Fund balance is a city fund’s accumulated balance at a specific date; a budget surplus is a favorable operating result during a specific period. A surplus can increase fund balance, but the two figures are not interchangeable. Fund balance may include inventory, legally restricted grants, committed reserves, or other amounts that cannot be spent freely. To understand what a reported number means, identify the fund, the date or period, whether the figure is budgeted or actual, and the classification of the balance.
Fund balance and budget surplus measure different things
A city’s financial reports usually contain multiple funds, each tracking a defined group of activities. A fund is a separate fiscal and accounting entity with its own self-balancing accounts. The General Fund may cover core services such as police, fire, administration and parks; special-revenue funds may track grants or dedicated taxes; debt-service and capital-project funds account for borrowing and construction; enterprise funds account for fee-supported services such as water or transit.

Fund balance is a stock. It is the accumulated accounting balance of a governmental fund at a reporting date. Massachusetts’ Division of Local Services defines it as “the difference between assets and liabilities reported in a governmental fund.” In reporting frameworks that include deferred items, the calculation can be expressed as assets plus deferred outflows, less liabilities plus deferred inflows. The exact presentation depends on the statement and fund type.

It occurs when a city’s actual revenues or other resources exceed its expenditures for a defined budget period, often a fiscal year. A budget is an estimated financial plan that authorizes spending and identifies how proposed expenditures will be financed; the New York State Office of the State Comptroller describes it as the government’s spending authority and financing plan. Actual results can therefore finish above or below the adopted budget.

At year-end, a favorable result may increase the fund’s accumulated balance. The City of Turlock’s budget glossary states that “the ending fund balance for a completed fiscal year becomes the beginning fund balance for the next fiscal year.” That roll-forward is why a surplus can affect fund balance without being identical to it.
| Question | Fund balance | Budget surplus |
|---|---|---|
| What is it? | Accumulated balance of a particular governmental fund | Revenues or resources exceeding expenditures for a defined period |
| When is it measured? | At a reporting date, such as fiscal year-end | Across a budget or accounting period |
| What can it include? | Spendable and nonspendable resources, with legal or policy constraints | The period’s favorable operating difference, before considering how the resulting balance is classified or used |
| Is it automatically available cash? | No | No |
| How does it affect the other measure? | Prior balances roll forward and may be used to finance a later budget | A year-end surplus may add to the next period’s fund balance |
Why a positive fund balance is not the same as cash in the bank
An accounting balance can contain resources that are not immediately spendable. Inventory and prepaid items have value but are not cash. A grant may be restricted to a particular program. Debt proceeds may be committed to a construction project. A city may also have encumbered amounts—money set aside for purchase orders or contracts that have not yet been paid.
Governmental fund balance classifications under the framework commonly associated with GASB Statement 54 show the strength and source of spending constraints:
- Nonspendable: Resources not in spendable form, such as inventory or prepaid items, or amounts that must remain intact under legal or contractual requirements.
- Restricted: Resources constrained by external parties or by law, including creditors, grantors, contributors, constitutional provisions or enabling legislation.
- Committed: Resources limited to a purpose by formal action of the government’s highest decision-making authority, often the city council. Changing the commitment generally requires comparable formal action.
- Assigned: Resources intended for a specific purpose by the governing body or an official or body with delegated authority, without the stronger external or formal commitment associated with a commitment.
- Unassigned: The residual balance after other classifications. Portland’s financial policy says only the General Fund may report a positive unassigned balance; other governmental funds may report unassigned deficits.
These categories answer a practical question: how much of the reported balance can the city legally and operationally use for a new purpose? A headline figure that combines all categories can overstate the amount available for general priorities. Read the classification table and the city’s fund-balance policy before calling a balance “reserves” or “available money.”

The fund changes what the number means
Fund balance belongs to a particular governmental fund; it is not a single citywide checking account. A positive balance in a special-revenue fund supported by a dedicated tax may not be transferable to the General Fund. A debt-service balance may be needed for bond payments, and a capital-project balance may be legally tied to construction. Enterprise and fiduciary funds generally report net position rather than governmental fund balance, so combining the terms can produce a misleading comparison.
When a city announces a “surplus,” ask which fund produced it. A General Fund operating surplus has a different policy significance from an excess in a water utility, a one-time capital grant, or a debt-service fund. Transfers between funds can also change a fund’s result without representing new citywide revenue.
How appropriated fund balance fits into a budget
“Fund balance appropriated” is a budget line, not a claim that the city generated a new surplus during that budget year. Turlock defines it as a planned use of existing fund balance, together with revenues, to finance budgeted expenditures. Under that glossary definition, the amount appropriated cannot exceed available unencumbered cash and investments.

The adopted budget uses $2 million of that balance to help pay for a one-time equipment purchase. The $2 million is a financing source in the budget. If actual revenues later exceed expenditures by $1 million, that separate favorable result may replenish part of the balance.

- Identify the beginning fund balance shown in the adopted budget.
- Find any line labeled appropriated, assigned, or use of fund balance.
- Compare the budgeted amount with the year-end actual result and the ending classified balance.
- Check whether encumbrances or legal commitments reduce the amount that can be carried forward.
How to evaluate a city’s surplus or fund-balance claim
1. Name the fund
Look for General Fund, special revenue, debt service, capital projects or another fund label. Do not compare a General Fund balance with an enterprise fund’s net position as though they were the same measure.
2. Separate the period from the date
A budget-to-actual surplus describes the change during a fiscal year. An ending fund balance describes the accumulated position at year-end. The ending amount becomes the next year’s beginning amount, subject to accounting adjustments and the city’s reporting rules.
3. Determine whether the figure is a plan or an actual result
An adopted budget is an estimate and spending authorization. A budget amendment or projection is still a plan. Audited financial statements and a year-end budget-to-actual schedule provide different evidence. A city can budget a deficit financed by existing balance and still finish the year with a surplus relative to its revised budget.
4. Read the classification and restrictions
Break the total into nonspendable, restricted, committed, assigned and unassigned amounts. A large restricted grant balance may be healthy for the funded program but unavailable for a police contract or tax reduction.

5. Check appropriations, encumbrances and transfers
Determine whether the city has already authorized use of the balance, reserved it for contracts, or transferred money between funds. These actions affect what remains available and can make a reported operating result look different from a cash-flow change.
6. Compare the policy target and its denominator
Reserve targets are local policy choices. A percentage of budgeted expenditures is not directly comparable with a target stated in days of operating expenses. Confirm whether the target applies to the General Fund, an enterprise fund or the entire governmental operation.

Cities often adopt fund-balance policies to absorb revenue volatility, emergencies, delayed payments or economic downturns. The Municipal Technical Advisory Service describes adopting such a policy as best practice and says it is viewed favorably by credit-rating agencies; it does not say every city must use one specific percentage.

The same budget book describes a North Carolina Local Government Commission recommendation of at least 8% of annual budgeted expenditures and transfers out, noting that the guidance was updated for fiscal year 2021. That is a description in Gastonia’s document, not a nationwide standard. A city may set a higher or lower target after considering revenue stability, service obligations, debt, insurance, disaster exposure and state law.
Why a reported surplus may not mean the city collected more cash than expected
Accounting results reflect recognition rules and timing, not just deposits and checks. Accrued revenues, unpaid invoices, capital activity, transfers, grant timing, encumbrances and other year-end entries can affect the reported result. A city can show a favorable accounting variance while cash is tied up in receivables or restricted projects.
For a specific city, read the audited financial statements, notes, budget-to-actual schedules and fund-balance policy together. The statements explain the accounting basis and classifications; the budget documents explain planned spending and financing; the policy explains what officials consider an adequate cushion and when it may be used.
A worked example
Assume a city’s General Fund begins the fiscal year with $20 million in classified fund balance. The adopted budget includes $3 million of appropriated fund balance to finance planned expenditures. During the year, actual revenues and other resources are $101 million and actual expenditures are $99 million, producing a $2 million operating surplus. If no other adjustments apply, the ending balance would rise by the $2 million period result, but the city’s usable amount still depends on classification, encumbrances and the $3 million already planned for use. The $20 million beginning balance, the $3 million budgeted draw and the $2 million actual surplus answer different questions.
Common mistakes when reading municipal numbers
- Calling every positive balance “surplus.” Surplus normally describes a period result; fund balance is accumulated.
- Calling fund balance cash on hand. Nonspendable and restricted categories may not be available for ordinary spending.
- Combining funds. Legal purposes and revenue sources can prevent transfers.
- Treating an adopted budget as an outcome. A plan is not evidence of what actually happened.
- Ignoring the denominator in a reserve target. Percent of expenditures, days of expenses and other measures are not interchangeable.
- Assuming a surplus proves fiscal mismanagement or excess taxation. One year can be affected by timing, grants, vacancies, capital purchases or conservative budgeting; trends and policy context matter.
The quickest way to answer “How much can the city spend?”
Start with the ending balance for the relevant fund and date. Subtract nonspendable amounts, externally restricted resources, formal commitments, assigned purposes, encumbrances and amounts already appropriated. Then read state law and the city’s own policy for additional limits. The remainder may approximate discretionary unassigned balance, but only the city’s official statements and legal framework can establish the amount available for a particular decision.
In short, a budget surplus is what happened over a period; fund balance is what the fund has accumulated at a point in time. The surplus may change the balance, while the balance’s classification and fund restrictions determine what the city can actually do next.
