What Counts as Taxable Income in Retirement Besides Social Security?

Retirement does not make income tax-free. For U.S. federal tax purposes, taxable income can still come from traditional IRAs and pre-tax employer plans, pensions and annuities, interest, dividends, capital gains, rentals, royalties, business or freelance work, and several less common sources. The amount that is actually taxable depends on the account type, after-tax basis, deductible expenses, the kind of payment and any statutory exclusion.

The IRS summarizes the starting rule this way: “Most income is taxable unless it’s specifically exempted by law.” See the IRS guide to taxable income. This article addresses federal income tax; state rules differ and require state-specific checking.

The federal rule: retirement status is not an exemption

The tax law generally looks at what you received and why you received it, not whether you stopped working. Income can be cash, property, goods or services, and the IRS says it is generally reportable even when you do not receive an information return. Income is taxable when you receive it, even if you do not cash it or use it immediately.

That broad rule has important exceptions. A qualified Roth distribution, a return of your own after-tax investment in a pension or annuity, tax-exempt interest and certain specifically excluded payments can receive different treatment. A gross distribution shown on a form is therefore not automatically the same as taxable income.

Retirement accounts: the account and the distribution determine the tax

Retirement-account payments are often the largest source of income after Social Security. Use the rules for the particular account and payment rather than assuming every withdrawal is taxed alike.

Traditional IRAs and pre-tax employer plans

Withdrawals from traditional IRAs and pre-tax qualified employer plans, including many 401(k) arrangements, can contain taxable amounts. Contributions that were deductible or made with pre-tax money generally create taxable distributions when paid out. If you have after-tax basis, the applicable IRS method can make only part of a distribution taxable.

A direct rollover, basis, Roth status and whether the payment is periodic or nonperiodic can change what is reported and what is taxable. The IRS discusses pension and annuity reporting in Publication 575 (2025), Pension and Annuity Income, and IRA distributions in the rules covered by Publication 554 (2025), Tax Guide for Seniors and the applicable IRA guidance.

Designated Roth accounts

A qualified distribution from a designated Roth account is treated differently from a traditional-account withdrawal and may be excluded from income under the Roth rules. Do not substitute Roth treatment for traditional IRA or pre-tax-plan treatment: the account designation, whether the distribution is qualified and the distribution facts control.

What your statement tells you

Form 1099-R generally identifies retirement-plan and annuity distributions and the amount the payer reports as taxable. Treat it as a starting point, not a complete calculation. Check your records for after-tax contributions, rollovers and any basis information before transferring the taxable figure to your return.

Pensions and annuities can be fully or partly taxable

Pension and annuity payments may be fully taxable, partly taxable or, in limited circumstances, excluded. The key question is whether you have unrecovered after-tax investment in the contract. If you paid part of the cost with after-tax dollars, the applicable IRS method allocates each payment between a taxable portion and a tax-free recovery of basis until that investment is recovered.

Periodic payments and nonperiodic payments can follow different reporting rules. A pension administrator or insurer may show a taxable amount on Form 1099-R, but you still need the contract’s basis and prior calculations to verify it. IRS Topic no. 410: Pensions and annuities and Publication 575 explain the methods and reporting details.

Investments and property remain taxable after you stop working

Stopping employment does not stop investment income. The tax character matters because interest, dividends, capital gains and rental profits are not interchangeable categories.

Interest

Interest from bank accounts, certificates of deposit, bonds and other investments is generally included in income. Tax-exempt interest can be excluded from ordinary federal taxable income, but it is still used in the Social Security benefits calculation described below. Keep interest statements and records for any exempt-interest amounts.

Dividends

Dividends may be ordinary or receive a different rate under qualified-dividend rules. The dividend statement identifies the amounts, but your overall tax result depends on the rest of your return and the applicable year’s rules.

Capital gains and losses

Selling stocks, funds, real estate or other capital assets can produce a gain or loss. The taxable result is generally based on the proceeds compared with your adjusted basis, with holding-period and loss-limit rules affecting the final amount. A gain from selling property can also be relevant to the separate Net Investment Income Tax (NIIT) calculation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rentals and royalties

Gross rent or royalty receipts are not the same as taxable profit. Ordinary and necessary expenses, depreciation and other property-specific rules can reduce the amount subject to regular income tax. Preserve receipts, basis records and expense documentation; the IRS identifies rents and royalties as income categories in its senior guidance at Publication 554.

Partnerships, S corporations, estates and trusts

Retirement-age taxpayers may receive pass-through income from a partnership or S corporation, or distributions or allocations connected with an estate or trust. The taxable amount can differ from cash received because these entities may pass income through on tax statements or retain part of a distribution’s basis. Review the information statement and the entity’s tax reporting rather than treating every deposit as taxable income.

NIIT is a separate calculation

The IRS Net Investment Income Tax guidance lists interest, dividends, capital gains, rental and royalty income, nonqualified annuities and certain passive business income as potential net investment income. That list does not decide whether an item is ordinary taxable income, nor does ordinary income treatment decide whether NIIT applies. Read the IRS Questions and Answers on the Net Investment Income Tax for the separate tax’s exclusions and thresholds.

Work and business income can continue in retirement

Many retirees work part time, consult, freelance, operate a business or earn gig income. Wages and self-employment or service income remain relevant for federal tax even when they are supplementary to retirement benefits. Business income is generally measured after allowable business expenses, while the form of the activity can affect reporting and self-employment-tax obligations.

Royalties can arise from licensing creative work, patents or mineral rights. They may be reported differently from wages and can have deductible expenses. Keep contracts, payment records and expense receipts so the taxable amount is supportable.

Other payments that may be taxable

The IRS’s general taxable-income guidance and senior tax guide identify several less common sources. Their treatment depends on the facts, so regard these as categories requiring a specific rule rather than automatic 100-percent taxation.

  • Unemployment compensation: payments may be taxable even if received after you retire.
  • Gambling winnings and prizes: winnings, awards and prizes can be taxable; losses and exclusions follow separate rules.
  • Cancellation of debt: a forgiven debt can create income unless an exception or exclusion applies.
  • Property, goods or services: receiving value in a noncash form can still be income.
  • Survivor benefits: some survivor payments have special exclusions or tax rules, so identify the specific benefit before reporting it.

These categories are covered in the IRS material on taxable income and Publication 525. A payment should not be omitted simply because no Form 1099 arrived; the reporting obligation can still exist.

How other income affects the taxability of Social Security

Other income does not merely create its own tax. It can also determine how much of your Social Security benefits becomes taxable. The IRS formula adds one-half of your benefits to all other income, including tax-exempt interest, and compares that combined-income figure with the base amount for your filing status. The IRS states this formula in its Social Security Income FAQ.

For tax year 2025, Publication 915 says that, when the specified conditions are met, up to 85% of benefits can be taxable. More than $34,000 of combined income can make up to 85% taxable for many individual filers, and more than $44,000 can do so for married couples filing jointly. These are Social Security benefit thresholds for the 2025 return—not a general tax-free-income allowance—and they do not replace the worksheet or exceptions in Publication 915 (2025), Social Security and Equivalent Railroad Retirement Benefits.

Because tax-exempt interest is included in the combined-income calculation, an investment that is exempt from ordinary federal income tax can still increase the taxable portion of Social Security. Check the publication for your filing status and tax year before applying any threshold to a later return.

Compare the main retirement income sources

Source Typical federal treatment What changes the taxable share Useful records
Traditional IRA or pre-tax employer plan Often taxable when distributed After-tax basis, rollover, payment type and account rules Form 1099-R; contribution and rollover records
Designated Roth account Qualified distributions may be excluded Whether the distribution is qualified and the account is properly identified as Roth Form 1099-R; Roth contribution and conversion records
Pension or annuity Fully or partly taxable Unrecovered after-tax investment and the IRS allocation method Form 1099-R; contract and basis history
Interest and dividends Generally taxable; tax-exempt interest is treated differently Type of interest or dividend and applicable exclusions Interest and dividend statements
Capital gains Gain may be taxable; losses follow separate limits Adjusted basis, proceeds and holding period Brokerage statements and basis records
Rentals and royalties Taxable profit after allowable rules Expenses, depreciation, basis and passive-activity rules Receipts, expense logs and property records
Work, business or pass-through income Generally taxable after applicable deductions or allocations Business expenses, entity reporting and the nature of the activity Payment records and information statements
Unemployment, prizes, gambling or canceled debt Potentially taxable under item-specific rules Exceptions, exclusions, losses and the facts of the payment Payer statements and supporting records

A practical process for determining what you owe

  1. Inventory every payment. List retirement distributions, pensions, annuities, investments, property income, work and miscellaneous receipts for the tax year. Include noncash value and items for which no information return arrived.
  2. Classify the source. Mark each item as traditional or Roth retirement money, pension or annuity, interest, dividend, capital gain, rental or royalty, business or other income. Classification determines which IRS rule applies.
  3. Separate gross receipts from taxable amounts. Apply basis, deductible expenses, capital-gain basis rules and statutory exclusions. Do not copy a gross distribution or deposit into taxable income without checking these adjustments.
  4. Reconcile statements. Compare Form 1099-R and other payer statements with your own records. Investigate missing basis, an incorrect rollover code or a statement that does not match the amount received.
  5. Run the Social Security worksheet. Use Form SSA-1099, one-half of benefits, all other income and tax-exempt interest in the current-year Publication 915 worksheet. Apply the result to determine the taxable portion of benefits.
  6. Check separate taxes and filing rules. If you have investment income, review whether NIIT or another separate calculation applies. Confirm the filing-status and tax-year rules rather than relying on an older threshold.

Common mistakes and how to avoid them

  • Assuming retirement means tax-free: taxability follows the income source and statutory exclusions, not your employment status.
  • Treating every 401(k) withdrawal identically: pre-tax, Roth, rollover and basis facts can produce different results.
  • Taxing the entire pension payment: an after-tax investment in the contract may make part of each payment a tax-free basis recovery.
  • Ignoring tax-exempt interest in the Social Security test: it can be excluded from ordinary income while still entering combined income.
  • Using a 2025 threshold for another year: annual publications and worksheets can change; use the publication for the return you are filing.
  • Reporting only amounts with a form: taxable income can exist without an information return, so maintain your own payment records.
  • Confusing NIIT with ordinary income tax: an item’s status in one calculation does not settle its treatment in the other.

Federal rules versus state income tax

The categories and thresholds above describe U.S. federal income tax. States may tax retirement-plan distributions, pensions, annuities, interest, gains or Social Security differently, and some states provide age-based deductions or exclusions. Because no state is specified here, consult your state’s current tax instructions before estimating your total retirement tax bill.

Records to keep throughout retirement

Maintain Form 1099-R for retirement and annuity payments, Form SSA-1099 for Social Security, interest and dividend statements, brokerage basis records, pension or annuity contracts, evidence of after-tax contributions and rollover documentation. For rentals, royalties and business activities, retain income statements and expense receipts. These records let you substantiate a partial exclusion, correct a payer statement and apply the Social Security worksheet accurately.

When a distribution, annuity contract, inherited account, canceled debt or pass-through allocation is unusual, use the relevant IRS publication or a qualified tax professional before filing. The IRS pages for Publication 575, Publication 554 and Publication 915 are updated for specific tax years and should be checked again when rules change.
