If you are behind on rent, facing a utility shutoff, or unable to make debt payments, start with the program that matches the bill and your location. In the United States, rent aid is arranged mainly through state and local agencies, energy help through state, territorial, or tribal offices, phone and internet discounts through Lifeline, and debt relief through creditors or carefully vetted nonprofit counselors. There is no single application or national eligibility rule that covers all three problems.
Use the official local contact for your state, territory, or tribal area, and call 211 for community referrals. Apply or negotiate before a court date, shutoff date, or missed payment whenever possible; assistance is not automatic and an application does not necessarily pause an eviction or collection action.

Which hardship program fits your bill?
The fastest way to avoid a dead end is to separate the problem into rent, home energy, communications, and consumer debt. Each path has a different administrator and a different type of help.
Recommended Free Tools
| Path | What it may do | Who sets access and terms | Main caution |
|---|---|---|---|
| Local rent assistance | Help with emergency rent or refer you to community funds | State or local agency and its providers | Rules and availability differ by state and locality. |
| LIHEAP | Help with heating, cooling, emergency energy service and, in some places, electricity | State, territory or tribal LIHEAP office | Income rules, covered bills, funds and intake method vary. |
| Weatherization Assistance Program (WAP) | Energy-saving improvements to an eligible home | State WAP office | It reduces energy use over time; it is not immediate cash for a past-due bill. |
| Lifeline | Discounted qualifying phone or internet service | Federal program and participating providers | It is a service discount, not a cash utility grant; eligibility and provider choices must be confirmed. |
| Creditor hardship arrangement | Potentially changes a card payment amount or timing | Your individual creditor | Terms depend on the creditor and your situation; request them in writing. |
| Nonprofit credit counseling or a debt-management plan (DMP) | Budget help and possibly one coordinated payment to creditors | Counseling organization and creditor acceptance | Fees may apply, and a DMP does not erase principal. |
| Debt settlement | Attempts to negotiate a reduced payoff | For-profit provider and creditors or collectors | Fees, interest, credit damage, lawsuits, incomplete settlements and tax effects are possible. |
USAGov’s guidance is U.S.-focused. A program’s existence, funding and intake status can change, so verify current terms with the office serving your address.

Get organized before you call
Have the basic facts in front of you so an agency or creditor can tell you what it can actually do. Do not assume that a neighboring state’s rules apply to you.
- Your state, territory, tribal area and county or city.
- The bill type, amount overdue, next due date and any shutoff, eviction, court or collection deadline.
- Household income information and the number of people in the household, if an agency asks for them.
- Any notice you received from a landlord, utility, card issuer or collector.
- A realistic amount you can pay now and when you expect your income to change.
- A phone number or email where the agency can reach you, plus a record of every call, name and case number.
Ask every program what it covers, whether applications are open, what records are required, how long a decision may take and what happens while you wait. Those are questions to ask—not guarantees that a particular program will accept a bill or provide a specific amount.
Rent and emergency housing help
Start with the state or local rental-assistance office
USAGov directs people seeking emergency rent help to their state and local information. Each state sets its own eligibility rules and may use different agencies or providers. Ask whether the office is accepting applications and whether it considers past-due rent, upcoming rent, or eviction-prevention costs under its current rules.

- Call 211 and ask specifically for rent assistance, eviction prevention and community nonprofit funds.
- If you are denied, ask whether the agency can refer you to another local provider rather than treating the denial as proof that no help exists.
- If you have a court notice or eviction deadline, request a location-specific legal-aid or housing-counseling referral immediately.
USAGov notes that an agency may refer people who do not qualify for government help to a community or nonprofit organization. A HUD participating housing-counseling agency is another official referral route. Applying for assistance does not automatically stop an eviction case, so follow the instructions on any court notice and seek local advice about deadlines.

What to ask your landlord
While an application is pending, ask the landlord in writing whether a payment plan, a temporary partial payment or a hold on late-fee escalation is available. Keep the request factual: explain the hardship, state what you can pay and give a date for the next update. Do not promise a payment you cannot make, and do not assume the landlord must accept an agency application in place of rent.
Energy bills, utility shutoffs and home efficiency
LIHEAP for heating, cooling and energy crises
The Low Income Home Energy Assistance Program (LIHEAP) may help with heating or cooling bills, emergency energy services and, in some locations, electric bills. Eligibility is income-based, but every state and territory sets its own requirements. Tribal offices can administer their own LIHEAP assistance. The office serving your location decides the covered bill, documentation, funding and application channel.
- Use the official LIHEAP eligibility questions for your location.
- Locate the state, territory or tribal LIHEAP office.
- Ask whether online, telephone or in-person applications are accepted and whether crisis applications are handled differently.
- Tell both the LIHEAP office and your utility about any shutoff date; ask what payment arrangement or hold, if any, is available while your application is reviewed.
Do not assume that approval in one state, a prior-year award or a heating benefit guarantees help with an electric bill where you live. The office’s current rules control.

WAP work can lower future energy use, but it should not be presented as immediate money for a past-due account. If a shutoff is imminent, pursue crisis assistance and utility options first.
Disconnection protections vary by location
There is no single nationwide shutoff rule. State policies can depend on weather, a household member’s age or disability, and the utility provider. Ask the utility for its hardship, medical, budget-billing and payment-plan options, then check the state-specific policy and contact for disconnection protections. A protection that applies in winter or to one provider may not apply to your account.
Phone and internet discounts through Lifeline
USAGov identifies Lifeline as a federal program that provides a discount on qualifying telephone or internet service for eligible low-income households. It is a reduction in the service charge, not cash that can be used for rent, gas or electric bills.

Credit-card and other consumer-debt hardship
Call the creditor before you miss more payments
For credit-card debt, the Consumer Financial Protection Bureau (CFPB) says: “Contact your credit card company immediately.” Its page “What should I do if I can’t pay my credit card bills?” was last reviewed September 2, 2026. Many card issuers have hardship options, but the terms are individual.
Prepare four points before calling:
- Why you cannot make the current minimum.
- How much you can afford now.
- When you expect normal payments to resume, if you know.
- The payment amount and duration you are requesting.
Ask whether the issuer can change the payment, interest rate, due date or fee treatment, and ask for the agreement in writing. Confirm how the arrangement affects interest, account status, automatic payments and your credit reporting. Continue paying according to the existing terms unless the creditor confirms a different arrangement; do not stop payments merely because a third party tells you to.
Nonprofit credit counseling and DMPs
A nonprofit credit-counseling organization can help build a budget, review debts and, in some cases, organize a debt-management plan. Under a DMP, you generally make one payment to the counseling organization, which distributes money to participating creditors. A counselor may help reduce monthly-payment pressure or interest, but CFPB says counselors do not always negotiate lower principal and do not erase debts.

- Whether creditors have accepted the proposed terms.
- What happens if you miss a DMP payment or need to leave.
- All services, qualifications, incentives and the agreement in writing.
Verify that each creditor accepted the plan before sending money to the counseling organization. Compare the proposed payment with a budget that still leaves room for housing, food, utilities and transportation.
Debt consolidation loans
Consolidation combines several balances into a new loan or account. It can simplify payments, but it creates new repayment terms and does not fix an income shortfall or the spending pattern that produced the debt. Before considering one, calculate the total repayment, interest, fees, term, collateral risk and what happens if the promotional rate ends.
CFPB recommends understanding why the debt accumulated, making a budget and first asking creditors whether they will lower payments. Be cautious when an advertisement calls itself consolidation but actually proposes debt settlement.
Debt settlement and debt-relief warnings
Settlement companies claim they can renegotiate debts for less than owed. CFPB warns that such firms may charge expensive fees, encourage missed payments, allow interest and penalties to grow, fail to settle every debt, expose you to collections or lawsuits and damage your credit. Forgiven debt can also have federal tax consequences. The CFPB states, “Debt relief may well leave you deeper in debt than you were when you started.” That guidance page was last modified September 9, 2025.
The Federal Trade Commission (FTC) also warns against upfront charges and promises of fast loan forgiveness, guaranteed cancellation, a government bailout for personal credit-card debt or a guaranteed pennies-on-the-dollar result. Consider direct creditor negotiation and nonprofit counseling first, and never transfer money to a settlement provider without understanding fees, account ownership, creditor contact and the consequences of stopping payments.
A practical order of operations
- Protect immediate safety and housing. If a shutoff, eviction hearing or loss of heat is imminent, call the utility, landlord, 211 and the relevant local agency the same day.
- Apply through the correct local channel. Use the state or local rent office, LIHEAP or WAP office, and official Lifeline route rather than a generic advertisement.
- Contact creditors directly. Explain the hardship and affordable payment, and obtain written terms.
- Build a bare-bones budget. Prioritize housing, essential utilities, food, transportation and medication before deciding what debt payment is sustainable.
- Evaluate counseling only after checking the agreement. Confirm fees, creditor participation and the effect on each account.
- Track every deadline. Keep notices, application confirmations, call logs and written agreements in one place.
How to avoid common dead ends
- Assuming one national rent program exists: rent aid is administered locally, and availability changes.
- Waiting for a shutoff: utility options and crisis applications are easier to discuss before the service is disconnected.
- Confusing WAP with emergency cash: weatherization addresses future energy use, not necessarily today’s arrears.
- Calling Lifeline a grant: it discounts qualifying service and has eligibility and provider rules.
- Stopping card payments on a settlement company’s instruction: missed payments can add fees, interest, collections, lawsuits and credit damage.
- Assuming “nonprofit” means free: counseling organizations can charge fees; read the written terms.
- Ignoring legal dates: an assistance application does not automatically pause an eviction or collection case.
What to do if no program covers the full amount
Ask the agency for a referral even after a denial, call 211 for another local provider, and ask the utility or creditor about a temporary arrangement. You can pursue more than one appropriate path—for example, a rent referral, LIHEAP application and creditor hardship request—while keeping each organization informed of the facts it needs. Do not promise the same funds to multiple providers or submit inaccurate information. Eligibility, funding and timing remain location- and household-specific, so confirm every offer directly before relying on it.
