What happens if you ignore an IRS tax bill? The balance can grow through interest and penalties, the IRS can apply future federal refunds to it, and collection can escalate from notices to a federal tax lien or a levy on wages, bank accounts, or other property. In qualifying cases involving seriously delinquent tax debt, passport issuance or renewal can also be affected.
Your notice type, the accuracy of the bill, your ability to pay, and the deadlines in your case determine what happens next. Read the notice and respond promptly rather than waiting for another letter.

How an unpaid IRS bill grows
Interest generally starts accruing daily on unpaid federal tax. A failure-to-pay penalty may also be added when the balance is not paid by the due date. The exact amount depends on the liability, payment date, filing status, previous notices, and rules in effect for the period involved.

Failing to file a return is a separate problem from filing on time but paying late. The IRS describes a general failure-to-pay penalty of 0.5% of unpaid tax per month or part of a month, subject to applicable limits and circumstances. If the tax remains unpaid 10 days after the IRS issues a notice of intent to levy, the rate can rise to 1%. When a return was filed by its due date and an installment agreement is requested, the rate decreases to 0.25% for months the agreement is in effect.

The IRS separately describes a failure-to-file penalty that is generally 5% per month or part of a month, up to 25%. A minimum late-filing penalty can apply when a return is more than 60 days late. These are general descriptions, not a statement that every taxpayer owes every penalty. Check the calculation on your notice and the current IRS rules for your tax year.
What the IRS may do if you do not respond
There is no single timetable that applies to every taxpayer. Notice dates, appeal rights, the type of tax, whether returns are missing, and the IRS’s collection posture all matter. The sequence below explains the possible escalation without implying that every case follows every step.
More collection notices
An initial balance-due notice normally states the amount owed and a payment or response date. Later notices can warn that the IRS will take enforcement action if you do not pay or make an arrangement. For example, an LT39 notice says that failure to respond or pay can lead to collection, including a Notice of Federal Tax Lien and garnishment of wages, bank accounts, or other income.
Missing-return and asset warnings
An LT16 notice can reflect unpaid tax, missing returns, or both. It warns that the IRS may seize assets or wages. Missing returns should be addressed even when you cannot pay, because filing and payment are separate obligations and a late return can carry its own penalty.

Notice of intent to levy
A CP504B is a notice of intent to levy. It warns that the IRS may take certain property or rights to property and may also file a federal tax lien. The notice’s response date and appeal instructions are critical; do not assume you have the same time period as another taxpayer who received a different notice.
Levy issued
An LT75 means the IRS has issued a levy. At that point, the collection action is underway, so use the contact information and instructions on the notice immediately. A levy is different from a warning letter: it is the legal taking of property or rights to property to satisfy the debt.
Lien versus levy: what can be taken
A federal tax lien is the government’s public claim against your property. It can make borrowing or selling property more difficult because other creditors and potential buyers may see the claim. A lien does not itself transfer your property to the IRS.

- Wages and other employment income
- Bank and investment accounts
- Business assets and accounts receivable
- Real-estate commissions
- Personal assets such as a car or home
- Some Social Security benefits and other income
These are possible targets, not inevitable outcomes for every unpaid bill. Exemptions, hardship rules, ownership questions, prior claims, and procedural requirements can limit what the IRS may levy. A bank levy can remove available funds after the bank receives the levy, while a wage levy can continue against future pay until the IRS releases or changes it.
Can the IRS take your tax refund?
Yes. The federal government can offset a future federal tax refund and apply it to eligible tax debt. A refund offset can occur even when you expected the refund for a different tax year. Treat an expected refund as unavailable until you confirm that no offset applies; it is not a substitute for contacting the IRS about the balance.
Can unpaid taxes affect your passport?
Only certain cases qualify. If the IRS certifies a seriously delinquent tax debt to the U.S. Department of State, the State Department generally cannot issue or renew a passport until the debt is paid or otherwise resolved. An ordinary unpaid bill does not automatically trigger passport action. Certification rules, exclusions, dispute status, and the amount qualifying as seriously delinquent can change, so rely on the IRS notice and current guidance for your case.

What to do when the bill is correct
- Read every page of the notice. Record the notice number, tax period, balance, response or payment date, and appeal instructions. Use your IRS online account and the notice-specific telephone or mailing details when the notice directs you to do so.
- File any missing returns. Filing does not erase the balance, but it establishes the liability and prevents additional failure-to-file consequences from continuing to build on an unfiled return.
- Pay what you can safely afford. A partial payment reduces the unpaid principal, but interest and applicable penalties generally continue on the remaining balance. Do not empty funds needed for food, housing, utilities, medical care, or essential transportation merely to make a payment.
- Review an installment agreement. A payment plan spreads payments over time. In specified circumstances, requesting an agreement can affect levy activity, but it does not erase the debt or stop all charges. Keep required future tax payments current while the agreement is in effect.
- Ask about a temporary collection delay if payment creates hardship. The IRS may place an account in currently-not-collectible status after reviewing your ability to pay. This delays collection; it does not cancel the debt, and penalties and interest generally continue.
- Consider an offer in compromise only if you may qualify. An offer in compromise can settle for less than the full amount in qualifying circumstances after IRS review. It is not an automatic discount, and the IRS evaluates your finances and compliance.
- Request penalty relief when the facts support it. Eligibility depends on the reason for the late filing or payment and your compliance history. Ask what relief is available rather than assuming a penalty will be removed.
What to do when you think the bill is wrong
Do not ignore a notice simply because you disagree with it. Compare the IRS figures with filed returns, payment confirmations, withholding records, amended returns, and prior correspondence. Follow the notice’s instructions for disputing the amount and send copies of supporting records by the method and deadline stated.

If the IRS proposes or issues a levy, certain actions carry Collection Due Process hearing rights. A timely hearing request can give you a way to present an error, propose a collection alternative, or raise an applicable defense before collection proceeds. The notice controls the deadline and the request method, so keep proof of what you submit.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choosing among the main responses
| Option | When it fits | What it does | What it does not do |
|---|---|---|---|
| Pay in full | You can pay without jeopardizing essential expenses | Resolves the balance and ends ongoing charges once fully paid and posted | It cannot correct an assessment you believe is wrong; dispute errors first |
| Installment agreement | The liability is correct but full payment is not immediately affordable | Spreads payments over time and can affect levy activity in specified circumstances | Does not automatically stop interest or applicable penalties or forgive the balance |
| Currently-not-collectible status | Paying would prevent you from meeting basic living expenses | Temporarily delays collection after the IRS reviews your finances | Does not erase the debt or stop penalties and interest |
| Offer in compromise | You meet the IRS’s eligibility and financial requirements | May settle the liability for less than the full amount after review | Is not guaranteed and is not an easy workaround for every taxpayer |
| Appeal or Collection Due Process hearing | You dispute the liability or an enforcement action, or need to propose an alternative | Provides a formal channel to present evidence and arguments under applicable rules | Does not extend every deadline automatically; the notice determines the procedure |
Use six questions to narrow the choice: Is the bill accurate? Can you pay anything without missing essential expenses? Are all returns filed and current obligations being paid? Has the IRS proposed or issued a levy? Will the option limit collection while charges continue? Does it resolve the liability or only delay enforcement?
How to respond to a levy warning
When a notice says the IRS intends to levy, act before the stated deadline. Gather a copy of the notice, a current account transcript or balance, income and expense records, bank and loan information, and evidence supporting any dispute. Call the IRS using the number on the notice, and ask which collection alternatives are available for your account.

If the amount is wrong, say exactly which tax period and transaction you challenge. If payment is impossible, prepare a realistic budget rather than promising an amount you cannot maintain. If you already submitted a payment-plan request or appeal, keep the confirmation number and ask whether collection activity is paused while the request is reviewed.

The IRS’s LT16 guidance puts the urgency plainly: “It is essential that you take action in order to avoid potential enforcement action, which can include seizing your assets or wages.” That warning comes from the Internal Revenue Service’s “Understanding your LT16 notice” guidance.
When professional help is sensible
Routine payment of a correctly stated bill does not require a professional. A tax attorney, enrolled agent, or certified public accountant may be useful when the balance is disputed, several years are involved, records are missing, a business levy is threatened, a proposed levy deadline is close, or you are considering an offer in compromise. Ask what work will be done, what it will cost, and whether the professional will communicate with the IRS or only prepare forms.
Common mistakes that make an IRS bill worse
- Ignoring a notice because the amount seems unaffordable
- Confusing a lien warning with a levy and missing the appeal deadline
- Paying the balance while leaving a required return unfiled
- Assuming a payment plan stops interest and penalties
- Draining money needed for basic living costs without checking hardship options
- Assuming an offer in compromise is an automatic reduction
- Relying on a promised refund to solve a balance that may be offset
- Moving or selling assets without understanding the effect of a federal tax lien or levy
Federal debt is different from state or local tax debt
This explanation concerns U.S. federal individual income-tax collection. State and local tax agencies use their own notices, liens, levies, payment plans, and passport-related rules. If the bill came from a state, city, or county, contact that agency and do not assume the federal procedures or deadlines apply.

Ignoring an IRS tax bill can turn a manageable balance into a larger one and can lead to refund offsets, a public tax lien, or levies on income and property. Passport consequences are possible only when the debt meets the rules for seriously delinquent tax debt. Read the notice, verify the amount, meet the deadline, and choose a payment, appeal, hardship, or settlement path that fits your facts.
