In plain English, a bull market is a period of broadly rising prices and optimistic sentiment; a bear market is a period of broadly falling prices and pessimistic sentiment. The labels describe the market’s direction and mood. They are not forecasts, trading commands, or guarantees about what your own investments will do. Investor.gov, the U.S. Securities and Exchange Commission’s investor-education site, generally applies the terms when a broad market index has moved at least 20% up or down over at least two months. That is a convention, not a universal rule for every security, asset class, country or time frame.
For an everyday investor, the useful question is not “Which label is active?” but “Does my portfolio still fit my goal, time horizon, cash needs and ability to tolerate losses?”

What “bull market” and “bear market” mean
A bull market describes a period when stock prices are generally rising and investors are broadly optimistic. A bear market describes a period when stock prices are generally declining and investors are broadly pessimistic. Investor.gov defines a bear market as “A time when stock prices are declining and market sentiment is pessimistic.” You can read the full glossary entry from the U.S. Securities and Exchange Commission.

| Comparison | Bull market | Bear market |
|---|---|---|
| Price direction | Broad prices are generally rising. | Broad prices are generally declining. |
| Investor sentiment | Optimistic; investors are more willing to take risk. | Pessimistic; investors are more concerned about losses and uncertainty. |
| Common convention | A broad market index rises 20% or more over at least two months. | A broad market index falls 20% or more over at least two months. |
| What it does not establish | That every share, fund or investor is gaining. | That every holding is falling or that a further decline is certain. |
“Generally” matters. The 20% convention is a shorthand used to discuss broad market conditions, not a regulator’s trading rule or an exact boundary that applies identically everywhere. Different commentators may use different indexes, starting points or confirmation methods, particularly outside major stock markets.
How the 20% convention is measured
It refers to an index, not your statement balance
The familiar threshold is calculated from the movement of a broad market index. An index represents a collection of securities, so its result can differ sharply from the result of one company, one sector fund or one individual account. Your portfolio could be down less than the index, down more, or even up while a headline says the market is in a bear phase.
It uses both size and time
A small one-day plunge does not by itself establish a bear market under this convention, and a brief rally does not automatically establish a bull market. The move must reach the stated percentage and persist across the stated minimum period. Market professionals may also debate which prior high or low should be used as the reference point, so the label can be applied retrospectively rather than at the exact moment a threshold is crossed.
It is not universal across assets
Stocks, bonds, commodities, currencies, real estate and digital assets have different indexes, trading hours and conventions. A commentator calling one stock “in a bear market” may simply mean that the stock has fallen substantially from a recent high, not that the formal broad-index convention has been met. Check what asset and benchmark the speaker means before drawing a conclusion.

What the labels tell you—and what they do not
They summarize direction and mood
The words give a quick description of the environment: prices have been trending broadly up or down, and the crowd’s expectations are broadly positive or negative. That can help explain why financial news sounds confident during a bull phase and cautious during a bear phase.
They do not predict the next move
A label is backward-looking description, not a forecast. A market can continue rising after being called bullish, stall, reverse or become more volatile. A market can continue falling after a bear label, stabilize or rebound. Neither term tells you when a turning point will occur, how large the next move will be, or whether a particular investment will outperform.
They do not prescribe a personal action
Risk is the possibility that an investment’s actual return differs from what you expected, including the possibility of losing money, as explained in the Investor.gov risk glossary. The existence of that uncertainty does not identify a universally correct response. Selling everything, buying aggressively or doing nothing can each be unsuitable for a particular person depending on goals, cash requirements, taxes, account type and tolerance for loss.
They do not describe every holding
A broad index can be rising while a concentrated industry is falling. In a declining index, some companies, defensive assets or international holdings may rise. Look at the investments you actually own, their weights and their role in your plan instead of treating a headline label as a complete portfolio diagnosis.

A practical process for everyday investors
1. Start with the money’s job and deadline
Write down what each account is intended to fund and when the money may be needed. A long-term retirement account and a near-term house deposit have different capacities for price fluctuations. The longer the time before a goal, the more opportunity there may be to endure temporary declines; a short deadline leaves less time to recover before the cash is required. This is a planning consideration, not a promise that any market will recover on a particular schedule.
2. Check your risk tolerance and risk capacity
Risk tolerance is how much uncertainty and loss you can emotionally withstand. Risk capacity is how much loss your circumstances can financially absorb without derailing the goal. A questionnaire can help start the conversation, but compare the result with your income stability, emergency savings, debt payments and upcoming withdrawals. If a bear-market headline makes you consider abandoning a long-term plan, that reaction is information about whether the plan’s risk level is comfortable for you.
3. Review the intended asset allocation
Asset allocation is the mix of investments—such as stocks, bonds and cash—chosen for a goal. Compare your current percentages with the target you selected for your time horizon and risk tolerance. A market move can change those percentages even when you make no trades. Rebalancing means returning the mix toward the target under rules you decide in advance, such as a calendar review or a tolerance band. It can require selling an asset that has risen and buying one that has fallen, so consider taxes, fees and account rules before acting.

Investor.gov describes diversification as a strategy that can be summarized as “Don’t put all your eggs in one basket.” Spreading money among investments can reduce the damage from one security or segment performing badly, but it cannot eliminate market risk. Several funds may own many of the same companies, and a narrowly focused mutual fund or exchange-traded fund may not be diversified. Review the underlying holdings, industries, countries and asset classes rather than counting fund names. The SEC’s explanation is available in Asset Allocation and Diversification.

5. Protect near-term cash needs
Money needed soon should not depend entirely on an uncertain market outcome. Identify planned withdrawals, insurance premiums, tuition, rent or other essential expenses and keep an appropriate cash reserve according to your circumstances. This can reduce the chance that you must sell a volatile investment solely because a bill is due during a downturn.
6. Continue or change contributions deliberately
Automatic contributions can keep a long-term plan moving through both rising and falling prices, but automation is not a substitute for reviewing affordability. If income, debt or a goal has changed, adjust the contribution deliberately. Do not increase risk merely because prices have fallen, and do not stop a sound plan solely because a headline uses the word “bear.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Handling volatility without letting headlines run the plan
Investor.gov’s Introduction to Investing advises investors to allow for market fluctuations over time. Fluctuation is a normal feature of investing; it is not, by itself, proof that a portfolio is unsuitable. A useful routine is to set a schedule for reviewing accounts, turn off unnecessary price alerts and read the fund or account documents before making a change. Separate a genuine change in your circumstances—such as a new withdrawal date—from discomfort caused only by a daily price move.
When considering a trade, write down the specific purpose, the amount, the time horizon and what evidence would show that the decision needs revisiting. This makes it easier to distinguish a planned rebalance from an emotional reaction. Avoid treating a market label as permission to make a prediction you cannot verify.

Examples that show why the label is incomplete
Your portfolio falls less than the index
Suppose a broad stock index meets the common bear-market convention while your portfolio also contains bonds and cash. Your account may decline by a smaller amount than the index because not all holdings respond identically. The label still describes the broad stock market, not the exact percentage loss in your account.
Your portfolio falls more than the index
A portfolio concentrated in one industry can lose substantially more than a diversified index when that industry is out of favor. In this case, the market label may explain the environment but not the main source of your loss. Examine concentration and overlap rather than assuming the decline is unavoidable for every portfolio.
An individual holding rises during a bear phase
A company with strong, unexpected results or a defensive business model may gain while the broad index is falling. That does not invalidate the index label; it demonstrates why broad descriptions cannot substitute for security-level analysis.

Common mistakes to avoid
- Assuming a guarantee: Bull markets do not guarantee gains for every investor, and bear markets do not mean every holding is declining.
- Treating 20% as a timer: Crossing a threshold does not identify the top, bottom or next turning point.
- Confusing a benchmark with your plan: Compare your results with the benchmark that matches your objective, holdings and risk level.
- Calling a narrow fund diversified: Inspect its holdings and exposures for concentration and duplication.
- Ignoring time horizon: The same price decline can be manageable for a distant goal and dangerous for money needed shortly.
- Making an all-or-nothing decision: A complete exit or sudden risk increase can create a new mismatch with your plan; consider measured allocation changes instead.
- Using historical claims without a source: Market labels alone do not establish how long a phase will last or what return will follow.
A checklist before you change anything
- Identify the benchmark and asset class behind the bull or bear description.
- List each goal, its deadline and the amount that must remain available.
- Compare your current allocation with your intended allocation.
- Check for concentration, duplicated holdings and whether each fund’s scope is broad or narrow.
- Review your ability and willingness to withstand losses.
- Decide whether a change is required by your plan or prompted only by a headline.
- Account for taxes, fees and trading restrictions before implementing a rebalance.
- If the decision could materially affect a goal, consider obtaining advice from a qualified financial professional who can evaluate your full circumstances.
The bottom line for everyday investors
Bull and bear markets are useful vocabulary for describing broad price direction and investor sentiment. The generally used 20% move over at least two months applies to a broad index and does not forecast what happens next or dictate your personal allocation. Use the label as context, then make decisions from your goals, time horizon, risk tolerance, cash needs, diversification and a written process that can accommodate market fluctuations.
