What Documents Support a GST Input Tax Credit Claim During Assessment?

For an Indian GST input tax credit (ITC) claim under assessment, begin with the prescribed document for the transaction: normally the supplier’s tax invoice or debit note; a bill of entry or equivalent prescribed import document for imported goods or services; or an Input Service Distributor (ISD) invoice or credit note for distributed credit. Then connect that document to your purchase and ITC ledgers, filed or communicated invoice data, and transaction records that explain receipt or use. A document in your possession is necessary in many cases, but it does not by itself prove eligibility under section 16 of the Central Goods and Services Tax (CGST) Act.

The legal documents an officer will look for first

Rule 36 of the CGST Rules, 2017 identifies the documents on which a registered person, including an ISD, may avail ITC. The document category must match the underlying transaction; a purchase order, bank statement or goods-receipt note does not automatically substitute for a prescribed tax document.

Transaction or claim Primary document Important connection or condition
Ordinary domestic purchase Supplier tax invoice issued under section 31 Invoice particulars must satisfy the applicable invoice rule, and the claim must be reconciled to the supplier-furnished data where the statutory mechanism requires communication to the recipient.
Invoice issued under section 31(3)(f) The section 31(3)(f) invoice Rule 36 makes this category subject to payment of tax.
Post-supply price or tax adjustment Supplier debit note issued under section 34 The note should be linked to the original invoice and show the adjustment particulars.
Import transaction Bill of entry or a similar document prescribed under customs law for assessment of integrated tax Use the import document and customs records applicable to that transaction rather than an ordinary domestic-invoice checklist.
Credit distributed by an ISD ISD invoice, ISD credit note or another document issued under the applicable Rule 54 provisions Retain ISD and recipient identification and the amount of credit distributed.

Rule 36 describes the documentary basis for availing credit. It is not a universal acceptance guarantee: section 16 eligibility conditions, the nature of the supply and the law for the relevant tax period still apply.

Why a tax invoice alone may not establish ITC

Section 16 requires possession of the tax invoice, debit note or other prescribed tax-paying document, but it also imposes separate eligibility conditions. Among the conditions relevant to an assessment are that the supplier furnish the invoice or debit-note details and that those details be communicated to the recipient through the applicable statutory mechanism. The recipient must also satisfy the other section 16 requirements, including the business-use condition and any condition applicable to the period or type of supply.

Accordingly, an officer may ask you to demonstrate more than physical possession of an invoice. Your response should show that the document is genuine and complete, that the transaction was recorded, that the credit was claimed in the relevant return or ledger, and that the statutory conditions were met for that period. If supplier data is missing or does not match, identify the specific invoice lines, the mismatch and the corrective action rather than asserting that an invoice copy settles the issue.

Build an assessment file that can be checked line by line

Organize the file by disputed invoice or claim line. Give each line a stable index number and place the prescribed source document, accounting entries, return or portal evidence and transaction support behind that index. This lets an officer trace the path from the source document to the amount in the ITC register and the filed claim.

Assessment issue Records to assemble How the records help
Whether a recognized basis document exists Applicable tax invoice, debit note, bill of entry or similar import document, or ISD document These are the Rule 36 document categories that support availing ITC.
Whether the document has the required particulars Invoice and any linked debit or credit notes Invoice rules prescribe particulars, while notes must explain the adjustment and connection to the original invoice.
Whether the claim agrees with the books Purchase register, invoice and debit-note register, tax payable and paid accounts, and ITC-claimed account The accounts-and-records rules require tax and ITC accounts and relevant document registers.
Whether receipt or movement can be explained Relevant stock records, delivery challans, e-way bills and other records appropriate to the facts These records help explain goods movement or receipt. Their presence is not an independent ITC condition in every case.
Whether electronic records are reliable and retrievable Original electronic document, backup, audit trail and interlinked records Electronic records are permitted, but records and audit-trail information may have to be produced on demand.

Check the particulars on each document

Domestic tax invoices

Review the supplier’s legal identity and GSTIN, the financial-year-unique serial number and issue date, and the recipient’s details. Confirm the description and applicable classification of the goods or services, quantity where relevant, value, taxable value, tax rate and tax amount. For relevant inter-State supplies, check the place-of-supply details. Confirm whether reverse charge is indicated and whether the supplier’s signature or digital signature is present, subject to the exceptions that apply to the invoice type.

Do not apply every ordinary invoice field mechanically to a special document. The required particulars can depend on the transaction, supplier and document type. Keep a copy that is legible enough to read every field, including any amendment or reference number.

Debit notes and related adjustments

A debit note should be tied to the original invoice or invoices it adjusts. Preserve the original invoice reference, the reason or nature of the adjustment and the revised taxable value and tax figures shown on the note. Reconcile the additional or reduced ITC to the period in which the adjustment was accounted for and claimed. If several original invoices are covered, provide a schedule showing the allocation rather than leaving the officer to infer it.

Imports

For imported supplies, the bill of entry or other document prescribed under customs law for assessment of integrated tax is the Rule 36 basis. Keep the customs document with the import entry details and reconcile the integrated tax amount to the ITC ledger. Shipping, freight, warehouse or payment records can explain the transaction, but they do not replace the prescribed import document.

ISD distributions

For credit distributed by an ISD, retain the ISD invoice or credit note issued under the applicable Rule 54 provisions. Check the ISD’s identification, each recipient’s GSTIN or other required identification, the period and the amount of credit distributed. Reconcile the distribution to the recipient’s ITC account and to the ISD records. A normal supplier invoice addressed to the head office is not, by itself, the ISD distribution document.

Services

Service claims use the same document-to-ledger method, but the factual evidence of receipt or business use differs from goods evidence. Keep contracts, statements of work, invoices, completion or acceptance records, timesheets, usage reports or other service-specific records when they exist and are relevant to the disputed supply. The cited rules do not prescribe one extra document for every service; select records that show what was supplied, when it was supplied and how it relates to the business.

Reconcile the document to accounts and returns

The accounts-and-records rules require true and correct accounts for relevant transactions. Maintain a purchase and expense record, the tax-invoice, debit-note and related document registers, a tax account and an ITC account. The entries should permit an officer to follow the taxable value and tax from the source document to the amount claimed.

Prepare a reconciliation for every disputed line. At minimum, show the supplier invoice or note number, date, supplier GSTIN, taxable value, tax components, book-entry reference, ITC-register reference and the return or other filing record relevant to the notice. For imports, add the bill-of-entry number and customs tax amount. For ISD credit, add the ISD document number and the recipient allocation.

Where the issue concerns supplier furnishing or communication of invoice details, include the applicable portal or return record and explain any timing difference. A portal printout can corroborate a claim, but it is not a universal replacement for the Rule 36 document. If a supplier later amends an invoice, preserve both the original and amended records and explain the accounting treatment.

Supporting records by transaction type

Goods purchases

  • Match the invoice to stock or inventory records, inward registers and, where relevant, delivery challans and e-way bills.
  • Use transport or receipt records to explain quantity, date and destination when those facts are questioned.
  • Reconcile shortages, returns or partial receipts to credit notes or other adjustments instead of silently changing the ITC ledger.

Services

  • Show the service period, deliverable or activity and the person or business unit that received it.
  • Link recurring invoices to the contract, engagement letter or statement of work and to evidence of performance or acceptance.
  • Keep records that support the section 16 business-use condition where that issue is raised.

Imports

  • Place the bill of entry at the front of the indexed file.
  • Link the customs integrated-tax amount to the import register and ITC account.
  • Use shipping or warehouse records only as explanatory evidence for the import facts.

ISD credit

  • Show the ISD document, the recipient allocation and the corresponding recipient ledger entry.
  • Retain the underlying common-service records when they help explain the distribution, while treating the ISD document as the prescribed distribution basis.

Electronic records, backups and audit trails

GST accounts and records may be maintained electronically. An electronic file should be readable, searchable and capable of being produced in the form requested by the officer. Keep the source file rather than only a screenshot or printout, maintain a backup and preserve the relationship between the invoice, ledger entry and return data.

The records rules can require relevant records, audit-trail information and interlinkages to be produced on demand. Do not overwrite an invoice after an amendment or delete an accounting entry that has been reversed. Preserve version history, approval records and the explanation for any correction. Access controls should allow you to demonstrate who created or changed a record without making the file impossible to inspect.

Step-by-step workflow after an assessment notice

  1. Read the notice precisely. Identify the tax period, statutory provision, disputed invoice or claim lines, amount and response deadline. The form, procedure and response channel depend on the notice and the law applicable to that period.
  2. Classify every line. Mark each as a domestic purchase, section 31(3)(f) invoice, debit-note adjustment, import, ISD distribution or another special category.
  3. Match the Rule 36 document. Place the invoice, note, bill of entry or ISD document beside the claim line and check the particulars applicable to that document.
  4. Test section 16 conditions. Check possession, supplier furnishing and communication of invoice details where relevant, business use and the other conditions that apply to the period and transaction.
  5. Reconcile to books. Tie the taxable value and tax to purchase or expense records, tax and ITC accounts, document registers and the return or filing record.
  6. Add factual support. Attach stock and movement records for goods, service-performance records for services, customs records for imports and ISD allocation records for distributed credit.
  7. Index and explain exceptions. Number each line, identify missing or mismatched records, and provide a short factual explanation with the corrective document or reconciliation.
  8. Submit a legible set and retain the source file. Keep the original electronic records, backups and audit trail after producing the indexed response. Obtain case-specific professional advice if eligibility, supplier mismatch or notice procedure remains disputed.

Common mistakes that weaken an ITC explanation

  • Submitting only a spreadsheet: A spreadsheet is a reconciliation aid, not a Rule 36 source document. Attach the underlying invoice, note, import document or ISD document.
  • Treating a purchase order as an invoice: A purchase order proves an order was placed; it does not ordinarily establish the prescribed tax document.
  • Using a bank statement as proof of ITC: Payment evidence may explain a transaction but does not universally replace the prescribed document or prove every section 16 condition.
  • Ignoring supplier-data mismatches: Identify invoice numbers and tax amounts affected, then show the relevant communicated data, amendment or reconciliation.
  • Applying a domestic checklist to imports or ISD credit: Use the document-specific customs or Rule 54 requirements.
  • Keeping an untraceable electronic archive: A folder of scans without an index, backup or link to ledger entries makes a valid claim difficult to verify.
  • Calling every supporting record a legal prerequisite: Stock records, e-way bills and delivery challans can be persuasive factual evidence, but the accounts rules do not turn every listed record into an independent ITC condition for every claim.

A practical index for the submission

Use one row per invoice or adjustment. A useful index has these fields: serial number; claimant GSTIN and tax period; supplier or ISD GSTIN; document type; document number and date; original invoice reference for a note; bill-of-entry number for an import; taxable value; tax components; amount of ITC claimed; purchase-register reference; ITC-ledger reference; return or communicated-data reference; supporting-record file names; and an exception or explanation column.

Put the indexed schedule before the attachments. Separate domestic invoices, debit notes, imports and ISD documents into clearly labelled sections. This arrangement is an administrative aid, not a prescribed legal form, and it does not change the notice deadline or the substantive conditions.

What the evidence can and cannot prove

A complete file can establish a coherent chain: a recognized document exists, its particulars are appropriate, the transaction is recorded in the accounts, the claimed amount reconciles to the ITC records and relevant filing data, and the surrounding facts support receipt or business use. It cannot cure an ineligible supply, a document that does not satisfy the applicable rule, or a section 16 condition that was not met during the relevant period.

GST law and procedures are amended. Before responding, verify the CGST Act, rules and notification changes for the exact tax period and read the notice’s provision and instructions. Where the dispute involves a supplier mismatch, special transaction, blocked or restricted credit, or a contested procedural issue, have the indexed file and response reviewed by a qualified GST professional.
