Check a pay-commission arrears statement against the employee-specific pay-fixation or sanction order, then reconcile every covered month from revised entitlement to amount actually drawn. A grand total can look correct while a month, allowance, promotion, deduction or duplicate payment is wrong.
The controlling evidence is the applicable government order plus the employee’s service and pay records. General Pay Commission indexes explain implementation policy, but they do not determine an individual employee’s arrears.

What a correct arrears statement must show
An arrears statement should let you identify who is being paid, under which authority, for which period and how each amount was calculated. Before checking arithmetic, confirm that the statement belongs to the right employee and uses the right order.
- Employee identity: name, employee number or other identifier, department, office and pay level or scale.
- Authority: the applicable Pay Commission or rule, order number, order date and effective date.
- Covered period: the first and last month claimed, with any excluded or non-qualifying period explained.
- Components: revised basic pay and each allowance shown separately, rather than one unexplained gross figure.
- Offsets: amounts already drawn, deductions, recoveries and the resulting net payment.
- Controls: variation details, supporting orders, certification that the amount was not previously drawn and the required pay-bill record note.
If one of these elements is missing, ask the drawing and disbursing office (DDO) or accounts section for the underlying calculation and authority before accepting the total.

Collect the records before doing the calculation
Use the statement as a summary, not as the only source. Put the following documents together:
- The individual pay-fixation, sanction or implementation order.
- The relevant Department of Expenditure implementation order and any clarification that applies to the employee’s department, cadre or date.
- Service-book entries, pay-fixation records and the latest pay bill covering the period.
- Increment, promotion, MACP or other advancement orders.
- Transfer, joining, leave and absence records where they affect pay.
- Previous-office pay records, last pay certificate (LPC) and Due-and-Drawn statement for a transferred employee, when the applicable procedure requires them.
- Allowance orders and eligibility records for the months being checked.
Keep the version of each rule that was in force in the month concerned. A later clarification cannot automatically be applied to an earlier month unless the order makes that treatment applicable.
Confirm the authority and dates
Match the statement to the employee-specific order
Find the order number and date printed on the statement and compare them with the employee’s fixation or sanction order. Check the pay level, cell or scale, date from which the revision takes effect and whether the order covers the employee’s department and category.

The Department of Expenditure order index contains separate implementation orders and clarifications. It is useful for locating the policy, but the index itself does not establish an individual entitlement. If the statement cites only a general Pay Commission page, request the employee-specific fixation document.
Check the first and last month
Write down the first and last month claimed. Look for a month omitted inside that range, a month included before the effective date or a month after a later event changed the employee’s entitlement. If the order makes payment effective from one date but cash disbursement begins later, the statement should still identify the exact months for which arrears are being claimed.
Reconcile arrears month by month
The reliable method is a Due-and-Drawn comparison. For every month, determine what was due under the revised rules, what was actually drawn, and the difference. Do not divide a grand total by the number of months or assume the same difference applies throughout.

| Column | What to enter | What to verify |
|---|---|---|
| Month and period | Calendar month or partial-month dates | It falls within the order’s effective period and reflects joining, leave or transfer dates. |
| Revised basic pay due | Pay level, cell or scale after fixation | Fixation date, increment date and any promotion or MACP event. |
| Allowances due | DA and each eligible allowance separately | Rate and eligibility applicable in that month. |
| Total due | Basic pay plus admissible components | Arithmetic and treatment of partial months. |
| Amount already drawn | Amount paid through the regular bill | Pay-bill or payroll record, not an estimate. |
| Gross difference | Total due minus total drawn | Sign and arithmetic; a negative amount may indicate overpayment or recovery. |
| Deductions or recoveries | Authorized offsets from the arrear | Legal or administrative basis and calculation. |
| Net arrear | Amount payable after offsets | It agrees with the sanctioned bill and bank credit, subject to timing. |
After completing the rows, add the monthly differences yourself and compare that sum with the statement total. Keep a separate total for gross arrears and deductions. A net bank credit will not necessarily equal the gross arrears figure.
Use a transparent formula
For each month, the calculation can be represented as:
gross arrear = (revised basic pay + admissible allowances due) − (basic pay + allowances already drawn)
Then:
net arrear = gross arrear − authorized deductions and recoveries
The formulas describe the arithmetic only. The applicable order and records decide which pay and allowances belong in each term.
Recommended Free Tools
Check basic pay and every allowance separately
Basic pay and fixation
Verify the revised basic pay against the fixation worksheet or order for each effective date. Check the starting pay, level or scale, cell, date of next increment and any rule used to round or place pay. A promotion, MACP, reappointment or change in post can create a new calculation segment; do not carry one basic-pay figure across that event.
Rank #3
Dearness Allowance
DA must be checked using the rate applicable to each month, not a single percentage applied to the entire arrears period. Identify the order that sets the rate and whether the employee was eligible for the full month or only part of it.
House Rent, Transport and other allowances
Examine HRA, Transport Allowance and any other included component on their own line. Pay Commission orders contain distinct instructions for HRA and Transport Allowance, and eligibility can depend on posting, government accommodation, disability status, headquarters or other facts. A statement that applies one flat allowance assumption to every employee or date needs supporting authority.
Where an allowance is absent, do not assume it was overlooked: check whether the employee was ineligible, had government accommodation, was on leave, changed station or received it through another bill. Where an allowance appears for only some months, the statement should identify the event or rule that caused the change.

A variation statement explains why a month differs from the previous month. Compare every change with a dated record.
Increments
Confirm the increment date, the pay cell or revised basic pay after the increment and the supporting entry in the service book or increment order. The Central Government Accounts (CGA) instructions specifically call for checking increment support. If the increment is missing or appears twice, ask the office to show the underlying pay-bill entry.
Promotion, MACP and other fixation changes
Match a promotion or MACP change to the order, effective date and fixation option. A change may alter basic pay and consequently DA or another allowance. The statement should split the months before and after the event rather than hide it in one averaged figure.
Rank #4
Leave, absence and partial months
Check leave, suspension, unauthorized absence, joining or relief dates where they affect entitlement. Compare the calculation with the leave account and attendance or joining records. A full-month allowance in a partial or non-qualifying period requires a rule-based explanation.
Transfers
For a transfer, identify which office drew each month and whether the previous office supplied the required Due-and-Drawn details. The current office should not silently recreate an earlier office’s figures without records.
Review deductions and recoveries
Start with the gross arrear and then inspect each deduction line. Typical categories may include statutory contributions, authorized recoveries, overpayment adjustments or other deductions permitted by the applicable rules. The statement should identify the basis and period for each one.
- Confirm that the deduction belongs to the employee and the arrear period.
- Check whether it is calculated on gross arrears, a particular allowance or another defined base.
- Ask for the recovery order or calculation when an earlier overpayment is being set off.
- Compare the final net amount with the sanctioned bill and bank credit, allowing for payroll timing.
Do not treat a lower bank credit as proof that the gross calculation is wrong; first separate authorized deductions from unexplained differences.
Verify duplicate-payment and record controls
Government arrear-bill procedures include controls intended to prevent a second payment. Look for the required declaration or certificate that no part of the claim was drawn previously. For a transferred employee, confirm that earlier-office records were checked where the procedure calls for it.

Also verify that the arrear claim was noted in the relevant pay-bill or payroll records. A calculation can be arithmetically correct but still require correction if the bill lacks the prescribed certification or record entry.

Handle retrospectively sanctioned DA with care
A retrospectively sanctioned DA claim can involve a specific procedure, particularly after transfer. The CGA material identifies checks against the service book, leave account and LPC, along with notification to the earlier DDO where applicable.
That exception is not a universal rule for every arrear. Do not apply its transfer or certification steps to pay-fixation arrears merely because both claims contain DA. First classify the claim, then follow the procedure attached to that claim type.
Separate arrear types and rule versions
When two calculations appear to conflict, compare four facts before choosing one:

- Employment history: one office throughout the period or a transfer between offices.
- Covered month and rule version: the rate and eligibility in force for that month.
- Supporting records: fixation order, variation statement, pay bill, service book, leave account and LPC as relevant.
There is no consumer-style option to rank for entitlement. The applicable government order and the employee’s records control the result.
What can be established about the Eighth Pay Commission
An official Eighth Pay Commission page links to a notification, but the available page information does not establish an individual employee’s implementation order, arrears period, entitlement, amount or payment date. Do not insert an assumed Eighth CPC rate or payment schedule into a statement. Wait for the applicable government order and then match it to the employee’s own fixation documents.
How to raise an objection that can be resolved
Make the objection specific and attach the row or record that supports it. A useful submission includes:
- Employee identifier, office and the order number used.
- The exact month or months in dispute.
- The statement line, amount and component being challenged.
- Your month-wise due, drawn and difference figures.
- The supporting fixation, increment, promotion, leave, transfer or allowance record.
- The correction requested: missing month, wrong rate, unsupported variation, duplicate payment or deduction issue.
Ask the DDO or accounts section for a revised Due-and-Drawn statement and variation explanation. CGA instructions allow unexplained changes in pay bills to remain under objection pending details; a written, document-based query is more effective than disputing only the final total.
Quick Recap
Common mistakes to avoid
- Using a general Pay Commission order instead of the employee-specific fixation order.
- Checking only the grand total and missing a wrong month.
- Applying one DA, HRA or Transport Allowance rate to the whole period.
- Ignoring promotions, increments, MACP, leave or transfer dates.
- Assuming gross arrears equal the net bank credit.
- Accepting an unexplained variation without an order or service-record entry.
- Applying the special retrospective-DA transfer procedure to a different arrear type.
- Assuming an official Eighth CPC page proves an individual entitlement or payment date.
