There is no worldwide, automatic payment for every bank delay. Eligibility depends on the country, the service, the reason for the failure, the deadline in the applicable rule or bank policy, and whether the customer caused the problem. A remedy may be an automatic reversal, interest, reimbursement of a documented loss or fee, or a fixed amount for each day beyond a specified turnaround time.

The examples below show how the analysis works. Indian readers can use the Reserve Bank of India’s failed-authorised-payment framework for covered domestic transactions, while other countries must use their own regulator’s rules and the bank’s published terms.

Start with jurisdiction, not the delay amount

A bank account is governed by the law, payment-system rules and contract that apply in the relevant country. The same event—such as an account debit followed by a missing credit—can produce a fixed daily payment in one jurisdiction, documented-loss reimbursement under a bank policy in another, or no compensation if the customer missed a required reporting step.

Identify the country where the account and payment are regulated, the bank or payment provider involved, and whether both sides of the transaction are domestic. Do not apply an Indian deadline to a transfer governed elsewhere, or treat a regulator announcement in one country as a general international standard.

Which kinds of bank delay can qualify?

Compensation normally requires all of these elements:

  • The service or payment rail is covered by a law, regulator rule, payment-system standard or bank policy.
  • The stated turnaround or reversal deadline has expired.
  • The failure was not caused by the customer, such as an incorrect instruction, insufficient funds or a missed verification requirement.
  • The customer can show the transaction, the relevant dates and any financial loss required by the rule.
  • The remedy and claim route specified by the applicable rule have been followed.

“Compensation” is not one universal remedy. It may mean reversing a debit, paying interest for the period of delay, refunding a fee or penalty, reimbursing a directly measurable loss, or paying a fixed amount set by a regulator. A general payment for inconvenience is uncommon unless a particular rule provides one.

India: failed authorised electronic payments

The Reserve Bank of India (RBI) circular on harmonised turnaround times for failed transactions was issued on 20 September 2019 and took effect on 15 October 2019. It covers specified authorised payment systems for domestic transactions in which both the originating and beneficiary institutions are in India. The framework defines a failed transaction as one not completed for reasons not attributable to the customer, including certain communication failures, an ATM session timeout, an ATM without cash, or a failure to credit the beneficiary.

ATM debit but no cash

When an ATM debits the account but does not dispense cash, the RBI annex requires reversal within a maximum of T+5 days, where T is the transaction date. For a delay beyond that limit, the prescribed compensation is ₹100 per day until reversal. This is a category-specific rule, not a promise that every bank-service delay earns ₹100 daily.

Specified card and IMPS failures

The same RBI framework sets service-specific reversal deadlines for certain card and Immediate Payment Service (IMPS) failures. Where the bank misses the applicable deadline, the annex provides ₹100 per day for the delay in the covered cases. The exact clock depends on the payment type and failure scenario, so the transaction reference and rail must be identified before calculating an amount.

Automatic credit and escalation

For covered failed transactions, the compensation is to be credited automatically; a customer should not have to submit a separate claim to trigger the amount. If the reversal or prescribed compensation does not arrive, first use the bank’s complaint channel and retain the complaint number. The RBI circular directs customers who do not receive the prescribed redress to the RBI Integrated Ombudsman Scheme. Confirm that the circular and any later amendments still govern the transaction before relying on a transaction-specific figure.

Cheque collection, remittances and scheduled debits under a bank policy

Not every service has a regulator-set daily award. A bank may instead promise reimbursement under its own compensation policy. Central Bank of India’s Compensation Policy 2025-26 illustrates this model and is binding only according to that bank’s terms for that policy year.

Delayed cheques and instruments

The policy addresses measured financial losses directly attributable to a deficiency in service, including delayed collection of cheques or other instruments. The customer generally needs to show the instrument details, the date it was deposited, when credit was due, when it actually arrived and the loss caused by the delay. The policy’s wording, limits and exclusions—not another bank’s schedule—control the calculation.

Remittance, foreign exchange and lending services

The same policy lists remittance, foreign-exchange and lending services among areas in which a directly attributable financial loss may be considered. A delay that merely caused inconvenience may not meet the policy’s loss test. A documented interest charge, penalty or other amount paid because the bank failed to perform as promised is stronger evidence than an estimated opportunity cost.

Direct debit and ECS instructions

If a bank fails to execute a direct-debit or Electronic Clearing Service (ECS) instruction on time, the policy offers compensation to the extent of the financial loss. Its examples include a penalty or interest paid to regularise the disrupted schedule. Preserve the instruction, the due date, proof that funds were available, the failed debit record and the creditor’s charge. Other banks can use different wording, caps or procedures.

Technology outages: when alternative channels matter

An outage alone does not automatically create a cash claim. A useful example is the Dominican Republic’s Superintendencia de Bancos announcement of Circular SB: CSB-RG-202500015 on 26 August 2025. The announcement says a financial institution may not charge fees, commissions or late-payment charges when it cannot demonstrate that alternative channels were functioning during a system interruption. Costs caused by delayed or unexecuted operations must be waived or reimbursed automatically under the announcement.

It also describes customer notification when an outage lasts more than two hours and advance notice for planned maintenance. This is geographically specific supervisory guidance. Check the circular’s current operative text and implementation status before treating the announcement as the complete legal rule, and do not extend it to another country without a matching local provision.

For an outage claim, record the exact start and end times, the channel that failed, any error message, whether another channel was offered and whether that alternative actually worked. A bank that can prove a usable alternative was available may be in a different position from one that cannot.

Unauthorised electronic transactions are a different claim

A fraudulent or unauthorised debit is not simply a delayed service. India’s RBI directions on customer protection and unauthorised electronic banking transactions allocate liability according to reporting time and other conditions. In eligible zero- or limited-liability cases, the bank must provide a shadow reversal within 10 working days after the customer notifies it. The bank must resolve liability and compensate within the applicable policy period, capped at 90 days under the cited directions.

Report an unauthorised transaction immediately through the bank’s designated channel, block or secure the affected instrument, and keep the acknowledgement. The 10-working-day shadow-reversal figure concerns fraud protection after notification; it is not the deadline for an ordinary transfer that is merely slow, pending or failed.

A five-part eligibility test

1. Confirm the governing rule

Write down the country, bank, account type and payment system. Then locate the regulator rule, payment-system standard or bank compensation policy that covers that service. A policy for one bank or one year cannot be assumed to apply to another institution.

2. Classify the event

Choose the closest category: failed ATM cash withdrawal, card payment failure, IMPS or other transfer failure, cheque or instrument collection, scheduled debit, technology outage, or unauthorised transaction. Classification determines which clock and remedy apply.

3. Test customer responsibility

Check for an incorrect account number, insufficient balance, an expired mandate, a rejected authentication step, a customer-requested cancellation or another fact that caused the failure. RBI’s failed-payment framework excludes failures attributable to the customer. Keep evidence showing that the instruction was valid and funds or limits were available.

4. Measure the clock and loss

Record the transaction date, the contractual or regulatory due date, the actual completion or reversal date and the number of days late. For a loss-based policy, list each fee, penalty or interest charge with a receipt or statement. Separate a fixed rule-based amount from a claimed consequential loss; they may have different proof requirements.

5. Match the remedy and escalation

Determine whether the rule requires automatic reversal, a fixed daily sum, interest, reimbursement of a direct loss, or fee waiver. Ask the bank to identify the clause and provide its written calculation. If the bank does not respond within its stated complaint period, escalate through the regulator or ombudsman route available in that jurisdiction.

Evidence to keep before contacting the bank

  • Account statement showing the debit, hold or missing credit.
  • Transaction or service reference number, payment rail and beneficiary details (with sensitive information redacted when sending copies).
  • ATM receipt, cheque deposit slip, mandate, remittance instruction or card record.
  • Exact dates and times of attempts, reversals and eventual completion.
  • Error messages, screenshots, call logs, outage notices and records of any alternative channel offered.
  • Invoices, penalty notices, interest calculations or other proof of direct financial loss.
  • The bank’s complaint acknowledgement, case number and all written responses.

State the outcome you seek in one sentence: for example, reversal under the applicable turnaround rule, the fixed amount due for the late days, or reimbursement of the documented penalty under the bank’s compensation policy. Avoid demanding a figure before establishing which rule governs.

How the main remedies differ

Situation Qualifying trigger Typical remedy in the cited example Customer action
India: ATM debited, no cash Covered domestic transaction; failure not caused by customer; reversal later than T+5 days Reversal plus ₹100 per day beyond the limit under the RBI framework Check the statement and ATM record; compensation should be automatic; escalate if missing
India: specified card or IMPS failure Covered rail and scenario; applicable reversal deadline exceeded Reversal and ₹100 per day for the covered delay Identify the exact rail and deadline; use bank complaint and RBI Ombudsman escalation if required
Cheque, instrument, remittance, foreign exchange or lending delay Bank policy covers the service and a direct financial loss is proved Reimbursement or other amount stated in that bank’s policy Submit dates, records and receipts; request the policy clause and calculation
Direct debit or ECS missed by the bank Bank failed to execute a valid instruction on time Compensation to the extent of loss, such as a penalty or interest paid to regularise the account Prove the instruction, available funds and the charge incurred
Dominican Republic technology interruption Institution cannot demonstrate functioning alternative channels Waiver or automatic reimbursement of costs from delayed or unexecuted operations; restrictions on fees and late charges under the announced circular Document outage timing, channel failure and alternatives; verify the circular’s current text
India: unauthorised electronic debit Eligible fraud case reported under RBI customer-protection directions Shadow reversal within 10 working days after notification, with final liability resolution under the applicable period Report immediately and preserve the acknowledgement; this is not an ordinary delay claim

Common mistakes that weaken a delay claim

  • Using a universal deadline: T+5 and ₹100 per day belong to specified Indian ATM cases, not every withdrawal or transfer worldwide.
  • Calling every outage compensable: Some rules focus on fees and direct costs, and may depend on whether working alternatives existed.
  • Confusing reversal with damages: Getting the original debit back does not necessarily establish entitlement to a separate inconvenience payment or consequential loss.
  • Ignoring customer-fault exclusions: Incorrect details, failed authentication or an invalid mandate can remove the event from a failed-transaction framework.
  • Waiting to report fraud: Unauthorised-transaction protections can depend on prompt notification, unlike an automatic rule for a covered failed payment.
  • Relying on an old policy: Bank compensation policies can change by institution and year; obtain the version that applied on the transaction date.

What to expect after filing

The bank should be able to tell you whether it treats the event as a failed payment, a service deficiency, an outage-related cost or an unauthorised transaction. Ask for the governing clause, the due date used, the dates counted as delay, any customer-fault finding and the calculation of the remedy. If the response omits one of those points, request a written review rather than restarting the complaint without the original reference.

When an automatic remedy is required but absent, attach the account statement and the bank’s acknowledgement to the regulator or ombudsman complaint. For a loss-based policy claim, attach proof of the actual charge and explain how the bank’s missed action caused it. Keep copies of everything and remove full card numbers, passwords and one-time authentication codes from correspondence.
