An IRS audit examines specific items on a tax return and asks you to substantiate them. A collection action begins after tax has been assessed and remains unpaid; it can involve payment notices, a federal tax lien, or a levy. The letter you received controls what the IRS wants, where to respond, and when your response is due. Read it first, preserve a copy, and meet its instructions even if you are still deciding whether to seek professional help.
How an IRS audit starts and proceeds
The IRS describes examinations in its IRS audits guidance. An examination is not a general investigation of every financial decision you made. It focuses on return items identified in the notice, such as income, deductions, credits, or business records.

1. Read the audit notice closely
The notice should identify the tax year, issues under review, documents requested, response method, IRS address or online process, and a deadline. Some examinations are handled entirely by correspondence. Others take place at an IRS office or during an in-person field examination. Do not send records to an address found elsewhere; use the address and submission instructions in your letter.
Make a working copy of the notice and keep the original. Create a list of each requested item, the year it covers, and the record that supports it. If a requested document does not exist, do not silently omit it. Explain the situation in your response and provide substitute evidence only when it accurately supports the item.

2. Assemble and review evidence before sending it
Typical evidence can include income statements, invoices, receipts, mileage logs, bank records, brokerage statements, property records, and proof of filing status or dependents. Send organized copies rather than irreplaceable originals unless the IRS specifically requires an original. Put your name, taxpayer identification information, tax year, and notice number on the cover page or as directed.
Check that the documents answer the exact question in the notice. A large, unindexed upload can make it harder to match evidence to a return line. A simple index, numbered pages, and a short explanation of unusual transactions can reduce confusion. Keep a complete copy of everything submitted and proof of delivery or electronic transmission.
3. Expect a case-specific timeline
The IRS does not promise one audit length for all taxpayers. Its overview says duration varies with the examination type, complexity, availability of information, scheduling, and whether the parties agree. An office or field examination may involve appointments and follow-up requests; a correspondence examination may proceed through written exchanges. Treat every new letter as a separate deadline and respond promptly rather than assuming the original date has been extended.

| Outcome | What it means | What you generally do next |
|---|---|---|
| No change | You substantiated the items under review, so the IRS does not propose an adjustment. | Keep the closing correspondence and your supporting records with the return file. |
| Agreed | You accept the proposed adjustment to tax, penalties, or related amounts. | Sign and return the examination report or other form the IRS specifies, then pay or arrange payment of any resulting balance. |
| Disagreed | You do not accept some or all of the proposed changes. | Use the response, conference, or appeal procedure described in the letter before its deadline. |
Do not sign an agreement merely to end a telephone call. Confirm that the figures, tax years, and penalties are correct and understand whether the document waives further administrative rights. If you disagree, state which adjustments you dispute and why, with supporting evidence.
What to do if you disagree with an audit
Ask for an IRS manager conference when appropriate
A manager conference can provide another review of the examiner’s position without immediately moving to a formal appeal. Your notice may explain how to request one and the time allowed. Prepare a concise list of disputed items, the relevant return lines, and the evidence that addresses each point.
Request an administrative appeal
The IRS explains how to prepare a protest in Preparing a Request for Appeals. A formal examination protest generally must be submitted within the period stated in the letter; the appeal opportunity described in IRS guidance is generally 30 days, but that is not a universal deadline for every notice or action. Follow the exact date, form, delivery method, and content requirements in your letter.

Consider mediation or a court route only when available
The IRS may offer mediation for certain disputes, subject to program rules and eligibility. A court challenge may also be possible in some circumstances, but jurisdiction, payment requirements, and filing deadlines vary. Your notice and the applicable appeal guidance determine which route remains open. Missing an administrative deadline can limit later choices, so obtain qualified tax advice before allowing the date to pass.
When an IRS matter becomes collection
Collection concerns an assessed tax balance that remains unpaid. Topic no. 201, The collection process describes notices that request payment and explain rights. A collection letter can propose a future action, warn of a deadline, or confirm that an action has already occurred. It does not follow that every notice means money will be seized immediately.
Distinguish a lien from a levy
| Action | Legal effect | What it can mean for you |
|---|---|---|
| Federal tax lien | A legal claim against property securing the government’s interest in an unpaid tax. | It can affect the government’s claim to property and may complicate a sale, refinance, or transfer. |
| Levy | A seizure of property or rights to property to satisfy the debt. | The IRS may take funds or assets after the required notices and procedures, unless the levy is released, prevented, or otherwise resolved. |
Possible levied property listed by the IRS includes wages, bank accounts, certain benefits and other income, physical property, and tax refunds. A notice proposing a levy is different from a levy that has already been served. Identify the action named in your letter before choosing a response.
Read the notice for the immediate risk
Look for the balance, tax periods, penalties and interest, the action being proposed or taken, the date by which you must respond, and the telephone or online contact method. Verify that the notice concerns you and the correct years. If your address changed, update the IRS through the process appropriate to your situation, but do not assume an address change cancels a deadline.

If you cannot pay the full balance
The IRS collection guidance for taxpayers filing or paying late, at Collection process for taxpayers filing and or paying late, identifies several possible paths. They are alternatives with different eligibility rules, costs, and effects; none is an automatic entitlement.
Pay in full
Full payment generally stops collection on the paid balance, although interest and penalties may continue until payment posts and other tax periods may remain due. Use the payment method and reference information in the notice so the payment is credited correctly.
Request an installment agreement or payment plan
A payment plan lets an eligible taxpayer pay over time instead of all at once. The IRS evaluates the request under current procedures, including the balance, filing compliance, payment amount, and financial information required for the plan. Continue filing required returns and making current payments while the request is pending and after approval.

An offer in compromise can settle eligible tax debt for less than the full amount when the IRS accepts the taxpayer’s proposal under its rules. Eligibility is fact-specific and requires financial disclosure and compliance with filing and payment obligations. Do not treat an offer as a guaranteed discount or stop collection without confirmation that the IRS has accepted the arrangement and explained its terms.

Ask for temporary collection delay when finances warrant it
The IRS may temporarily delay collection when financial circumstances show that immediate payment would create hardship. Interest and penalties generally continue during a delay, and the balance is not erased. The IRS can review the case again as circumstances change.
| Path | Best understood as | Key qualification |
|---|---|---|
| Full payment | Immediate resolution of the identified balance. | Use the notice’s payment instructions and confirm posting. |
| Installment agreement | Scheduled payments over time. | Eligibility, terms, and required information are determined by IRS procedures. |
| Offer in compromise | A possible settlement for less than the full balance. | Only eligible cases qualify, and acceptance is not guaranteed. |
| Temporary delay | Collection paused or reduced while hardship is evaluated. | Interest and penalties may continue, and the IRS can reassess ability to pay. |
Appeals and hearings in collection cases
Collection disputes use procedures that are not identical to an audit appeal. The IRS lists notices offering appeal opportunities at Letters and notices offering an appeal opportunity.
Collection Due Process hearing
Certain final levy notices allow a Collection Due Process (CDP) hearing request, generally within 30 days of the date on the notice. The precise notice, form, and deadline control. The IRS explains the process in its Collection due process (CDP) FAQs. A CDP request can raise issues such as collection alternatives or challenges permitted by the hearing rules. File it exactly as instructed and retain proof of timely submission.
Collection Appeals Program
The Collection Appeals Program (CAP) covers specified collection actions and may provide a faster review in circumstances identified by the IRS. A CAP decision generally does not provide the same route to court as a CDP determination. Do not select CAP or CDP based only on the word “appeal”; compare the notice, eligibility, deadline, and consequences with a tax professional if the choice is unclear.
Representation and taxpayer rights
You may communicate with the IRS yourself or authorize an eligible representative. IRS taxpayer-rights information is summarized by the Taxpayer Advocate Service, and Topic no. 151, Your appeal rights explains appeal principles.
When a representative is to communicate with the IRS without you, submit a completed Form 2848, Power of Attorney and Declaration of Representative, following the current form instructions. A representative can be an enrolled agent, certified public accountant, or attorney who is authorized for the matter. Verify credentials, disciplinary history where available, and experience with examinations or collections similar to yours. Authorization does not transfer responsibility for meeting your deadlines or providing accurate information.
A practical response plan
- Identify the action. Mark whether the letter concerns an audit, a proposed collection action, a final levy notice, or a levy already served.
- Calendar every date. Record the response deadline, appointment date, payment date, and any separate appeal or hearing deadline.
- Secure your records. Gather the requested tax year documents, make copies, and preserve electronic originals and delivery receipts.
- Reconcile the numbers. Compare the notice’s proposed adjustment or balance with your filed return, prior IRS correspondence, and payments.
- Choose the correct channel. Use the address, portal, phone number, form, and mailing method stated in the notice.
- Request help early if needed. A qualified representative can analyze evidence, prepare a protest, or evaluate payment alternatives. Use Form 2848 when that person must speak for you.
- Follow through. Keep responding to later requests, make agreed payments on time, and save every IRS confirmation.
Common mistakes that make an IRS case harder
- Ignoring a notice because the amount seems wrong. A disagreement still requires a timely response.
- Confusing a lien, which is a claim, with a levy, which can seize property or funds.
- Assuming a payment-plan request automatically stops a scheduled levy. Obtain confirmation from the IRS.
- Sending unorganized records without identifying the tax year or return line they support.
- Signing an examination report before checking adjustments, penalties, and appeal language.
- Using a generic 30-day assumption instead of the deadline printed on the specific notice.
- Paying an unverified helper or sharing sensitive information without checking credentials and the scope of representation.
What to keep in your case file
Maintain the notice, your filed return, every document submitted, delivery proof, payment confirmations, call notes, and IRS responses in date order. A physical expanding folder or digital folder with separate sections for each tax year is optional convenience, not an IRS requirement. A complete timeline helps you prove compliance with deadlines and lets a representative understand the case quickly.
