For 2026, San Diego County’s one-unit conforming limit is $1,104,000. That number is important when the Department of Veterans Affairs calculates remaining entitlement for a borrower who has used part of the benefit, but it is not a universal cap on every VA loan. A borrower with full entitlement has no VA loan limit, subject to lender approval, affordability and the property appraisal.
The process has three separate decisions: VA must recognize your service-based eligibility, your Certificate of Eligibility (COE) must show enough entitlement for the transaction, and a lender must approve the specific loan. A COE answers the first question; it is not a loan commitment.

What VA eligibility means
VA eligibility is your qualification for the VA home-loan benefit based primarily on service history and duty status. The VA confirms that qualification in a Certificate of Eligibility. The COE is sent to the lender as evidence that the VA benefit can be used for a qualifying purchase, refinance or other eligible transaction.
Eligibility is not the same as approval. The U.S. Department of Veterans Affairs says the lender will review the appraisal and your credit and income information. The lender also considers liabilities, assets and its own underwriting standards before deciding how much to lend and on what terms.

Who needs a COE
Most borrowers using the VA guaranty need a current COE. Veterans generally provide discharge or separation documentation, usually a DD214, when requesting one. Active-duty service members generally provide a signed statement of service containing identifying information and service details. The exact service-duration categories depend on the borrower’s status and the current VA rules, so confirm the applicable category rather than relying on a general service-time assumption.
How to request a COE
- Online: Request the certificate through the VA’s online eligibility system and follow the prompts for identity and service information.
- Through a lender: Ask a participating lender to obtain the COE through VA’s Web LGY system. This is often the most convenient route when you are already seeking preapproval.
- By mail: Complete VA Form 26-1880, Request for a Certificate of Eligibility, and mail it with the required service documentation. Mail requests can take longer than electronic requests.
Check the certificate for the entitlement charged from any previous VA loan. That figure becomes essential if you do not have full entitlement available.
COE eligibility versus lender approval
A COE confirms access to a benefit; it does not guarantee a particular loan amount, interest rate or approval. A lender must still determine whether the requested payment and loan structure fit its underwriting rules and your financial profile.

| Decision | What it establishes | What it does not establish |
|---|---|---|
| VA eligibility | Your service or duty status qualifies for the VA benefit. | That you can afford a specific home or loan. |
| COE entitlement | The amount of VA guaranty available or already charged. | A personal borrowing allowance or automatic zero-down approval. |
| Lender underwriting | Whether the lender will approve the requested transaction and its terms. | That another lender would reach the same decision. |
| Property appraisal | The appraiser’s supported value and VA property requirements. | That the lender must finance a price above the supported value. |
VA does not set a minimum credit score on its entitlement guidance page, but individual lenders may impose score, debt, income, reserve or documentation requirements. Comparing lenders is therefore part of the eligibility-to-closing process, not an optional final step.
What entitlement is—and what it is not
Entitlement is the VA guaranty backing that supports a lender’s loan. It is not the amount of cash VA gives you and not the maximum price of a home you may buy.

VA describes $36,000 as basic entitlement. A COE showing full entitlement means no VA loan limit applies to the borrower, provided the borrower qualifies under the lender’s standards and the appraisal supports the purchase price. “No VA loan limit” does not mean unlimited affordability: income, debts, credit history, assets, lender policy, the requested payment and the property’s value still control the approval.
Full entitlement
Full entitlement generally means no prior VA loan has reduced the guaranty available to you, or that previously used entitlement has been fully restored. In that situation, the San Diego county limit is not a ceiling on your VA loan. The lender still decides whether the loan is supportable and may require a down payment if the price exceeds the appraised value or if its underwriting requires additional funds.

If another VA loan has used part of your benefit and that entitlement remains charged, you may have remaining entitlement rather than full entitlement. VA directs borrowers in this position to use the applicable county one-unit limit, multiply it by 25%, and subtract the entitlement already charged on the COE. The resulting guaranty, together with any down payment, must satisfy the lender’s required guaranty share.
VA says most lenders require entitlement, a down payment, or a combination covering at least 25% of the loan amount. The lender—not the county figure alone—determines the borrower-specific result.
How the 2026 San Diego limit affects the calculation
The Federal Housing Finance Agency’s 2026 county table, published November 25, 2025, lists San Diego County’s one-unit conforming limit as $1,104,000 for calendar year 2026. VA specifically directs borrowers calculating remaining bonus entitlement to use the one-unit county limit, even when the property has more than one unit.

The calculation starts with:
$1,104,000 × 25% = $276,000
That $276,000 is the 25% benchmark used in the remaining-entitlement calculation. You then subtract the entitlement already charged on your COE.
Illustrative calculation
Suppose a COE shows $100,000 of entitlement already charged. The illustrative remaining guaranty would be:
- San Diego one-unit limit: $1,104,000
- 25% benchmark: $276,000
- Less entitlement already charged: $100,000
- Illustrative remaining guaranty: $176,000
If a lender requires guaranty equal to 25% of the loan, $176,000 of guaranty would correspond to an illustrative loan amount of $704,000 before considering the appraisal, the borrower’s finances, lender overlays or any down payment. This is a demonstration of the formula, not a loan quote or personal borrowing estimate. Ask the lender to calculate the exact amount from your COE and proposed transaction.
Why the number is not a universal cap
The $1,104,000 figure matters primarily when entitlement is not full. It does not cap every VA loan at $1,104,000, and it does not mean a borrower with full entitlement must put money down above that price. Conversely, a borrower with partial entitlement may need a down payment even for a home priced below the county figure, depending on the entitlement charged and the lender’s calculation.
Can you use the VA benefit again?
Prior use does not automatically end your VA benefit. VA identifies several ways entitlement may be restored:

- Sale and payoff: Sell the home and pay the prior VA loan in full.
- Qualified assumption with substitution: A qualified Veteran assumes the loan and substitutes that Veteran’s entitlement for yours.
- One-time restoration while retaining the home: You repay the prior VA loan but keep the property. VA allows this type of restoration once.
You must continue to meet VA eligibility requirements. If none of these restoration conditions applies, the entitlement remaining on your COE may still support another VA loan. Request an updated COE before making an offer so the lender can calculate the available guaranty rather than relying on an old closing statement.
San Diego VA loan process: a practical sequence
- Confirm your current status. Gather your DD214 if you are a veteran, or a signed statement of service if you are on active duty. Verify which current VA eligibility category applies to you.
- Obtain the COE. Use the online route, ask a lender to retrieve it through Web LGY, or submit VA Form 26-1880 by mail. Review both the eligibility result and any entitlement charged.
- Discuss entitlement before choosing a price range. Tell the lender about every existing or prior VA loan. Ask whether restoration is available and how much entitlement would remain if restoration is not possible.
- Request a written preapproval. The lender should evaluate credit, income, liabilities, assets and the proposed payment. A preapproval is still conditional on the property and final verification, but it is more useful than treating the COE as an approval.
- Apply the correct county input. For a 2026 San Diego transaction, the lender uses the $1,104,000 one-unit limit in the remaining-entitlement calculation when applicable. The limit must be refreshed for a later calendar year.
- Make an offer with the appraisal risk in mind. VA requires an appraisal. If the supported value is below the contract price, you may need to renegotiate, bring cash for the difference if permitted and acceptable to the lender, or cancel under the contract’s applicable protections.
- Complete underwriting and closing. Provide requested income, asset, liability and service documents promptly. Confirm the final cash needed at closing, the monthly payment and how any entitlement shortfall is being covered.
What can reduce the amount a lender approves
Income and liabilities
Lenders compare documented income with recurring obligations and the proposed housing payment. A valid COE cannot offset insufficient repayment capacity. Changes in employment, variable income, new debts or undisclosed obligations can change the decision after preapproval.
Credit and lender overlays
VA does not publish a minimum credit score on the entitlement guidance page, but lenders may set their own score and history requirements. One lender may accept a profile another declines, so ask each lender for its current credit, reserve and documentation standards.
Assets and cash to close
Assets can affect the lender’s comfort with the transaction and your ability to cover required cash. When partial entitlement requires a down payment, the lender should identify the amount and explain how it was derived. Compare the full cash-to-close figure rather than focusing only on the quoted rate.

Appraised value and property eligibility
The appraisal supports both value and VA property requirements. A contract price above the supported value can create a funding gap even when your income and entitlement are sufficient. The appraisal therefore remains a separate constraint from the county limit.

How to compare lenders
Obtain more than one quote when practical. Ask each lender to put the assumptions in writing, especially if you have previously used a VA loan.
| Comparison point | Questions to ask |
|---|---|
| Entitlement calculation | What entitlement is charged, what remains, and what county limit did you use? |
| Underwriting | What credit, income, liability, asset and reserve requirements apply? |
| Rate and fees | What rate, lender fees and other charges are quoted, and are they locked? |
| Cash required | What down payment and total cash-to-close should I budget? |
| Appraisal handling | What happens if the appraised value is below the contract price? |
| Timing and conditions | Which documents and conditions could delay final approval? |
No single lender’s requirements or pricing can be inferred from the county limit. The useful comparison is the complete transaction: approval conditions, rate, fees, cash required, appraisal treatment and sustainable monthly payment.
Common San Diego borrower situations
First-time VA user with full entitlement
The county limit does not cap the VA loan. The lender still evaluates affordability and the appraisal, and the borrower must meet all underwriting and occupancy requirements.
Free tools Windows power users keep installed
One-click scans. No signup required.
Borrower keeping a current VA-financed home
Keeping the home may leave entitlement charged. Ask whether the one-time restoration option applies after repayment; if not, the lender calculates the next transaction using remaining entitlement and the applicable county limit.
Borrower selling the current home
A sale followed by payoff may permit restoration. Obtain confirmation of the payoff and request an updated COE before assuming the entitlement is fully available.
Multi-unit purchase
For the remaining-entitlement calculation, VA directs the borrower to use the county’s one-unit limit even if the property has more units. The property must still meet VA requirements, and the lender evaluates the entire transaction.
Keep the figures current
County limits change by calendar year. The San Diego figure in this article applies to 2026 and comes from FHFA’s 2026 county limit table. Recheck the applicable limit when the year changes, request a current COE if your prior loan status has changed, and ask the lender to rerun the entitlement calculation for the actual property and price.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsNearly 90% of VA-backed loans are made with no down payment, according to a broad VA-reported statistic. That figure is not San Diego-specific and does not guarantee that an individual borrower will need no down payment; partial entitlement, appraisal results and lender underwriting can require cash.
