Electricity is only one gate on data-center expansion. Growth can also be limited by water and cooling choices, suitable land, fiber connectivity, permits and environmental reviews, equipment supply chains, skilled workers, community acceptance, and project economics. No source establishes a universal second-place constraint: the binding obstacle depends on the facility’s design, purpose, location, and surrounding infrastructure.
That matters for anyone assessing data-center demand, regional development, or companies supplying the build-out. A site with power available can still be delayed, redesigned, or abandoned if another requirement cannot be secured on acceptable terms.

Why there is no universal ranking of non-power constraints
Data centers are not a single type of facility. A hyperscale campus, an enterprise facility, and a latency-sensitive edge site can have different network, land, cooling, and labor requirements. Climate, water stress, local planning rules, and proximity to customers also vary widely.
The Bipartisan Policy Center (BPC) summarizes the siting problem this way: “There is no one-size-fits-all solution to siting data centers in local communities.” Its 2026 report also says projects have advanced at a pace and scale that existing utility planning, regulatory systems, local approvals, and community-engagement practices were not designed to handle. That is a description of institutional pressure, not a finding that one obstacle always dominates.

Consequently, a useful analysis asks which requirement becomes binding for a particular project rather than assigning a global rank. The same developer may face water limits at one site, a lengthy environmental review at another, and a shortage of qualified contractors somewhere else.
Water availability and the cooling decision
Why water can become a site constraint
High-density computing produces substantial heat. A facility must reject that heat through a cooling system sized for its equipment and climate. If the local water supply is limited, heavily allocated, poor in quality, or politically contested, securing cooling water can constrain the project even when electrical service is available.
BPC recommends evaluating water availability, water quality, and water stress early and disclosing expected impacts. The relevant question is not simply whether a municipality has water in an average year. Developers need to understand dependable supply, competing users, drought conditions, treatment requirements, discharge rules, and whether the proposed cooling design changes those demands.
The water-versus-electricity tradeoff
Cooling choices can shift pressure between resources. The U.S. Geological Survey’s 2026 summary states that “water-based cooling can save electricity, it increases water use and may worsen water shortages in some regions.” A design that reduces cooling electricity may therefore be unsuitable where water is scarce. Conversely, a design that minimizes water consumption can require more electricity or different equipment.
The outcome depends on climate, cooling technology, operating temperatures, water source, and local conditions. A water-intensive design is not automatically unacceptable, and a low-water design is not automatically preferable; both resource effects have to be assessed together. Public disclosure of expected withdrawals, consumption, and discharge can also affect whether local authorities and residents support the project.

Land, construction space, and physical access
Finding a parcel that can actually host the facility
Available acreage is only the first test. A candidate parcel must support the buildings, substations and other infrastructure, construction staging, security setbacks, cooling equipment, access roads, and any required buffers. Topography, flood risk, soil conditions, neighboring land uses, and the ability to obtain easements can eliminate sites that look attractive on a map.
Land cost is one of the criteria BPC identifies in site selection. A cheaper parcel may become uneconomic if it needs extensive grading, new roads, water treatment, or long network extensions. A more expensive parcel near established infrastructure can sometimes reduce those delivery risks, but the tradeoff is project-specific.

Land-use compatibility
Local zoning and comprehensive plans determine whether a data center is permitted as proposed. Industrial classification, building height, noise limits, lighting rules, storm-water requirements, and setbacks can force a redesign or a variance process. If a project needs rezoning, the schedule becomes dependent on hearings and political decisions rather than construction sequencing alone.
Permits and environmental approvals
Multiple approvals can control the schedule
A project may need planning and building permits, environmental assessments, water or heat-use authorizations, road and storm-water approvals, and permissions for associated infrastructure. The European Commission identifies these approvals, along with grid connections and local opposition, as possible rollout bottlenecks in the European Union. Those findings should not be treated as a single U.S. rule; the exact permits and agencies differ by country, state, and municipality.
In the United States, BPC reports that local approval processes are under strain from the pace and scale of proposed development. A technically ready site can still wait for studies, agency coordination, public meetings, or conditions attached to an approval. Environmental review may require analysis of water, habitat, air quality, noise, traffic, or cumulative effects, depending on the jurisdiction and project.

How approvals can change a project
Permitting is not always a yes-or-no event. Authorities may impose operating hours, noise controls, landscaping, water-management measures, construction limits, or community-benefit commitments. Meeting those conditions can increase cost, reduce usable capacity, or lengthen construction. If a permit is denied, the developer may appeal, redesign, or move to another site.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFiber connectivity and network access
Data-center usefulness depends on more than physical space and power. BPC includes fiber connectivity among candidate-site criteria, while the National Telecommunications and Information Administration (NTIA) highlights high-speed broadband telecommunications infrastructure and access to key markets.
Connectivity requirements differ by facility purpose. A site serving latency-sensitive applications may need diverse, low-latency routes and close proximity to users or exchanges. A facility handling workloads that tolerate longer network paths may have more flexibility. In either case, developers must verify route diversity, backhaul capacity, carrier availability, construction rights-of-way, and the time needed to bring service to the parcel. “Fiber nearby” is not a guarantee that the required capacity or redundancy is available.
Equipment supply chains and trusted technology
Expansion requires a dependable flow of servers, networking gear, cooling systems, electrical equipment, controls, and construction materials. NTIA identifies resilient supply chains and trusted information and communications technology equipment as factors in continued U.S. industry growth. EPRI’s 2026 summary likewise flags supply-chain constraints, including equipment, as factors that affect how quickly infrastructure can expand.
These constraints can appear at several stages. A developer may have a site and permits but lack a critical component for commissioning. Substituting equipment can require engineering changes, new certifications, or different maintenance arrangements. Concentration among suppliers can also create exposure to trade restrictions, security requirements, or transport disruptions.

The available sources do not establish a precise current delivery delay for any particular component. It is therefore more accurate to treat equipment availability and supplier resilience as project risks to be verified than to attach a universal number of months to them.
Skilled construction and operations labor
Building and running a facility requires electricians, mechanical contractors, controls specialists, network engineers, commissioning teams, security personnel, and operations staff. NTIA names a skilled workforce as a condition for continued U.S. data-center growth; EPRI also lists skilled labor among constraints associated with infrastructure expansion.
Labor availability is regional and project-specific. A market with a large industrial workforce may still lack people experienced with a particular cooling architecture or high-density electrical installation. Developers may need to sequence projects around contractor capacity, train local workers, or bring in teams from elsewhere. Those choices affect schedule, cost, and the durability of local employment benefits.

What residents and local governments evaluate
Residents and officials may scrutinize noise, light, land use, water consumption, air quality, traffic, tax effects, and who pays for supporting infrastructure. They may also ask whether promised jobs are permanent, whether local businesses benefit, and whether public services can absorb construction and operating impacts.

BPC warns that projects can lose their “social license” when community concerns and local impacts are not addressed. Opposition can lead to hearings, litigation, stricter conditions, redesigned facilities, or rejection. This is a project-delivery mechanism, not a prediction that every community will oppose development.

Cost allocation and benefits
Local acceptance often turns on distribution. If a community bears road work, water-system upgrades, noise, or environmental risk while benefits flow mainly to distant customers and investors, support may weaken. Transparent impact disclosures, enforceable mitigation, and a clear explanation of expected local benefits can improve the approval environment, but they cannot remove every tradeoff.
Financing, demand, and chip economics
A site can satisfy physical and regulatory requirements and still fail the commercial test. BPC describes developers considering financing, customer commitments, regional demand, chip costs, and compute demand while de-risking locations.
Financing depends on the confidence that capacity will be leased or used, construction costs will remain manageable, and the project can reach operation on schedule. Customer commitments can support funding, while uncertain demand can make a large facility difficult to justify. Chip and equipment costs affect how much computing capacity a given capital budget can buy. These are commercial constraints rather than permitting barriers, but they determine whether a proposed project proceeds at all.

The sources support the following evaluation axes. They are a checklist, not a universal scoring model; weights should reflect the facility’s purpose and location.
| Evaluation axis | Questions to answer | How it can bind |
|---|---|---|
| Water and cooling | What water quantity, quality, reliability, and discharge arrangements does the design require? What happens under local water stress? | Insufficient or contested supply can force a different cooling design, reduce capacity, or stop the site. |
| Land and land-use fit | Can the parcel accommodate buildings, equipment, access, setbacks, and expansion under current rules? | High land costs, physical limitations, or rezoning needs can undermine schedule and economics. |
| Permits and environmental review | Which planning, building, environmental, water, heat-use, road, and storm-water approvals are required, and in what sequence? | Review time, public hearings, or permit conditions can delay or reshape construction. |
| Fiber and market access | Are diverse, high-capacity network routes available, and does the site suit the customers’ latency and market needs? | Missing capacity or route diversity can make an otherwise buildable site unsuitable. |
| Equipment and supply chain | Can required ICT, cooling, electrical, and construction equipment be sourced from trusted suppliers on the project schedule? | Unavailable components or substitutions can delay commissioning or increase cost. |
| Skilled labor | Are qualified construction, commissioning, and operations workers available in the region? | Limited specialist capacity can constrain sequencing, raise costs, or lengthen the build. |
| Community and cost allocation | What impacts will residents experience, and how are infrastructure costs and benefits distributed? | Opposition or negotiated conditions can delay approval or require redesign. |
| Commercial viability | Are financing, customer commitments, regional demand, chip costs, and compute demand adequate? | A project may not proceed even when its site and permits are technically workable. |
How constraints interact
These factors can amplify one another. A water-stressed location may require a lower-water cooling system, increasing electricity or equipment needs. A remote parcel may have inexpensive land but require new fiber routes, roads, and a larger labor mobilization. A community concerned about water or noise may demand design changes that increase cost and extend permitting. A delayed equipment delivery can push construction into a different season, affecting labor availability and financing.
For that reason, evaluating each constraint in isolation can produce a misleadingly favorable site assessment. The useful question is whether the project can satisfy all critical requirements together, within the developer’s schedule and budget, while retaining local support.
What this means for judging future data-center growth
Electricity availability remains important, but it is not a complete capacity forecast. Analysts should distinguish announced projects from facilities that have secured land, permits, water arrangements, network service, equipment, labor, financing, and customers. A large announcement pipeline can therefore overstate near-term additions if several non-power gates remain unresolved.
