What apparel brands should check before switching garment suppliers

Before moving an apparel order, verify the legal entity, every production site and subcontractor, product specifications, worker-safety conditions, realistic capacity, and the transition’s effect on cash flow and existing workers. Award volume only after those checks produce a documented handover plan, funded corrective actions, and clear quality and escalation gates.

Why changing garment suppliers is a product and responsibility decision

A supplier change can alter far more than the name on a purchase order. It can move production between countries, facilities, labor markets and specialist processes; change who controls materials and quality; and disrupt workers whose income depends on existing orders. A buyer that cancels abruptly, delays payment or disengages without a plan can intensify harm even when the original reason for switching is commercial.

The practical question is therefore not “Which factory has the lowest quote?” It is “Can this supplier make this product, at the required standard and schedule, while the brand can understand and address the risks connected with the work?” The OECD’s Due Diligence Guidance for Responsible Supply Chains in the Garment and Footwear Sector (2018) provides a sector-wide framework. It is a baseline for investigation, not a universal apparel test standard or a substitute for checking the laws that apply to the brand, supplier and selling markets.

1. Map the actual production footprint

Start with the work, not the vendor’s marketing name. Obtain the candidate’s legal-entity and ownership details, then map the locations and parties that will touch the order.

Identify every site and intermediary

  • Record the legal entity that will contract and invoice, its ownership, and the physical address of each factory involved.
  • List sourcing agents and the services they perform. An agent may coordinate production without owning the facility that makes the garments.
  • Identify all production stages: cutting, sewing, finishing, packing and any off-site process such as embroidery, printing, washing or laundry.
  • Require disclosure of subcontractors, including informal or home-based work. OECD’s 2026 case study notes that these arrangements can be harder to monitor, and unauthorized subcontracting is a specific transition risk.
  • Define which sites and processes are approved for each style and what written approval is required before a location or process changes.

Ask for a current site list tied to the purchase order, not a generic corporate list. Keep the list under version control so a later production record can be checked against the approved footprint.

Test the disclosure process

A credible supplier should explain how it will notify the brand of a new subcontractor, temporary overflow line or changed specialist process. Make that notification duty part of the commercial relationship and require evidence that the change was approved before goods move. A supplier that cannot describe its own production chain is a traceability risk regardless of the quality of its showroom samples.

2. Set product and commercial requirements before comparing vendors

Price comparisons are meaningful only when each candidate is quoting against the same written requirements. Translate the product brief into acceptance criteria before asking factories to bid.

Requirement Evidence to request Decision use
Construction and materials Written specifications covering fabric or other materials, stitch and seam construction, components, measurements, fit, color and labeling Determines whether samples and production can be judged consistently
Appearance and defects Approved sample, defect definitions and acceptance rules for the particular product Creates a common basis for inspection and rework decisions
Handover quality Inspection points, first-production approval, test records where applicable and a signed handover record Prevents quality responsibility from becoming unclear at distribution
Capacity and timing Available line capacity, production calendar, raw-material dependencies, lead time and recovery plan Tests whether the promised delivery window is realistic
Logistics and payment Shipping route, milestones, payment schedule, escalation contacts and applicable contract terms Shows how the switch will affect working capital and continuity

Ask for development samples and define who approves the first production run. Confirm whether the quoted capacity is reserved for the brand or merely theoretical capacity that depends on another order finishing on time. Check materials that have long lead times, minimum-order constraints or a single source. A contingency plan should identify what happens if a fabric shipment, port route or production line is unavailable.

The OECD overview places quality checking before finished garments are handed to a brand or retailer distribution network. That supports explicit quality gates and handover records, but it does not establish one universal apparel test protocol. Product-specific specifications, applicable law and the brand’s risk tolerance must determine the actual checks.

3. Assess risks in the supplier’s context

Use a risk-based assessment rather than a generic pass/fail audit. The relevant exposure depends on the country, production stage, materials and processes, workforce and business relationship. Consider labor and human-rights risks, occupational health and safety, environmental impacts and the integrity of the supplier relationship.

Use risk indicators as prompts, not verdicts

OECD materials identify informal and home-based production, export-processing zones, migrant work and unauthorized subcontracting as situations that warrant closer investigation. None is proof of a violation at a particular supplier. Each should trigger questions about visibility, recruitment, wages, working time, grievance channels, emergency preparedness and who is responsible for conditions outside the main factory.

Escalate serious safety questions to qualified specialists

For severe risks, verify that inspections are performed by people qualified for the hazard and measured against relevant national and international standards. Depending on the facility, that may require structural, fire-protection, electrical or occupational safety, health and environmental expertise. Government inspection may be inadequate or absent in some contexts, so a paper certificate, buyer audit or supplier assurance should not be presented as conclusive proof that conditions are safe.

Request the scope, date, methodology, inspector qualifications, findings and corrective-action status for each assessment. Check that the assessment covers the exact building, processes and workforce that will make the order; a clean report for another site is not evidence about this one.

4. Create a safe way for workers to speak

Documents rarely reveal whether workers can stop dangerous work or report an accident without retaliation. Arrange confidential interviews in conditions where supervisors cannot monitor answers. Include workers, unions or representatives selected by workers, rather than relying only on management-nominated participants.

OECD guidance states: “Supplier assessments should determine whether workers feel that they have the right to refuse unsafe work and are not discouraged from reporting accidents.” Use that as a practical test. Ask how a worker raises a safety concern, what happens after a report, whether anyone has refused unsafe work, and whether migrant, temporary, home-based or agency workers can use the same channels.

Protect the identity of participants and explain how findings will be used. A worker voice channel should remain available after award, because conditions can change when production ramps up, overtime increases or work is moved to a subcontractor.

5. Turn findings into funded corrective action

Assessment findings are a management workload, not a reason to hide problems or exit immediately. For remediable findings, create a corrective action plan (CAP) that names the action, accountable owner, deadline, funding and evidence needed to confirm completion. Obtain site-management sign-off and involve technical experts where the remedy requires engineering, fire or electrical work.

Classify findings so the response matches the danger. A procedural gap may need training or a new record; a systemic problem may require changes to staffing, purchasing or supervision; severe and imminent danger requires immediate protective measures before normal production continues. Do not assume that transferring an order remediates harm connected with current workers or outstanding wages. Coordinate any change in volume, payment or timing with the CAP.

6. Decide whether existing assessments can be reused

Repeated buyer audits can consume site time without improving conditions. OECD supports more harmonized approaches aligned with international standards and enriched by qualitative worker information. Reuse an existing assessment only after checking:

  • the report covers the exact facility, buildings, processes and workforce;
  • the inspection date is appropriate for the current decision;
  • the methodology and inspector qualifications fit the identified risks;
  • open findings, corrective actions and worker feedback are included; and
  • conditions have not changed through ownership, expansion, subcontracting or a new production stage.

Audits, certifications and assessment results are not automatically interchangeable or current. Record what was accepted, what still needs verification and who owns the follow-up.

7. Stage the transition instead of switching overnight

Build a written transfer plan before awarding volume. It should connect the commercial handover to responsible-sourcing controls.

  1. Approve development samples: record the approved construction, measurements, materials, color and labeling for each style.
  2. Transfer materials and tooling: identify what moves from the incumbent supplier, what must be reordered and who owns patterns, molds, dies or other production aids.
  3. Run a controlled first production: set inspection points and require approval before the full order proceeds.
  4. Plan overlap and milestones: align any dual production, raw-material arrivals, line loading, shipping bookings and delivery windows.
  5. Set escalation contacts: name commercial, quality, logistics and worker-safety contacts, with response times appropriate to the risk.
  6. Verify the live footprint: compare production records, packing lists and visits with the approved facility and subcontractor list.
  7. Review after ramp-up: revisit risks when volumes, overtime, processes, locations or workforce composition changes.

Shipping disruption, geopolitical events and other system shocks can affect even a well-qualified supplier. Align order timing and payment practices with the transfer plan. A cancellation, delayed payment or sudden disengagement can quickly affect workers and may also leave the brand without the capacity it expected.

How to compare candidate suppliers

Decision axis Evidence to compare
Traceability and control Known legal entity, complete facility list, agent relationships, subcontractor disclosure and change-notification controls
Risk and remediation Coverage of country and process risks, qualified inspection where warranted, worker voice, severity of open findings and funded corrective action
Product quality Sample consistency, written specifications, defect acceptance rules, process controls and first-production approval
Capacity and continuity Available line capacity, realistic calendar, input dependencies, shipping route, contingency planning and transition overlap
Relationship and burden Willingness to share information, improve conditions, collaborate on due diligence and use credible shared assessments without treating them as ongoing monitoring

Score evidence, not promises. A supplier that is slightly more expensive but can demonstrate controlled subcontracting, qualified safety follow-up and dependable capacity may create less financial exposure than a low quote that later requires rework, expedited freight, cancelled launches or emergency remediation.

Build the cash-flow view of the switch

Changing factories can create a period in which the brand funds development, inspections, material commitments or overlapping production before revenue arrives. Build a transition cash-flow schedule that shows deposits, milestone payments, remaining obligations to the incumbent supplier, inspection and testing costs, tooling or material transfer, freight options, corrective-action funding and a contingency reserve. Use the payment terms agreed with each supplier and the law governing the contract; there is no universal payment threshold in the OECD guidance.

  • Comfortable Non-Slip Grip:The ergonomic pen barrel has a soft rubberized coating for a comfortable, non-slip grip, so you won't get fatigued even after long hours of writing.

Stress-test the plan against a late sample approval, a failed first-production inspection, a delayed material shipment and a temporary loss of the preferred shipping route. The purpose is not to predict one exact disruption, but to identify which decision would force a rushed cancellation or late payment. Keep the escalation path clear enough that a commercial delay does not silently become a worker-safety or wage problem.

Red flags that should stop or pause an award

  • The supplier will not identify the actual facility, agent or specialist process making the goods.
  • It refuses a contractual requirement to disclose and obtain approval for subcontracting changes.
  • Capacity is described only in annual terms, with no line-level calendar, material plan or recovery scenario.
  • A safety document lacks scope, date, inspector qualifications or evidence that findings were closed.
  • Management blocks confidential worker interviews or insists on selecting every participant.
  • Open severe findings have no owner, deadline, funding or immediate protective measure.
  • The proposed switch depends on cancelling current orders or delaying payment without a worker-impact plan.

Pause the award until the specific gap is resolved or the risk is formally accepted at the appropriate level. A supplier’s willingness to disclose bad news and work through a remedy is itself useful evidence about the relationship.

Keep the legal and geographic limits explicit

The OECD framework is sector-wide, but it does not tell a brand which wage, safety, labeling, customs or product-testing rules apply to a particular transaction. Confirm requirements in the supplier’s country, the brand’s domicile and each selling market, as well as any customer or contract standards. Laws, ownership, facility conditions, audit coverage, subcontracting and logistics can change after a qualification decision, so refresh those facts at award and during production.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The International Labour Organization’s Good Work! toolkit is a geographically bounded example for brands using garment suppliers in Argentina and workshops in that extended chain. Apply it in that context; do not treat it as a universal substitute for country-specific diligence elsewhere.

What the available sector evidence says about collaboration

The OECD’s current sector page describes its garment and footwear due-diligence guidance as adopted by 50 governments. That is OECD’s description of the guidance’s adoption, not a newly verified treaty or a statement that every jurisdiction imposes the same legal duty.

As context, a 2023 McKinsey & Company figure cited in an OECD 2026 case study says 43% of apparel supplier relationships were strategic partnerships, compared with 26% in 2019. The underlying survey was not independently checked for this article, so the figure is not a target or proof that one relationship model is superior. It does illustrate why a transition plan should address collaboration, transparency and improvement rather than treating a supplier as a disposable capacity slot.

Records to retain after the decision

Keep the approved footprint, ownership and subcontractor disclosures; product specifications and sample approvals; capacity and logistics assumptions; assessment reports and worker-engagement method; CAPs and closure evidence; payment and transition milestones; inspection and handover records; and every approved change to a site or process. Assign an owner and review date to each item. Those records allow the brand to explain why the supplier was selected, detect drift during production and respond quickly when conditions change.
