An IRRRL and a VA cash-out refinance solve different problems. An Interest Rate Reduction Refinance Loan (IRRRL) replaces an existing VA-backed mortgage, usually to lower the rate or make payments more predictable. It does not give cash to the borrower. A VA cash-out refinance can provide access to home equity or replace a non-VA mortgage with VA financing, but it requires a broader qualification review and generally carries a higher VA funding fee.
The better choice depends on your current loan, whether you need cash, occupancy, eligibility, the full cost of the new loan and how long you expect to keep it. Compare written offers using the same assumptions rather than choosing by the advertised payment or rate alone.

IRRRL and cash-out refinance at a glance
The U.S. Department of Veterans Affairs describes the two programs for different purposes. An IRRRL is a refinance of an existing VA-backed loan. A cash-out refinance can take equity from a home or refinance a non-VA mortgage into a VA-backed loan.

When an IRRRL is the logical starting point
You already have a VA-backed mortgage
An IRRRL reuses the entitlement associated with the original VA loan. You must be refinancing that VA-backed mortgage, not simply using VA eligibility to replace an unrelated loan. If your current mortgage is conventional, FHA, USDA or another non-VA product, an IRRRL is not the available VA route; a cash-out refinance may be the program to discuss instead.
You want a lower payment or more predictable payment
A lower interest rate can reduce the scheduled payment. An IRRRL can also move an adjustable-rate mortgage to a fixed-rate mortgage, making future payments easier to predict. That change can produce a higher rate than the ARM’s current rate, however. “Streamline” does not mean every IRRRL lowers the rate.
You do not need cash from the closing
VA’s IRRRL program does not provide cash to the borrower. Closing costs may be included in the new balance or covered through lender pricing, but that financing is not equity cash. If you need funds for a renovation, tuition, debt payoff or another purpose, evaluate a cash-out refinance or a different financing option.
IRRRL eligibility and application steps
Basic eligibility
- The loan being refinanced is an existing VA-backed home loan.
- You certify current or previous occupancy of the property.
- If a second mortgage exists, its holder must agree that the new VA loan remains the first mortgage.
- The transaction refinances the original VA loan rather than delivering cash to you.
How the process usually works
- Gather the current loan information. Have your latest mortgage statement, payoff information, interest rate, remaining term and escrow details available. These figures let you compare the proposed loan with the debt it will replace.
- Contact several VA-approved lenders. VA does not set the interest rate, discount points or closing costs. Lenders price those items differently, so request written estimates from more than one source.
- Confirm the transaction qualifies as an IRRRL. Tell the lender that the existing loan is VA-backed and provide the property address and occupancy certification. An existing Certificate of Eligibility can help document prior entitlement use; the lender can also obtain confirmation.
- Review the proposed rate, term and balance. Ask whether the term is being extended, whether costs are being added to principal and whether the new payment includes taxes, insurance and funding fee financing.
- Check documentation expectations. VA’s general program guidance says an appraisal and credit-underwriting package are not required for an IRRRL. A lender may still request income, asset, payoff or other documents for its own underwriting, fraud controls or a particular transaction.
- Calculate the break-even point. Divide the costs you pay or finance by the expected monthly savings. Then compare that period with how long you expect to keep the loan; the result is a decision aid, not a guarantee that the refinance will save money.
- Close only after checking the final figures. Compare the final amount financed and total interest with the estimate. Confirm that no cash-out amount has been included and that any second-lien agreement is documented.
When a VA cash-out refinance may fit
You need equity proceeds
A cash-out refinance replaces the existing mortgage with a larger VA-backed loan and can release part of the home’s equity. VA describes uses such as paying other debts, education costs or home improvements. Those uses do not make the refinance automatically beneficial: the new mortgage balance, rate, term and total borrowing cost still determine the economics.
Your current mortgage is not VA-backed
A cash-out refinance can refinance a non-VA mortgage into a VA-backed loan, subject to qualification. That possibility distinguishes it from an IRRRL. You may also use the program when your current loan is VA-backed and you want equity proceeds, but the cash-out underwriting and cost structure still apply.
You occupy the property
For a cash-out refinance, VA says the borrower must live in the home being refinanced. The lender will evaluate occupancy, credit, income and the property’s value rather than relying on the streamlined treatment available for many IRRRL transactions.

Cash-out eligibility and application steps
Documents and qualification
- A VA-backed home-loan Certificate of Eligibility (COE) is required.
- You must meet VA and lender standards for credit and income.
- You must occupy the home being refinanced.
- The lender orders an appraisal to establish the property’s value for the proposed loan.
- Typical documentation includes recent pay stubs and W-2 forms; some lenders also require tax returns.
A practical sequence
- Define the cash need and amount. List the debts, project costs or other purpose and the amount required. Borrowing more than the immediate need increases the mortgage balance and interest cost.
- Establish VA eligibility. Request or confirm the COE with the lender and disclose prior VA loan use so the correct funding-fee category can be evaluated.
- Apply with multiple lenders. Ask each lender for a written estimate showing rate, term, points, lender charges, appraisal and title charges, prepaid items, funding fee, amount financed and cash due at closing.
- Complete income and credit review. Supply the requested pay, tax, asset and debt information. Approval depends on the lender’s standards as well as VA requirements.
- Complete the appraisal. The appraised value supports the lender’s decision about the new loan and available equity. An appraisal is not a promise that the home will sell for that amount.
- Evaluate the new debt structure. Compare the new payment and total interest with the old mortgage and with the debts or expenses the cash will address. A lower rate can still produce a higher balance or longer repayment period.
- Review any VA-specific benefit rules with the lender. VA distinguishes Type I and Type II cash-out refinances. Current net-tangible-benefit, seasoning and fee-recoupment rules can depend on the exact transaction; ask the lender to identify the rule and calculation it applied rather than relying on a general advertisement.
- Close and confirm disbursement. Check the final loan amount, payoff figures, cash proceeds, funding fee and settlement charges before signing.
Funding fees and other refinance costs
Published VA funding fees
The VA fee schedule accessed in October 2026 lists a one-time IRRRL funding fee of 0.5% of the loan amount. For the listed Veteran, active-duty and National Guard and Reserve borrower categories, the same schedule lists cash-out fees of 2.15% for first use and 3.3% after first use. The applicable percentage depends on the transaction and the borrower’s history, so have the lender show the calculation in writing.

VA also says a refund may be possible when a disability-compensation claim was pending at closing and a qualifying award is later made retroactive to a date before closing. Confirm an exemption or refund directly with VA or the servicer; do not assume it applies automatically.
Closing costs and lender pricing
VA warns that refinance closing costs can add up to thousands of dollars. Costs can include lender charges, discount points, appraisal and title services, recording charges, prepaid interest, escrow funding and the VA funding fee. The exact mix and amount vary by lender and transaction.
An IRRRL lender may add eligible costs to the new principal or pay them through pricing that produces a higher interest rate. Either approach avoids or reduces cash due at closing but does not eliminate the cost. Financing fees raises the balance and interest paid over time; lender-paid costs can reduce the monthly savings by increasing the rate.
With either refinance, a larger balance can reduce equity. VA cautions that the debt could exceed the home’s fair-market value, that the payment reduction may be smaller than expected and that a later sale could leave a shortfall. Ask for the amount financed and projected payoff balance, not only the new monthly payment.

For an IRRRL aimed at reducing the payment, a simple break-even estimate is:
Break-even months = total refinance costs paid or financed ÷ expected monthly savings.
Use the costs that actually affect your decision. If the lender finances $X of charges, those charges still belong in the numerator because they increase your debt. Compare the break-even period with your expected time in the home and consider whether a longer term increases total interest even when the payment falls.

For cash-out, add the cost of the debts or projects being addressed to the comparison. A mortgage payment may be lower than a credit-card payment because the repayment period is longer, not because the overall cost is lower. Converting unsecured debt to mortgage debt also puts the home behind the borrowing.
Occupancy, appraisal and underwriting differences
Occupancy
IRRRL rules require a certification that you currently live in or previously lived in the property. Cash-out rules require you to live in the home being refinanced. If you have moved, are renting the property or are buying an investment property, explain the situation to the lender before applying; the occupancy standard is not interchangeable between programs.
Appraisal and credit review
VA’s general IRRRL page says no appraisal or credit-underwriting package is required. That is a program-level statement, not a promise that every lender will request no documentation. A lender can still verify the existing loan, occupancy, income, payoff and ability to make payments.

A cash-out refinance is more fully underwritten. The lender orders an appraisal and reviews credit and income under VA and its own standards. Recent pay stubs and W-2s are typical; tax returns may be requested. The appraisal supports value and collateral decisions but does not determine whether the cash-out plan is financially wise.

Tradeoffs that often change the answer
Lower payment versus lower total cost
Reducing the payment can be useful for monthly cash flow, but a new 30-year term, financed closing costs or a higher balance can increase lifetime interest. Ask for the total interest and projected balance, not just the payment shown in an advertisement.
Stable payment versus lowest initial rate
Moving from an ARM to a fixed-rate loan can make budgeting easier even if the initial fixed rate is higher. Compare the certainty you value with the cost of the new rate and term.
Access to equity versus preserving equity
Cash-out supplies liquidity without selling the home, but it converts equity into mortgage debt. Use a written budget and repayment plan for the proceeds. Home improvements or debt payoff may have a purpose, but neither guarantees that the refinance will increase wealth or reduce total costs.
Closing now versus waiting
The break-even calculation only works if you keep the loan long enough to reach it. A planned move, likely sale, anticipated new refinance or uncertain income can make a transaction with a long break-even period unattractive.

Be cautious with solicitations that promise a skipped payment, an unusually low rate or a “free” refinance. A skipped payment generally reflects timing and escrow accounting, not money created for the borrower. “No money out of pocket” can mean costs were financed or exchanged for a higher rate. Ask for the complete written estimate and compare it with competing offers.

There is no single VA refinance rate. VA does not set lender interest rates, discount points or closing costs. A rate quoted to one borrower, region, credit profile or day may not apply to you. Contact several lenders and compare like-for-like estimates.
A decision checklist
- Choose an IRRRL to investigate when your current loan is VA-backed, you want a lower rate or more predictable payment, you occupy or previously occupied the home and you do not need cash proceeds.
- Choose a cash-out refinance to investigate when you need equity proceeds or want to replace a non-VA mortgage with VA financing, you occupy the property and you can satisfy appraisal, credit, income and COE requirements.
- Pause and recalculate if the new balance is materially higher, the term is longer, the break-even period exceeds your expected time in the home or the cash purpose is not supported by a repayment plan.
- Ask the lender in writing which funding-fee percentage applies, whether you are exempt, how costs are paid, what occupancy certification is required and which current cash-out benefit rules govern the transaction.

Frequently Asked Questions
Can an IRRRL give me money at closing?
No. VA’s IRRRL guidance does not allow cash to the borrower. Costs may be financed or reflected in lender pricing, which can increase the balance or rate, but that is different from receiving equity proceeds.
Can I use a VA cash-out refinance if my current mortgage is not a VA loan?
Yes, a cash-out refinance can refinance a non-VA mortgage into a VA-backed loan if you obtain a Certificate of Eligibility, occupy the home and meet VA and lender credit, income and appraisal requirements.
What happens if I have a second mortgage?
For an IRRRL, the second-lien holder must agree that the new VA loan remains the first mortgage. Tell the lender about every lien before pricing or underwriting the refinance.
Is the VA funding fee always charged?
No. The fee schedule includes exemptions for qualifying borrowers receiving, entitled to receive or otherwise meeting specified service-connected-disability or surviving-spouse criteria. Ask VA or the servicer to confirm your status and any possible refund.
Does a lower monthly payment prove that refinancing saves money?
No. A longer term, financed closing costs or a higher balance can increase total interest. Compare the new balance, term, total costs and expected time in the home with the old loan.
