VA Loan vs. FHA Loan: Which Mortgage Fits Your Situation?

Neither loan wins for every borrower. If you qualify for a VA-backed mortgage, its possible zero-down-payment structure and lack of monthly mortgage insurance can be valuable, but you may owe a one-time VA funding fee. An FHA-insured mortgage can permit a down payment as low as 3.5% for qualifying borrowers, yet it generally adds upfront and monthly mortgage insurance. The right choice is the written offer that gives you the best combination of eligibility, cash required at closing, interest rate, lender charges, insurance or fees over time, and total cost for the period you expect to own the home.

VA and FHA loans at a glance

A VA-backed purchase loan is made by a private lender and supported by the Department of Veterans Affairs. You must establish eligibility with a Certificate of Eligibility (COE), satisfy the lender’s underwriting requirements, and intend to occupy the property as required by the VA program. An FHA loan is made by a private lender and insured by the Federal Housing Administration; your lender still decides whether you meet its underwriting standards.

The table describes program structures, not a guaranteed price advantage. A lender can quote different rates, points and fees for the same program, and your credit, income, property and loan size affect the final offer.

Eligibility: the first decision point

VA eligibility and the Certificate of Eligibility

Before comparing a VA quote with an FHA quote, confirm that you can use the VA program. A VA purchase loan requires a COE, lender approval under both VA and lender standards, and the required occupancy of the home. The COE establishes that you have qualifying service or another eligible status; it does not guarantee approval or a particular loan amount.

Ask the lender to verify your available entitlement and to explain how it affects the purchase. Entitlement circumstances, the property appraisal and the lender’s policies can affect whether the transaction can be completed with no down payment. If you have used VA entitlement before, tell the lender at the beginning rather than assuming that a prior loan has no effect on the new transaction.

FHA eligibility and underwriting

FHA does not lend the money directly. A private lender makes the mortgage and FHA insurance protects the lender against covered losses. You still must pass that lender’s review of income, assets, debts, credit history, property and documentation. The program may be available when a borrower cannot qualify for a particular VA transaction, but “FHA eligible” is not the same as “approved.”

Ask how the lender applies FHA requirements to your case, including the property type, occupancy arrangement, credit profile and documented funds. Two lenders can reach different conclusions about an application or price the same FHA loan differently, so a single informal estimate is not enough for a program comparison.

Down payment versus total cash to close

Why a zero-down VA structure does not mean zero cash

A VA loan may require no down payment when the appraisal and your eligibility support the purchase and the lender permits that structure. You may still need money for closing costs, prepaid items, inspections, a deposit, repairs, or the portion of the price that is not supported by the appraisal. Some borrowers also choose to make a down payment voluntarily to reduce the funding fee or the loan balance.

Have the lender show each cash requirement separately. A quote that says “no down payment” can still require substantial funds at closing, and a seller credit or other assistance may be limited by program and transaction rules. Do not treat a verbal “no money down” statement as a final cash-to-close figure.

How FHA’s 3.5% minimum works

FHA allows a down payment as low as 3.5% for qualifying borrowers. That percentage is applied to the relevant purchase price under the lender’s FHA calculation; it is not the same as your entire cash requirement. You must also account for closing charges, prepaid taxes and insurance, the upfront MIP if it is financed or paid in cash, and any required reserves or transaction adjustments.

For an illustration only, 3.5% of a $300,000 purchase price is $10,500. That calculation does not predict your cash to close: lender fees, credits, prepaid items, the way the upfront MIP is handled and the final contract determine the actual amount. Request a Loan Estimate rather than budgeting from the percentage alone.

Appraisal gaps and contract terms

Both programs depend on the property and the lender’s valuation process. If the appraisal is below the contract price, ask the lender to show the effect of the gap on required cash, loan amount and eligibility. You may need to renegotiate the price, bring additional funds or change the transaction. The program label cannot remove a shortfall that the lender will not finance.

Mortgage insurance and program fees

VA funding fee

VA does not require monthly private mortgage insurance or FHA mortgage insurance. Many borrowers, however, pay a one-time funding fee that supports the VA loan program. The fee can be paid at closing or, when permitted, financed into the loan, which increases the balance and the interest paid over time.

The VA funding-fee chart effective April 7, 2023 lists these purchase or construction rates for borrowers putting less than 5% down:

VA use and down payment Funding fee listed in the April 7, 2023 chart
First use, less than 5% down 2.15% of the loan amount
Subsequent use, less than 5% down 3.3% of the loan amount
At least 5% or at least 10% down The chart lists lower rates; verify the applicable percentage for your transaction

The percentages are tied to that dated chart, loan use and down-payment band. Confirm the current VA schedule before relying on a figure. Some borrowers are exempt, including certain people receiving VA disability compensation and others who meet statutory exemption categories. Ask the lender to verify your exemption status before the Loan Estimate is issued; an exemption can materially change the comparison.

FHA upfront and annual MIP

HUD’s premium FAQ published December 2, 2024 lists an upfront mortgage insurance premium of 1.75% for FHA purchase and refinance forward mortgages. The annual MIP is generally collected in monthly installments. Its rate depends on the loan amount, loan-to-value ratio, term and the timing of the FHA case number, so there is no single annual percentage that applies to every FHA borrower.

For illustration, 1.75% of a $300,000 base loan would be $5,250 before considering whether the premium is financed. That is a mathematical example, not a quote. If financed, the premium raises the starting balance; if paid in cash, it raises the funds needed at closing. Your Loan Estimate should identify the exact upfront and monthly amounts.

FHA insurance cancellation rules

HUD states that for FHA mortgages with case numbers assigned on or after June 3, 2013, FHA insurance can be terminated when the mortgage is paid in full before maturity. Older case numbers have different cancellation rules. Do not assume that reaching a particular equity percentage automatically removes the monthly charge on a newer FHA loan. Ask the lender for the insurance duration that applies to your case number, term and loan-to-value ratio, and model the cost for the period you expect to keep the mortgage.

Interest rates, lender charges and the offer that actually matters

Program averages cannot tell you which loan is cheaper for your household. The lender sets the note rate, points, underwriting charges and many other fees. A VA quote with a slightly lower rate can still cost more if the lender charges more upfront or if a funding fee is financed. An FHA quote with a low advertised rate can carry substantial upfront and monthly MIP.

Request written Loan Estimates for both programs using the same:

  • Property and contract price
  • Down-payment assumption
  • Loan term
  • Interest-rate lock period or assumption
  • Closing date and seller-credit assumption

Compare the loan amount after any financed fee, the interest rate, points, lender credits, origination charges, title and settlement charges, prepaid items, cash to close and projected monthly payment. Use the same ownership horizon for both options. A loan that costs less over five years may not be the one with the lowest total cost over 30 years, and vice versa.

A step-by-step way to compare VA and FHA

  1. Confirm program access. Obtain or verify your VA COE and ask about entitlement, occupancy and funding-fee exemption status. Have an FHA lender review your income, assets, debts, credit and property eligibility.
  2. Set one property and price. Do not compare a VA quote on one home with an FHA quote on another. Use the same contract assumptions so the differences come from financing rather than the property.
  3. Choose realistic down-payment scenarios. Request a VA zero-down scenario if available, plus any 5% or 10% VA options that change the funding fee. Request the FHA minimum-down scenario and any larger-down-payment option you can actually fund.
  4. Get the Loan Estimates. Ask each lender for the official written disclosure and confirm that the rate, lock period and closing date match.
  5. Separate one-time and recurring costs. Identify the VA funding fee or FHA upfront MIP, whether either is financed, monthly FHA MIP, lender fees, prepaid items and the principal-and-interest payment.
  6. Calculate cash to close. Include the down payment, closing charges, deposits, credits, prepaid amounts and any appraisal-related gap. Do not subtract a credit unless it is documented and permitted for the transaction.
  7. Model your expected time in the home. Add the upfront charges and recurring insurance costs through the year you might sell or refinance. Include the larger balance created by any financed fee.
  8. Ask for explanations of every material difference. If one lender’s rate or fee differs, ask whether the difference comes from points, credit adjustments, lock terms, loan size, underwriting or a temporary promotion.
  9. Verify current program rules before signing. VA fee schedules, FHA premiums, lender overlays and assistance programs can change. Use the current disclosures for your transaction, not an old online calculator.

When the VA structure may fit better

  • You are eligible and want to preserve cash for reserves, repairs or other goals instead of making a down payment.
  • The VA funding fee, after any exemption, is lower than the FHA upfront and projected monthly insurance cost for your time horizon.
  • The VA lender offers a competitive rate and reasonable closing charges compared with the FHA quotes.
  • You expect to keep the mortgage long enough for the absence of monthly mortgage insurance to outweigh any higher upfront fee or financed balance.

These are decision conditions, not guarantees. A lender’s VA pricing, your entitlement history, the appraisal and the property can change the result.

When FHA may be the practical alternative

  • You do not meet VA eligibility or cannot use the VA program for the intended transaction.
  • Your available cash supports the FHA minimum down payment but not the amount needed for another structure.
  • The FHA lender offers a materially better rate, lower lender charges or more workable underwriting for your documented situation.
  • You have compared the upfront MIP and expected monthly MIP for the period you plan to own the home and accept that cost.

FHA is not automatically cheaper because its minimum down payment is clearly stated, and it is not automatically more expensive because it has mortgage insurance. The price and duration of those charges must be compared with the VA funding fee, rate and lender costs in your actual offers.

Item VA illustration FHA illustration
Down payment $0 if the lender, appraisal and entitlement support that structure $10,500, equal to 3.5% of $300,000
Program charge shown in the example 2.15% first-use funding fee would be $6,450 on a $300,000 loan; actual rate depends on use, down payment and exemption status 1.75% upfront MIP would be $5,250 on a $300,000 base loan; actual treatment depends on the FHA transaction
Monthly mortgage insurance No monthly PMI or FHA MIP Annual MIP is generally collected monthly; the rate depends on loan amount, LTV, term and case-number timing
Other cash needed Closing costs, prepaid items, deposits, credits and any appraisal or contract adjustment

This comparison is intentionally incomplete until you insert the lender’s rate, points, fees, financed balance and expected holding period. Financing a program charge changes the payment and interest cost, so compare both the amount due at closing and the balance after closing.

Common mistakes and how to avoid them

Choosing by down payment alone

A smaller down payment can preserve cash but may create a larger balance, higher insurance cost or larger financed fee. Compare total cash to close and recurring payment, not one percentage in an advertisement.

Assuming VA means no fees

VA removes monthly mortgage insurance but may impose a funding fee. Confirm whether you are exempt and whether the lender is financing the fee. A financed fee is still a cost even though it is not paid in cash on closing day.

Treating FHA MIP as a temporary charge without checking the case number

For case numbers assigned on or after June 3, 2013, HUD’s stated termination condition is payment in full before maturity. Ask for the applicable duration rather than assuming an automatic cancellation after a certain number of payments.

Comparing different assumptions

A VA quote at one rate lock and an FHA quote at another, or a VA quote with seller credits and an FHA quote without them, cannot produce a fair comparison. Put the assumptions in writing and ask the lenders to revise the estimates on the same basis.

Ignoring the ownership horizon

Upfront fees matter most when you sell or refinance soon; recurring insurance matters more the longer you keep the FHA mortgage. Run the comparison for the period you realistically expect to own the home, then test a shorter and longer period to see whether the result changes.

Using an outdated fee schedule

The VA percentages cited here come from a chart effective April 7, 2023, and the FHA upfront-premium reference is HUD information published December 2, 2024. Confirm current agency guidance and your lender’s disclosures before relying on either figure.

Questions to put to each lender

  • Am I eligible for this program, and what documentation is still missing?
  • For VA, what is my available entitlement, required occupancy and funding-fee exemption status?
  • What exact amount is due at closing, including deposits, prepaid items and any appraisal-related cash?
  • Which program fees are paid in cash and which are financed?
  • What is the monthly payment with taxes, insurance and FHA MIP where applicable?
  • How long is FHA MIP expected to remain under my case number, term and loan-to-value ratio?
  • What rate, points, lender credits and lock period are reflected in this Loan Estimate?
  • What would the balance and total paid be if I sell or refinance in five, 10 or 15 years?
  • Which fees can change before closing, and under what circumstances?

Bottom line: compare the offers, not the labels

A VA loan is often compelling for an eligible borrower who values a possible zero-down structure and no monthly mortgage insurance, especially when the funding fee is reduced or waived. FHA can be useful when its underwriting and 3.5% minimum down payment fit the borrower, but its upfront and monthly MIP must be included in the cost calculation. The defensible choice comes from matching written Loan Estimates, confirming current rules, and measuring cash to close and total cost over the time you expect to keep the home.
