At fiscal 2025 year-end, contracted work was smaller than awarded-but-not-yet-contracted work, so the investment case depends on converting pending backlog into signed contracts on schedule and at acceptable margins. At the same time, profitability improved modestly even though revenue was essentially flat. That combination suggests better mix, execution or cost control—not broad-based revenue growth—is doing the work in the margin story.
The headline numbers, separated by what they actually measure
Bird’s fiscal 2025 disclosures contain three different signals: the amount of work already under contract, awarded work still awaiting contract execution, and the profitability generated by work delivered during the year. They should not be combined into one forecast number.

| Measure | Fiscal 2025 | Fiscal 2024 or comparison | How to read it |
|---|---|---|---|
| Contracted backlog | C$5.1 billion | Not stated in the cited disclosure | Work already under contract and therefore the most defensible base for future revenue planning |
| Pending backlog | C$6.0 billion | Not stated in the cited disclosure | Awarded work that had not yet become contracted backlog; timing and conversion remain uncertain |
| Combined backlog and pending backlog | C$11.1 billion | Not stated in the cited disclosure | Bird’s broadest forward-visibility measure, but it includes the less-certain pending pool |
| Book-to-bill | 140% | Not stated in the cited disclosure | Bookings were 1.4 times revenue for the year, indicating demand was added faster than work was delivered |
| Securements | C$4.7 billion | Not stated in the cited disclosure | A company-reported measure of work secured during fiscal 2025 that helps explain the backlog build |
| Construction revenue | C$3,396.8 million | C$3,397.3 million in 2024 | Revenue was effectively flat year over year |
| Adjusted EBITDA | C$222.1 million | C$212.8 million in 2024 | Profitability on Bird’s adjusted, non-GAAP measure increased despite flat revenue |
| Adjusted EBITDA margin | 6.5% | 6.3% in 2024 | A 0.2-percentage-point improvement in the share of revenue converted to adjusted EBITDA |
On a simple division of the combined C$11.1 billion figure by fiscal 2025 revenue, the headline pipeline equals roughly 3.3 years of revenue. That is an orientation point, not a revenue forecast: pending awards may convert at different times, some projects may be delayed or resized, and backlog is not recognized as revenue all at once.

Contracted backlog versus pending backlog
Contracted backlog is the firmer base
Contracted backlog represents work Bird has under contract. It gives management and investors a clearer starting point for estimating future activity because the commercial agreement has been executed. Even contracted work can move between periods, however. Construction schedules depend on permitting, design completion, site access, financing, labor, materials and client decisions. A signed contract therefore improves visibility without eliminating execution risk.

Pending backlog is an opportunity pool, not booked revenue
Pending backlog consists of awarded work that had not yet become contracted backlog. At fiscal 2025 year-end, that pool was larger than the contracted balance. The distinction matters because an award can remain pending while the parties finalize scope, price, financing, terms or a notice to proceed. Investors should model a conversion path rather than add the full pending amount to contracted revenue.
The most useful questions are how quickly pending awards become signed contracts, whether the eventual contract value changes, and whether the work starts when originally expected. A conversion delay can leave Bird with a large reported pipeline but slower revenue growth and higher overhead absorption risk.
What a 140% book-to-bill ratio really says
Bird defines book-to-bill as bookings divided by revenue. A fiscal 2025 result of 140% means the value booked during the period was 1.4 times the revenue recognized. In plain terms, Bird added work faster than it delivered work during that year, which is consistent with the increase in forward visibility.
Book-to-bill is a demand-and-timing indicator, not a guarantee of future earnings. A ratio above 100% can coexist with weak cash conversion if projects require heavy upfront spending, if billing milestones lag costs, or if clients pay slowly. It also says nothing by itself about the margin embedded in the bookings. A low-margin project can lift the ratio just as easily as a high-margin project.

Tests for whether the ratio can persist
- Securements: Compare new work secured with revenue and with the change in contracted backlog. Bird reported C$4.7 billion of fiscal 2025 securements; the relationship between that figure and subsequent contract signings is more informative than the ratio alone.
- Pending conversion: Track the share of the C$6.0 billion pending balance that moves into contracted backlog and the time required for that move.
- Project starts: Awards that do not reach construction start will not support near-term revenue, labor utilization or cash generation.
- Cancellations and scope changes: A high booking year is less valuable if clients defer, redesign or reduce projects.
- Client credit and funding: Public, institutional and private clients can have different financing and payment risks, even when the award is genuine.
- Margin at award: New volume should be evaluated alongside expected gross-profit percentage and adjusted EBITDA margin, not in isolation.
For these reasons, calling 140% “sustainable” requires several periods of evidence. One fiscal-year ratio establishes strong demand relative to delivery; it does not establish a permanent run rate.
Margins improved without revenue growth
Construction revenue changed from C$3,397.3 million in 2024 to C$3,396.8 million in 2025, a difference of less than one million dollars. Adjusted EBITDA increased from C$212.8 million to C$222.1 million, while adjusted EBITDA margin moved from 6.3% to 6.5%. The arithmetic is important: Bird produced more adjusted operating profit from essentially the same revenue base.
That pattern shifts the analytical focus from top-line expansion to mix, execution and cost structure. Bird identifies several management-stated contributors:
- Disciplined project selection and participation in sectors with better economics.
- Higher-margin work in its targeted sectors and increased self-perform activity where Bird controls more of the execution.
- Recurring revenue, including multi-year service arrangements, that can make workload and staffing more predictable.
- Collaborative delivery models intended to improve cost certainty and reduce execution volatility.
- Operating leverage as fixed or semi-fixed costs are spread across the work delivered.
These are explanations offered by management, not independently verified causal findings. Investors should test them against segment results, contract margins, change-order performance, productivity, warranty or claims costs, and cash flow. A single year of 0.2 percentage points of margin expansion is encouraging but still modest for a contractor exposed to labor, materials and schedule variability.

Why Bird emphasizes collaborative delivery
Bird’s 2025 Annual Report states: “Lowering risk creates higher-quality outcomes for all parties. Collaborative delivery models improve cost certainty, reduce execution volatility, and align incentives which together support stronger margin performance and greater earnings consistency.” This is a company statement, not an independent finding, but it describes the mechanism management believes links contract structure to profitability.
Collaborative or open-book arrangements can involve earlier contractor participation, shared cost information, target pricing, incentives and clearer allocation of risk. Those features may reduce the chance that an unforeseen design or site condition becomes an unpriced cost absorbed entirely by the builder. They can also improve planning because the contractor is involved before the final construction phase.
That does not make collaborative work risk-free. The client must remain funded, the scope must be governed, and the parties must resolve changes promptly. Execution failures, labor shortages or subcontractor problems can still erode returns. The relevant comparison is how much cost and schedule risk Bird retains under each contract, not the label attached to the delivery model.
Backlog quality: recurring work versus one-time projects
More than C$1.5 billion of Bird’s pending backlog consisted of recurring-revenue contracts, mainly multi-year master service agreements, maintenance work and task orders. These arrangements can provide a steadier stream of activity than a single large project because work is released over multiple years or through successive orders.

Recurring does not mean guaranteed. The amount cited is inside pending backlog, so it still has to convert into contracted work. Master service agreements may establish terms without committing the client to a fixed volume, and maintenance or task orders remain dependent on budgets, asset conditions and operating needs. Their value is the potential for repeatable demand and lower business-development friction, not automatic revenue recognition.
How to compare recurring and project-based work
| Attribute | Recurring/MSA, maintenance or task-order work | Large project-based work |
|---|---|---|
| Visibility | Potentially multi-year, with releases over time | Often concentrated around a defined start and completion schedule |
| Concentration | Can be diversified across many tasks or clients, but depends on contract terms | May be dominated by a small number of large projects |
| Margin behavior | Can benefit from repeat crews, knowledge and processes | Can offer scale but is more exposed to one-off estimating and execution outcomes |
| Conversion risk | Still present when work is pending or orders are discretionary | Usually clearer once the construction contract is signed, but schedule and change risk remain |
The right question is not simply how large recurring backlog is. It is how much of it is contracted, how frequently orders are released, what renewal or termination rights exist, and whether the work carries attractive margins after mobilization and overhead.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Sector mix can change the meaning of the backlog
Bird reports activity across Industrial, Buildings and Infrastructure. A dollar of backlog in each area can have a different duration, risk profile, working-capital pattern and margin opportunity. Industrial work may be tied to commodity, manufacturing or energy investment cycles; Buildings can depend on institutional, commercial or residential development conditions; Infrastructure may involve public procurement, long schedules and milestone billing. Those are analytical categories, not a substitute for Bird’s project-level disclosures.

When segment detail is available, compare each sector’s share of contracted and pending backlog with its share of revenue and profit. A growing backlog concentrated in one sector may increase exposure to that sector’s clients, labor pool, permitting process or capital cycle. Conversely, a balanced mix can reduce dependence on any single source of demand, although diversification does not remove execution risk.

What the Q2 2026 snapshot adds
Bird’s Q2 2026 materials reported quarterly revenue of C$1,043.3 million, adjusted EBITDA of C$73.9 million and approximately C$12.0 billion of combined backlog. The quarterly revenue mark shows that activity remained above C$1 billion, while the combined backlog was still near its fiscal 2025 high-water mark.
The update is useful as a scale check, but it does not replace the full-year analysis. The cited snapshot does not establish a new book-to-bill figure, gross-profit percentage, adjusted EBITDA margin, securements total or the precise split between contracted and pending backlog. Those measures should be taken from the next complete earnings release before drawing a conclusion about acceleration or deterioration.
A practical framework for forecasting Bird’s future revenue
- Start with contracted backlog. Treat the C$5.1 billion fiscal 2025 balance as the primary visibility pool, then map expected starts and completions by year rather than assuming a straight-line conversion.
- Model pending backlog separately. Build a conversion schedule for the C$6.0 billion pending balance. Use conservative, base and strong-conversion cases instead of one point estimate.
- Check recurring work terms. Isolate the more than C$1.5 billion of recurring-revenue awards and identify which portions have firm minimum commitments, annual renewals or discretionary task orders.
- Reconcile bookings with delivery. Compare book-to-bill and securements with actual revenue growth. A widening gap can mean the company is accumulating future work, but it can also signal starts are being delayed.
- Carry margin assumptions by mix. Do not apply the 6.5% fiscal 2025 adjusted EBITDA margin automatically to every future dollar. Margin can vary by sector, contract form, project phase and cost inflation.
- Stress execution and credit. Test scenarios involving schedule slips, client funding problems, labor shortages, material cost increases and claims. Backlog value is only useful if the work can be delivered profitably and collected.
- Compare cash flow with accounting profit. Working-capital investment, unbilled receivables, retainage and advances can make cash generation diverge from adjusted EBITDA.
Risks that can make a large backlog misleading
- Pending-award conversion: Work can remain pending longer than expected or fail to become a signed contract.
- Timing concentration: Several projects may start or finish in the same period, creating lumpy revenue and resource demands.
- Fixed-price exposure: Where Bird bears more cost risk, inflation, productivity problems or design changes can compress margins.
- Client and funding risk: A financially stressed owner can delay notice to proceed, payments or scope.
- Labor and subcontractor capacity: A busy market can raise wages and subcontract prices, reducing the benefit of strong demand.
- Backlog quality changes: A higher total can hide a shift toward lower-margin or more concentrated projects.
- Non-GAAP interpretation: Adjusted EBITDA and adjusted EBITDA margin exclude items defined by the company and should be reconciled with audited financial statements.
Bird’s backlog, pending backlog and book-to-bill are supplementary indicators. They should be read with the company’s accounting disclosures, contract assets and liabilities, cash flow, segment information and explanations of significant project movements.

What the evidence supports—and what it does not
The evidence supports a clear but qualified conclusion. Bird entered the period with its strongest stated forward visibility, bookings ahead of revenue, and a large recurring component within pending awards. Profitability also improved while revenue held steady, which is consistent with a favorable mix or better execution.
It does not establish that all C$11.1 billion will become revenue, that 140% book-to-bill will repeat, or that the 6.5% adjusted EBITDA margin is a new floor. Those outcomes depend on pending-backlog conversion, project starts, contract economics, client funding and operating performance. For an investor, the highest-value follow-up metrics are the contracted-versus-pending split, conversion timing, recurring work actually under contract, gross-profit percentage, adjusted EBITDA margin, securements and cash conversion in subsequent releases.
