They are governed by the order covering your employer and service category. That order may state whether the amount is paid separately, how it is calculated, the effective date, and the earliest or actual payment date. The constitution of the 8th Central Pay Commission does not, by itself, settle any employee’s pending DA balance.
What determines the treatment of your pending DA?
Three documents usually matter: the order that created the DA installment, any later order revising pay or pension, and a transition or implementation order issued for the new Pay Commission. Read them together, but do not assume that a later pay revision silently cancels an earlier entitlement.

- Your employer and category: Central Government, state government, railway, Armed Forces, civilian employee paid from Defence Services Estimates, or a Central Public Sector Enterprise (CPSE).
- The DA order: It identifies the rate, the effective date, the pay base and the employees covered.
- The implementation order: It may specify how old allowances, revised basic pay and arrears interact.
- The payment instruction: It can set a separate disbursement date or a minimum date before which arrears cannot be released.
Because these details are order-specific, the fact that one department pays arrears separately does not create a rule for another department or state.
Effective date and payment date are different
A DA increase can legally apply from one date while the cash reaches an employee later. The Central Government’s Department of Expenditure memorandum dated 2 April 2025 illustrates this distinction. It raised DA from 53% to 55% of Basic Pay with effect from 1 January 2025. The same memorandum stated that arrears could not be paid before the date on which March 2025 salary was disbursed.

That wording creates an earliest permitted payment date, not a promise that every employee would receive money on one universal day. Payroll processing, the employee’s department and any separate instructions can determine the actual credit date. The January and February difference therefore remains an arrear even though the corresponding salary months had already ended.
When checking an order, record these fields separately:

DA arrears are not the same as Pay Commission arrears
DA arrears
DA arrears are the unpaid difference created when a DA rate is made effective retrospectively. For example, if an order changes DA from 53% to 55% from 1 January, the arrear for a month is generally the two-percentage-point difference applied to the Basic Pay covered by that order, subject to its rounding and eligibility provisions. The order, rather than a general Pay Commission principle, controls the calculation.

Pay or pension revision arrears
Pay-revision arrears arise when a new pay structure is implemented from an earlier date. Pension-revision arrears arise from a corresponding change in pensionary benefits. They may cover a different base, period and group from a DA installment, and they can be paid under a separate schedule.

A 29 June 2016 Cabinet announcement on the 7th Central Pay Commission said the recommendations would take effect from 1 January 2016 and that pay and pensionary arrears would be paid during financial year 2016–17. That was a historical implementation decision for the 7th CPC. It does not establish what must happen to a later DA balance when another Commission is implemented.
Do not combine the two categories in a personal calculation unless the applicable order expressly tells payroll to do so. A revised Basic Pay figure can affect future DA, while an old DA arrear may still be calculated under the earlier order’s rules.
Does a new Pay Commission automatically erase or merge old DA?
No universal official rule establishes that pending DA automatically disappears, is folded into revised Basic Pay, or is paid on the same day as a new Pay Commission takes effect. Any of those outcomes would require language in the governing implementation or transition order.
Look for explicit terms such as “arrears,” “adjustment,” “fitment,” “subsume,” “absorbed,” “not payable,” “separate payment” or a direction identifying the months to be settled. If the later order is silent, do not infer a result from press reports, a calculator or another employer’s practice. Ask the establishment or accounts office to identify the written instruction that governs your case.

What the 8th Central Pay Commission currently establishes
The official 8th Central Pay Commission website states that the Commission was constituted by a Government of India notification dated 3 November 2025. That notification establishes the Commission’s status and mandate; it does not itself set a revised pay matrix, a new DA formula, an arrears calculation or a credit date.
Until an implementation decision is issued for a particular employee group, the treatment of a pending DA amount under an eventual 8th CPC structure remains open. The Commission’s constitution cannot be used as proof that an existing DA balance will be carried forward, converted into Basic Pay or withheld. Employees should rely on the later implementation order that applies to their employer and category.

The Central Government memorandum also said separate orders would issue for Armed Forces personnel and Railway employees. A state or CPSE order therefore cannot be used to fill a gap in a Central Government employee’s file, and vice versa.
How to check your own pending DA balance
- Identify the legal employer. Check whether your salary is from a Central Government department, a state government, a railway establishment, the Armed Forces, a CPSE or another employer. Your department, not the location of your workplace, usually determines the governing order.
- List each unpaid installment. Note the DA rate, effective date and months for which the higher rate was due. Keep separate entries for different installments.
- Find the original DA order. Use your department’s official circular archive, establishment section or payroll office. Confirm the covered employees, definition of Basic Pay, rounding method and any exclusions.
- Find later pay-revision instructions. Search for the Pay Commission implementation order, fitment instructions and any transition clause that mentions existing allowances or arrears.
- Check whether a separate category order applies. Railway, Armed Forces, state and CPSE employees may have instructions issued by a different authority from the one used for civilian Central Government staff.
- Separate entitlement from release. Calculate the months and pay base first; then look for the order’s earliest payment date and your payroll’s actual schedule.
- Reconcile the payslip. Compare the credited arrear with the order’s rate, eligible Basic Pay and months. Ask payroll for a written breakup if the credit is lower, delayed or labelled as an adjustment.
Keep the orders, payslips and your calculation together. If you change departments, retire, go on leave or move between pay structures during the arrears period, ask how the order treats that status change rather than applying one rate to every month.

Common mistakes and how to avoid them
Assuming “effective from” means “credited on”
An effective date establishes when the rate applies. It does not necessarily identify the salary run or bank-credit date. Look for a separate sentence setting an earliest date or directing payment with a named month’s salary.
Using the wrong Basic Pay
The 2 April 2025 Central Government memorandum tied Basic Pay to the 7th CPC pay matrix and kept DA as a distinct element of remuneration. A CPSE, state or special service category may define the base differently. Use the definition in your own order.
Applying a Central order to a railway, Armed Forces or state employee
The Central memorandum expressly contemplated separate instructions for Armed Forces personnel and Railway employees. Jammu and Kashmir’s June 2025 direction demonstrates that a state can set its own payment schedule. Verify the issuing authority before calculating.

The 2016 Cabinet release recorded a 19-month wait for implementation at the time of the 5th CPC and a 32-month wait at the time of the 6th CPC. It described the 7th CPC recommendations as implemented within six months from the due date. These figures provide historical context, not a forecast for the 8th CPC or a guarantee of a particular arrears date.

Relying on an announcement instead of an implementation order
A Commission’s constitution or a Cabinet announcement may establish policy direction, but payroll needs an operative order specifying rates, dates, covered groups and payment instructions. Do not treat a general announcement as an individual entitlement calculation.
Questions to put to payroll or the accounts office
- Which order governs my DA installment and which months are included?
- What Basic Pay figure and rounding rule were used?
- Is my category covered by a separate Railway, Armed Forces, state or CPSE instruction?
- Does the Pay Commission implementation order address this pending amount expressly?
- What is the authorized payment date, and is the stated date an earliest permissible date or the actual payroll run?
- Can you provide a month-by-month arrear statement showing the old rate, new rate and difference?
Written answers are especially important when an order is silent. They allow you to distinguish a genuine exclusion from a processing delay and give you a record for a later grievance or audit.
Bottom line for employees awaiting a new Pay Commission
Pending DA is not automatically wiped out or merged merely because a new Pay Commission has been constituted or later takes effect. The controlling order must establish the treatment. Track the DA effective date, the arrears period, the pay base and the payment date as separate facts; then apply the instruction issued for your exact employer and service category. The 8th CPC’s 3 November 2025 constitution does not yet answer those individual calculations, so wait for the applicable implementation and transition orders before assuming how a balance will be settled.
