Short answer: not proven. China’s internet regulator ordered Apple to remove several foreign communications apps from the China App Store in April 2024. Telegram founder Pavel Durov argued that Apple—not Telegram—was the real target because the move could make iPhones less attractive than Android devices. The public evidence supports a narrower conclusion: Apple was the enforcement point and could suffer competitive damage, but there is no verified evidence that weakening Apple was Beijing’s primary objective.
What happened in April 2024?
On April 19, 2024, Apple confirmed that it had removed apps from its China storefront after an order attributed to the Cyberspace Administration of China. Apple said the regulator cited national-security concerns and that the company was required to follow the laws of the countries where it operates, even when it disagrees with them. Contemporaneous reporting reproduced Apple’s explanation.

The apps identified in reporting were:
- Threads
- Telegram
- Signal
The immediate action was removal from Apple’s China App Store storefront. That wording matters. It does not, by itself, establish a global Telegram ban, a nationwide shutdown of the service, or the termination of access for people who already had the apps installed.

That selective pattern is important because it does not look like a blanket removal of every Western application from Apple’s store. Availability can change, so those observations should be treated as historical rather than a current 2026 status report. Reuters’ contemporaneous account provided that availability context.

What did Pavel Durov claim?
On April 22, Telegram founder Pavel Durov argued that Apple was the principal target of the action. His reasoning was based on the difference between Apple’s tightly controlled distribution system and Android’s more fragmented ecosystem.
Durov’s argument had four main elements:
- Telegram was already used by some people in China through Android devices and circumvention tools.
- Android users could obtain apps outside an official store through direct downloads, third-party stores or other distribution methods.
- Apple’s removal made it harder for ordinary iPhone users in China to install Telegram and the other affected apps.
- That imbalance could push consumers away from iPhones and toward Chinese Android manufacturers.
Durov also said that Telegram downloads from China had not declined after Apple removed the app. Reuters reported his response and download claim.
This is a plausible interpretation of the consequences. It is not evidence of the Chinese government’s intent. A company executive whose product was affected may identify a real strategic side effect without proving that the side effect was the purpose of the policy.

The strongest weakness in Durov’s argument is the way Android availability can be misunderstood. Android is technically more open than iOS, but that does not mean Telegram was normally available through Google Play to users in mainland China.
As 9to5Mac noted in its contemporaneous analysis, Telegram was not available through the ordinary Chinese Google Play ecosystem. Some users could instead obtain the app through:
- Telegram’s direct-download APK;
- third-party Android stores;
- manufacturer-specific distribution channels;
- app-transfer or sharing methods; or
- other unofficial routes.
Those routes are not interchangeable with official Google Play availability. They can involve technical risks, counterfeit or modified app packages, inconsistent updates and additional restrictions imposed by a device maker or local software configuration.

Installation is also only one part of access. A person may be able to install Telegram but still face network blocking, connection failures, account restrictions or the need for circumvention tools. In practical terms, these are separate layers:
| Layer | What it controls | What removal from Apple’s store proves |
|---|---|---|
| App-store distribution | Whether a user can ordinarily download a new copy from a regional store | It restricts normal new downloads through that storefront |
| Device installation | Whether an app can be installed by another route | It says nothing by itself about sideloading or app transfer |
| Network access | Whether the device can connect to the service | It does not prove that the service became technically unreachable |
| Account and regulatory controls | Registration, content compliance and data-related obligations | It does not reveal the full legal or regulatory basis |
Accordingly, “Android users can install Telegram” does not mean “Telegram was freely available on Google Play,” “Telegram worked without circumvention,” or “Android users had unrestricted access.”
Why Apple was unusually exposed
Durov nevertheless identified a genuine vulnerability in Apple’s business model. Apple’s iOS distribution system is centralized. For most users, the regional App Store is the ordinary and trusted route for obtaining apps. If an app disappears from that storefront, new users cannot simply visit a rival official store on the same device and install an equivalent copy.
That gives a government with influence over the regional storefront a powerful enforcement point. The government does not need to control every possible method of communication directly to make a service less visible and less convenient for new iPhone users.
The episode also exposed Apple’s dependence on regulatory permission in a strategically important market. Even when Apple is not the subject of the government’s stated concern, it may have to absorb the reputational cost of executing the order. The company can appear responsible for a restriction that it says originated with a government regulator.

Why the evidence does not prove Apple was the target
Four tests help separate Durov’s theory from the verified facts.
1. Did Chinese authorities identify Apple as the target?
Not in the public evidence cited in the contemporaneous reporting. Apple said the Cyberspace Administration of China ordered the removals on national-security grounds. That is a statement about the apps and regulatory concerns, not a public declaration that the objective was to reduce iPhone sales.
Apple’s statement also should not be read as an independent finding that WhatsApp, Threads, Telegram or Signal posed an actual security threat. It relayed the government’s stated rationale and explained Apple’s compliance position.

2. What was the scope of the action?
The reported removal involved four foreign communications apps, including services owned by different companies. WhatsApp and Threads are Meta products; Telegram and Signal are separate communications platforms. The mixed group is more consistent with a selective action involving particular services or regulatory requirements than with a demonstrated campaign against Apple alone.
That does not rule out a secondary objective of pressuring Apple. It does mean the app-selection evidence does not establish that hardware competition was the main target.
3. What mechanism was being used?
The directly observed mechanism was app-store distribution. The public record does not establish whether the underlying policy goal focused on encryption, registration, content compliance, data governance, national-security rules, or another part of China’s broader internet-regulation system.

Nor does the public record establish that the action was designed to promote Xiaomi or another domestic Android manufacturer. Android’s alternative installation routes may make enforcement harder for authorities, not easier. The existence of sideloading is therefore not proof that officials wanted users to migrate to Android.
4. What measurable effect followed?
Durov said Telegram downloads from China had not fallen. That was his claim, not an independently demonstrated finding in the cited coverage. “Downloads from China” can mean different things depending on whether the measure uses device location, IP address, account region, store analytics or another estimate.
There was also no cited evidence showing that the removal caused a measurable shift from iPhones to Android phones, increased sales for Chinese manufacturers or materially reduced Telegram use. Without that evidence, the competitive theory remains possible but unproven.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does App Store removal mean Telegram was banned in China?
No—not on the evidence available for the April 2024 event.
Removing an app from a regional storefront can prevent ordinary new downloads, but it does not automatically:
- disable copies already installed on users’ devices;
- prevent every form of reinstallation or app transfer;
- block the app’s servers at the network level;
- remove the app from other regional storefronts;
- stop Android sideloading; or
- prove that all users can connect to the service.
An iPhone user with an Apple ID tied to another storefront may see different app availability, although changing storefronts can affect payment methods, subscriptions and access to other applications. That edge case does not make the China storefront listing irrelevant: for ordinary users whose accounts and devices are tied to China, the local storefront is the normal distribution channel.

Likewise, an Android user may find an APK but still be unable to use Telegram reliably without circumvention. App availability, installation and network access should not be collapsed into one claim.
What the episode reveals about Apple and China’s internet controls
The incident illustrates how internet regulation can operate through several layers at once. A government may restrict a service through network controls, impose obligations on app distributors, demand local compliance, or use a combination of these measures.
Apple’s centralized model makes it a visible chokepoint. A request to remove an app from one storefront can have an immediate effect on discovery and new-user acquisition without requiring Apple to shut down the service globally. Android’s openness creates more distribution paths, but those paths are fragmented and may be difficult for ordinary users to find or trust.
Recommended Free Tools
That difference has business implications. Apple benefits from a consistent, controlled ecosystem, but the same control makes regional compliance decisions more consequential. Android’s flexibility can improve distribution resilience, but sideloading brings security, reliability and support trade-offs. Neither model guarantees unrestricted access in a country with extensive internet regulation.
The episode also demonstrates why headlines about technology restrictions need precise verbs. “Removed from the China App Store” describes a distribution event. “Banned in China” describes a broader condition that would require separate evidence of network or legal restrictions. “Apple was the target” describes an interpretation about intent.
What readers can responsibly conclude
- Verified: Apple removed WhatsApp, Threads, Telegram and Signal from its China App Store storefront in April 2024 after saying China’s internet regulator ordered the removals on national-security grounds.
- Claimed: Pavel Durov argued that Apple was the real target and that the action could push Chinese consumers toward Android.
- Not established: That Apple was the principal strategic target, that China intended to promote domestic phone makers, that Telegram downloads were unaffected, or that iPhone users broadly switched to Android.
- Important limitation: The event concerned 2024. App listings, regulations and access conditions may have changed since then, and the 2024 reports should not be treated as a current 2026 availability check.
Verdict
Durov identified a real weakness in Apple’s closed distribution model: China could use Apple’s regional storefront as a highly visible gatekeeper for new iOS downloads. But he overstated what that fact proves. The public evidence shows that China restricted selected foreign communications apps and that Apple executed the restriction on its China storefront. It does not establish that Apple itself was the government’s primary target.
The most defensible reading is that Apple was the enforcement mechanism—and a potential competitive casualty—while the confirmed policy action was directed at access to particular foreign communication services.
