Crypto PACs are political committees backed by cryptocurrency companies, executives, investors and other industry supporters. They raise money, give within legal limits where permitted, and—through super PACs—spend unlimited amounts independently to support candidates viewed as favorable to the sector or oppose candidates viewed as hostile to it.
The filings make the money trail visible: how much a committee raised, which groups received transfers, which races were targeted and when ads or other communications were reported. They do not, by themselves, show how many votes changed or prove that spending caused a victory or defeat. Fairshake, the best-documented crypto-aligned committee, illustrates both the scale of the spending and the limits of claims about its electoral effect.

What is a crypto PAC?
“Crypto PAC” is a practical description, not a special legal category in federal election law. It generally means a political committee organized around cryptocurrency, blockchain or digital-asset policy interests. The committee may be connected to companies, founders, executives, investors, trade participants or other supporters who want elected officials to take particular positions on regulation.

A traditional political action committee can make contributions subject to federal limits and other rules. A super PAC, formally an independent-expenditure-only committee, may accept unlimited contributions from individuals, corporations, unions and other permissible sources. It cannot coordinate its spending with a candidate’s campaign. Donors are disclosed periodically in Federal Election Commission (FEC) reports, so the public record develops as filings are submitted.

Super PAC spending is not the same as a contribution to a candidate. A committee can pay for a television advertisement, digital ad, mailer or field communication that supports or opposes a candidate without sending that candidate’s campaign a check. Treating every dollar spent by a super PAC as a direct candidate contribution obscures the legal and financial distinction.
How crypto PAC influence works
Independent advertising and communications
The most visible route is independent expenditure: money reported as spending to support or oppose a named candidate. Communications can include television and online ads, mailers, fliers and other campaign-period activity. The message may emphasize crypto policy, or it may be framed around taxes, jobs, public safety, inflation or another issue that the sponsor believes will be more persuasive in that race.
The Associated Press documented Fairshake spending on ads and fliers in the 2026 Illinois Democratic Senate primary whose messages did not always explicitly mention the sponsoring industries. That is evidence of a messaging strategy, not proof that voters were deceived or that the strategy determined their choices.
Candidate support and opposition
A committee can concentrate money in a competitive race, helping a candidate reach voters or forcing an opponent to spend time and money responding. It can also signal to campaigns that a policy position has an organized financial constituency. A candidate who expects outside support may devote more attention to the sector’s issues; an opposing candidate may anticipate a costly challenge.

Transfers among affiliated committees
One committee may transfer money to an affiliated super PAC that carries out the advertising. The transfer is a real transaction, but counting the transfer and the recipient’s later spending as separate, new pools of money would count the same dollars twice. Any comparison must identify whether it measures receipts, transfers, independent expenditures or another category.
Political signaling
Large fundraising totals can communicate that an industry is able to mobilize substantial resources around regulation. That signal can affect which issues campaigns discuss and how lawmakers assess the political risk of opposing or supporting a proposal. It is an incentive effect, not a measured change in voter behavior.
Fairshake: the central documented example
Fairshake describes its mission as supporting “pro-innovation and pro-crypto leadership.” Its stated rationale is: “Providing blockchain innovators the ability to develop their networks under a clearer regulatory and legal framework is vital if the broader open blockchain economy is to grow to its full potential here in the United States.” Those are Fairshake’s views, not an independent finding that a particular policy would produce those results.

What Fairshake reported for the 2024 cycle
| Measure | Amount | Scope and qualification |
|---|---|---|
| Fairshake total spending | $195.8 million | FactCheck.org’s reported total for Fairshake during the 2024 election cycle, published in 2026; this is not a sector-wide total. |
| Transfers to Defend American Jobs and Protect Progress | More than $86 million | Transfers reported for the 2024 cycle; transfers are a different transaction category from independent expenditures. |
| Fairshake independent expenditures | Nearly $40.7 million | Independent expenditures reported for the 2024 cycle. |
These figures should not be added as though they were mutually exclusive parts of one net total. The transfer amount can be included in a sender’s spending or receipts picture while the recipient later reports its own expenditures. The categories answer different questions.
What the 2026 filing snapshot shows
According to FactCheck.org’s account of Fairshake’s July FEC filing, the committee had received almost $137 million during the 2026 election cycle and held about $127 million in cash as of June 30, 2026. This is a point-in-time snapshot, not a final cycle total. Later reports can change the amounts as new receipts and disbursements are filed.
Who funds Fairshake and other crypto PACs?
FEC reports identify contributors and the amounts committees report receiving, with disclosure occurring on the filing schedule required for that committee. In broad terms, crypto PAC money can come from cryptocurrency businesses, corporate executives, investors and other supporters who share the sector’s policy goals. The legal source and amount of each contribution must be evaluated from the relevant filing rather than inferred from a committee’s name.
Public Citizen analyzed OpenSecrets data and reported $119 million in crypto corporate election spending in 2024. Its method counted for-profit corporate contributions of $5,000 or more to super PACs and hybrid PACs through June 30, 2024. Within that same dataset and cutoff, it identified nearly $114 million in direct corporate backing to Fairshake and its affiliates.

Those Public Citizen numbers are not interchangeable with Fairshake’s $195.8 million cycle spending figure. Public Citizen used a $5,000 contribution threshold, a June 30, 2024 cutoff and a sector-wide definition that included super PACs and hybrid PACs. Fairshake’s figure covers its own reported 2024-cycle spending and was reported later. Different periods, committees, transaction types and counting rules can produce different valid totals.

Bernie Moreno and Sherrod Brown, 2024
The Associated Press reported roughly $40 million in Fairshake support for Republican Bernie Moreno in his 2024 U.S. Senate race against Democrat Sherrod Brown. Moreno won. The spending and the result are documented; the evidence does not provide a causal estimate of how many votes the spending changed. The race also involved the candidates’ own campaigns, party organizations, other outside groups, news coverage and voters’ prior views.
Juliana Stratton, Illinois Democratic Senate primary, 2026
AP reported that Fairshake spent more than $10 million opposing Juliana Stratton in the 2026 Illinois Democratic Senate primary. Stratton won the primary. This is a clear example of substantial intervention that did not produce the targeted candidate’s defeat. It demonstrates why spending totals and election outcomes should be reported separately rather than treated as a simple return-on-investment calculation.
How to read a public statement about the 2024 result
After the 2024 election, Coinbase CEO Brian Armstrong wrote that “DC received a clear message that being anti-crypto is a good way to end your career, as it doesn’t represent the will of the voters,” according to AP. That sentence is Armstrong’s interpretation. It is not a measured finding showing that voters acted because of crypto PAC spending, or that opposition to crypto policy caused any candidate’s defeat.

How much did crypto PACs spend in 2024?
There is no single number that answers the question until the scope is specified.
| Figure | Who calculated it | What it covers |
|---|---|---|
| $195.8 million | FactCheck.org | Fairshake’s reported total spending during the 2024 election cycle. |
| $119 million | Public Citizen, using OpenSecrets data | Crypto corporate election spending in 2024, counting for-profit corporate contributions of at least $5,000 to super PACs and hybrid PACs through June 30, 2024. |
| Nearly $114 million | Public Citizen, using the same dataset and cutoff | Direct corporate backing to Fairshake and its affiliates. |
The first figure is a committee-level spending total. The second is a sector-level corporate contribution analysis with a stated threshold and cutoff. The third isolates direct corporate backing to one committee network. They should not be summed.
How to verify a crypto PAC claim in FEC records
- Identify the committee. Confirm the committee’s legal name, type and affiliated committees before comparing figures.
- Set the election cycle and date range. A 2024-cycle total, a report covering June 30, 2024 and a filing published in 2026 are different time references.
- Separate receipts from spending. Receipts show money coming in; disbursements show money going out. Cash on hand is the balance reported at a particular filing date.
- Separate transfers from independent expenditures. A transfer to an affiliated PAC is not the same as an ad or other independent expenditure, and the same dollars can appear in both committees’ records at different stages.
- Check whether a candidate contribution is involved. Super PAC independent spending should not be described as a direct contribution to the candidate.
- Match timing to the race. Compare the filing date and spending period with the primary or general election date. Reports may be filed after the communication occurred.
- Read the purpose and target. Determine whether the record describes support or opposition, which candidate was named and what type of communication was purchased.
- Compare the result without claiming causation. Document the vote outcome, then account for candidate and party spending, other groups, media coverage and existing voter preferences before drawing conclusions.
What the evidence can—and cannot—show about influence
Filings can establish that a committee raised or spent a specified amount, transferred funds to an affiliate, purchased an identifiable communication or targeted a particular race. They can also show the timing of those transactions and the legal category used for reporting them.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsFilings do not quantify how many people saw an ad, how many changed their minds, whether a race would have ended differently without the spending or how much influence came from the PAC rather than candidates, parties, other groups, news coverage and voters’ existing beliefs. The available evidence therefore supports a careful statement: crypto-aligned committees have mobilized substantial political money and used it in selected races, while the independent causal effect on voter behavior remains unestablished.
Quick Recap
A practical framework for evaluating any “crypto PAC influence” claim
- Ask what is being measured: money raised, money transferred, independent expenditures, candidate contributions or total sector spending.
- Check the denominator: one committee, an affiliated network, all crypto-related committees or corporate donors meeting a stated threshold.
- Check the cutoff: cycle totals and point-in-time balances change as FEC reports arrive.
- Separate message from effect: an ad’s wording and target are observable; persuasion and vote changes require evidence beyond a spending record.
- Look for counterexamples: spending that accompanies a win does not prove causation, and spending against a candidate who wins—as in the Stratton primary—shows why outcomes alone are insufficient.
