What Businesses Should Know Before Designing a Custom AI Chip

A custom AI chip is justified only when a company has a durable, differentiated workload and enough deployment volume to repay the cost of architecture, software, verification, fabrication, packaging, systems integration and ongoing updates. Start with the operating problem and workload—not a fashionable process node or a headline performance target. For many businesses, a general-purpose accelerator, cloud service, semi-custom design or specialist partner will produce better risk-adjusted economics.

What a custom AI chip actually entails

An application-specific integrated circuit (ASIC) is designed for a particular function rather than a broad range of workloads. The OECD describes chip design as an interdisciplinary, capital-intensive process involving thousands of engineers, years of research and development, and hundreds of millions of dollars of investment. That characterization is a broad industry description, not a quotation of the budget for your proposed program.

An AI accelerator is also not just a piece of silicon. The design includes compute engines, on-chip memory, external memory, interconnects, host interfaces, power delivery, cooling, firmware, compilers, kernels, model libraries, servers, racks and operating procedures. A chip that looks efficient in isolation can be uneconomic if it requires unusual memory, packaging or software that your organization cannot support.

Intel reported that 3 trillion semiconductor units shipped globally in 2024, including 1.4 billion AI chips, and that total semiconductor revenue was $626 billion in 2024. Those figures appear in Intel’s 2025 fact sheet and should be read as Intel’s cited market figures, not as an independent market audit. They illustrate the scale of the ecosystem your company would be entering.

Decide whether the workload is stable enough

The first investment question is not “How many TOPS can we build?” It is “Which production workload will run often enough, for long enough, to repay specialization?” Document the workload at the operator and service level before selecting an architecture.

Characterize the model mix

  • Inference or training: Inference tends to offer a more predictable production path, while training changes as models, data and experimentation priorities evolve.
  • Operator and precision mix: List the dominant operations, tensor shapes, sparsity patterns and numerical formats. A design optimized for one precision can become a liability when accuracy requirements change.
  • Latency and throughput: Define tail-latency targets, batch sizes, tokens or images per second, and concurrency. Average throughput alone can conceal unacceptable response times.
  • Utilization: Measure how consistently the accelerator will be occupied. A theoretical peak is irrelevant if traffic is bursty or models do not map efficiently to the hardware.
  • Memory behavior: Record model size, working-set growth, bandwidth demand, cache reuse and transfer frequency between host and accelerator.

Freeze a written workload envelope with owners from product, infrastructure, finance and machine learning. Include a forecast range rather than a single optimistic number. If the envelope is likely to change before production, preserve flexibility with a programmable or semi-custom approach.

Evaluate the complete system before fixing the chip boundary

Marvell’s description of custom accelerator programs highlights compute, memory bandwidth, die partitioning, package architecture, scale-up connectivity and rack-level requirements as connected decisions. Treat them as one design space; optimizing one in isolation can move the bottleneck elsewhere.

Compute and memory

Estimate required operations together with bytes moved. A workload can be compute-rich, bandwidth-bound or limited by memory capacity. Decide whether high-bandwidth memory, large on-package caches, conventional external memory or a tiered design is appropriate. Include memory power, controller area, supply risk and replacement options in the model.

Interconnect and host integration

Specify how accelerators communicate with CPUs, storage and one another. Scale-up links, collective operations, protocol overhead and topology affect real application performance. Define whether the chip must fit an existing server or whether the program includes a new board, chassis and rack.

Power, cooling and facilities

Translate chip power into board, server and rack power. Check voltage-regulator capacity, thermal density, airflow or liquid-cooling requirements, data-center electrical limits and maintenance procedures. A design that meets a silicon target but exceeds a site’s cooling envelope is not deployable.

Package and physical boundaries

Intel Foundry says the industry is shifting from “system on a chip” designs to “systems of chips”—multi-die packages that mix and match IP, architectures, memory and I/O. This is Intel’s framing, not a neutral consensus, but it reflects a practical choice: partitioning can improve reuse and yield while adding assembly, testing and integration work.

Understand chiplet trade-offs before choosing a multi-die design

Google Cloud has explained that chiplets can address rising costs of very large monolithic chips. Smaller dies may let a team reuse proven IP, combine process technologies and avoid building every function on the most expensive node. They also introduce additional package interfaces and validation steps.

  • Potential benefits: IP reuse, mix-and-match process nodes, more manageable die sizes and a path to expand compute, memory or I/O independently.
  • Costs and risks: Advanced packaging capacity, die-to-die power and latency, larger package area, thermal coupling, more complex test coverage and difficult fault isolation.
  • Supply implications: Each die, substrate, memory component and assembly step can become a separate constrained source. A second source may require substantial requalification.

Ask prospective partners for package-level power, bandwidth, thermal, yield and test assumptions. Do not assume that a chiplet design automatically lowers total cost or improves performance.

Budget the software and adoption work

Software often determines whether a custom accelerator reaches useful utilization. Budget for compiler development, graph lowering, kernel libraries, runtime, drivers, profiling, distributed execution, model conversion, monitoring and debugging. Include the work required to support new operators and numerical formats as models evolve.

Meta’s MTIA strategy is an example of an inference-first, iterative approach that emphasizes rapid hardware cycles and industry standards. Meta also describes aligning system and rack solutions with Open Compute Project standards. This is one company’s strategy, not a universal prescription, but it demonstrates why software workflow and deployment standards should be explicit design requirements.

Define the developer path

  1. List the frameworks, model formats and languages your teams use today.
  2. Map each critical model to supported operators and identify unsupported or slow paths.
  3. Set a fallback policy for unsupported operations, such as execution on a general-purpose accelerator.
  4. Measure migration effort for model teams, platform engineers and operations staff.
  5. Require profiling and observability tools before production qualification.

Standards can reduce friction, but compatibility claims must be tested against your models. A nominally supported API does not guarantee equivalent performance, determinism or debugging quality.

Build a total-cost and scale model

There is no universal break-even formula in the available evidence. Build a scenario model that compares the custom program with purchasing or renting general-purpose capacity. Include every cost category:

  • Architecture, verification, physical design, electronic-design-automation tools and reusable or licensed IP.
  • Software, compiler, kernel, driver, framework and developer enablement.
  • Prototypes, masks, wafers, packaging, memory, boards, servers, racks and network equipment.
  • Engineering samples, yield learning, qualification, compliance testing, field replacement stock and warranty support.
  • Cloud or data-center power, cooling, space, networking, operations and monitoring.
  • Financing cost, schedule delay, opportunity cost and the value of engineering capacity diverted from products.

Model at least three cases: conservative demand, expected demand and upside demand. Vary utilization, wafer yield, memory prices, packaging charges, power cost, model growth and time to production. Show cash outlay by quarter and the point at which cumulative cost falls below the alternative. Label every assumption, because a result is only as credible as its volume and utilization forecast.

Use the right economic comparison

Decision dimension Questions to answer
Workload fit Will the chip accelerate the actual inference or training operators, precisions, batch sizes and latency targets?
Whole-system cost What are the costs of memory, packaging, boards, servers, networking, power, cooling and operations, not only the die?
Scale How many deployed units and accelerator-hours are credible, and how does utilization vary by season or product?
Software How many engineers are needed for compilers, kernels, model migration, tools and support, and what is the fallback path?
Execution Who owns architecture and IP, and which partner performs design implementation, manufacturing, assembly, test and qualification?
Lifecycle How will the design be upgraded as models, memory standards, interfaces and supply conditions change?

Do not present a spreadsheet’s break-even date as a guarantee. Schedule slips, low yield, underutilization or a faster-changing workload can erase an apparent advantage.

Choose partners and protect supply

A credible program needs more than a design house. Intel describes a foundry offering that spans IP, EDA, process nodes, advanced packaging, assembly and test. Marvell describes co-design and implementation through production, along with custom ASIC and accelerator services. These are vendor descriptions of capabilities; evaluate them contractually for your program.

Questions for prospective partners

  • Which architecture, interface and third-party IP rights will your company own?
  • Who is responsible for RTL, physical design, verification, firmware, drivers and production bring-up?
  • Which process nodes, package technologies, substrates and memory products are qualified?
  • What are the committed capacity, lead-time assumptions and allocation rules during shortages?
  • Can an alternate foundry, package house, memory supplier or board manufacturer be qualified?
  • What are the acceptance criteria for performance, power, yield, reliability and software compatibility?
  • How are security updates, errata, recalls and end-of-life obligations handled?

Obtain a written qualification and contingency plan. A nominal second source is not useful if it requires a new physical design, package or software stack after a disruption.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Plan for verification, manufacturing and deployment risk

Before tape-out, establish milestone gates for architecture, RTL, verification coverage, emulation, prototype boards, software bring-up, system validation and production qualification. Include tests that reflect real models, tail latency, power transients, memory errors, link failures and thermal throttling.

Manufacturing economics depend on yield, die size, process maturity, package availability and test time. Multi-die systems add die matching and package-level test complexity. Reserve budget and schedule for at least one learning cycle; a first silicon result is not the same as production readiness.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Deployment introduces another layer of risk. Confirm rack-level networking, firmware update procedures, telemetry, spare units, field replacement and rollback to existing hardware. Make the fallback path operational before retiring incumbent capacity.

Account for short accelerator lifecycles

The OECD notes regular AI accelerator design cycles and short replacement cycles for leading chips. The evidence does not establish a reliable lifecycle prediction for any individual design, so treat obsolescence as a scenario rather than a fixed date.

Protect the investment by separating model code from hardware-specific kernels where practical, maintaining portable reference implementations and defining an upgrade interface. Reserve engineering capacity for new model operators, memory generations and interconnect standards. Calculate the cost of a second generation, including software migration and inventory write-downs, before approving the first.

Compare custom silicon with less committed paths

A custom ASIC is only one option. Compare it with:

  • General-purpose accelerators: Higher flexibility and an established software ecosystem, potentially at a higher per-unit or operating cost for a stable, high-volume workload.
  • Cloud capacity: Lower upfront commitment and elastic scale, with ongoing usage cost, provider dependence and possible data-movement constraints.
  • Semi-custom designs: Reuse of an existing architecture or platform can reduce schedule and software risk while limiting differentiation.
  • Partnership or co-design: Shared expertise and investment can shorten execution, but contracts may limit control of IP, roadmap and supply.

Use the same workload, service-level, utilization, power and lifecycle assumptions for each option. The sources do not provide a measured performance, price, yield or schedule comparison for a particular business, so avoid claiming that one route wins universally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical approval sequence

  1. Define the business service: Specify the customer outcome, target regions, forecast volume, latency, throughput and availability.
  2. Profile representative workloads: Capture models, operators, precisions, memory traffic, utilization and growth over the expected product life.
  3. Set system constraints: Establish power, cooling, rack, network, memory, security and data-center limits.
  4. Develop alternatives: Price custom, general-purpose, cloud, semi-custom and partnership routes on a common total-cost model.
  5. Run a software feasibility gate: Port priority models to a prototype or simulator and quantify unsupported operations and engineering effort.
  6. Request partner proposals: Compare ownership, process, package, capacity, test, qualification, schedule and contingency commitments.
  7. Stage capital: Release funding at architecture, design, tape-out, first silicon and production gates, with stop criteria.
  8. Approve lifecycle funding: Include maintenance, security, model evolution and a successor plan in the initial decision.

Warning signs that custom silicon is premature

  • The workload, model architecture or precision is changing faster than the design schedule.
  • Forecast volume depends on an unlaunched product or an unproven adoption assumption.
  • No team owns compiler, kernel, runtime and production-support responsibilities.
  • The business has not measured utilization, memory behavior or rack-level power.
  • The proposed savings exclude packaging, memory, software, yield, financing or opportunity cost.
  • A single supplier is assumed for a constrained process, package, substrate or memory component.
  • There is no tested fallback to existing hardware or a funded successor generation.

The strongest business case is therefore specific: a stable workload, substantial and credible use, measurable system-level advantage, funded software and operations, and partners with verifiable manufacturing and supply plans. If any of those conditions is missing, preserve optionality rather than treating a custom chip as an inevitable next step.
