Benefits withheld under Social Security’s earnings test are generally not lost permanently. If you claim retirement benefits before full retirement age (FRA) and your covered work earnings are high enough to trigger withholding, the Social Security Administration (SSA) later recalculates your monthly benefit at FRA to account for the months affected. That usually produces a higher ongoing monthly payment, not an automatic lump-sum repayment of every check that was withheld.
Beginning with the month you reach FRA, your earnings no longer reduce your retirement benefit, regardless of how much you earn.

How the earnings-test adjustment works
The earnings test temporarily withholds some or all of a retirement benefit when a beneficiary is younger than FRA and has more than the annual earnings limit in wages or net self-employment income. SSA tracks the months in which benefits were withheld. At FRA, it recomputes the benefit as though benefits had started later for those affected months. The result is a larger monthly benefit for life, subject to the normal rules governing the benefit.
SSA says it generally performs this recalculation about one year after you reach FRA. The timing means your first post-FRA checks may not immediately show the final adjustment. Keep your benefit notices and earnings information so you can compare the eventual calculation with your records.

The withheld payments are used to determine how many months of benefits were affected. You should not expect SSA to return every withheld check as a one-time payment. Instead, the value of the affected months is reflected in a higher monthly amount after FRA. The exact increase depends on your original benefit, the number of months affected and SSA’s calculation from your earnings record.
What earnings count—and what does not
The test applies to compensation from work. SSA counts:
- Wages from employment.
- Net earnings from self-employment.
- Bonuses and commissions.
- Vacation pay.
These income sources do not count toward the retirement earnings test:

- Investment income and interest.
- Veterans benefits.
- Other government or military retirement benefits.
For self-employed people, the timing and nature of the work can matter in addition to the annual dollar amount. A person may need to establish whether a particular month qualifies as a month of retirement under SSA’s special first-year rule.

The limit depends on whether you are below FRA for the entire year or reach FRA during the year. The amounts below apply for 2026.

| Situation in 2026 | Earnings limit | Withholding formula | What earnings period is counted |
|---|---|---|---|
| Under FRA all year | $24,480 | $1 in benefits withheld for every $2 earned above the limit | Earnings during the year |
| Reach FRA during 2026 | $65,160 | $1 in benefits withheld for every $3 earned above the limit | Only earnings before the month FRA begins |
| FRA month and later | No earnings limit | No earnings-test withholding | Starting with the month FRA begins |
The $65,160 limit in the second row applies only to earnings received before the month you reach FRA. Earnings after that month do not reduce retirement benefits. These limits can change, so use the figures for the calendar year in which the earnings occur rather than assuming a prior year’s threshold still applies.
Full retirement age is based on birth year
FRA is not the same for everyone. SSA identifies FRA as 67 for people attaining age 62 in 2026, but the applicable age varies by birth year. Check your own FRA before estimating withholding; using age 67 as a universal rule can produce the wrong result.

When you first claim benefits partway through a year, an annual earnings calculation can make it appear that no benefits are payable even though you were retired for some individual months. SSA’s special first-year rule can allow payment for a whole month considered retired when earnings for that month stay below the applicable monthly amount.
For 2026, SSA lists these monthly amounts:
- $2,040 per month for someone under FRA all year.
- $5,430 per month for someone reaching FRA during 2026.
Self-employment activity can affect whether a month qualifies. The monthly rule is therefore not simply a way to divide the annual limit by 12. If you started benefits after working earlier in the year, ask SSA how it will classify each month and report the work pattern accurately.
What changes when you reach full retirement age
Starting with the month FRA begins, SSA no longer reduces retirement benefits because of earnings. There is no upper income limit for this purpose after that point. You can continue working and receive your full retirement benefit under the earnings-test rules.

This does not erase other possible effects of working. Your wages may be subject to federal and state income tax, and your Social Security benefit may be taxable under the income-tax rules. Those are separate issues from the earnings test and do not change how SSA handles months withheld before FRA.

How much could the monthly benefit increase?
No single percentage or dollar amount applies to everyone. SSA’s adjustment uses your benefit amount and the months for which the earnings test withheld benefits. A person with a larger benefit or a different number of affected months will receive a different result from someone with the same earnings but a different claiming history.
SSA gives this illustration: a person who claims at age 62 in 2026 with a $910 monthly payment and has 12 months withheld would have a monthly benefit recalculated to $975 at FRA, expressed in today’s dollars. That is an official example, not a forecast for every beneficiary. It demonstrates why the right question is usually “How will my monthly amount change?” rather than “When will I get all my withheld checks back?”
A separate increase can come from later work
SSA may also review the earnings records of people who keep working while receiving benefits. If later earnings replace a lower year in the calculation used for the retirement benefit, SSA can increase the benefit. That increase is separate from the adjustment for months affected by the earnings test.
Two changes can therefore occur in the same broad period:

- An FRA adjustment for months in which benefits were withheld because earnings exceeded the limit.
- A recalculation because new earnings improved the worker’s indexed earnings record.
Do not assume that every increase after FRA is the earnings-test adjustment, or that an earnings-test adjustment includes credit for higher later wages. Check the notice or contact SSA if you need the components explained.
How to estimate your own result
SSA’s Retirement Earnings Test Calculator is designed for an individual estimate. It asks for personal information that a general example cannot supply.
- Confirm your date of birth and FRA. FRA depends on your birth year, and the year you reach it determines which earnings-test rule applies.
- Gather your estimated work earnings. Include wages, bonuses, commissions, vacation pay and net self-employment earnings that SSA counts. Exclude pensions, annuities, investments, interest and veterans benefits.
- Record your estimated monthly benefit. Use the amount SSA shows for your retirement benefit, not an after-tax deposit amount.
- Identify your first year receiving benefits. The calculator asks whether this is the first year you receive benefits because the special monthly rule may apply.
- Enter the months and earnings pattern accurately. If you are self-employed or started benefits during the year, monthly work activity may matter as much as annual earnings.
- Compare the estimate with your notices. SSA notices show withholding or benefit changes. Save them and update your estimate if your earnings change.
The calculator provides an estimate, not a binding promise of the final payment. SSA’s record of your earnings, benefit amount and affected months controls the official adjustment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do if your earnings change
If you are under FRA and your expected work earnings change after benefits begin, tell SSA promptly. A change can alter how much is withheld and can prevent a large correction later.
- Recalculate your expected wages or net self-employment earnings for the year.
- Compare the revised amount with the applicable annual and, when relevant, monthly limit.
- Contact SSA to report the change using its phone options. SSA’s FAQ says this change cannot be reported online.
- Keep the date of your report, the information you supplied and any confirmation or notice SSA sends.
Do not wait until the end of the year if your work schedule, pay, bonus or self-employment activity changes materially. Early reporting gives SSA more opportunity to adjust future payments instead of recovering an overpayment later.

How withholding may appear in practice
Under FRA for the entire year
Suppose you are below FRA throughout 2026. The first $24,480 of counted earnings is within the limit. For every $2 above that amount, SSA withholds $1 in benefits. The withholding may be spread across several monthly payments rather than matching the month in which the extra wages were earned.
Reaching FRA during 2026
If you reach FRA in 2026, SSA applies the $65,160 threshold only to earnings before the month FRA starts and withholds $1 for every $3 above that threshold. From the FRA month onward, earnings do not reduce retirement benefits.
Starting benefits after working earlier in the year
The first-year monthly rule may allow a benefit for a month in which you meet SSA’s definition of retired, even if your total earnings for the calendar year exceed the annual limit. This is particularly important for people who stop work or sharply reduce hours before claiming. Self-employment requires careful month-by-month facts, so obtain SSA’s determination rather than assuming the annual formula decides every month.
Common misunderstandings
- “Every withheld dollar comes back as cash.” The normal outcome is a higher monthly benefit beginning at FRA, not a guaranteed lump-sum refund of all withheld checks.
- “Any income triggers the test.” The test uses wages and net self-employment earnings, not pensions, annuities, investments, interest or veterans benefits.
- “The limit is the same every year.” SSA sets annual amounts by year. The 2026 figures cannot be applied automatically to another calendar year.
- “The $65,160 limit applies all year.” In the year you reach FRA, it applies only to earnings before the month FRA begins.
- “Working after FRA reduces my check.” Starting with the FRA month, the earnings test no longer reduces retirement benefits.
- “Any post-FRA increase is the withholding credit.” Later earnings can independently improve your earnings record and raise your benefit.
- “Rules are identical outside the United States.” SSA says different work-test rules apply to beneficiaries working outside the United States. Get country-specific guidance before relying on a domestic calculation.
Records to keep and questions to ask SSA
Keep your benefit award letter, notices showing withheld payments, pay statements, bonus and vacation-pay records, self-employment records, tax forms and copies of reports made to SSA. These documents help resolve a disagreement about counted earnings or affected months.
When contacting SSA, ask:
- Which months were treated as affected by the earnings test?
- What earnings did SSA count, and for which calendar year?
- When is the FRA recalculation expected to appear?
- Does a separate earnings-record review apply because of my later work?
- How will a self-employment month or work performed outside the United States be treated?
If the eventual adjustment does not match your understanding, request an explanation of the calculation and provide supporting records. The calculator is useful for planning, but only SSA can apply the official record to your claim.
