What Happens to Unused Balance on a Forex Card? Refunds, Fees and Timelines

Unused money on a forex card is not automatically refunded under one universal rule. Depending on the issuer, you may redeem it to a bank account, visit a branch, withdraw it from an ATM while the card is valid, or request a replacement card after expiry. The issuer may deduct cash-out or other charges, hold money for pending transactions, and convert the balance into its payout currency at the exchange rate on the refund date. Your card agreement—not a general forex-card rule—determines the amount, documents and timing.

What happens to an unused forex-card balance?

When your trip ends with money left on a prepaid forex card, the balance normally remains yours, but access to it depends on the product and country. Common routes are:

As an Amazon Associate I earn from qualifying purchases.

  • Requesting redemption to a bank account.
  • Asking the issuer or a participating branch to pay the balance in local currency.
  • Withdrawing cash from an ATM while the card is still valid, where the issuer permits it.
  • Requesting a replacement card so the balance remains available after the original expires.

The issuer can first remove pending or unsettled transactions, card charges and applicable taxes. A refund may also be converted from the loaded foreign currency into the issuer’s local payout currency at a rate set on the refund date. Consequently, the amount you receive can differ from both the original loaded amount and the balance displayed before transactions settle.

Country and issuer matter. The examples below come from official information for the UK and India; they do not establish a rule for every forex card.

Why the amount you receive can differ from the displayed balance

Pending and unsettled transactions

A completed-looking card payment can remain authorised but unsettled. An issuer may reserve that amount until the merchant submits the final transaction. ICICI Bank’s forex-card FAQ describes retaining authorised but unsettled amounts and a pipeline balance that does not exceed US$100. Its redemption condition for resident Indians also requires 10 days to have passed since the last transaction. These are ICICI conditions, not a general industry timetable.

Standard Chartered India’s card terms separately state that an unsettled transaction may require a 30-day wait before a refund. The waiting period addresses settlement risk; it does not mean every forex-card refund takes 30 days.

Exchange-rate movement

Some issuers refund in a domestic currency rather than returning the original foreign currency. Standard Chartered India’s terms say post-expiry unused funds are refunded in Indian rupees using the exchange rate prevailing on the refund date, after applicable fees and charges. SBI’s information likewise describes redemption in Indian rupees. If the rate has moved since you loaded the card, the domestic-currency value may be higher or lower.

Fees, taxes and dormancy charges

Cash-out, transaction, processing and tax deductions vary by agreement. The Post Office Travel Money Card in the UK describes a £2 monthly dormancy fee when a balance remains 12 months after expiry. That fee continues until the balance reaches zero or a refund is requested. Indian issuer information also warns that applicable transaction fees, taxes or redemption charges can reduce the payout.

How to request the money back

Use the channel stated for your particular card. A generic process is:

  1. Find the current card agreement. Check the issuer’s app, account portal, card documents or customer-service page for “redemption,” “cash-out,” “refund,” “expired card” and fee provisions.
  2. Confirm the spendable balance. Ask which payments are pending, whether an authorised amount is being held, and whether a minimum waiting period applies after your last transaction.
  3. Choose the permitted route. The issuer may require a phone request, a bank-account transfer, a branch visit, an ATM withdrawal while valid, or a replacement-card application.
  4. Prepare evidence and account details. A cancellation-refund request can require bank details and proof that the trip was cancelled. A branch redemption may require identification, the card and account information. Requirements differ by issuer and jurisdiction.
  5. Ask for a written calculation. Request the gross balance, exchange-rate date, payout currency, each fee or tax, any amount held for settlement, and the expected payment date.
  6. Keep the reference number. Save the request confirmation, transaction history and final statement until the money arrives and the card account is closed or confirmed as empty.

Issuer examples: routes, conditions and stated timing

Issuer and market Available route or condition described by the issuer Stated fee or timing
Post Office Travel Money Card, UK For a cancelled trip, contact card services, provide bank details and evidence of cancellation, then wait for the refund. Payments usually appear in 3–5 working days. A £2 monthly dormancy fee starts when a balance remains 12 months after expiry and continues until the balance is zero or a refund is requested.
ICICI Bank forex prepaid cards, India Resident Indians may redeem unused foreign exchange after 10 days from the last transaction. Authorised but unsettled amounts may be retained; the FAQ describes a pipeline balance not exceeding US$100. Applicable transaction fees and Indian taxes can apply. The 10-day condition is specific to the cited ICICI FAQ.
State Bank of India Multi-Currency Foreign Travel Card, India An unexpired card’s remaining funds may be redeemed at a participating branch in Indian rupees. SBI also describes ATM use while the card is valid. After expiry, redemption at a participating branch is described as possible. Fees, exchange rates, ATM limits and participating-branch availability must be confirmed with SBI.
Axis Bank Travel Forex Card, India Take an expired card with unused funds to a branch for a refund request, or apply for a replacement card to continue accessing the balance. The cited FAQ does not establish one post-expiry timetable or guarantee identical service at every branch.
Standard Chartered India Multi-Currency Forex Card Post-expiry unused funds are refunded in Indian rupees to the relevant Standard Chartered account. The terms specify the exchange rate on the refund date, applicable deductions and payment within 60 days after expiry. An unsettled transaction may require a 30-day wait.

These examples illustrate why a cardholder should not use another issuer’s fee, deadline or payout currency as a prediction. Even branches of the same bank may require confirmation that they handle the product.

Refund timing: how to read the number you are given

A quoted time can refer to different stages: the waiting period before redemption is allowed, the issuer’s processing period, or the time for a bank payment to appear. Ask which stage the estimate covers.

  • 3–5 working days: The Post Office describes this as the usual time for a cancellation-refund payment to appear in the account. It is not a general forex-card standard.
  • 10 days: ICICI’s FAQ describes waiting 10 days after the last transaction before a resident Indian may redeem unused foreign exchange. This is an eligibility condition, not a promise that the transfer arrives on day 10.
  • 30 days: Standard Chartered India’s terms describe a possible 30-day wait where a transaction remains unsettled. The clock applies to that settlement issue.
  • Within 60 days after expiry: Standard Chartered India’s terms describe the account refund as occurring within 60 days after card expiry, subject to the stated conditions.

Weekends, bank holidays, identity checks, missing documents, merchant settlement and currency conversion can extend the practical time. If the issuer’s estimate passes, quote your request reference and ask whether a transaction hold or document problem is preventing payment.

What changes when the card expires?

Expiry does not necessarily erase the balance

An expired card may stop working for purchases while the underlying funds remain redeemable. SBI describes post-expiry branch redemption, and Axis describes either a branch refund request or a replacement card. Standard Chartered India’s terms provide a rupee refund to the relevant account within the contractual post-expiry period.

Expiry can create new charges

The UK Post Office example is important because a balance can become more expensive to leave untouched: its £2 monthly dormancy charge begins 12 months after expiry and continues while money remains. Other issuers may use different charges or none at all. Do not assume that waiting is free.

Act before expiry when practical

If the card still works, compare a permitted ATM withdrawal with the issuer’s redemption route. Before choosing, obtain the ATM operator fee, issuer withdrawal fee, daily limit and exchange-rate basis. An ATM may be convenient but can cost more or produce cash in an unwanted currency.

ATM withdrawal versus formal redemption

Question ATM while card is valid Refund or branch redemption
Speed Often immediate if the card, PIN, balance and ATM support the transaction. May require a call, documents, settlement wait or bank processing.
Currency Depends on the ATM and card’s supported currencies; dynamic currency conversion can affect the rate. Issuer may pay in its local currency at the rate on the refund date.
Costs ATM-operator and issuer withdrawal fees, limits and exchange-rate spreads may apply. Cash-out, processing, transaction fees, taxes or post-expiry charges may apply.
After expiry Usually unavailable once the card is no longer valid. Some issuers permit a branch refund or replacement card after expiry.

Do not choose an ATM solely to avoid paperwork. Calculate the amount you would receive after both ATM and issuer charges, and confirm that the withdrawal limit is large enough for the balance.

Questions to ask customer service

  • What is my redeemable balance after pending authorisations and fees?
  • Has the last transaction settled, and if not, when can redemption be requested?
  • Which payout currency will be used?
  • Which exchange-rate date and rate source determine the conversion?
  • What documents, bank details or proof of cancellation are required?
  • Is a branch visit required, and which branches handle this card?
  • What are the cash-out, transfer, tax, ATM and post-expiry charges?
  • What is the processing date and the date funds should appear?
  • Will the card close automatically after the refund, or must I cancel it?

Common problems and practical fixes

The refund is smaller than expected

Request an itemised calculation. Compare the starting balance with settled transactions, pending holds, exchange-rate conversion, fees and taxes. A smaller domestic-currency amount can result from the refund-date rate even when no extra charge was applied.

The issuer says the balance is unavailable

Ask whether an authorisation, merchant dispute, replacement-card process or expiry rule is blocking redemption. For an unsettled payment, the issuer may have to wait for settlement or the agreement’s stated holding period.

The card has expired

Do not discard it. Ask whether the issuer supports branch redemption or a replacement card, which identification and bank details are needed, and whether a dormancy fee is already running.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The payment has not arrived

Check whether the quoted period was working days, whether the issuer has completed identity checks and whether your bank rejected or delayed the transfer. Escalate with the refund reference and ask for the payment trace or a revised date.

A decision checklist before you leave the balance behind

  1. Record the card expiry date and current balance.
  2. Stop using the card and wait for any final merchant payments to settle if the issuer requires it.
  3. Compare the net amount from ATM withdrawal, bank refund, branch redemption and replacement card, where those options exist.
  4. Confirm the payout currency, exchange-rate date, fees, taxes and limits in writing.
  5. Submit the request through the issuer’s stated channel and retain evidence.
  6. Follow up before any post-expiry dormancy charge begins.

Bottom line

Unused forex-card funds are generally recoverable, but the route and net amount are issuer-specific. Pending transactions can delay redemption; fees and taxes can reduce it; and a local-currency refund can rise or fall with the exchange rate used on the refund date. The safest approach is to obtain the card’s current terms, ask the issuer for an itemised redeemable amount and deadline, and act before expiry or dormancy charges when possible.
