Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallBefore paying a construction contractor, assemble a complete written estimate and signed contract, verify the contractor’s license and insurance, document every change, and match each payment to an invoice and traceable receipt. For progress and final payments, request lien waivers or releases that fit your state’s law and the payment stage. Before releasing the final amount, confirm satisfactory completion and obtain required inspection or occupancy records. This is general U.S. consumer guidance: licensing, permits, payment limits, lien rights and required forms vary by state, county and city.
The core document packet to build
Keep one paper or digital project file from the first estimate through closeout. The file should let you answer four questions at any time: What was promised? Who is responsible? What has been paid? Could a subcontractor, supplier or government authority still make a claim?

- Written estimate or proposal.
- Signed contract and every signed change order.
- License and insurance evidence verified with the issuing authority.
- Permit information and inspection records.
- Dated invoices, payment requests and receipts.
- Payment records from your bank, card issuer or other traceable method.
- Appropriately scoped lien waivers or releases from the contractor and, when relevant, subcontractors and suppliers.
- Completion documentation, warranties and operating records appropriate to the project.
Not every item is legally mandatory in every location. Treat this as a prudent recordkeeping and risk-control checklist, then confirm local requirements with your state licensing board, building department or a construction attorney.
Documents to collect before signing or paying a deposit
Written estimate or proposal
The estimate should identify the contractor and provide a usable description of the work, materials, expected start and completion timing, and total price or pricing method. Preserve the version you relied on; later changes should not silently replace it. If you are comparing bids, ask for an explanation of major price differences rather than choosing on price alone.

Signed written contract
Do not pay a deposit against an informal promise. Obtain a complete copy signed by both parties before money changes hands. The Federal Trade Commission advises that a contract identify the contractor and contact information, license number when required, estimated start and completion dates, scope of work, cost promises and a payment schedule. Include the amount and conditions of any deposit, who obtains permits, allowances for materials, cleanup, warranties, dispute procedures and any cancellation notice required by local law.
Fill every blank before signing. Put verbal promises—such as a particular brand, grade of material, start date or repair of adjacent damage—in the contract or a signed attachment. Keep the signed copy, not only a photograph of the signature page.
License and insurance verification
Ask for the contractor’s license number and independently confirm it with the relevant state or county licensing authority. Check that the classification covers your type of work and that the license is current. Request a certificate or other proof of liability insurance and, where applicable, workers’ compensation coverage. Keep the evidence with the contract and note the date you verified it.

A contractor who will not provide copies of a license, insurance information or a written contract is a red flag identified by the FTC. A document supplied by the contractor is not a substitute for checking the issuing authority.

Permits and approvals
Write down which permits and inspections are needed, who will apply for them, who pays the fees and how you will receive final records. Rules are local and can differ for structural work, electrical, plumbing, roofing and other trades. A proposal to skip required permits is a warning sign. Do not assume that a contractor’s statement that “the city does not require one” is conclusive; confirm with the building department.
Change orders
Every change to scope, materials, price or schedule should be described in a dated document signed before the changed work begins. State whether the change adds or subtracts from the contract price, how it affects the completion date and whether it changes a warranty. File each change order behind the original contract and update your running budget.
What to collect with every progress payment
A dated invoice or payment request
Each request should state the amount due, the work or milestone billed, approved change orders included, prior payments and the remaining contract balance. Compare it with visible progress and the schedule in your contract. Keep your own payment ledger so an invoice cannot make the running balance unclear.
Recommended Free Tools
Payment proof and receipt
Use a method that creates an independent record, such as a check, card transaction or bank payment, and retain the confirmation with the contractor’s receipt. The FTC cautions consumers in this context against wire transfers, gift cards, cryptocurrency, payment apps and cash because recovery can be difficult if the transaction goes wrong. A traceable payment does not guarantee performance, but it establishes when and how much you paid.

Lien waiver or release matched to the payment
Ask what release documents your state and contract use for the current payment. A conditional release generally becomes effective when the payment clears; an unconditional release generally acknowledges payment already received. The distinction matters: signing an unconditional form before funds clear can give up rights prematurely, while a form covering the wrong project, period or amount may not protect you.
Obtain releases from the contractor and, when appropriate, the subcontractors and suppliers whose labor or materials were included in that payment. California’s Contractors State License Board explains that statutory forms differ by stage and warns that a general contractor’s release does not prove lower-tier parties were paid. Other states use different forms, notices and deadlines, so do not copy a California form or an internet template for a different jurisdiction without checking local law.
Subcontractor and supplier information
Ask who is furnishing labor and materials and whether any account remains unpaid. For a large or multi-trade project, request a list of subcontractors and suppliers and keep their contact information. Texas law, for example, contains specific supplier/subcontractor list and bills-paid affidavit provisions; those Texas procedures should not be presented as a nationwide requirement. If a claimant contacts you directly, pause and obtain local advice before paying anyone twice or signing a release.

What to get before final payment to a contractor
Completion and inspection records
Walk through the project and make a dated list of incomplete or defective items. Photograph the condition and send the list in writing. Obtain proof of approved final inspections and, where the project requires it, a certificate of completion or occupancy. Miami-Dade County guidance specifically advises obtaining proof of approved final inspections or a county completion or occupancy certificate before final payment; another county or city may use different records.

Final invoice and receipt
Require a final accounting that reconciles the original contract, signed changes, all prior payments, credits and the final amount. Pay only after the work is done and satisfactory, consistent with the FTC’s practical advice: “Never make the final payment until the work is done and you’re satisfied.” Keep the final receipt and payment confirmation together.
Final releases and payment affidavit
Request releases covering the labor and materials paid for and a contractor affidavit identifying unpaid subcontractors or suppliers when applicable. Florida Bar consumer guidance recommends a final payment affidavit in a home-building context. California’s licensing board cautions that paying the general contractor or receiving that contractor’s release alone does not guarantee that lower-tier claimants were paid. The correct document, wording and timing depend on the governing law; have a local professional review a disputed or high-value closeout.
Project closeout records
For projects involving equipment or substantial construction, collect warranties, operating and maintenance manuals, product documentation, permits, inspection reports and as-built drawings when the contract or code calls for them. Federal housing contracts and Philippine construction guidance list similar closeout materials for their specific programs. Those examples are not universal U.S. homeowner requirements, so request only records relevant to your scope, contract and jurisdiction.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsHow to organize and use the documents
- Create a project folder before work starts, with subfolders for contract, permits, invoices, payments, releases, inspections and closeout.
- Use one payment ledger showing date, payee, amount, milestone, invoice number, payment method and running balance.
- Before each payment, compare the invoice with the contract, signed changes, visible work and any required release.
- Save the bank or card confirmation and the contractor’s receipt in the same record.
- After each inspection or walk-through, record the date, inspector or participants, findings and promised corrections.
- At closeout, confirm final inspection status, collect final releases and affidavits that apply, and preserve warranties and manuals for the life of the equipment or building component.
Payment practices that reduce risk
Tie installments to clearly described stages instead of paying far ahead of progress. Negotiate a reasonable deposit and check whether your state limits deposits for this type of work. A lender or insurer funding the repair may impose its own inspection and disbursement process; confirm those rules directly with the institution. The FTC describes bank-held certificates of completion for staged payments in certain disaster-repair situations, but that arrangement is not automatic for ordinary projects.

Do not use a consumer recommendation as proof of a legal mandate. The FTC notes that contract requirements vary by state, and lien procedures are governed by state and local law. A release that is valid in one jurisdiction may be ineffective or misleading in another.
Common document mistakes and how to correct them
- Paying from a verbal quote: Stop and obtain a written scope, price and schedule before the next payment.
- Relying on an unverified license or insurance claim: Check the number with the licensing authority and retain current proof.
- Signing a blank or incomplete contract: Require all spaces and attachments to be completed first.
- Accepting an unconditional release before funds clear: Ask for the form appropriate to the payment stage and have it reviewed locally.
- Assuming the general contractor’s release covers everyone: Request lower-tier information and releases where applicable.
- Paying the final invoice while inspections are open: Obtain written inspection status and completion records before final payment.
- Using a generic online waiver: Confirm the statutory form, project description, claimant, date range and amount under local law.
- Losing the payment trail: Replace cash or untraceable transfers with a method that produces a bank or card record.
If a contractor asks for payment without the documents
Ask in writing for the missing contract term, invoice detail, permit record, release or proof of payment, and state what you need before the next installment. Do not sign a release that you cannot understand. For an unpaid supplier, filed lien, threatened lien, disputed final payment or high-value project, seek advice from a construction attorney in the project’s location before withholding, redirecting or making a second payment. Texas, California, Florida and Miami-Dade materials demonstrate that procedures differ; a rule from one place cannot safely be generalized.
For licensing or consumer complaints, locate your state consumer-protection office through USAGov and contact the relevant licensing or building authority. Keep the full project file, photographs, messages and payment records for that process.
