What Does a 60% Vote Threshold Mean for Ballot Measures?

By TheFinanceBase Team 4 min read

A 60% vote threshold generally means a measure needs yes votes equal to at least 60% of the votes counted on that measure—not 60% of all eligible voters. The exact denominator and any additional requirements depend on the jurisdiction and measure type, so a measure can reach 60% and still fail if a separate condition applies.

How the 60% threshold works

If a rule requires at least 60% of votes cast on a measure to be “Yes,” then 60 yes votes out of 100 votes cast on that measure meet the percentage requirement. That calculation is illustrative; the controlling rule is the wording in the applicable law or official election guidance.

A 60% threshold is a supermajority requirement: more than a simple majority is needed. It ordinarily concerns votes on the measure itself, not the share of residents who are eligible to vote. Confirm the denominator in the official rule rather than assuming it.

Why 60% may not be the only condition

Some rules combine a yes-vote percentage with a turnout test or a minimum number of affirmative votes. Under Snohomish County, Washington guidance, most non-school levies must receive 60% yes votes and meet a separate minimum-yes-vote requirement tied to turnout in the most recent November general election. The county’s example says that if 10,000 people voted in that general election, the described levy would need 2,400 yes votes to meet the minimum.

By contrast, the county says school levies need more than 50% yes votes and have no turnout or minimum-vote requirement. These are Snohomish County rules and should not be treated as a summary of every Washington election. See the Snohomish County Elections guidance for the applicable local rules.

Thresholds vary by jurisdiction and measure

There is no single threshold for every ballot measure. Rules can differ by state, by whether a measure changes a constitution or statute, by whether it is statewide or local, and by subject matter such as taxes. The National Conference of State Legislatures’ comparison covers statewide citizen initiatives, not every local levy, bond, or referendum; it was updated August 27, 2025.

Most statewide citizen initiatives in the NCSL comparison Generally 50% or higher, with exceptions and additional requirements Not a rule for all local measures
Florida constitutional amendments 60% NCSL says Florida does not permit statutory initiatives
Arizona tax-related initiatives 60% Category-specific; not every Arizona measure
Colorado constitutional amendments 55% Colorado statutory initiatives use 50%
Snohomish County, Washington, most non-school levies 60% yes plus a separate minimum-yes-vote condition Local county guidance
Snohomish County school levies More than 50% yes No turnout or minimum-vote condition, according to county guidance
California statewide measures and certain local measures Statewide measures can pass by majority; certain local measures require 55% or two-thirds The threshold depends on the local measure type

Can a ballot measure get 60% and still fail?

Yes. It can fail if the rule also requires a minimum number of yes votes or a specified turnout. A measure may also be subject to a threshold higher than 60%, such as two-thirds. Conversely, in a jurisdiction where a simple majority is sufficient and no separate condition applies, 60% would exceed the percentage needed.

To determine the result for a particular measure, identify the state or locality and measure category, then check the official election guide or election authority for the percentage denominator and any independent conditions. Do not apply a statewide initiative summary to a local bond or levy without confirming that the same rule governs it.

California Proposition 43: a proposed change for certain local taxes

As of October 4, 2026, California Proposition 43 is a proposal on the November 3, 2026 ballot, not an enacted threshold. The California Secretary of State’s voter guide describes it as a legislative constitutional amendment that would raise the vote requirement for specified voter-proposed local special taxes from a majority (over 50%) to two-thirds. If adopted, the change would apply to measures approved after January 1, 2027. The guide also notes that local government tax revenues might not rise as much in the future because of the higher threshold. See the official Proposition 43 voter guide.

What a higher threshold changes—and what it does not prove

A higher threshold makes passage harder when support lies above the lower requirement but below the higher one. Supporters may argue that a supermajority protects constitutions from manipulation. For example, North Dakota House Majority Leader Mike Lefor told the Associated Press, “Raising the threshold can help protect the constitution from being manipulated by special interest groups or out-of-state activists.” That is a supporter’s argument, not proof of a measured effect. The competing concern is that a higher threshold makes voter approval more difficult. The threshold alone does not establish how often measures pass or whose views are better represented.

For any ballot measure, rely on the governing law and current official election materials: the percentage, what votes count in its denominator, and whether turnout or a minimum affirmative-vote rule also applies.
