It compares the amount you borrow with the property’s accepted value. A $360,000 mortgage on a $400,000 value produces a 90% LTV. A lower LTV generally means more equity, and lenders may use it when setting borrowing limits, mortgage-insurance requirements, and pricing. LTV is important, but it is only one part of an approval and affordability decision.
What does LTV mean when buying a house?
The Consumer Financial Protection Bureau defines LTV as a measure comparing the amount you are financing with the appraised value of the property. In practical terms, it shows what percentage of the home’s value is financed by the mortgage. The portion not financed is generally your initial equity, although transaction costs and other liens can change the full picture.

The terms “mortgage-to-home-value ratio” and “loan-to-value ratio” are often used to describe the same basic idea. Lenders, loan estimates and underwriting systems usually label it LTV. The percentage is not a score and does not by itself determine whether you can buy a home.

$360,000 ÷ $400,000 × 100 = 90% LTV
This is transparent arithmetic, not a prediction that a lender will approve those exact figures. On a purchase, the cash down payment is often the purchase price minus the loan amount. Closing costs, seller credits, down-payment assistance, financed fees, subordinate loans and the structure of the transaction can make the total cash and equity calculation different.
Purchase price and appraisal can produce different ratios
For Fannie Mae purchase-money transactions, the value used for LTV is generally the lower of the sales price or the current appraised value. If a home is under contract for $400,000 but appraises at $390,000, a $360,000 loan would be about 92.3% using the lower value, not 90% using the contract price. The buyer may need additional cash, a renegotiated price or a different loan structure to satisfy the lender.
For a refinance, Fannie Mae uses the current appraised value. Its Selling Guide also specifies calculation and rounding rules for delivery to its system. Other lenders, investors and loan programs can use different definitions, so ask which value and rounding method apply to your application.

How your down payment changes LTV and equity
A larger down payment generally reduces the amount financed and therefore lowers LTV. The following illustrations assume the accepted property value equals the $400,000 purchase price and do not include closing costs or other financing.

| Down payment | Mortgage amount | Illustrative LTV | Starting equity |
|---|---|---|---|
| $20,000 (5%) | $380,000 | 95% | $20,000 |
| $40,000 (10%) | $360,000 | 90% | $40,000 |
| $80,000 (20%) | $320,000 | 80% | $80,000 |
These percentages describe the starting transaction only. Home prices can rise or fall, and your equity can change as you repay principal. A down payment also uses cash that might otherwise cover reserves, repairs or closing expenses, so the lowest possible LTV is not automatically the best personal choice.
What is a loan-to-value ratio and how does it relate to my costs?
LTV can affect several parts of a mortgage offer. The CFPB says lenders may use it when deciding whether to lend and how much to lend. It can also influence insurance, pricing and the amount of cash required at closing.
Mortgage insurance and upfront charges
At higher LTVs, a lender may require private mortgage insurance (PMI) or another form of credit enhancement. A government-backed loan may have its own insurance or guarantee charges. Those costs can increase both the amount due upfront and the monthly payment. Requirements, cancellation rules and pricing depend on the loan program and borrower profile; ask for a written schedule showing the premium, duration and conditions.
Interest rate and loan-level pricing
The CFPB states that borrowers with higher LTVs, whom lenders generally view as presenting more risk, will usually be offered a higher interest rate, while a larger down payment may help obtain a better rate. This is general guidance rather than a promise. Credit history, debt-to-income ratio, occupancy, property type, loan purpose, term, market rates and other pricing adjustments also matter. Fannie Mae’s guide says loan-level price adjustments may apply to certain mortgages based on LTV and representative credit score.

Borrowing capacity and cash requirements
LTV can limit the maximum loan amount relative to the accepted value. If the appraisal is below the purchase price, the lower denominator can increase the ratio and the cash needed to close. A lender may also require reserves or impose program-specific limits even when the LTV appears acceptable.
Can a high-LTV mortgage still be available?
Yes. A high ratio does not automatically mean that no mortgage is possible. Fannie Mae lists certain 97% LTV options for eligible borrowers and properties. These options have conditions involving underwriting, occupancy, property eligibility, mortgage insurance and, in some cases, first-time-buyer status or homeownership education. They are examples of defined program rules, not a universal entitlement or a market-wide maximum.
Eligibility and costs can change. Ask the lender to identify the exact program, the required insurance, the minimum borrower contribution, education rules and any property restrictions. Compare the payment and total cash needed, not just the headline LTV.
Why first-mortgage LTV may not show the whole debt
First-mortgage LTV can omit other liens secured by the property. When subordinate financing or a home-equity line is involved, ask about CLTV and HCLTV.

Combined loan-to-value (CLTV)
Fannie Mae’s CLTV calculation includes the first mortgage, the amount drawn on a home-equity line of credit (HELOC), and unpaid balances on closed-end subordinate financing. The total is divided by the lesser of the sales price or appraised value for a purchase transaction. A down-payment-assistance loan or second mortgage can therefore make CLTV substantially higher than the first-mortgage LTV.
HELOC-inclusive measures
A HELOC has its own home-equity CLTV measure because the available credit line can matter, not only the amount already drawn. Depending on the underwriting system, the lender may evaluate the full committed line. Ask whether the figure being quoted is LTV, CLTV or an HCLTV-style measure before comparing offers.
| Measure | What it generally includes | Why it matters |
|---|---|---|
| LTV | First mortgage divided by the accepted property value | Shows the primary loan’s share of value |
| CLTV | First mortgage plus drawn HELOC and subordinate loan balances | Shows combined debt already secured by the home |
| HCLTV or HELOC-inclusive measure | First mortgage plus a HELOC amount that may reflect available credit | Can capture exposure beyond the current HELOC draw |
Using an online LTV calculator responsibly
Fannie Mae provides an online LTV calculator that asks for estimated home value and mortgage-balance information. Its guidance also identifies second-mortgage balances and other liens as relevant inputs when applicable. A consumer calculation is an estimate: the lender’s accepted appraisal, sales price, loan amount and underwriting data control the decision.
- Enter the value you reasonably expect the lender to accept, rather than an unsupported market guess.
- Enter the proposed first-mortgage balance.
- Add a second mortgage, down-payment-assistance loan or HELOC when the calculator or lender instructions call for it.
- Record whether the result is LTV, CLTV or an HELOC-inclusive measure.
- Give the estimate to the lender and ask them to reconcile it with the official figures on your loan estimate.
Questions to ask before you rely on an LTV quote
- Which value are you using? Is it the purchase price, the appraisal, or the lower of the two?
- Which ratio is this? Is the figure first-mortgage LTV, CLTV or a HELOC-inclusive measure?
- What insurance and other charges apply? Request the upfront charge, monthly cost, duration and cancellation conditions where applicable.
- How does this ratio affect my rate? Ask which credit score, loan term, lock period, points and other assumptions are included in the quote.
- Which low-down-payment programs fit my situation? Ask about borrower, occupancy, property, education and insurance requirements.
- What happens if the appraisal is lower? Request the lender’s options and the additional cash that would be required.
- Can I compare this with another lender? Obtain offers using the same loan amount, purpose, term, rate-lock assumptions and fee categories.
How to compare mortgage offers fairly
Do not compare one lender’s 90% LTV quote with another lender’s 95% quote and assume the rate difference is a pricing advantage. Hold the major assumptions constant and examine the complete cost.

| Comparison item | What to verify |
|---|---|
| Loan purpose and term | Purchase or refinance, fixed or adjustable, and the same repayment term |
| Value and ratio | Down payment, accepted value, LTV and any CLTV/HCLTV calculation |
| Rate assumptions | Interest rate, points, lender credits, lock period and expiration |
| Mortgage insurance | Premium amount, upfront payment, monthly payment and duration |
| Fees and cash to close | Origination, appraisal, title, escrow, prepaid items and required reserves |
| Payment and total cost | Principal and interest, taxes, insurance, mortgage insurance and projected total payments |
CFPB guidance recommends comparing amounts, terms and costs across several loans, including mortgage insurance when required. Ask each lender to provide the figures in writing so that a lower rate is not offset by points, insurance or other charges.
Common LTV mistakes and how to avoid them
- Using the purchase price when the appraisal is lower: Ask which denominator the lender will use and budget for a valuation shortfall.
- Confusing down payment with total cash needed: Add closing costs, prepaid taxes and insurance, financed items and any required reserves.
- Ignoring subordinate debt: Include assistance loans, second mortgages and HELOC terms when asking for CLTV or HCLTV.
- Treating an online calculator as an approval: Use it for planning, then rely on the lender’s appraisal and underwriting figures.
- Assuming one threshold applies everywhere: Insurance, pricing and eligibility vary by lender, investor, loan type and borrower characteristics.
- Putting every available dollar into the down payment: Keep enough liquidity for closing, repairs, moving costs and an emergency reserve.
What buyers should remember
LTV is the financed amount divided by the property value, expressed as a percentage. A larger down payment generally lowers it, while a lower accepted appraisal can raise it. Lenders may use the ratio in lending, mortgage-insurance, borrowing-capacity and rate decisions, but it is not a standalone affordability test. When another lien or HELOC is involved, CLTV or an HELOC-inclusive measure may describe the risk more accurately than first-mortgage LTV.
The CFPB consumer explanation was last reviewed January 14, 2025. Fannie Mae’s LTV guide is headed June 1, 2022, its CLTV guide December 4, 2018, and its calculator and 97% LTV information are live resources whose terms can change. Verify current program requirements and the lender’s valuation method before signing a contract or relying on a quote.
