Large AI data centers usually need more than a new electricity contract. Depending on the site, the project may require high-voltage transmission reinforcement, expanded substations, new transformers and feeders, additional generation, storage or backup resources, and a plan for ramping demand as servers come online. There is no universal upgrade package: the final scope comes from utility and grid-operator studies that examine the campus load, existing network headroom, reliability standard, generation mix, construction schedule and operating flexibility.

The practical implication is that a connection request is only the beginning. A campus can be physically close to a transmission line yet still face years of equipment procurement, permitting and network construction. Conversely, a well-sited project with spare capacity and phased demand may avoid some major expansions.

Why do large AI data centers put unusual pressure on the grid?

AI facilities concentrate a very large electrical load in one location and can increase that load quickly as buildings, accelerators and cooling systems are commissioned. The International Energy Agency (IEA) said in its 2025 Energy and AI report that a typical AI-focused data center can consume as much electricity as 100,000 households. The largest facilities under construction at the time were described as consuming 20 times as much. Those are illustrative comparisons, not a standard design size for every campus.

Globally, data centers used about 415 terawatt-hours (TWh), or around 1.5% of worldwide electricity, in 2024, according to the IEA. That modest-sounding share masks geographic concentration: a national system may absorb the total, while one utility territory must serve a new multi-hundred-megawatt customer. The IEA reported roughly 12% annual growth in global data-center electricity use since 2017 and projected about 945 TWh of consumption in 2030.

For households and businesses, the local consequences can include transmission charges, utility-rate changes, land-use disputes, water demand and emissions questions. Whether those effects occur depends on the jurisdiction’s cost-allocation rules, resource mix and the way the project is connected.

What grid upgrades are usually required?

The answer falls into several connected layers. A site can need one layer, several layers or nearly all of them; only an interconnection and power-system study can determine the actual equipment, voltage levels and construction scope.

Grid layer What it does When it may be triggered Important qualification
Bulk transmission Moves large amounts of power into a constrained region Regional lines or substations lack deliverable capacity or redundancy A nearby line does not prove that spare transfer capability exists
Local substations Transforms and routes high-voltage electricity toward the campus The utility cannot serve the requested load with existing transformer banks or buswork Expansion can require land, protection changes and outage coordination
Distribution feeders Deliver power from the substation to campus points of connection Existing circuits lack thermal, voltage or reliability margin Large campuses may receive dedicated or multiple feeders
Transformers, cables and power electronics Connect network voltage levels and manage flows from generation, storage and changing loads New substations, interties, storage or flexible loads require additional equipment Ratings, quantities and cable routes are project-specific
Generation and procurement Provides the energy that wires deliver Regional supply is insufficient or reliability margins would fall A transmission upgrade alone does not create new electricity
Storage and backup Supports short-term balancing, resilience or grid services Operating arrangements and incentives make flexibility valuable Emergency backup is not automatically a source of routine grid supply

Do AI data centers need new power lines?

Sometimes. A large campus in a transmission-constrained area may require a new high-voltage line, a stronger existing corridor or associated substations and protection equipment. A project near generation and an underused transmission interface may require much less network construction.

The IEA reported that building new transmission lines in advanced economies commonly takes four to eight years. That is a broad system-level observation, not a guaranteed schedule for a particular line. Land acquisition, environmental review, permitting, engineering, procurement and outages can each change the timeline. The IEA also said waiting times for critical components such as transformers and cables had doubled in the preceding three years.

Grid planners therefore examine power-flow, short-circuit, stability and contingency results rather than measuring distance to the nearest line. A campus may need redundant feeds or new transfer capability even when a single line appears physically close.

Will data centers need new substations and feeders?

Often, yes, especially for a hyperscale campus whose requested load is far above the capacity of a local substation. The U.S. Department of Energy Secretary of Energy Advisory Board described hyperscale connection requests in the 300-to-1,000-megawatt range or larger, with requested connection lead times of one to three years. Those figures describe requests in a 2024 U.S. advisory report, not a promise that every project will connect in that period.

A local utility may expand an existing substation, build a dedicated facility or add multiple substations for redundancy. It may also install new feeders, switching equipment, protection systems, communications and metering. Engineering must account for fault duty, voltage performance, thermal loading and the ability to take equipment out of service without interrupting the campus.

Substation work can proceed on a different schedule from regional transmission. A utility might have sufficient bulk capacity but still lack transformer banks, feeder corridors or a suitable parcel near the data center.

Why are transformers, cables and power electronics a bottleneck?

Transformers and high-voltage conductors connect the bulk network, substations and campus load. Their procurement is specialized, and manufacturers may face long order books. The IEA has specifically identified transformer and cable availability as constraints as electricity infrastructure expands.

Power electronics become more important when a project includes batteries, onsite generation, inverter-based resources or rapidly changing computing demand. They can help control voltage and power quality, but they do not remove the need for adequate wires and firm energy supply.

No general source establishes a standard transformer rating, voltage, cable length or equipment count for AI facilities. Those values depend on the utility’s voltage hierarchy, campus layout, protection philosophy and the outcome of the interconnection study.

Is new generation needed as well as new wires?

Usually, the system must secure both deliverability and energy. A transmission line can move electricity, but it cannot create enough energy during every hour. A region serving a new AI campus may need additional generation, contracts with existing plants, or both, while preserving reserve and reliability requirements.

The IEA’s 2026 review described data-center procurement and announced onsite-power projects. In the United States, natural-gas projects were prominent in those announcements, alongside a smaller but growing set of agreements involving advanced geothermal, small modular nuclear reactors and other emerging technologies. An announcement or contract does not establish that a technology is permitted, economical, available on schedule or suitable for a specific site.

Procurement decisions also affect household finances and public policy. New plants, fuel infrastructure and transmission can influence utility rates, while emissions and water impacts vary by technology and location. A project should disclose whether its claimed supply is firm, intermittent, seasonal, contracted, onsite or merely proposed.

Can batteries, backup generators or onsite power reduce grid upgrades?

They can reduce peaks or provide resilience, but they are not automatic substitutes for network reinforcement. Batteries may shift short-duration demand, provide reserves or deliver grid services when market rules and interconnection arrangements allow. Onsite generation can support a campus during an outage or supply some routine load, subject to fuel, emissions, permitting and operating constraints.

Emergency backup should be distinguished from normal energy supply. A diesel or gas generator sized for outage coverage may not be permitted or economical to run continuously. Likewise, a battery’s energy duration determines whether it can cover a brief peak or only a few minutes of transition.

Utilities and regulators need a documented operating plan: charging limits, dispatch authority, islanding capability, emissions controls, testing schedules and performance during system contingencies. Without those details, “onsite power” is a label rather than a verified reduction in grid requirements.

How can phased energization and flexible computing help?

AI campuses rarely reach their ultimate load on the first day. Buildings, servers and workloads can be brought online in stages, allowing demand growth to track transmission, substation and generation milestones. A phased plan can reduce the risk of building expensive assets years before the load is real.

The DOE advisory recommendations encourage exploration of temporal and spatial flexibility in AI training and inference and frameworks that let data centers manage peaks or provide grid services. Examples include scheduling training for lower-demand hours, shifting some workloads between sites, temporarily reducing noncritical jobs and coordinating storage with utility dispatch.

Flexibility has limits. Training deadlines, inference latency, service-level agreements, data-locality rules, cooling conditions and the cost of curtailment may make some workloads effectively inflexible. A utility should credit only measurable, enforceable flexibility rather than an informal promise that servers could be turned down.

How do interconnection studies determine the final upgrade list?

An interconnection request starts a technical and contractual process. The grid operator or utility models the proposed load against existing facilities and planned projects, then identifies equipment needed to maintain reliability under normal and contingency conditions. Lawrence Berkeley National Laboratory (LBNL) explains that these studies identify new transmission equipment or upgrades and assign costs under the applicable process.

  1. Define the load. Submit the campus’s maximum demand, expected ramp, power factor, operating profile, phasing and reliability requirements.
  2. Screen the point of connection. The utility evaluates nearby substations, lines, voltage levels, short-circuit strength and available transfer capability.
  3. Run system studies. Power-flow, contingency, stability and protection analyses test whether the proposed load causes overloads, unacceptable voltage or other violations.
  4. Develop alternatives. Engineers may compare network upgrades, a different point of connection, staged energization, storage or contractual curtailment.
  5. Assign responsibility and milestones. The interconnection agreement identifies required facilities, deposits, engineering work, construction dates and operating conditions under the local tariff.
  6. Re-study material changes. A larger load, faster ramp or changed technology can alter the required upgrades and schedule.

Queue statistics need careful interpretation. LBNL’s 2024 review found that only 19% of projects and 14% of capacity in a historical subset of generation requests made from 2000 through 2018 had been built by the end of 2023. Those figures concern generation interconnection, not data-center load requests, so they cannot be used as a data-center completion rate.

How certain is a data-center load request?

It may be less certain than its headline megawatt figure suggests. The IEA has warned that queues can contain duplicate or speculative proposals and that demand ramps as buildings, servers and workloads become operational. A utility that commits to every requested upgrade immediately risks stranded or underused infrastructure; one that waits too long risks reliability and economic delays.

Developers can improve confidence by providing site control, permits, equipment orders, financing evidence, construction milestones and a staged load forecast. Utilities can tie energization rights to those milestones rather than treating an early, nonbinding inquiry as an inevitable full buildout.

For context, the U.S. Federal Energy Regulatory Commission reported 2,289 gigawatts (GW) of active interconnection-queue capacity at the end of 2024, down from 2,368 GW in 2023, and more than 5,000 circuit miles of transmission projects entering service during 2024. Those national figures do not show how much capacity is available to a particular data-center project.

Who pays for grid upgrades for data centers?

There is no universal payer rule. LBNL describes interconnection processes that assign upgrade costs, but the result depends on the jurisdiction, utility tariff, grid operator, project configuration and negotiated arrangements. A customer may pay for facilities dedicated to its connection, while broader network work can be treated differently under local rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Read the tariff and interconnection agreement for definitions of customer facilities, network upgrades, deposits, refunds, milestone security and cost-sharing. Also check what happens if the campus cancels, reduces its load or misses a commercial-operation date. Those provisions determine whether other ratepayers could bear part of an underused investment.

For household budgets, the relevant question is not simply whether a data center “pays.” It is whether the rate design recovers incremental costs, protects existing customers from stranded assets and accounts for reliability, emissions, water and local infrastructure impacts.

How should locations and upgrade strategies be compared?

A sound comparison uses the same criteria for every candidate site rather than focusing only on land price or the nearest transmission line.

  • Existing headroom: available substation, feeder and transmission capacity, including contingency margins.
  • Connection and construction time: study queue, permits, equipment lead times and line or substation build duration.
  • Reliability and redundancy: number of independent feeds, outage tolerance and restoration arrangements.
  • Energy access: nearby generation, storage, fuel infrastructure and credible procurement contracts.
  • Flexibility: ability to phase buildings, shift workloads or curtail noncritical demand.
  • Rules and cost allocation: tariff requirements, deposits, milestone security and responsibility for network upgrades.
  • Community effects: land, water, emissions, noise, affordability, tax base and early engagement with tribes and local communities.

The DOE advisory report emphasizes early engagement with tribes and communities to address infrastructure-development risks, community benefits and planning concerns. The appropriate balance differs by location; no uniform impact profile can be assumed.

What should a developer or utility do before committing money?

  1. Publish a load forecast showing minimum, expected and maximum demand, ramp dates and operating hours.
  2. Separate firm load from interruptible or shiftable workloads, and document how flexibility would be measured.
  3. Request a formal screening study before selecting a final point of connection.
  4. Obtain written information on transformer, cable, substation and transmission lead times.
  5. Model generation, storage and backup options with fuel, emissions, water and permitting assumptions.
  6. Compare at least two locations using the same reliability, schedule, cost-allocation and community criteria.
  7. Set energization milestones tied to site control, permits, equipment orders and demonstrated construction progress.
  8. Disclose who bears upgrade costs if the project is delayed, downsized or canceled.

The IEA summarized the strategic stakes this way: “Affordable, reliable and sustainable electricity supply will be a crucial determinant of AI development, and countries that can deliver the energy needed at speed and scale will be best placed to benefit.” FERC Chairman Mark Christie likewise warned in the agency’s March 20, 2025 release that rapidly rising demand from hyperscale customers, base-load retirements and insufficient new dispatchable generation is not sustainable without action.

Frequently Asked Questions

Can an AI data center connect using only renewable-energy credits?

Renewable-energy credits document an accounting attribute, but they do not by themselves provide a physical connection, transmission capacity or hourly reliability. The utility still must study the campus load and confirm that deliverable power and reserves are available.

What happens if a data-center developer misses its energization date?

Interconnection agreements commonly include milestone deadlines, deposits or security and provisions for extensions or withdrawal. The exact consequences are set by the applicable tariff and contract, so a missed date can affect queue position, study assumptions and the recovery of reserved facilities.

Can a smaller AI campus avoid a dedicated substation?

Possibly. A modest or phased load may fit within an existing substation after protection, transformer or feeder work. The determining factors are the utility’s measured headroom, reliability requirements and the campus’s ramp profile, not a universal megawatt threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why can a region have plenty of queued generation but still lack capacity for a data center?

Queued projects are proposals, not operating plants, and may be delayed, withdrawn or unable to deliver power to the requested location. Local transmission constraints, interconnection upgrades and timing can prevent regional queue capacity from serving one campus.
