The main causes are incomplete or changing engineering, late long-lead equipment, shortages of skilled contractors, missing roads or utilities, funding and approval gates, and deliberate changes to the execution plan. Once the plant is built, commissioning can add substantial time because power, water, process equipment and control systems must work together, then be tuned and ramped toward commercial throughput. Construction progress, mechanical completion, first product, commercial production and nameplate output are separate milestones, so a project can look nearly finished while still being months from reliable commercial operation.
There is no defensible industry-wide average for how long a lithium project is delayed. Public company updates describe individual forecasts and conditions, not a universal benchmark. The most useful way to assess a schedule is to identify which dependency is on the critical path and which milestone the company is actually reporting.

Why lithium-project construction schedules slip
A processing plant is a chain of interdependent work packages. A delay in one package can prevent another from starting, force trades to work out of sequence or leave an installed system waiting for a missing connection. The following causes recur in project disclosures, but their importance varies by site and project design.

Engineering that is not mature enough
Procurement and field work depend on sufficiently complete drawings, specifications and calculations. If a design decision is late or changes after purchasing has begun, the owner may have to revise purchase orders, issue new construction packages or rework installed items. It can also interrupt the sequence in which civil, structural, mechanical, electrical and instrumentation crews work.

Lithium Americas’ updates on Thacker Pass track engineering completion alongside procurement and delivery of long-lead equipment. That reporting shows how owners monitor the two workstreams together; it does not, by itself, prove that a particular design change caused a date slip. When reading an update, look for language such as “issued for construction,” design percentages that exclude field changes, or a list of outstanding packages rather than relying on a single overall completion number.
Long-lead equipment and fabrication
Large crushers, calciners, reactors, filters, electrical gear and other process equipment can require lengthy fabrication, inspection and transport. A late item may hold up installation, prevent a system from reaching mechanical completion or block integrated commissioning even if most of the building is finished.
Thacker Pass disclosures identify awarded long-lead items and report on fabrication and delivery. Later updates also describe transport and broader logistics as cost pressures. Those disclosures establish schedule exposure, not proof that a named shipment caused a specific delay. A credible schedule update should distinguish equipment that is ordered, in fabrication, inspected, shipped, delivered and installed.
Labor, contractors and worker accommodation
Progress depends on having the right craft skills at the right time, not simply on the number of people on site. Electrical, welding, commissioning and control-system specialists may be scarce, and several large projects can compete for the same contractors. A remote site may also need dormitories, transport, catering and medical facilities before the planned workforce can arrive.

Lithium Americas reported more than 1,300 workers at Thacker Pass in mid-May 2026 and expected more than 2,000 at peak, while describing development of a workforce hub. These are project-specific headcounts and plans, not an industry staffing standard. If accommodation or contractor mobilization trails the construction curve, visible earthworks can continue while critical installation activities wait.
Logistics and off-site infrastructure
Roads, rail, bridges, power lines, substations, water pipelines, reagent deliveries and waste or tailings facilities can sit outside the plant fence yet remain on its critical path. A process line cannot operate at its design rate if it lacks reliable electricity, process water, feedstock, reagents or a route for products and residues.
For example, an independent technical report hosted in an HKEX filing dates water-pipeline and grid-connection completion separately from plant testing and production milestones. The example demonstrates sequencing for that project; it is not evidence that every lithium development has the same infrastructure needs or delay history.

Financing conditions, permits, environmental approvals, land access and formal notices to proceed can determine when major work is allowed to start or accelerate. An owner may complete early works while waiting for a financing close or permit condition before releasing the next construction package.

Thacker Pass’ 2024 plan update described early works, an expected major-construction start and a six-to-twelve-month commissioning and ramp-up period. Those were expectations published in 2024. The project later advanced, so the old dates should be treated as historical guidance rather than a current forecast or a sector-wide rule. The available evidence does not establish permitting as the universal or dominant cause of lithium delays.
Governance changes and execution-plan optimization
Owners sometimes slow, pause or resequence work after reviewing readiness, accountability, cost or execution risk. That can reduce near-term site activity without necessarily moving the final production date.
In a March 13, 2026 update, Rio Tinto said it and the Nemaska Lithium board agreed to slow construction at Bécancour while the team completed optimization work. Some activities would continue, others would be paused or deferred, and contractor numbers would temporarily fall. Rio Tinto said it did not foresee a major change to the overall timeline at that point. The company described the purpose this way: “This approach will allow the project team to complete the optimisation work required to strengthen the execution plan and ensure the long-term success of the project.” That statement is the company’s forecast at that date, not an independently confirmed outcome.

Why commissioning can take months after construction
“Construction complete” is not the same as “ready to sell product.” Commissioning tests whether each system works on its own and whether connected systems operate safely and consistently together. It normally proceeds in controlled stages so problems can be isolated before the plant is pushed toward full throughput.

Mechanical completion and systems handover
Mechanical completion generally means equipment and construction work in a defined system have been installed and checked against the design. It can be certified area by area while other systems remain unfinished. Handover then moves the system to commissioning teams for energization, flushing, pressure tests, instrument checks, software configuration and functional testing.
Utilities and process integration
Commissioning must establish dependable power, water, compressed air, steam or heat, communications, laboratories, fire protection and control systems. Process equipment that passes an individual test may still fail when feed, heat, pressure, slurry density or control logic changes across the connected circuit. Water treatment, tailings handling and reagent systems also have to work at the rates required by the process.
Trial production and ramp-up
Initial feed may produce material before the plant achieves stable quality, recovery or throughput. Operators adjust residence time, temperatures, reagent dosing, filtration, maintenance routines and control settings while collecting data. A staged ramp-up limits the consequences of a fault and gives the team time to train operators and establish safe operating windows.

Keliber’s operator has described staged ramp-up as a way to manage commissioning risk. That is its stated approach, not proof that every project should use the same sequence. A project may report first product while still qualifying product, fixing bottlenecks or operating well below nameplate capacity.

Use the milestone definitions below when comparing company updates. Dates in the table are examples from named project reports, not generic lithium-industry targets.

Project examples and what they do—and do not—show
Thacker Pass
Lithium Americas’ disclosures illustrate the number of dependencies an owner tracks: engineering completion, awarded long-lead equipment, fabrication, delivery, workforce growth and logistics. The company reported more than 1,300 workers onsite as of mid-May 2026 and expected a peak above 2,000. Its 2024 plan anticipated six to twelve months for Phase 1 commissioning and ramp-up. The workforce figures describe that project’s plan, and the commissioning duration is a dated expectation; neither is an industry benchmark.
Bécancour
The March 2026 Rio Tinto update is an example of an execution-plan decision affecting the construction pace. A temporary reduction in contractors and deferred activities can look like a delay in a site photograph or monthly progress chart, yet the owner said it did not then expect a major overall-timeline change. Follow-up disclosures are needed to know whether that forecast held.
The HKEX technical-report sequence
The independent report’s sequence—trial production in November 2024, Phase I commercial production in April 2025, a targeted throughput increase in the second half of 2026 and Phase II production targeted from the first quarter of 2027—shows why “operating” is not a single state. It is a schedule for that report’s project, not a typical pattern that can be applied to all lithium plants.
A practical checklist for assessing a delayed project
When an owner changes a date or says commissioning is taking longer, compare like milestones and ask these questions:
- Engineering: Are the remaining drawings and design changes identified, and do they affect procurement or installed work?
- Procurement: Which long-lead items are ordered, fabricated, inspected, shipped, delivered and installed? Is any one item on the critical path?
- People: Are skilled trades, commissioning specialists and contractors available when the next work package needs them? Are accommodation and transport ready?
- Infrastructure: Are power, water, roads, rail, reagents, laboratories and tailings or waste facilities complete and tested?
- Authorization: Are financing, permits, land access and notices to proceed sufficient for the next phase?
- Commissioning definition: Is the stated date for mechanical completion, first product, commercial production, stable throughput or nameplate capacity?
- Forecast confidence: Is the date an approved baseline, a target, a range or management’s current estimate? Has the owner explained assumptions and contingency?
What a delay means for project economics
Each extra month can defer revenue while construction labor, contractors, interest and site overhead continue. Rework, expedited freight or temporary facilities can raise capital cost. A slower ramp can also postpone the point at which fixed costs are spread over planned production. Conversely, a deliberate pause for engineering or optimization can reduce later rework and protect long-term output. The financial effect therefore depends on the cause, the remaining critical-path work and whether the revised plan changes capital spending or only the sequence.
For readers evaluating a company announcement, separate facts from forecasts: identify what has physically been completed, what management expects next, and which assumptions could still move. No cross-project dataset establishes a typical delay frequency or duration, so a single project’s schedule should never be presented as the lithium industry’s norm.
