They are not the same payment. SDRF assistance depends on a government-declared calamity, an official crop-loss assessment and the norms in force for that season. Insurance depends on enrollment, a notified crop and insurance unit, the policy terms and the scheme’s loss-assessment method.
For insurance questions, loss reporting and grievances, the PMFBY portal identifies the Krishi Rakshak Portal and helpline 14447. For drought input subsidy, begin with the local Revenue or Agriculture office and ask whether your taluk, crop and holding are included in the current state assessment.

The two relief routes, and why the distinction matters
A drought-affected farmer should check both routes because they use different eligibility tests and authorities. A state relief payment is disaster assistance under approved SDRF norms; an insurance payment is a contractual scheme benefit for an insured crop and area.
| Route | Who may qualify | How loss is assessed | Where to start |
|---|---|---|---|
| SDRF drought input subsidy | Farmers in an area and crop covered by a state drought declaration and assessment, subject to current norms and thresholds | Joint Revenue and Agriculture assessment of disaster crop loss; the Union ministry says input subsidy requires assessed loss of at least 33% | Taluk or district Revenue and Agriculture officials |
| PMFBY or RWBCIS claim | Farmers enrolled for the relevant season whose crop and insurance unit were notified and whose policy was accepted | Usually an area-based yield shortfall using crop-cutting and, where applicable, technology estimates; specified localised and post-harvest losses have separate procedures | Insurer, PMFBY portal, Krishi Rakshak Portal and helpline 14447 |
Neither route guarantees payment for every field that looks dry. The current season’s state notification, crop and area list, enrollment records, official assessment and scheme rules control the outcome.

How Karnataka’s SDRF drought input subsidy works
The 33% assessed-loss threshold
In a written reply reported by the Press Information Bureau on 24 July 2026, Union Minister of State for Agriculture and Farmers Welfare Ramnath Thakur stated: “Input subsidy becomes payable only where crop loss is assessed at 33% or more.” This is the Union ministry’s general statement about SDRF input subsidy. It is not a personal estimate of your loss or a promise that every Karnataka drought declaration will use identical rates, acreage limits or payment timing.
The same reply explains that SDRF and NDRF loss assessment is carried out during a natural calamity in a specific area, rather than as a routine district-wide crop survey. Therefore, a normal crop inspection report, a private estimate or a drought-like spell without an official process does not by itself establish eligibility.
Who assesses the damage
Karnataka’s 2023–24 Disaster Management Annual Report describes a joint field assessment by Revenue and Agriculture officials. The state uses that assessment to identify affected holdings and calculate input-subsidy assistance under the applicable norms. Ask the local office whether officials have included your village, survey number and crop in the current exercise; the process is state-led and can differ by declared event.

Historic Karnataka process and its limits
The same Karnataka report describes payment logic that prioritised smaller rainfed holdings and then other farmer and land categories, with area limits for the categories it lists. Those details document an earlier process, not a current statewide entitlement. Current rates, holding-size limits, eligible crops and payment channels must come from the latest Karnataka Revenue or Agriculture notification.
The report also records that a provision reducing input subsidy by a PMFBY claim for the same calamity was removed through a Government of India communication dated 11 July 2023. Do not assume that receiving an insurance payment automatically disqualifies you from state input subsidy on the basis of that withdrawn provision. Officials still apply the rules and notifications in force for the particular event.
What the historical release figure means
Karnataka Revenue Department records show ₹342.47 crore released for crop-input subsidy for drought crop loss during the Southwest monsoon of 2023. That is a state-level release for a past event, not a per-acre rate, a current budget or an amount any individual farmer can claim.

How PMFBY and RWBCIS insurance claims cover drought
Check that your crop and area were notified
PMFBY covers specified food crops, oilseeds and annual commercial or horticultural crops when Karnataka notifies them for a particular season and insurance unit. RWBCIS uses weather parameters under its own notified design. A crop that is generally insurable may still be outside the notification for your district, taluk, season or insurance unit.

- Crop name and insured area.
- Insurer and policy or application number.
- Whether the enrollment was accepted and premium was recorded.
- The notified sum insured, which is linked to the applicable scale of finance and insured area.
Drought and dry spells are covered causes for eligible standing crops
The official PMFBY FAQ lists drought and dry spells among non-preventable causes of standing-crop yield loss. Coverage applies only when the crop, area and season are insured under the scheme. A dry field without an active policy is not an insurance claim.

Why your field loss may not equal your claim
PMFBY and RWBCIS yield claims are mainly implemented on an area approach. The calculation compares the assessed yield for the insured crop and area with a threshold yield, using state crop-cutting experiment data and technology-based estimates where applicable. Consequently, severe damage visible on one farm does not automatically produce a particular payment if the area-level yield result does not meet the scheme formula. Conversely, an area assessment can produce a claim even when individual fields vary in appearance.
Localised and post-harvest losses follow different rules
A 2026 Government of India reply identifies individual-farm assessment for specified localised risks and post-harvest losses. The named localised risks are hailstorm, landslide, inundation, cloudburst and natural fire. The named post-harvest risks are cyclone, cyclonic or unseasonal rains and hailstorms occurring after harvest, within the period and conditions set by the scheme. Widespread drought-related yield loss should not be reported as though it were one of those individual-field categories; follow the loss type and notification attached to your policy.

Step-by-step: reporting a possible insurance loss
- Confirm the policy. Retrieve the policy or application number, insured crop, area, season and insurer. If any detail is wrong, note it before contacting the insurer.
- Check the current status. Use the PMFBY portal or your insurer’s authorised channel to see whether enrollment and premium records are present. A portal status is more useful than relying on a bank debit alone.
- Report promptly through the prescribed channel. Use the Krishi Rakshak Portal or call 14447 for loss reporting, questions and grievances. Follow the instructions for a standing-crop, localised or post-harvest loss; the applicable reporting window and evidence can differ.
- Give a precise location. Provide village, survey or plot details, crop and sowing information, the date and nature of the drought impact, and your policy or application reference.
- Keep the acknowledgement. Save the complaint or intimation number, call date, screenshots and messages. Use the reference when asking the insurer or grievance channel for an update.
- Escalate a disputed decision. State the policy and claim reference, explain the specific disagreement and use the scheme’s grievance process. No general source establishes a universal resolution deadline, so do not rely on an unofficial promised date.
Step-by-step: checking Karnataka drought relief
- Ask whether there is a current declaration or memorandum. Contact the taluk Revenue or Agriculture office and ask whether your taluk and crop are included in a current drought assessment.
- Confirm that a joint assessment covers your holding. Give the village, survey number, land category, crop and sowing details. Ask how officials are recording the assessed percentage of loss.
- Request the applicable norms. Ask for the current season’s assistance rate, eligible area limits, crop list and payment process. Historic reports cannot substitute for these rules.
- Provide records when requested. Keep land and cultivation records, crop-sowing information, bank details and any insurance documents available. The exact document list is set by the local process.
- Track the state record. Obtain any acknowledgement or beneficiary reference that the office provides. If your holding is omitted, raise the issue with the designated Revenue or Agriculture official and retain copies of your representation.

Current-season checks for 2026–27
A Karnataka Varthe district page reported that Chitradurga was conducting 2026–27 Kharif PMFBY registration and displayed a local date. That notice proves a district-specific process only; it does not establish a statewide deadline, crop list, insurer or eligibility for another district. Check your own district and taluk notice and the PMFBY portal before assuming registration is open or closed.
A Karnataka government report dated 16 September 2026 referred to drought-affected taluks and water measures. It did not, by itself, publish the current crop-relief list, payment rates or individual eligibility. Treat those points as unresolved until the relevant Revenue or Agriculture notification is available.

|---|---|---|
| ₹2,388.47 crore in 2022–23; ₹3,367.33 crore in 2023–24; ₹2,809.12 crore in 2024–25 | Combined PMFBY and RWBCIS claims paid in Karnataka, as of 31 December 2025, according to a 2026 Ministry of Agriculture and Farmers Welfare reply | Your policy’s claim amount, approval or payment date |
| ₹54,883.28 crore | Combined PMFBY and RWBCIS claims disbursed nationally during 2022–23 to 2024–25, as of 31 December 2025 | Karnataka eligibility or an individual farmer’s share |
| ₹342.47 crore | Karnataka’s reported crop-input subsidy release for Southwest monsoon 2023 drought crop loss | A current rate, acreage limit or personal payment |
Insurance totals combine many crops, districts and seasons. SDRF releases cover a particular disaster response. Comparing the two as if they measured the same programme can produce a misleading expectation.
Common mistakes and what to do instead
- Mistake: treating every drought loss as payable. Check declaration, assessed loss, notified crop and current norms first.
- Mistake: assuming a visible field loss fixes the insurance amount. Determine whether your claim is area-based or falls within a specified localised or post-harvest category.
- Mistake: using an old rate or taluk list. Ask for the notification for the current season and event.
- Mistake: assuming an insurance payout bars SDRF relief. The earlier adjustment provision described in Karnataka’s report was removed on 11 July 2023; ask officials to apply the rule currently in force.
- Mistake: relying on a district notice as a statewide deadline. Confirm your own district, taluk, crop and insurer.
- Mistake: losing the complaint reference. Keep the 14447 acknowledgement and policy number for every follow-up.
What a farmer can reasonably expect
The practical answer is conditional. A farmer may have an SDRF input-subsidy route if the state has declared and assessed the relevant drought and the loss meets the applicable threshold and norms. A farmer may have a PMFBY or RWBCIS route if the crop and area were insured for that season and the scheme’s yield or specified-loss rules produce a payable claim. The latest Karnataka notification and the policy record—not a historic release, a statewide total or the appearance of one damaged field—determine the individual result.
