What Causes Power Cuts When Electricity Demand Exceeds Supply?

When a power system cannot produce and deliver enough electricity to meet demand, its operator may order load shedding: temporary disconnection of selected customers to keep the wider grid stable. That is a last-resort response, not the automatic result of high demand or a low-margin warning. Many local power cuts instead stem from equipment faults, damaged lines, or planned work.

Why supply and demand have to stay balanced

Electricity systems must balance generation and consumption continuously, including the electricity lost as it moves through the network. If demand rises above the supply available to serve it, grid frequency falls. Operators use controls and reserves to correct the imbalance; if frequency falls too far, protective equipment can disconnect parts of the system, and the disruption can spread.

If the operator cannot restore enough balance and reserves are inadequate or depleted, it may deliberately disconnect some demand. This emergency load shedding reduces consumption to the level the remaining system can safely supply. The goal is to contain the problem rather than allow instability to affect a larger area. The New Zealand Electricity Authority explains the role of frequency and reserves in Keeping the lights on with reserves; it discusses scarcity and emergency action in Scarcity pricing.

What can leave the grid short of power?

A tight supply margin means the system has little available capacity beyond forecast demand and the reserves it needs. It can result from several conditions occurring together; no single fuel or generation technology explains every tight period.

  • High demand: Cold or hot weather can increase electricity use, especially when many customers need heating or cooling at once.
  • Generators unavailable: A plant may be undergoing planned maintenance or may fail unexpectedly. Fuel limitations can also restrict how much electricity a resource can deliver.
  • Weather-dependent output or forecast error: Wind and solar output varies with conditions. If actual output differs from the forecast, operators may have less supply available than expected.
  • Transmission constraints or damage: Electricity may be available at a power station but unable to reach the area that needs it because a line is constrained or damaged. NESO cites lightning damage to transmission infrastructure as an example of an event that can affect margins.
  • Changes in imports: Electricity flowing from neighboring systems can help meet demand, but imports depend on neighboring conditions and market flows.
  • Reserve needs: Some available capacity has to be held ready to respond to a sudden loss, such as the failure of a large generator. It is a contingency buffer, not necessarily energy already being supplied to customers.

The UK National Energy System Operator (NESO) describes these factors and explains operating margins in What are margins?. The New Zealand Electricity Authority also covers peak demand and ways to manage it in Managing peak electricity demand, and supply security and forecasting in Keeping the lights on.

What happens before emergency disconnection?

Operators forecast demand and available generation, arrange reserves, and work with market participants to correct emerging shortages. Depending on the system and circumstances, responses can include bringing flexible generation online, using storage, importing electricity, or asking consumers to shift or reduce demand. Market prices and notices can also encourage suppliers and consumers to respond.

If these measures do not close the gap in real time, the operator may direct network companies to disconnect selected loads. Such cuts are operationally allocated, so customers need not be affected equally or at the same time. A review of New Zealand’s 9 August 2021 electricity cuts found that more than 34,000 customers lost power and that unsatisfactory allocation and communications tools contributed to the event; those findings describe that incident, not a typical outage or a universal allocation method. See the Electricity Authority’s initial review into 9 August electricity cuts.

Does a low-margin warning mean your power will be cut?

No. A low-margin notice tells the market that the operator wants more spare capacity; it is not, by itself, a forecast that customers will lose power. NESO explains the purpose of margins and notices in its margin explainer. UK government guidance likewise cautions that system notices do not mean an emergency will follow.

It helps to distinguish tight supply, when the available cushion is small, from load shedding, when selected customers are actually disconnected. Operators use the former as a signal to manage the system; it does not prove that the latter is imminent.

What reliability figures can—and cannot—tell you

The UK Department for Energy Security and Net Zero’s 2025 statutory security-of-supply report relayed NESO’s outlook for Great Britain in winter 2025/26: a 6.1 GW de-rated capacity margin (10.0%) and LOLE below 0.1 hours per year. The report said the projected capacity was sufficient for forecast winter demand. These are projections for that place and period, not universal figures or a guarantee about an individual customer’s supply.

LOLE, or loss of load expectation, is a modeled reliability measure: it estimates periods when normal supply might not meet demand and additional action could be needed. It is not a prediction of how many hours customers will be disconnected. See the UK government’s Statutory security of supply report: 2025.

Why a household power cut may have another cause

A cut at one home or street does not establish that electricity demand exceeded supply across the wider grid. Local distribution faults, damaged equipment, and planned maintenance can interrupt service independently of a national or regional supply shortfall. The cause depends on the affected area and the operator’s explanation for that specific interruption.
