Those documents support both the tax return and the project’s revenue figure.
GST, HST and VAT requirements depend on the country, tax scheme, business type and contract terms. The Canada Revenue Agency (CRA) and UK HM Revenue & Customs (HMRC) rules below are labeled examples, not universal instructions. A contractor, home builder and subcontractor may also have different obligations. Confirm the rules for the jurisdiction and tax registration that apply to your business before relying on a deadline or invoice format.

Build one traceable file for each project
The most defensible system lets you follow a transaction from what the customer agreed to, through the work performed and amount billed, to the tax reported and cash received. Keep records in a project folder, accounting system or document-management structure that preserves the links between those stages.

Contract and scope records
- Signed contract, proposal or purchase order, including the agreed price, tax treatment, payment schedule and responsibility for materials.
- Approved variations, change orders, amendments and revised scopes. Date each change and identify its effect on price and tax.
- Milestone definitions, holdback or retention clauses, warranties and conditions that make a payment due.
- Work orders, site instructions, schedules, daily logs, timesheets and correspondence that show what work was authorized and performed.
Billing and completion evidence
- Sales invoices, credit notes and corrected or cancelled invoices retained according to local rules.
- Progress-payment applications, valuation statements, work-completion certificates and approval records where the contract uses them.
- Delivery slips, inspection records and other documents that support the quantity, stage or value of the supply.
- Emails and transaction-related correspondence that explain disputed amounts, changes or approvals.
Money received and paid
- Customer payment receipts, remittance advice, deposit records and bank statements.
- Supplier and subcontractor invoices, receipts, delivery slips and proof of payment.
- Accounts-receivable and accounts-payable listings that show outstanding balances at the reporting date.
- General-ledger entries, journals and reconciliations tying the project records to the tax return working papers.
A ledger or journal is useful for organizing entries, but it is not a substitute for contracts, invoices, receipts, certificates or payment evidence. The CRA lists ledgers among records a business may keep while also identifying source documents such as contracts, sales invoices, purchase receipts, bank statements, work orders and delivery slips.

What GST or VAT records must prove
Canadian GST/HST example
CRA guidance says GST/HST records must describe related goods and services in enough detail to determine whether the tax applies. They must also support the calculation of tax collected or payable and amounts refunded, rebated or deducted. If you claim input tax credits, retain the purchase invoice or receipt and check that the invoice or written purchase agreement contains the prescribed information for the claim. The exact fields depend on the transaction and should be checked against CRA’s current claim guidance.
Keep a copy of each electronically filed return and the working papers used to calculate it. A reviewer should be able to start with the return total, trace it to the GST/HST account or ledger, and then trace the ledger to individual sales and purchases.
UK VAT example
HMRC says a VAT-registered business must record VAT charged on sales, VAT paid on purchases and maintain a VAT account whose figures are used to complete the VAT return. Retain copies of sales invoices issued and purchase invoices received. An invalid invoice, pro-forma invoice, statement or delivery note cannot by itself support a VAT reclaim under the cited guidance; obtain and retain the proper VAT invoice or other document accepted for the transaction.

Reconcile project revenue from contract to cash
Project revenue records should explain not only the tax amount but also why the accounting system recognized a particular amount. For each project, reconcile the following chain:
- Agreed value: Start with the signed contract price and list every approved change separately.
- Work performed: Match the value billed to site records, quantities, milestones, valuation statements or completion certificates.
- Amounts invoiced: Tie each invoice and credit note to a contract line, change order or approved progress claim.
- Tax recorded: Show the GST, HST or VAT rate, taxable base and tax amount for each relevant invoice or accounting entry.
- Cash received: Match customer receipts and bank deposits to invoices, identifying partial payments, retentions, refunds and unapplied cash.
- Outstanding balance: Reconcile the contract value less invoices, credits and receipts to the accounts-receivable balance and explain any difference.
This is a practical control rather than a universal prescribed accounting format. Its purpose is to preserve evidence of what was agreed, performed, billed and paid so reported revenue can be explained without reconstructing the project from memory.
Handle progress payments and tax points carefully
Canada: when GST/HST becomes payable
CRA says that, generally, GST/HST on a progress payment becomes payable at the earlier of the purchaser paying the amount or the date the payment becomes due. A contract may make a payment due when a defined part of the work is completed or another specified event occurs. Keep the clause that sets the due date together with the progress claim, certificate, invoice and payment record.
In a certified-payment arrangement, a contractor may submit an application for a consultant, engineer or architect to assess completed work and issue a certificate. In the situation described by CRA, that application is a request to assess the work, not itself an invoice. Preserve the application, assessment or certificate, subsequent invoice and payment evidence as one sequence, then confirm the precise treatment for the transaction.

UK: periodic payments and retention
For UK construction supplies under periodic-payment contracts, HMRC Notice 708 generally places the VAT tax point at the earlier of receipt of payment or issue of a VAT invoice, subject to detailed rules and exceptions. The notice also addresses special treatment for retention payments. Do not transfer the Canadian “earlier of payment or due date” rule to UK VAT, or use the UK rule for a Canadian GST/HST return.
Documents for holdbacks and retention
Keep the contract clause, application, certificate, invoice, deduction calculation, release notice and eventual payment record for every holdback or retention. Record why an amount was withheld, when the contractual release condition was met and which tax point was used. These records are especially important when the work spans more than one return period.
Subcontractor records: a UK CIS example
UK contractors operating the Construction Industry Scheme (CIS) have a specific record requirement. HMRC says to retain, for each subcontractor, the gross invoiced payment excluding VAT and the deductions made. If deductions were made, also retain the subcontractor’s invoiced material costs excluding VAT. HMRC says these details must be kept for at least three years after the end of the tax year to which they relate.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThis CIS period is not a general GST or VAT retention rule. Keep subcontractor contracts, verification details, invoices, material-cost evidence, deduction statements and payment records together so the CIS calculation can be checked independently of the project’s broader bookkeeping.

Retention periods are scheme-specific
There is no single worldwide retention deadline for builders. The periods below are examples from the named authorities and apply only within their stated regimes.
| Authority and record type | Period stated in the guidance | Qualification |
|---|---|---|
| CRA GST/HST records | Usually six years from the end of the year to which the records relate | CRA notes that a longer period may be requested in some circumstances. |
| HMRC VAT records | At least six years | Specified OSS/MOSS situations can require 10-year retention. |
| HMRC CIS contractor records | At least three years after the end of the relevant tax year | This is a CIS-specific period, separate from ordinary VAT retention. |
Before deleting anything, identify the jurisdiction, tax scheme, record type, open enquiry or audit, litigation hold and any contract or grant requirement that calls for longer storage. A business may need to preserve a document longer than the minimum tax period if another obligation still depends on it.

The best method is the one that preserves complete source documents and a clear audit trail. Compare an approach against these five tests:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Attachment or cross-reference: Can every invoice, receipt, contract and certificate be attached to or reliably located from the accounting entry?
- Project and return reconciliation: Can you total invoices, receipts and tax by project and then reconcile those totals to each return period?
- Digital compliance: Does the system meet any local requirement to keep or transmit digital records?
- Retention, backup and retrieval: Are records backed up, protected from alteration and searchable for the full retention period?
- Audit trail: Can staff show who created, approved, changed or cancelled an entry and why?
Paper-first controls
Use a numbered folder for each project, a separate tax ledger and a monthly bank reconciliation. File documents in a consistent order—for example, contract, changes, work evidence, invoices, receipts, supplier costs and return working papers. Scan documents that are likely to fade or be lost, and maintain an index that points from each ledger entry to its source.

Software or hybrid controls
Use project codes on invoices, purchase bills, labor entries and bank transactions. Attach the source document at entry, lock or preserve the original after posting, and schedule backups and access reviews. If paper originals must be retained under a particular rule, scanning alone may not be enough; verify the local requirement.
Common gaps and how to correct them
Keeping only the final invoice
A final invoice does not show how the amount was calculated or whether a milestone was achieved. Add the contract, approved changes, work evidence, valuation or completion certificate and payment application.
Treating a statement or pro-forma as a tax invoice
For UK VAT, HMRC says a statement, pro-forma invoice or delivery note cannot by itself support a VAT reclaim. Request the valid VAT invoice and preserve it with the purchase record.
Posting deposits without identifying the project
Unidentified bank receipts break the link between cash and revenue. Record the customer, project, invoice number, date, amount and any withholding or retention, then clear unapplied cash promptly.
Ignoring changes and credits
Unrecorded variations distort both contract revenue and tax. Require written approval for changes and retain every credit note, cancellation and replacement invoice in sequence.
Using one retention period for everything
Apply the period for the actual authority and scheme. Canadian GST/HST, UK VAT and UK CIS examples have different rules and exceptions; a generic “keep it for six years” policy can be wrong for a specific record.
A monthly close checklist for builders
- Collect all signed contracts, changes, work orders and completion evidence generated during the month.
- Match each progress claim or invoice to the underlying work and contract terms.
- Check tax rates, tax invoices and the applicable tax point for staged, certified or retained amounts.
- Post supplier and subcontractor costs with invoices, receipts and delivery evidence attached.
- Reconcile customer receipts and supplier payments to bank statements.
- Review aged receivables, holdbacks, retention and unapplied cash by project.
- Reconcile project totals to the GST/HST or VAT account and preserve the return working papers.
- Back up records, verify that attachments open correctly and restrict changes to closed periods.
What documents should builders keep to support GST returns and project revenue?
At minimum, keep the contract and approved changes, evidence of work performed, sales invoices and credit notes, progress applications and certificates where used, customer receipts and bank records, supplier and subcontractor invoices and payment evidence, the GST/HST or VAT ledger, and the working papers and filed copy of each return. Organize them so an amount on the return can be traced to a project transaction and then to the underlying agreement, work and payment.
