of PF accumulations. In other words, you may preserve the EPS service record while handling the EPF account through its own applicable process.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhen a scheme certificate is usually the better preservation choice
If you expect to work again for an EPFO-covered employer, a scheme certificate can protect the value of your earlier service. It is particularly relevant if you are close to the pension threshold or do not want a short employment gap to break your service history. The certificate is not a cash payment and does not by itself start a pension.
The 2024 change for very short service
On 28 June 2024, the Ministry of Labour & Employment announced that eligible EPS members below age 58 can receive an EPS withdrawal benefit even with less than six months of contributory service. The revised Table D calculation uses completed months of service and pension wages. If your record shows fewer than six months, check that the current claim system applies the revised rule to your membership and dates; do not assume that an older rejection or form instruction reflects the 2024 change.
What changes once you reach 10 years of eligible service
Ten years of eligible EPS service is the main dividing line between a withdrawal-benefit or scheme-certificate choice and eligibility for a future monthly pension under the scheme. EPFO’s 2024 Pension Manual says that service of 9 years and 6 months or more is counted as 10 years for pension eligibility. Your recorded service, however, must be verified; periods that are missing, incorrectly classified, or not covered by EPS may not count.
Rank #3
Reaching the threshold does not mean that resigning creates an immediate pension. Monthly pension claims remain subject to the scheme’s age and other conditions. Preserve the service record, review your pensionable wages and dates, and use the Form 10D route when you meet the applicable age and claim requirements.
Why the distinction matters at resignation
Taking an EPS withdrawal benefit after you have accumulated service near the threshold can remove the service you would otherwise combine with later employment. If your record is at least 9 years and 6 months, confirm how EPFO has counted it before choosing a withdrawal route. A calculation based only on the number of employers or calendar years can be wrong if there were non-covered periods or record errors.
Which form applies to which action?
| Form | Purpose | Common situation |
|---|---|---|
| Form 13 | Transfer PF accumulations and send service details for pension purposes. | You leave one covered employer and join another. |
| Form 19 | Final settlement of the PF component, where the applicable final-settlement rules permit it. | You are claiming the EPF balance rather than transferring it. |
| Form 10C | EPS withdrawal benefit or scheme certificate. | You have eligible EPS service below the pension threshold, or need a certificate to preserve it. |
| Form 10D | Monthly EPS pension claim. | You meet the scheme’s age and service conditions for pension. |
Form names are stable reference points, but portal screens and routing can change. Start with the current EPFO member-services instructions and read the eligibility message generated for your account. A form number alone cannot determine the result.
Records to check before you decide
- Service history: list every covered establishment, joining date and exit date, and compare it with the EPFO record.
- EPS service: check whether all eligible periods are shown and whether the total is near 9 years 6 months or 10 years.
- Pension wages: verify the wage figures used for any withdrawal-benefit or pension calculation. Do not estimate from your current salary without checking the recorded pension wages.
- PF balance and interest: confirm employee and employer contributions and credited interest in the passbook. The government’s 2025 reform explanation cited an 8.25% EPF interest rate in its rationale; that is a year-specific figure, not a promise of a permanent rate.
- Employment coverage: confirm that the old and new establishments are covered and whether either is an exempted trust.
- Identity and bank details: mismatched names, dates of birth, Aadhaar or bank information can cause a transfer or claim to fail.
Common mistakes and how to avoid them
Withdrawing EPF and assuming EPS is also settled
A PF payment does not automatically decide your EPS service. Handle the two components under their separate forms and eligibility rules.
Taking a withdrawal benefit when you intend to work again
If you expect another covered job, compare the immediate cash benefit with the long-term value of preserving service through a scheme certificate. Once service is withdrawn, it is not available to combine in the same way.

Assuming 10 years guarantees immediate monthly income
The 10-year threshold supports pension eligibility, but age and other scheme conditions still govern when and how a monthly pension can be claimed.
Filing before the exit date is recorded
An employer’s unreported or incorrect date of exit can make a claim appear premature. Correct the record through the current EPFO process before submitting a final-settlement or EPS claim.
Using an old rule for a new claim
The 2024 short-service change and the 2025 staged-withdrawal explanation show why dated guidance can mislead. Check the current portal instructions and the latest official EPFO or ministry communication for your claim date.

| Your situation | Usually relevant route | Decision point |
|---|---|---|
| You are joining another covered employer | Transfer through the Form 13 process. | Confirm that PF money and EPS service details both appear in the new record. |
| You are unemployed after leaving | Use the withdrawal route currently available for your account. | Apply the government-described 75% immediate/25% after one year timing only as implemented under current rules; check exceptions before filing. |
| You have less than 10 years of EPS service | Form 10C for an EPS withdrawal benefit or scheme certificate. | Choose cash now or preserve service for possible later aggregation. |
| You have 10 years or more of eligible service | Preserve the service record and claim monthly pension when eligible. | Check age, service and pension-wage conditions before using Form 10D. |
| You have less than six months of EPS contributions and are under 58 | Check eligibility under revised Table D. | Ensure completed months and pension wages are correctly recorded. |
Family and survivor benefits
EPFO’s overview includes survivor, widow and children’s pension benefits. Whether a family member qualifies, and for how long, depends on the precise facts and the scheme conditions. Do not assume that resigning, taking an EPS withdrawal benefit, or holding a scheme certificate produces the same family outcome in every case. For a death-related claim, the family should obtain the applicable EPFO instructions for the member’s record and circumstances.

Think of resignation as a choice about two records, not one account. Transfer the PF and preserve pension service when you move to another covered job. If you remain unemployed, review the government’s October 2025 staged-withdrawal rules and any exception before claiming. If EPS service is below 10 years, compare a withdrawal benefit with a scheme certificate; if it is at least 9 years 6 months, verify the count before giving up service that may qualify as 10 years. Use the correct form, check the recorded dates and wages, and rely on the current EPFO member-services instructions for the final eligibility decision.

Frequently Asked Questions
Can I withdraw my EPF immediately after resigning?
The Ministry of Labour & Employment’s 15 October 2025 explanation describes 75% of the PF balance as immediately withdrawable during unemployment and the remaining 25% after one year, with specified exceptions for full withdrawal. Check the current EPFO implementation and your account’s eligibility message before filing.
What happens to my EPS pension if I resign?
Resignation does not erase EPS service. With less than 10 years of eligible service, you generally choose an EPS withdrawal benefit or a scheme certificate. At 10 years, including service counted under EPFO’s 9-years-6-month rule, preserving service can support future monthly-pension eligibility subject to age and other conditions.
Should I transfer my PF account when I change jobs?
If the new employer is EPFO-covered, transferring through the Form 13 process generally carries PF accumulations and sends service details for pension purposes. Verify the transfer and service history after processing.
Can I withdraw EPS before 10 years of service?
An eligible member below the 10-year threshold may claim an EPS withdrawal benefit or choose a scheme certificate. Members under 58 with less than six months of contributory service may also qualify under the revised 2024 Table D rules, subject to current eligibility.
