For goods shipped by a foreign business into India, the usual core document set is a transport receipt, a commercial invoice, a packing list (which can be combined with the invoice), and an Indian bill of entry. The exact package changes with the product, transport mode, origin, end use and any restriction, policy condition, no-objection requirement or regulator involved.
The overseas seller should not assume that it must file every Indian document, hold the Indian importer’s code or obtain a certificate of origin for every shipment. First establish who is the importer of record and who will make the Indian customs filing.

The baseline documents for goods entering India
India’s Directorate General of Foreign Trade (DGFT) identifies a short general list for imports. It is a starting point, not a clearance guarantee for every commodity.
| Document | What it does | Typical form | Responsibility in a foreign-seller transaction |
|---|---|---|---|
| Transport document | Evidence of the contract of carriage and shipment details | Bill of lading, airway bill, lorry receipt, railway receipt or postal receipt | Usually issued by the carrier or transport operator; the seller, forwarder and buyer should agree who receives and submits it |
| Commercial invoice | States the seller, buyer, goods, price and transaction terms used for customs valuation and commercial records | Standalone invoice or part of a combined commercial-invoice-cum-packing-list | Prepared by the seller, with details coordinated with the Indian buyer |
| Packing list | Shows how the cargo is packed and identifies packages, quantities and weights | Separate packing list or combined with the commercial invoice | Prepared by the seller or packer; it must match the physical cargo |
| Bill of entry | The Indian customs declaration for imported goods | Electronic customs filing supported by the shipment documents | Normally arranged by the Indian importer or its customs representative; the parties must confirm the filing arrangement |
DGFT expressly accepts a commercial invoice and packing list either as two documents or as one combined document. Combining them does not remove the need to provide all the underlying information.

Choosing the transport receipt
The mode of transport determines the carrier document. A sea shipment generally uses a bill of lading; air freight uses an airway bill; road cargo uses a lorry receipt; rail cargo uses a railway receipt; and postal consignments use a postal receipt. Use the document actually issued for the movement rather than substituting a generic label.
What the bill of entry means for the overseas seller
A bill of entry is the import declaration submitted to Indian customs. In many transactions the Indian buyer, consignee or appointed customs broker files it, while the foreign seller supplies the invoice, packing details, transport information and any supporting evidence. The contract, Incoterms, power of attorney and local representation can change the practical workflow, so responsibility must be agreed before dispatch.
Documents that may be added for the particular goods
There is no universal additional-permit list for an unspecified product. Indian customs and participating government agencies may request documents based on the commodity, the customs notification or exemption being claimed, and the product’s regulatory status.

Situations that commonly trigger extra evidence
- The goods are restricted or subject to an import-policy condition.
- A regulator or participating government agency requires a no-objection document or another approval.
- The shipment relies on a specific exemption, concession or notification.
- The product’s classification, composition, intended use or safety status requires sector-specific compliance.
- The importer is claiming a tariff preference or must prove a particular origin.
Before the cargo leaves the exporting country, confirm the commodity classification, country of origin, end use and destination in India. Those facts determine which Indian authority, if any, has an additional requirement. A general customs checklist cannot establish product-specific clearance.
Importing into India versus exporting out of India
The phrase “export to India” describes an inbound shipment from the foreign business’s perspective. Indian rules use a different document set when a business exports goods from India. Do not interchange the two.
When goods are entering India
The baseline is the transport receipt, commercial invoice, packing list (separate or combined), and bill of entry, plus any product-specific supporting documents. The bill of entry is the import-side declaration.

When a foreign-owned business exports goods from India
DGFT’s general export list is a transport receipt, a commercial invoice cum packing list, and an export declaration: a shipping bill, bill of export or postal bill of export. Section 50 of the Customs Act refers to a shipping bill for sea or air exports and a bill of export for land exports. Postal shipments use a postal bill of export.
For an export from India, the exporter enters the goods electronically through the customs automated system and is responsible for the accuracy and completeness of the shipping bill or bill of export, the validity of supporting documents, and compliance with restrictions or prohibitions. The carrier document and commercial paperwork still need to agree with the electronic declaration.
Does a foreign business need an Indian IEC?
DGFT describes the Importer-Exporter Code (IEC) as a 10-character alphanumeric identifier based on Permanent Account Number (PAN). It is generally mandatory for export or import activity involving goods, unless a specific exemption applies.

That general rule does not answer every foreign-seller structure. A nonresident seller, an Indian subsidiary, an Indian distributor, a consignee or another party may have different roles under the sale and customs arrangements. The official general guidance does not allocate the IEC obligation for every possible arrangement. Ask the Indian buyer and its customs representative which legal entity is acting as importer of record and whose IEC will be used for the import declaration.
Questions to settle before shipment
- Which entity is named as importer or consignee in India?
- Who will file and sign the bill of entry?
- Which entity’s IEC is applicable, and is an exemption being claimed?
- Who will provide the customs broker with the original or electronic transport document?
- Who bears responsibility for permits, agency approvals and responses to customs queries?
Record those answers in the purchase order, sales contract or shipping instructions. They prevent a foreign seller from assuming that it can complete an Indian filing without the required local role or credentials.

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesIs a certificate of origin required?
Not for every shipment. A certificate of origin is relevant when the buyer, customs authority or a trade agreement requires proof of where the goods originate, especially when the importer is claiming preferential duty treatment. A non-preferential origin certificate may also be requested for a particular commercial or regulatory purpose.

DGFT operates a common platform for preferential and non-preferential certificates of origin. Preferential certificates moved to the eCoO 2.0 system on 17 January 2025. Whether a certificate is needed depends on the goods’ origin, the destination arrangement, the applicable agreement and any preference claim. Do not add one automatically or represent it as a universal import document.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical document workflow
- Define the transaction direction. Confirm that the shipment is goods entering India, rather than an export from India, and identify the buyer, consignee and importer of record.
- Classify and describe the goods. Agree on the customs classification and use a precise description. Include the information needed to distinguish the product from similar goods, without relying on an internal product nickname.
- Check policy and agency requirements. Review whether the goods are restricted, subject to a policy condition, covered by a notification or exemption, or overseen by a participating government agency. Obtain any required no-objection or product document before dispatch.
- Select the carrier document. Match the transport receipt to the mode: bill of lading, airway bill, lorry receipt, railway receipt or postal receipt.
- Prepare the commercial invoice. Make the seller, buyer, consignee, description, quantity, value and agreed commercial terms consistent with the purchase contract and the customs information supplied to the Indian importer.
- Prepare the packing list. Identify package counts, marks, contents, net and gross weights and dimensions as applicable. If the invoice and packing list are combined, make sure the combined document still contains both commercial and packing information.
- Determine origin-document needs. Check whether the buyer is claiming a preference or whether a non-preferential origin document is requested. If so, use the appropriate DGFT certificate-of-origin process and the evidence required for the claim.
- Send the complete set to the Indian filer. Give the importer or customs broker the final invoice, packing information, transport details and conditional supporting documents early enough for the bill of entry to be prepared.
- Perform a pre-dispatch reconciliation. Compare the invoice, packing list, transport document and planned bill-of-entry data for names, quantities, weights, values, descriptions, origin and package marks.
- Keep a controlled record. Retain the final versions and any correspondence about classification, approvals, origin or customs questions so the parties can explain discrepancies later.
Common mistakes and how to correct them
| Problem | Why it causes trouble | Correction before filing |
|---|---|---|
| Using a bill of entry as if it were the seller’s export document | It confuses the Indian import declaration with the foreign seller’s commercial paperwork | Give the importer the transport document, invoice, packing list and required supporting evidence; confirm who files the bill of entry |
| Assuming one transport form works for every shipment | Carrier documents are mode-specific | Use the bill of lading, airway bill, lorry receipt, railway receipt or postal receipt that matches the actual movement |
| Invoice and packing list disagree | Different quantities, weights or package marks can trigger queries or examination | Reconcile both documents against the packed cargo and the carrier booking |
| Adding a certificate of origin automatically | Origin certificates serve a defined preference or origin purpose and are not universal | Obtain one only when the agreement, importer or authority requires it, and support the stated origin |
| Assuming the overseas seller must hold the Indian IEC | The general IEC rule does not resolve every party allocation | Identify the importer of record and confirm the applicable IEC or exemption with the Indian customs representative |
| Using a generic product description | Customs and regulators may be unable to determine classification or restrictions | Describe the goods accurately, including material, function and intended use where relevant |
| Checking requirements after dispatch | A missing approval or agency document can delay release | Check restrictions, notifications and participating-agency requirements before the carrier collects the shipment |
Information every document set should agree on
Even when a particular field is not prescribed in the general list, consistency is the practical control that keeps a filing defensible. Compare the legal names and addresses of seller, buyer and consignee; product descriptions and classifications; quantities and units; package count and marks; net and gross weight; declared value and currency; country of origin; transport mode; and the shipment or invoice references.
When a correction is needed, issue a controlled replacement and tell the importer or broker which version is final. Do not leave conflicting drafts circulating: customs may receive data from the carrier, seller and importer at different times.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →What the foreign business should confirm with its Indian buyer
- The importer-of-record identity and the Indian delivery location.
- The entity that will use an IEC, or the documented basis for an exemption.
- The customs broker or other representative authorised to file the bill of entry.
- The commodity classification and any product-specific restriction or agency requirement.
- Whether a certificate of origin is needed for a preference claim or another stated purpose.
- The deadline and format for sending transport, invoice, packing and supporting documents.
- The process for answering a customs query or correcting a filed declaration.
These confirmations are transaction controls, not extra documents in themselves. They establish who supplies each document and prevent an overseas seller from treating India’s import process as a one-size-fits-all checklist.
