You may face a cash shortfall, a reduced or postponed project, or a request for separately approved financing. Construction and rehabilitation loans may still have undisbursed funds, staged draws, or a contingency reserve, but the note, escrow agreement, lender instructions and program rules control what is available.
Stop work on nonessential items long enough to confirm the numbers. Ask the lender for the remaining approved proceeds and conditions for releasing them, then obtain a revised written scope and price from the contractor. Do not commit to new debt until you have compared its total cost, payment and security requirements.

What an over-budget renovation does to your mortgage
An overrun by itself does not change your loan balance, authorize an extra advance or create a right to borrow more. A lender can release only funds permitted by the loan documents and applicable program rules. Depending on the financing, money may be sitting in an escrow account, scheduled for later inspections, or already fully disbursed.

That creates a practical cash gap: the contractor may need payment before the next draw, while the lender may require invoices, inspections, lien waivers or other approvals. Contact the lender before using a credit card, signing a change order or assuming the final mortgage will be larger. Ask for the response and any revised terms in writing.

Identify the loan structure first
The remedy depends heavily on whether you have a normal purchase mortgage, a construction facility or a rehabilitation mortgage. Your promissory note, renovation agreement, escrow instructions and closing disclosures are more authoritative than general descriptions of these products.
Standard purchase mortgage
An ordinary purchase mortgage generally finances the agreed purchase and closing costs, not an unlimited renovation budget. The available sources reviewed do not establish a universal right to increase an existing mortgage after closing because a project became more expensive. A later home-equity loan, line of credit or personal loan would require a new application, underwriting and terms.
Review the documents for any renovation escrow or future-advance provision. Ask the lender whether any approved proceeds remain, whether they are restricted to particular work and whether a permitted modification exists. If the answer is no, the choices are normally to pay from available cash, reduce or sequence the work, or obtain separate financing.
Construction or construction-permanent loan
A construction loan is usually short term. The Consumer Financial Protection Bureau (CFPB) says funds are typically advanced in stages as construction progresses. At the end, the balance may be paid in a lump sum or converted to a conventional mortgage, depending on the lender and the contract. Conversion is not necessarily automatic; if the loan does not convert as promised, you may have to reapply.

For an overrun, ask the construction lender:
- How much of the approved amount remains undisbursed?
- Is the remaining money committed to specified work or available for an approved change order?
- Which inspections, invoices, permits, draw requests or lien waivers are required?
- Is a contingency reserve included, and who can authorize its use?
- What happens if the project reaches maturity before the extra work is finished?
- Will the planned conversion still occur, and what underwriting or appraisal conditions apply?
The CFPB advises comparing multiple construction loans, terms and features because the result depends on the lender and your credit history when you apply. A lender might approve a change, but neither an overrun nor an unfinished draw schedule guarantees one.
FHA 203(k) rehabilitation financing
Federal Housing Administration (FHA) 203(k) financing combines a purchase or refinance with eligible rehabilitation. HUD describes the Standard 203(k) for major rehabilitation and the Limited 203(k) for less expensive repairs and improvements. Remaining proceeds are placed in escrow and released as the rehabilitation is completed under the program’s procedures.
HUD FHA Connection guidance describes financeable contingency reserves for unforeseen project costs in applicable cases. In the calculation guidance described there, the reserve may be capped at 20% of financeable repair and improvement costs. That is a program-processing limit for relevant cases, not a general recommendation that every renovation budget contain 20%, and it does not mean every borrower has access to the maximum.

| Financing type | How money is usually released | What an overrun may mean | Key uncertainty |
|---|---|---|---|
| Standard purchase mortgage | Generally at closing; any renovation escrow is document-specific | Cash, reduced scope or a separately approved loan | No universal post-closing increase right |
| Construction or construction-permanent | Staged draws tied to progress and lender conditions | A gap before the next draw, a change-order request or a need to revise the project | Draw rules, maturity and conversion terms |
| FHA 203(k) | Rehabilitation proceeds held in escrow and released under HUD/lender procedures | Use of an eligible reserve, scope change or separate financing if funds are insufficient | Program type, eligible costs and lender approval |
What to do when the numbers no longer work
- Freeze discretionary commitments. Tell the contractor you are reconciling the budget. Avoid signing additional change orders until funding and priorities are clear.
- Reconcile the approved budget. Compare the original estimate, signed change orders, amounts already paid, remaining escrow, lender fees and unpaid invoices. Separate a true cost overrun from work that was added later.
- Request the lender’s written draw statement. Confirm the undisbursed balance, reserve amount, eligible categories, inspection requirements and the deadline for requesting funds.
- Get a revised written scope. Request an itemized estimate that identifies labor, materials, permits, taxes, allowances and the cause of each increase. Obtain more than one estimate for substantial changes where feasible.
- Rank the work. Keep structural, safety, weatherproofing and code-required work ahead of cosmetic upgrades. Ask which tasks can be deferred without damaging completed work or voiding warranties.
- Choose a funding path only after comparing terms. Include the effect of delay, draw timing and the loan’s repayment or conversion deadline in the decision.
Ways to cover a shortfall
Use cash or savings
Paying from available cash avoids interest, origination charges and a new lien. HUD describes cash as generally the thriftiest way to finance improvements. Do not drain the funds needed for housing payments, taxes, insurance, emergencies or essential living expenses merely to preserve the original schedule.
Reduce or sequence the project
A revised scope can keep the project within the approved amount. Have the contractor classify each item as urgent, code-required, structural, protective or optional. Obtain a new completion schedule and price, including the cost of returning later. Deferring a finish may be cheaper than borrowing, but postponing water intrusion, structural repairs or permitted work can increase losses and create compliance problems.
Ask the existing lender about remaining funds
If the loan is still in its draw period, the lender may be able to release an approved balance or evaluate a documented change. That is not the same as an automatic increase. Ask whether a revised appraisal, contractor review, inspection, underwriting decision, additional collateral or a new closing would be required. Do not rely on a verbal assurance.

Consider a separate improvement loan
HUD says homeowners can apply through a bank or other lender and points to the Title I Property Improvement Loan Program for eligible improvements, including situations in which equity is limited. Qualification, loan size, fees and security depend on the lender and program. A Title I discussion is a possible avenue, not a promise that an existing mortgage overrun can be added to it.

Evaluate a home-equity loan or HELOC
A home-equity loan usually provides a lump sum; a home-equity line of credit (HELOC) provides a revolving borrowing limit. CFPB explains that both borrow against home equity and usually require significant equity and several years of ownership. The home secures the debt, so missed payments can put the property at risk. Compare the draw period, repayment period, rate structure, fees and payment changes before proceeding.
Ask whether a new rehabilitation mortgage is relevant
An FHA 203(k) can combine a purchase or refinance with eligible rehabilitation for a qualifying case. It is not evidence that a closed mortgage can simply be expanded, and replacing an existing loan can add appraisal, closing and timing costs. An FHA-approved lender must determine eligibility and whether the proposed transaction is practical.

When more than one route is available, compare the complete offer rather than the amount advertised. The following questions expose differences that can change the project’s outcome.
| Comparison point | Questions to answer |
|---|---|
| Type of borrowing | Is this an advance under the existing loan or a new loan with a separate payment? |
| Approval | What credit, income, appraisal, equity, contractor and permit requirements apply? |
| Total cost | What are the interest, origination, appraisal, inspection, title and other fees over the full repayment period? |
| Security | Is the home collateral, and what are the consequences of default? |
| Timing | When can money be used, and will it arrive before the contractor’s payment deadline? |
| Draw and reserve rules | Are funds released in stages, and what documentation or reserve limits apply? |
| Project and conversion risk | What happens if work is delayed, the appraisal changes or a construction loan reaches maturity? |
Use the lender’s written offer and repayment schedule. CFPB’s guidance is to compare multiple loans, terms and features because the appropriate choice depends on the lender and the borrower’s circumstances.

Do not confuse an overrun with a Loan Estimate change
A renovation cost increase during construction is different from a change to the mortgage costs shown on a Loan Estimate before closing. CFPB disclosure rules classify certain mortgage costs as able to change by any amount, others as limited to a 10% increase, and others as not permitted to change absent a qualifying change in circumstances. Those categories govern disclosure tolerances; they do not require a lender to add renovation funds or cover a contractor’s overrun.
If the budget changed before closing, ask the lender whether the revised scope requires an updated Loan Estimate, a new appraisal or a different loan amount. If the loan already closed, the post-closing funding question is controlled by the note, escrow documents and program rules instead.
Common mistakes that make the shortfall worse
- Assuming the final mortgage will rise automatically. No extra advance exists without lender authority and documented terms.
- Spending the reserve on upgrades first. Preserve eligible contingency funds for unforeseen costs until the lender confirms how they may be used.
- Paying a contractor without a written change order. Require the revised price, schedule and responsibility for allowances in writing.
- Ignoring the draw calendar or maturity date. A missed inspection or expired construction period can delay funding even when money was originally approved.
- Comparing only the monthly payment. A longer term or variable rate can make a seemingly small payment more expensive overall.
- Borrowing against the home without an exit plan. Model the payment after any interest-only or promotional period and account for the risk to your property.
Questions your documents must answer
Before authorizing more work, locate the promissory note, mortgage or deed of trust, renovation agreement, escrow instructions, contractor agreement, draw schedule and closing disclosures. Confirm the jurisdiction and loan program because consumer protections and procedures can vary. The documents should reveal who controls change orders, how disputes are handled, when the loan matures, whether conversion is automatic and what happens to unused funds.

HUD’s consumer guidance states, “Do not proceed with home improvement plans until you understand all the costs involved.” That includes the cost of borrowing, not just the contractor’s price. If the lender will not explain the available balance or conditions in writing, pause nonessential work and obtain independent advice from a qualified housing counselor or attorney familiar with your jurisdiction.
