Older people in India may be able to use several different forms of support, but they do not all work in the same way. The main immediate-income route is the Indira Gandhi National Old Age Pension Scheme (IGNOAPS), under the National Social Assistance Programme (NSAP), with state or union-territory governments potentially adding to the central contribution. Atal Pension Yojana (APY) is different: it is a contributory scheme for people who join between ages 18 and 40, so it is not a new-enrolment option for someone already over 40. Other assistance under the Atal Vayo Abhyuday Yojana (AVYAY) framework can provide services, shelter or assistive devices rather than a universal cash pension.
The amount, eligibility test, documents and application channel for an older person’s support depend heavily on the state or union territory. Treat national figures as a starting point, then verify the current local rules before applying.

The main support routes at a glance
India’s support system combines a needs-based social pension, a contribution-based pension that must be joined earlier in life, targeted welfare programmes and tax treatment for certain savings. Comparing them by timing and eligibility prevents a common mistake: treating a future-retirement product as if it were an immediate old-age benefit.
| Route | What it provides | Who it is aimed at | Amount or financial effect | When it helps |
|---|---|---|---|---|
| IGNOAPS under NSAP | Social-assistance pension | Older people who meet the scheme and local eligibility rules | Central assistance reported by NITI Aayog in 2024: ₹200 a month up to age 79 and ₹500 a month from age 80; a state or UT may add to this | Current old-age support after eligibility is established |
| Atal Pension Yojana (APY) | Guaranteed minimum pension after contributions | Eligible entrants aged 18–40 with a savings-bank or post-office account | Selected pension of ₹1,000, ₹2,000, ₹3,000, ₹4,000 or ₹5,000 a month from age 60, depending on contributions | Future retirement income; not new enrolment after age 40 under the stated rules |
| AVYAY and its components | Welfare, care, shelter, active-ageing and accessibility support | Older people targeted by the relevant component and local implementation | Usually a service, facility or device rather than a universal cash allowance | Practical, health, care or accessibility needs |
| Senior Citizen Saving Scheme (SCSS) tax treatment | Possible deduction treatment for qualifying deposits | Taxpayers for whom the current Section 80C rules and tax regime apply | The Income Tax Department lists SCSS deposits among Section 80C items; tax results depend on current law and individual facts | When saving and filing tax, not as a monthly welfare pension |
These routes can sometimes coexist, but eligibility for one does not automatically create eligibility for another. Check each programme on its own terms.

IGNOAPS: the principal central old-age pension route
What the central contribution is
IGNOAPS is part of the National Social Assistance Programme and is the principal central old-age social-pension route identified in NITI Aayog’s Senior Care Reforms in India report (2024). The report states that central assistance is ₹200 per month for beneficiaries up to age 79 and ₹500 per month for beneficiaries aged 80 and above.
Those figures are the central contribution described in that 2024 report, not a guaranteed nationwide total. State and union-territory governments may contribute additional money, so the amount actually paid to an eligible person can be higher and can differ by location. No single national figure in the evidence establishes the current total pension in every state.
Who should check eligibility
Age alone does not guarantee an IGNOAPS payment. The relevant state or UT applies the current eligibility test, which may include the programme’s old-age and vulnerability or income criteria. A person turning 60 should therefore ask the designated authority which rule set applies, rather than assuming that reaching a particular birthday automatically starts a pension.

NITI Aayog’s 2024 report cites more than 2.85 crore senior citizens receiving social pensions under NSAP as of December 2020. That is a historical beneficiary count, not a current 2026 total and not a prediction of an individual’s eligibility.

How to pursue an application
Because the local route varies, use the current official instructions for the state or UT where the older person lives. A practical sequence is:
- Confirm the current age, household and other eligibility conditions with the state or UT’s designated social-welfare authority.
- Use the official application channel identified by that authority. Depending on local administration, this may be a government portal, a local government office or another designated intake point.
- Prepare only the documents the current authority requests. Do not rely on a document list from another state or an old form.
- Submit the application and retain the acknowledgement or reference number so that status can be checked.
- After approval, verify the payment schedule and the account or payment details recorded by the authority, and ask how to report a missed payment or change in circumstances.
If an office gives conflicting information, ask for the written scheme name, current circular or official webpage that governs the decision. State additions, local quotas and administrative procedures are precisely the parts that cannot be inferred from the national central amount.
Atal Pension Yojana: useful before old age, not a late-entry pension
Entry age and account requirement
APY is a contribution-based pension scheme administered through the financial system. The Department of Financial Services states that a person must join between ages 18 and 40 and must have a savings bank account or a post-office savings account. Contributions are auto-debited monthly, quarterly or half-yearly.

This age limit is decisive. Someone who is already over 40 should not be told that they can newly enrol under the stated APY rules. APY is a planning route for eligible entrants before old age, not an application route for an existing 60-year-old seeking immediate assistance.

Guaranteed minimum pension levels
| Chosen minimum pension from age 60 | What determines the contribution |
|---|---|
| ₹1,000 a month | Contribution schedule selected at enrolment, based on entry age and the chosen pension level |
| ₹2,000 a month | Contribution schedule selected at enrolment, based on entry age and the chosen pension level |
| ₹3,000 a month | Contribution schedule selected at enrolment, based on entry age and the chosen pension level |
| ₹4,000 a month | Contribution schedule selected at enrolment, based on entry age and the chosen pension level |
| ₹5,000 a month | Contribution schedule selected at enrolment, based on entry age and the chosen pension level |
The Department of Financial Services describes the government’s guarantee this way: “The benefit of minimum pension under Atal Pension Yojana would be guaranteed by the Government in the sense that if the actual realized returns on the pension contributions are less than the assumed returns for minimum guaranteed pension, over the period of contribution, such shortfall shall be funded by the Government.” The guarantee concerns the selected minimum pension under the scheme’s rules; it does not turn APY into a non-contributory benefit.
Spouse, nominee and past co-contribution rules
The official APY information also sets out provisions for the subscriber’s spouse and nominee. Read those provisions before enrolment so the family understands what happens after the subscriber’s death and how the account is handled.
A government co-contribution mentioned on the ministry page applied to a limited group who joined between June 2015 and March 2016 and ended in financial year 2019–20. It should not be presented as a current general subsidy. Existing National Pension System subscribers may also join if they satisfy APY eligibility, but the 18–40 entry-age rule still applies.
AVYAY, RVY and support that is not a pension payment
What the framework covers
The Department of Social Justice and Empowerment describes the Atal Vayo Abhyuday Yojana (AVYAY) as a framework addressing financial security, health care, shelter and welfare, protection of life and property, active ageing, accessibility and awareness. Its components include senior-citizen homes, state action plans, productive engagement, the Seniorcare Ageing Growth Engine (SAGE) initiative and the Rashtriya Vayoshri Yojana (RVY).
Rank #4
RVY assistive devices
RVY is described as providing assistive devices to eligible senior citizens with age-related impairments. That makes it targeted support for an accessibility or functional need, not a universal monthly payment. Eligibility, assessment and distribution arrangements must be checked with the implementing authority.
Check the current period and local delivery
The ministry page lists an AVYAY document covering 2021–22 to 2025–26 and was updated on 5 October 2026. Since a listed programme period has ended or is ending, confirm whether a component continues, under what name and through which local agency before relying on it. National objectives do not by themselves prove that a facility, device or service is currently available in every district.
SCSS and tax: a separate question from welfare eligibility
The Income Tax Department’s deductions information lists deposits in the Senior Citizen Saving Scheme among items covered by Section 80C. It also discusses consequences when an account is closed before five years, including treatment of a deduction that was previously claimed.

Before claiming a deduction, check the latest Income Tax Department guidance or obtain advice suited to the individual’s return. Tax treatment should not be confused with a government pension: SCSS is a savings product, while IGNOAPS is social assistance.

Which route fits which situation?
| If the person is… | First route to investigate | Why | Important limitation |
|---|---|---|---|
| Already older and needs regular public assistance | IGNOAPS and the state’s or UT’s linked social-pension rules | It is the central old-age social-assistance route, with possible local supplementation | Eligibility and total payment are location-specific |
| Under 40 and planning for retirement | APY information from the bank or post office | It allows eligible entrants to contribute toward a selected minimum pension from age 60 | Contributions and account requirements apply; joining is not available after age 40 under the stated rules |
| Has an age-related impairment affecting daily life | RVY and other AVYAY components | These may address devices, care, shelter or accessibility | Support is targeted and may be delivered only where current local implementation exists |
| Is deciding whether to claim a deduction for retirement savings | Current Section 80C and tax-regime guidance | SCSS deposits are listed among Section 80C items | Early closure and individual tax circumstances can change the result |
Checks to complete before submitting anything
- Location: identify the state or UT of residence; do not use another jurisdiction’s pension amount or form.
- Age at the relevant date: record the date of birth and check whether the rule distinguishes ages below 80 from 80 and above.
- Type of help: decide whether the need is immediate cash assistance, future contributory income, an assistive device, a care service or tax treatment.
- Official channel: use the current government portal, office, bank, post office or programme administrator named by the responsible authority.
- Evidence and tracking: keep copies of forms, acknowledgements and payment records; ask how to correct a bank or identity detail.
- Current status: verify that a scheme or component is operating for the current financial year, especially where a published AVYAY document covers 2021–22 to 2025–26.
Common mistakes and how to avoid them
Mistaking the central amount for the final pension
₹200 or ₹500 is the central IGNOAPS assistance reported by NITI Aayog for the stated age bands. It is not a nationwide promise of the total amount deposited after any state contribution.
Applying for APY after the entry window
APY’s ₹1,000–₹5,000 pension levels can sound like an answer for anyone over 60, but the scheme requires joining at 18–40 and making contributions. An older applicant should investigate social assistance and applicable welfare programmes instead.
Treating a device or service as cash support
AVYAY and RVY may help with care, shelter or age-related impairment, but they are not a universal cash allowance. Ask what the component actually supplies and who delivers it.
Assuming a tax deduction is automatic
Section 80C treatment for SCSS depends on current tax rules and personal circumstances. Early closure can have consequences if a deduction was claimed, so check before withdrawing.
Bottom line for an older applicant
Start with the current social-pension rules of the state or UT where the person lives and ask specifically about IGNOAPS under NSAP, including any local supplement. Add AVYAY or RVY enquiries when the need involves care, shelter, accessibility or an age-related impairment. Consider APY only as a contribution-based option for an eligible person who joined between ages 18 and 40; it is not a late-entry pension. Treat SCSS as a savings and tax question requiring individual verification, not as a replacement for old-age assistance.
