Those measures describe different parts of the system, react to different forces, and can move in opposite directions.
National averages are only context. A metro area can see prices level off while rents rise, or mortgage rates increase while local sales slow. To understand what a downturn means for you, identify the geography, date, and exact measure behind every number.

What “housing market downturn” actually means
“Downturn” is a broad description, not a formal diagnosis with one required pattern. It can refer to fewer home sales, longer marketing times, slower price growth, falling prices, less construction, tighter credit, or a combination of these conditions. A recession is a contraction in overall economic activity; a housing crash usually implies a sharp, widespread fall in housing values or transactions. The terms are related but not interchangeable.
A downturn can therefore occur without a national collapse in prices. If prices are still rising but at a slower annual rate, the market may be weakening in momentum. If sales volumes fall because buyers cannot qualify at prevailing rates, that is a market slowdown even if sellers have not yet reduced asking prices. Local conditions can also diverge: employment, construction, household growth, insurance costs, and available inventory differ substantially between metropolitan areas.

The three indicators answer different questions
- Home-price measures: How have the values of homes changed over time?
- Rent measures: What are tenants paying for rental housing, and how quickly are those costs changing?
- Vacancy rates: What share of rental units is available for rent during a specified period?
- Mortgage rates: What does it cost to borrow for a home under a particular loan product and borrower profile?
Because each indicator has a different definition and timing, a decline in one does not automatically produce a decline in the others.
What can happen to home prices during a downturn?
Home prices may decline, flatten, or continue rising more slowly. The outcome depends on the balance between buyers’ purchasing power, the number of homes listed, local incomes and jobs, and owners’ willingness to sell. A national trend can conceal substantial differences among states, metro areas, counties, and neighborhoods.
Use a price index to track value changes over time
The Federal Housing Finance Agency (FHFA) House Price Index tracks changes in single-family home values using repeat sales. In a repeat-sales approach, transactions involving the same property over time help estimate how values changed, rather than simply averaging the prices of whatever homes happened to sell in each period. FHFA publishes national and local geographic series.

1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe Freddie Mac House Price Index is another monthly source with national, state, and metropolitan series. Its page listed July 2026 as the latest data and said that observation was posted on August 31, 2026. A monthly index can show whether appreciation is accelerating, slowing, or turning negative, but the observation date and release date are different facts and should both be recorded.
Why an index is not the same as a median sale price
A median sale price is the middle price among homes sold during a period. It can move because the mix of homes sold changes: a month with more high-end transactions can lift the median even if comparable homes did not become more valuable. A month dominated by smaller or lower-priced properties can pull the median down for the same reason.

FHFA cautions that its index differs from summary statistics such as mean or median prices. An index is designed to estimate value changes across time; a median describes the transactions that occurred. When reading a downturn story, check which measure is being reported before concluding that an individual home gained or lost the same percentage.
How to interpret a national price figure
A national index is useful for identifying broad direction, not for pricing a particular house. Local supply, zoning, employment, climate risks, property taxes, insurance premiums, and neighborhood demand can produce a different result. Compare the same geography and measure over the same interval—for example, a metro-level index year over year—rather than comparing a national index with a local median.
Do rents go down in a housing-market downturn?
Not necessarily. Rents are determined in the rental market, which has its own demand and supply. A downturn that reduces home purchases can keep more households renting, supporting rents. Conversely, job losses, population outflows, or a large wave of newly completed apartments can weaken rental demand or increase available units, putting pressure on rents.
Vacancy is a supply indicator, not a rent forecast
The U.S. Census Bureau defines the rental vacancy rate as the share of rental units available for rent during a period. In its second-quarter 2026 release, the national rental vacancy rate was 7.3%, not statistically different from 7.0% in the second quarter of 2025. That comparison indicates no statistically established year-over-year change in the national vacancy rate for those quarters; it does not say whether asking rents rose or fell, nor does it describe a particular city.
A higher vacancy rate can give renters more choice and weaken landlords’ negotiating position, but the effect depends on where the vacant units are, their condition and price, and whether they are actually available to the households seeking housing. A low vacancy rate can support rent increases, yet rents may still be constrained by local incomes or lease turnover.

Keep rent concepts separate
- Asking rent: The advertised price for a newly available unit. It can change quickly as landlords compete for applicants.
- Contract rent: The amount written into an existing lease. It generally changes only at renewal or renegotiation.
- Rent-inflation measure: A statistical estimate of how rental costs change across a defined basket and time period.
- Rental vacancy rate: The proportion of rental units available, not a price measure.
The available figures cited here establish a national vacancy rate, not a single current national rent-inflation rate. For a decision about a move, examine comparable listings and local vacancy data, and distinguish a temporary concession from the recurring rent written into the lease.
Do mortgage rates fall when the housing market crashes?
There is no automatic link. Mortgage rates are set in financing markets and depend on the loan product and borrower as well as broader interest-rate conditions. They can fall during a housing slowdown, remain elevated, or rise if inflation and bond-market yields are moving higher.
What drives a mortgage rate
The Federal Reserve’s July 2026 Monetary Policy Report identified yields on agency mortgage-backed securities (MBS) as an important factor in home mortgage interest rates. Lenders price loans in relation to funding costs, MBS yields, expected prepayments, credit and servicing risk, and competitive conditions. The Federal Reserve’s policy rate influences financial conditions but does not set the rate quoted for every 30-year mortgage.
Your actual offer also depends on the term, credit history, debt-to-income ratio, loan-to-value ratio, property type, occupancy, points, fees, and lender. Two borrowers applying on the same day can receive different annual percentage rates even when the market average is unchanged.
Current national averages are not personal offers
Freddie Mac’s Primary Mortgage Market Survey reported a national average of 7.03% for a 30-year fixed mortgage and 6.42% for a 15-year fixed mortgage for the week of September 24, 2026. These are survey averages for fixed-rate products, not guaranteed quotes. They should be read with the observation week, product term, and survey methodology attached.

Rate lock can reduce listings
The Federal Reserve’s July 2026 report described a “rate lock” effect: many homeowners hold mortgages with rates substantially below current market rates. Selling would mean giving up that inexpensive financing and taking a new loan at a higher rate, so some owners postpone moving. Fewer listings can reduce transaction volume and keep prices from adjusting quickly, even when buyers are facing weaker affordability. Rate lock is one influence on market turnover, not proof that it is the sole cause of any downturn.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why prices, rents, and rates can move in opposite directions
Consider several plausible combinations:
Prices soften while rents rise
Higher mortgage rates can reduce what buyers can afford, weakening sale demand. At the same time, households priced out of ownership may remain renters. If apartment construction is limited, rental demand can support higher asking rents even as home prices stagnate.
Prices rise slowly while mortgage rates fall
Bond yields or MBS yields can decline, lowering mortgage rates and improving purchasing power. If inventory is scarce, that renewed demand can keep sale prices rising, albeit at a slower or faster pace depending on supply.
Rents weaken while prices hold up
A large amount of newly completed rental housing can raise vacancy and increase concessions. Owners may still resist selling because they have low-rate mortgages, limiting the supply of homes for sale and cushioning prices.
All three measures weaken
A severe local employment shock, population loss, excess housing supply, and easing financing conditions could eventually push rents, prices, and rates lower together. Even then, the timing may differ: mortgage rates can react to financial markets first, rents adjust as leases turn over, and sale prices may move only after inventory and expectations change.

How to evaluate a downturn in your area
- Define the geography. Start with the city, metro, county, or neighborhood relevant to your decision. Treat a U.S. average as background, not a local forecast.
- Write down the observation period. Label each number as month over month, quarter over quarter, year over year, or part of a longer cycle. Note the date the data represent and the date it was released.
- Identify the measure. Confirm whether you are seeing a repeat-sales index, median sold price, asking rent, contract rent, vacancy rate, or mortgage-rate average.
- Check supply and demand together. Review listings, days on market, months of supply, pending sales, building completions, rental vacancies, and household or job trends. No single indicator establishes a downturn.
- Separate market rates from your terms. For a mortgage, compare the same term and loan type while recording points, fees, credit assumptions, loan-to-value, and whether the rate is locked.
- Look for revisions and statistical significance. A small change may be noise, a seasonal effect, or a result of the homes that sold. Census specifically described the 2026 Q2 vacancy comparison as not statistically different from the prior year.
What a downturn means for different households
If you own a home
A national index does not determine your equity. Estimate value with local comparable sales and an appropriate index, then consider your time horizon, selling costs, insurance, taxes, maintenance, and loan balance. A paper decline matters differently if you are staying for many years than if you must sell soon.
If you are buying
Lower prices do not automatically mean a lower monthly payment. A price reduction can be offset by a higher mortgage rate, property taxes, insurance, or fees. Compare the full payment and cash required at closing under realistic loan terms, not just the listing price. A slower market may provide more inspection or negotiation opportunities, but local inventory determines how much leverage buyers actually have.
If you rent
Watch the supply of comparable units, lease-renewal terms, concessions, and the difference between an advertised introductory price and the recurring rent. A national vacancy rate cannot tell you whether a specific neighborhood is becoming cheaper. Keep records of renewal deadlines and ask how any concession affects the effective cost over the entire lease.
Recommended Free Tools
If you are refinancing
Compare the new rate and payment with all closing costs, the remaining term, and how long you expect to keep the loan. A national weekly average can indicate market direction, but only lender-specific quotes reveal your available terms. Verify whether points or fees are being used to obtain the advertised rate.
If you are deciding whether to sell
Rate lock may make a move more expensive if your existing mortgage is far below current rates. Calculate the replacement payment, selling expenses, moving costs, and any temporary financing before assuming that a slower market makes moving financially attractive.
How often the major data series update
- FHFA and Freddie Mac house-price indexes: Monthly series with national and local geographies; the cited Freddie Mac page listed July 2026 as its latest observation, posted August 31, 2026.
- U.S. Census rental vacancy: Quarterly release. The cited second-quarter 2026 national rate was 7.3%.
- Freddie Mac mortgage survey: Weekly national averages for fixed-rate products. The cited observation was the week of September 24, 2026.
- Federal Reserve analysis: Explains financing mechanisms such as MBS yields and rate lock; its conclusions describe market relationships rather than a guaranteed path for prices or rates.
Data are snapshots, not permanent facts. Before using any figure in a purchase, sale, lease, or refinancing decision, check the newest release and confirm that its geography, product, and time period match your question.
Common mistakes to avoid
- Assuming “housing downturn” means a nationwide crash.
- Using a national median or index to price one property.
- Calling a vacancy rate a rent-growth rate.
- Treating an advertised asking rent as the rent paid by every tenant.
- Assuming a Federal Reserve policy move fixes the mortgage rate you will receive.
- Comparing a 15-year mortgage average with a 30-year loan offer without adjusting for term and fees.
- Quoting a current figure without its release date or qualification.
The most reliable interpretation keeps the three questions separate: how home values are changing, how rental costs and availability are changing, and how the cost of mortgage financing is changing. Only after those measures are identified for the same place and period can you determine whether a downturn improves or worsens your own housing choice.
