Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsChoose VITA first if you are a low- to moderate-income taxpayer, have a disability, or need help in a limited-English setting. Choose TCE if you are age 60 or older and your questions center on pensions, retirement income, or other senior tax issues. Both programs provide free basic tax-return preparation by trained volunteers. The deciding factor is not price; it is whether a nearby site accepts your return, operates when you need it, and can provide the language and appointment format you require.
Eligibility and services are set locally. The IRS does not impose one nationwide VITA income ceiling, and a national program description cannot confirm that every site handles business income, complex investments, or unusual filing situations. Use the appropriate locator, then verify the site’s current rules before scheduling.

VITA and TCE at a glance
The Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs are separate IRS-supported ways to obtain free basic income-tax return preparation. Volunteers receive training and certification, but each site decides which taxpayers and return situations it can serve. The table below shows the practical distinction.

| Income rule | No single IRS-wide income limit. Individual sites may set their own guidelines, often using Earned Income Tax Credit (EITC) guidelines as a focus. | Age 60 or older is the defining audience; local sites still determine the return situations they accept. |

Neither program is a substitute for every kind of tax advice. A site can decline a return that falls outside its training, software, or volunteer capacity, even when the taxpayer appears to fit the broad audience.

What VITA is and who it serves
Income and underserved-taxpayer focus
VITA generally focuses on taxpayers who fall within EITC income guidelines and on people who have difficulty obtaining conventional tax-preparation help. The IRS specifically identifies people with disabilities and taxpayers with limited English proficiency among the groups VITA serves. That description is a program focus, not a promise that every person in one of those categories will be accepted at every location.
Do not rely on a single dollar amount presented as a universal VITA cutoff. The IRS says it does not set one program-wide income limit. A local site may establish its own income guideline, limit the number of returns it prepares, or restrict the types of income and deductions it can handle. Ask the site for its current rule for the tax year you are filing.
What a typical VITA visit covers
VITA sites prepare basic individual returns using trained volunteers. VITA sites offer electronic filing, and selected sites provide a guided self-preparation option: you use web-based software while an IRS-certified volunteer is available to help. The exact combination of in-person preparation, drop-off service, virtual appointments, and guided self-preparation varies by location.

When VITA is the sensible starting point
Start with VITA when your situation is relatively straightforward and your main concern is obtaining no-cost assistance. Examples include wage income, common credits, unemployment compensation, or a standard filing-status question. Those examples do not guarantee acceptance; they illustrate the kind of basic return the program is designed to address. Confirm that the site handles your forms before you invest time in an appointment.
What TCE is and who it serves
The age requirement
TCE is intended for taxpayers aged 60 or older. Its volunteers are especially useful for questions involving pensions, retirement distributions, Social Security-related tax issues, and other income patterns that become common after leaving the workforce. Being over 60 does not automatically mean a site can prepare every return. The local program still sets its scope.
Why retirement questions can favor TCE
Retirement income often arrives from several sources, and the tax treatment can depend on the type of distribution, withholding, and the taxpayer’s filing circumstances. TCE’s stated emphasis on pension and retirement issues makes it the natural first call when those subjects drive your questions. If your return is otherwise complex, ask whether the volunteer team has the required training and software support.

AARP and other TCE locations
The IRS points taxpayers to an AARP locator for AARP TCE locations. Other organizations also participate in TCE. A listing confirms that a site exists, not that it is open on your preferred date or able to prepare your particular return. Call or check the site’s current instructions before traveling.

Shared benefits
- No charge for the basic return-preparation service the site offers.
- Trained volunteers rather than a paid commercial preparer.
- Help gathering information into an individual federal income-tax return.
- Potential access to language assistance, accessibility accommodations, or guided self-preparation, depending on the site.
Important boundaries
The national descriptions center on basic returns. They do not establish a complete list of accepted forms or transactions for every location. A site may be unable to handle business income, complicated investment activity, unusual filing circumstances, or a need for specialized representation. If any of those apply, ask specifically before booking.
Volunteers prepare returns; they do not act as your attorney or represent you in every dispute with the IRS. Low Income Taxpayer Clinics are a separate service for certain IRS controversies and taxpayer disputes. A clinic is not the same thing as a VITA or TCE tax-preparation site.
How to decide between VITA and TCE
Use this sequence rather than choosing solely by the name on a sign.
- Check age. If you are 60 or older, TCE is available as a program designed for your age group. If retirement questions are central, give TCE the first call. If age is below 60, VITA or another free option is generally the more relevant path.
- Identify the main tax problem. Modest income, disability-related access needs, or limited-English assistance point toward VITA. Pension and retirement-income questions point toward TCE.
- Describe the return, not just your eligibility category. Tell the site about self-employment, rental property, investments, amended returns, multiple states, dependents, or any unusual form. A broad audience match does not override a site’s technical limits.
- Compare real local availability. A nearby site with hours that fit your schedule is more useful than a theoretically perfect program that is closed or fully booked. Check current dates, hours, appointment requirements, and whether the service is in person, virtual, or drop-off.
- Confirm language and accessibility support. Ask whether the location can serve you in your preferred language and whether it has an accessible entrance, communication accommodation, or another support you need.
- Choose the site that confirms all five points. There is no fee advantage between VITA and TCE. The practical winner is the location that can legally and technically complete your return and provide a workable appointment.
How to find a nearby free tax site
Finding VITA
- Open the IRS VITA locator and enter your address or ZIP code.
- Review the listed locations, not just the distance. Note the service type, opening dates, hours, and appointment instructions.
- Contact the site directly. Ask whether it is accepting new clients, whether it prepares your filing status and forms, and whether it offers in-person, virtual, or drop-off service.
- Record the appointment time and any document-upload or check-in instructions. Some sites require an appointment even when the locator appears to show open hours.
Finding TCE
- Use the AARP locator for AARP TCE locations if you want that network, or look for other TCE locations identified through local community organizations.
- Check the location’s operating dates and appointment process. Seasonal hours can change, and a listing may remain visible after a site has stopped taking appointments.
- Explain that you are 60 or older and identify any pension, annuity, or retirement-distribution questions.
- Ask for confirmation that the site can prepare your federal return and whether it also supports the state return you need. The national program description does not guarantee state-return service at every location.
Questions to ask before you travel
- Are appointments required, and how are they made?
- Do you accept walk-ins, drop-offs, or virtual appointments?
- Which filing statuses, income forms, and credits can you prepare?
- Can you handle my self-employment, rental, investment, or multistate information?
- Which identification and tax documents must I bring?
- Is language assistance available, and is the facility accessible for my needs?
- Will the return be electronically filed, and how will I receive a copy?
Documents and information to bring
Each site publishes its own checklist, so follow that list first. In general, organize the items a volunteer needs to verify identity, income, deductions, credits, and prior-year information.
- Government-issued identification for the taxpayer and, when required, the spouse.
- Social Security cards or other official taxpayer-identification documents for everyone listed on the return.
- All income statements, such as wage, unemployment, pension, annuity, interest, dividend, and retirement-distribution forms.
- Records supporting deductions or credits you intend to claim.
- Information about dependent care, education expenses, health coverage, or other credit-related items that apply to you.
- Last year’s return, especially if you used a different filing status, have carryovers, or need prior-year figures.
- Bank routing and account information if you expect a direct deposit or owe a payment by electronic transfer.
- Any IRS or state correspondence that affects the return.
Bring original documents or the secure copies the site requests. Do not email sensitive tax records to an unverified address. If a location uses a drop-off process, ask how documents are secured and returned.

What happens during preparation
- Intake. Staff confirm identity, household details, filing status, and whether the site can accept the return.
- Document review. The volunteer matches your information to wage, retirement, investment, and deduction records and asks about missing forms.
- Preparation. The volunteer enters the information into approved tax software or supervises your use of guided self-preparation software at a participating location.
- Quality review. A second review or site procedure may check calculations and required fields. Answer questions completely; a volunteer cannot safely infer facts that are missing.
- Your review and authorization. Read the entire return, verify names, Social Security numbers, bank details, income, credits, and refund or balance due. Correct errors before authorizing filing.
- Filing and records. VITA sites offer e-filing. Ask how you will receive the accepted-return confirmation and a complete copy. Keep your documents and the final return together.
Free preparation does not remove your responsibility to review the return. If a number is wrong or a form is missing, stop the process and ask for correction before filing.
Situations that need a site-specific answer
Business and gig income
Self-employment can involve business expenses, estimated payments, vehicle records, inventory, or depreciation. Some locations may support a limited range of self-employment returns; others may not. Give the site a clear description of your income and records before accepting an appointment.
Investments and property
Sales of securities, virtual currency, rental property, partnerships, trusts, and multiple investment statements can add forms and calculations beyond a basic return. Ask whether the site’s software and volunteer certification cover your specific transactions.

IRS disputes and representation
If you need help responding to an audit, collection action, identity-theft issue, or another dispute, ask about a Low Income Taxpayer Clinic or another qualified representative. VITA and TCE are preparation services, not a general representation program.
VITA, TCE, and IRS Free File are different choices
IRS Free File and other free self-filing options are separate from VITA and TCE. They are designed for people who are comfortable entering their own information into online software. You do not need to use Free File to qualify for, or receive, VITA or TCE assistance.

Choose self-filing when your return is within the software’s supported forms and you can independently check the result. Choose a volunteer site when you want another person to review the information, need language or accessibility help, or are unsure how retirement income or common credits should be reported. Regardless of the route, retain source documents and the completed return.
Program scale and what the numbers mean
The IRS reported on October 1, 2026, that more than 84,500 volunteers helped taxpayers file nearly 2.9 million returns at no cost. That statistic shows the national reach of the programs; it does not guarantee that a particular town has open appointments or that a local team can handle your forms.
The IRS also reported $53 million in VITA and TCE grants in 2026, with awards to 315 VITA applicants and 48 TCE applicants. Grant totals describe program funding and community-partner support. They are not an individual eligibility test, a promise of capacity at a specific site, or evidence that every location offers the same services.
Common problems and how to avoid them
The locator shows a site, but nobody answers
Seasonal programs may have limited phone coverage or changing hours. Try the contact method listed by the organization, check the current operating dates, and look for another nearby location. Do not travel without confirming that the site is open and accepting appointments.
You are told your return is outside scope
Ask which form or transaction creates the problem and whether another VITA or TCE location has the required capability. If the issue involves representation or an IRS dispute, seek a Low Income Taxpayer Clinic instead of asking a preparation site to act outside its role.
You cannot gather every document
Reschedule or ask whether the site permits a second visit. Filing with estimated or missing information can create an incorrect return, penalties, or a later amendment. Obtain replacement wage or retirement statements from the payer before preparation when possible.

Your refund or balance due looks wrong
Pause before authorizing filing. Compare every income statement, withholding amount, dependent detail, and bank number with the source documents. Ask the volunteer to explain the calculation and request a corrected return if an entry is inaccurate.
You need service in another language or an accommodation
Raise the request when booking, not at check-in. A site may be able to arrange an interpreter, bilingual volunteer, accessible workspace, or another format, but availability is local and seasonal.
Examples of the better fit
A working household with moderate wages
A household with wage income and ordinary credits that falls within a local VITA site’s income guideline should begin with VITA. The site still needs to confirm filing status, dependents, and the documents it accepts.
A retiree with pension and annuity questions
A taxpayer aged 60 or older who is unsure how pension and retirement distributions affect the return should contact TCE first. The volunteer team can confirm whether it handles the specific statements and state filing involved.
An older taxpayer with a complex investment sale
Age points toward TCE, but age alone does not settle capacity. Before booking, describe the investment sale, basis records, and any other transactions. If the site cannot prepare that return, ask for a more suitable resource rather than filing incomplete information.
A taxpayer who prefers to work online
Someone comfortable preparing a supported return independently may use IRS Free File or another free self-filing route. A selected VITA or TCE location may also offer guided self-preparation with an IRS-certified volunteer, which provides online entry with access to live assistance.
Bottom line: which program should you call?
Call VITA when your income is modest or you need one of the underserved-taxpayer services VITA emphasizes. Call TCE when you are 60 or older and retirement or pension questions are the main reason you want help. Then let the local site’s scope, schedule, language access, and appointment process make the final decision. Both programs are free, but neither national label guarantees that every location can prepare every return.
