Usually, yes. To claim a VAT refund, you must be able to show the refund record, travel documents and the purchased goods to customs at the correct export point when required. Customs validation is proof that the goods left the relevant tax territory; it is separate from the later payment made by the retailer or refund company. The right airport depends on your route and the country where you bought the goods.
What customs validation actually proves
A tax-free shopping claim is based on export. A country generally refunds VAT only when eligible goods are taken out of its tax territory by a qualifying traveller. Customs validation records or confirms that export, usually by stamping a paper form or approving an electronic record.

Validation does not normally put money in your account. After customs approves the export evidence, the retailer or a refund intermediary completes the payment. That payer may subtract a processing fee, so the amount returned can be lower than the VAT shown on your receipt.

Authorities do not necessarily open and inspect every item. They can check documents only, use electronic validation, or select goods for physical inspection. You should therefore keep the purchases accessible until the required customs step is complete.

Which airport is the customs point?
The relevant location is usually where you leave the tax territory in which the purchase was made, not automatically the airport where you shopped and not always the first airport on your itinerary.
Direct international departure
If you buy goods in an EU country and fly directly from that country to a destination outside the EU, the departure airport will generally be the export-validation point. Follow that airport’s signs for customs, tax-free shopping or VAT refunds before you pass the relevant security or border-control stage.
Connecting flights
On a connection, identify the last airport inside the relevant tax territory. For EU purchases, that is commonly the last EU airport before you leave the EU, even if the first leg of your journey departs from the country where you made the purchase. Airport layouts and national systems differ, so ask the airline or airport where customs validation occurs before checking bags.

Goods in checked baggage
Do not put a purchase into checked baggage until you know whether customs must see it first. Some airports direct travellers with checked goods to a customs desk before bag drop; others use a different sequence. If the goods are in hand luggage, you may still need to present them at the export point. The safe rule is to keep every claimed item available and follow the local airport’s instructions.

What to have ready
- Your passport or other travel document proving residence and travel eligibility.
- The VAT refund form or the electronic refund record issued by the participating retailer or intermediary.
- Original till receipts and, where required, proof that the goods match the transaction.
- The purchased goods, unused or otherwise in the condition required by the local scheme, accessible for inspection.
- Boarding passes, tickets or other evidence of your departure if the refund provider asks for it after validation.
At the shop, ask whether the retailer participates, what minimum purchase applies locally, whether the claim is paper or electronic, and which company will pay you. Keep the form and receipts together until the refund has actually been paid.
European Union: the general framework
The European Commission describes refunds for travellers whose permanent address or habitual residence is outside the EU. The goods must be carried out in personal luggage, the traveller must meet the Member State’s minimum-value rule, and export must occur within the applicable period. The Commission states:
“The goods must be taken out of the EU within 3 months of their purchase.”
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
In practice, the retailer or a specialised intermediary issues the refund document and may pay the refund after customs has validated it. A fee can be withheld. The exact form, electronic system, minimum spend and airport procedure are set through national implementation, so a process that works in one Member State is not automatically valid in another.

The EUR 175 figure is a legal framework, not a universal shop minimum
Article 147 of the EU VAT Directive describes a value above EUR 175, or its equivalent, for the traveller-export scheme. The same provision allows Member States to accept transactions below that amount. Treat EUR 175 as the directive’s statutory reference point, not as a single current minimum across the EU. Check the country where you bought the goods for its actual threshold and calculation rules.
EU timing and residence
You must be able to demonstrate that your habitual residence is outside the EU and that the goods leave before the end of the third month following the month of purchase. A passport alone may not settle every residence question; carry any travel or residence evidence the local process requests.
Northern Ireland: a separate form-based process
Northern Ireland has a distinct VAT-refund process. Great Britain—England, Scotland and Wales—ended its traveller VAT Retail Export Scheme at the end of the transition period on December 31, 2020. Do not apply the Northern Ireland procedure to purchases in Great Britain.

- Buy from a participating retailer and request a VAT407(NI) form.
- Complete the form for the goods you are exporting and keep the till receipts.
- When leaving Northern Ireland or the EU, present the goods, completed form and receipts to customs if required.
- After approval, take the validated form to the airport refund desk or send it to the retailer or refund provider with the requested travel evidence.
- Receive the refund after the provider processes the approved claim; fees may be deducted.
HM Revenue & Customs guidance says the refund papers and goods must be available by the last day of the third month following the month of purchase. It also specifies that hand baggage must be produced to customs in the last EU country before departure. That is operational guidance for this Northern Ireland/EU arrangement, not a worldwide rule for every airport.

Japan: current rules and the November 2026 change
Purchases under the current process
Japan Customs says non-residents should present their passport to customs at the departure airport or seaport. Customs inspects tax-free goods as necessary. If the goods are not exported, the tax can become payable. Keep the goods and purchase records available until the customs step is finished.
Purchases made from November 1, 2026
Japan’s Tourism Agency has announced a refund-method transition for purchases made on or after November 1, 2026. Under that method, tax-equivalent funds are refunded after customs inspection confirms that the goods are being taken out of Japan.
The traveller FAQ gives an important baggage rule: complete customs inspection before checking hand baggage, and have all goods in a purchase transaction available. If even one item in that transaction cannot be produced, the goods associated with the receipt may be ineligible for inspection and refund. Because the purchase-date boundary is specific and the procedure is time-sensitive, check the current official instructions shortly before departure.

Who pays, and when?
Customs validates export; it does not set the final payout. Your retailer may refund you directly, or a specialist intermediary may handle the payment. The provider’s method can be cash, card credit, bank transfer or another channel, depending on its arrangement. Processing charges can be deducted, so retain the payment receipt and compare the amount received with the provider’s stated calculation.

If you must mail a validated form, use the exact address and deadline supplied by the retailer or intermediary. Customs approval by itself does not guarantee payment if the provider never receives the form, travel evidence or other required data.

- At purchase: Confirm that the shop participates, establish the minimum value, request the correct paper or digital record, and ask about fees and payment timing.
- Before travel: Verify that your residence, destination and goods qualify under the purchase country’s scheme. Keep receipts, forms, passport and goods together.
- Plan for baggage: Identify whether checked goods must be shown before bag drop. Do not seal or check them until the airport’s customs instructions are clear.
- Find the export point: For a connecting itinerary, determine which airport is the last exit from the relevant tax territory. Ask airport staff if signs are unclear.
- Present the claim: Show the refund record, passport or travel documents, receipts and goods. Make every item available if customs requests an inspection.
- Complete payment: Follow the retailer’s or intermediary’s instructions for a desk visit, electronic submission or mailed form. Keep the validation proof until the refund is credited.
How the main systems differ
| System | Who can qualify | Timing or date rule | Customs point and inspection | Paperwork and payment |
|---|---|---|---|---|
| EU Member State traveller refund | Traveller with permanent address or habitual residence outside the EU | Goods exported within three months of purchase; each Member State sets its minimum value, with the directive using EUR 175 as a statutory reference and allowing lower local thresholds | Relevant exit from the EU; goods may be checked | Stamped or electronically validated refund document; retailer or intermediary may pay and deduct a fee |
| Northern Ireland | Eligible traveller using the local participating-retailer process | Papers and goods available by the last day of the third month after the purchase month | Leaving Northern Ireland or the EU; hand baggage produced in the last EU country before departure; inspection may be required | VAT407(NI), receipts and travel evidence; refund desk, retailer or provider pays, less possible fees |
| Japan, current process | Non-resident traveller with tax-free goods | Follow the purchase and departure requirements in force for your trip | Departure airport or seaport; customs inspects as necessary | Passport and purchase records; tax may be due if goods are not exported |
| Japan, purchases from November 1, 2026 | Eligible traveller under the announced refund method | Applies to purchases made from November 1, 2026; verify instructions near departure | Customs inspection must confirm export; complete inspection before checking hand baggage and present all goods in the transaction | Tax-equivalent funds refunded after confirmation |
| Great Britain | Traveller VAT Retail Export Scheme withdrawn | Scheme ended December 31, 2020 | No general traveller scheme to use for ordinary purchases under that former arrangement | Do not use Northern Ireland forms for England, Scotland or Wales |
Common mistakes and what to do
Going to the wrong airport desk
A purchase-country airport may not be the export point when you connect. Recheck the last airport inside the relevant territory and ask before passing security.
Checking the goods too soon
If customs needs to see a suitcase, the claim can fail when the bag is already inaccessible. Tell the airline or airport staff that you have a tax-refund claim and follow their sequence for inspection and bag drop.
Missing the local deadline or value rule
Three months is the EU framework, but local thresholds and procedures still apply. Confirm the purchase country’s current minimum and the exact date by which the form and goods must be presented.
Assuming validation equals payment
A customs stamp or electronic approval is export evidence, not a completed refund. Submit the validated record through the retailer’s or intermediary’s required channel and retain proof.
Splitting a transaction in Japan’s post-November-2026 system
For a purchase made under the announced Japanese method, all goods tied to the receipt must be available. If one item is missing, the associated goods may not qualify for inspection or refund.
Bottom line for travellers
Plan the VAT claim around the export event. Keep the goods, refund paperwork, receipts and travel documents together; identify the correct final exit point; and complete customs validation before the goods become inaccessible. Then finish the separate payout step with the retailer or refund provider, allowing for any disclosed fee. Rules differ by jurisdiction, and Japan’s November 1, 2026 purchase-date change makes checking current official instructions especially important.
