Compensation is for a disability connected to qualifying military service and is based mainly on the VA rating and dependents. Veterans Pension is a needs-based benefit for qualifying wartime Veterans who also meet age or disability, income, and net-worth rules. A disability rating does not substitute for the pension means test, and pension financial rules do not create an income cap for compensation.
The right comparison is therefore not simply “which pays more?” It is whether your claim is established by service connection or by wartime service plus financial need. The official rules and current figures below are effective for the periods shown; VA can change rates and eligibility guidance.

| Question | VA disability compensation | Veterans Pension |
|---|---|---|
| What is it for? | A monthly, tax-free payment for a qualifying physical or mental disability connected to service. VA disability compensation rules | A needs-based payment that provides income support to qualifying wartime Veterans who satisfy service, age or disability, and financial requirements. Current pension rules |
| Is service connection required? | Yes. You generally need a current condition and evidence that it was incurred or aggravated during qualifying service, subject to presumptions and other rules. | No. The pension claim is not based on proving that a disability was caused by service; wartime service and the pension’s separate eligibility tests apply. |
| Is there a financial means test? | The cited compensation rules describe rating and dependent factors, not a pension-style income or net-worth test. | Yes. VA evaluates income for VA purposes and net worth, including the claimant’s and dependents’ financial information. |
| How is the amount determined? | The disability rating, generally from 10% through 100%, determines the basic rate. Dependents can increase payment at a combined rating of at least 30%. | VA starts with a Maximum Annual Pension Rate (MAPR) for the household and subtracts countable income. MAPR changes with dependents and Housebound or Aid and Attendance status. |
| Current examples | For a Veteran with no dependents, the rate effective December 1, 2025 is $180.42 a month at 10% and $356.66 at 20%. | For December 1, 2025 through November 30, 2026, standard MAPR is $17,441 a year with no dependents or $22,839 with at least one dependent. |
Neither table entry is an individual award promise. Ratings, household facts, countable income, special monthly categories, discharge history, and other rules can change the result.
VA disability compensation: eligibility and payment mechanics
What compensation covers
VA describes disability compensation as a monthly tax-free benefit for a Veteran who is at least 10% disabled because of an injury or disease incurred or aggravated during active duty, active duty for training, or inactive duty training. The condition can be physical or mental. The governing overview is on the VA Disability Compensation page.

For inactive duty training, VA’s description specifies that the disability must result from an injury, heart attack, or stroke. A condition can also qualify as secondary to an already service-connected disability, or under a statutory or regulatory presumption in specified circumstances. A presumption can change the evidence needed, but it does not eliminate the need to file a claim and establish the other requirements.
Core eligibility screens
- Qualifying service: The eligibility page addresses service in the Uniformed Services and the qualifying duty categories.
- Character of discharge: The discharge generally must be under conditions other than dishonorable.
- Minimum disability level: VA compensation begins at a 10% disability evaluation.
- Current condition and service relationship: Medical evidence of a current disability and evidence linking it to service are central to a claim, unless an applicable presumption supplies the link.
A combined evaluation is not simply the arithmetic sum of separate percentages; VA applies its rating rules. The resulting combined rating, rather than a single symptom in isolation, controls the basic payment table and whether dependent additions are available.
How the rating controls payment
VA evaluations generally run from 10% to 100% in 10-point increments. The official Current Veterans Disability Compensation Rates page lists the rates effective December 1, 2025. For a Veteran with no dependents, it lists:
Recommended Free Tools
| Combined rating | Monthly amount (effective December 1, 2025) |
|---|---|
| 10% | $180.42 |
| 20% | $356.66 |
The same rate schedule contains the higher evaluations and family categories. A dependent spouse, child, or parent can increase compensation when the combined rating is at least 30%. Severe disabilities and special circumstances have additional rules, and certain military retirement, severance, or separation payments can offset compensation. Use the live table for the rating and family combination that actually applies.

Evidence that makes a compensation claim understandable
Organize records around three questions: What condition exists now? What happened during qualifying service? How does the evidence connect the current condition to that event, exposure, or service-connected disability? Medical records, service records, treatment histories, and statements can be relevant. VA’s page also explains that presumptions may apply in defined situations. Do not assume that a diagnosis alone proves service connection, or that a service event alone proves a current disability.
Veterans Pension: eligibility and payment mechanics
What the pension is designed to do
Veterans Pension is a needs-based benefit. ChooseVA describes it as a way to provide income security for economically disadvantaged wartime Veterans and their survivors. The payment is not awarded because VA determined that a particular disability was caused by service; it uses the pension program’s service, age or disability, income, net-worth, and discharge tests.
Wartime service and qualifying circumstances
The Veterans Pension FAQ explains that minimum service rules depend on when service began. In general, some Veterans whose service began before September 8, 1980 must have at least 90 days of active service, including at least one day during a recognized wartime period. For many people who entered service after that date, the rule is 24 months of active duty or the full period for which they were called, with exceptions. The exact service record and exception matter, so “I served during a war” is not by itself a complete eligibility determination.

- Age 65 or older;
- Permanent and total disability;
- Long-term residence in a nursing home because of a disability; or
- Receipt of Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI).
These conditions mean that the pension is not available automatically to every Veteran over 65, and a younger applicant may qualify through a listed disability circumstance.
Income and net-worth rules
VA counts income for VA purposes and evaluates the assets and income of the claimant and dependents. For the period December 1, 2025 through November 30, 2026, the published net-worth limit is $163,699. The current figure and definitions appear on VA’s Current Veterans Pension Rates page.
VA’s listed exclusions include the primary home, a car, and basic household items. Certain unreimbursed medical and educational expenses can reduce income under the applicable rules, which can affect the pension calculation. Those deductions are not a blanket waiver of the means test: VA decides whether an expense qualifies and how it is treated.
Transfers of assets for less than fair market value during the three-year look-back can produce a penalty period of up to five years in qualifying cases. Giving away or retitling property to get under the limit can therefore delay or reduce eligibility. Keep transaction records and obtain advice from VA or an accredited representative before moving assets.

How Veterans Pension payment is calculated
MAPR is a ceiling, not a flat benefit
VA sets a Maximum Annual Pension Rate (MAPR) for the household category. In the ordinary calculation, annual pension equals the applicable MAPR minus countable annual income. If countable income reaches or exceeds the MAPR, the calculated payment can be zero. Because the result is annual, divide the approved annual amount by 12 to estimate a monthly payment; VA’s award notice controls the actual payment schedule.
For December 1, 2025 through November 30, 2026, the current page lists these examples:
| Household or status | MAPR per year |
|---|---|
| Veteran with no dependents, standard rate | $17,441 |
| Veteran with at least one dependent, standard rate | $22,839 |
| Veteran with no dependents, Housebound | $21,313 |
| Veteran with no dependents, Aid and Attendance | $29,093 |
MAPR categories for a spouse, child, Housebound status, or Aid and Attendance can differ substantially from the standard no-dependent figure. Confirm the exact category on the current rate page rather than using the nearest number from an older chart.

VA gives an illustration for a qualifying Veteran with a dependent non-Veteran spouse, no children, qualifying Aid and Attendance status, and $10,000 in combined yearly income. The listed MAPR is $33,548; subtracting $10,000 produces an illustrated annual pension of $23,548, or $1,962 per month. This is VA’s example, not a forecast for an applicant. Your countable income, deductible expenses, household category, and eligibility findings may be different.

Can someone receive both benefits?
Do not assume that a Veteran must choose one program, and do not assume that approval for one automatically guarantees payment of the other. The programs have different tests, and the complete coordination rules depend on the individual’s service history, disabilities, income, household, and other benefits. Ask VA or an accredited Veterans Service Officer to evaluate both programs together before relying on an expected combined payment.
Applying and getting help
Steps for a disability compensation claim
- Identify the claimed conditions: List current physical or mental conditions and any condition you believe is secondary to an established service-connected disability.
- Collect service and medical evidence: Assemble service records, treatment records, diagnoses, and information showing the in-service event or aggravation and the relationship between service and the current condition.
- Check the rating and dependent information: Review the live compensation rate table and make sure marriage, children, or qualifying parents are reported when relevant. Dependent additions generally require a combined rating of at least 30%.
- Use VA’s current compensation claim instructions: Start from the official compensation information page and follow the current filing route and evidence instructions. Requirements and online screens can change.
- Respond to VA requests: Keep copies of submissions and attend examinations or provide records when VA requests them. An accredited representative can help explain evidence without promising a particular rating.
Steps for a Veterans Pension claim
- Verify the service period and discharge: Check the length and dates of active service against the rules for when you entered, including any applicable exception.
- Document a qualifying age or disability circumstance: Gather records showing age 65 or older, permanent and total disability, qualifying nursing-home care, or SSDI/SSI receipt.
- Prepare financial information: Compile income, recurring expenses, assets, dependent information, and records for unreimbursed medical or educational expenses. Include information VA needs to evaluate net worth.
- Apply online or use VA Form 21P-527EZ: ChooseVA identifies online filing and Form 21P-527EZ as application routes. Check the live instructions before submitting because forms and required attachments can be revised.
- Use an official assistance channel: VA points applicants to VA benefits offices, state directors, county Veterans Service Officers, and accredited Veterans Service Organizations. These channels can help you understand evidence and complete the application.
ChooseVA also describes the Fully Developed Claim approach: you collect the evidence and certify that no additional evidence will be submitted. Processing time varies, so certification should be made only when your evidence is complete.
Common mistakes and how to avoid them
- Calling pension a service-connected disability payment: Pension eligibility does not require proving that a disability was caused by service. Compensation does.
- Treating MAPR as guaranteed cash: MAPR is the annual maximum for a category. Countable income is subtracted, and the actual award can be lower.
- Using an old rate chart: The FAQ lists a prior net-worth limit of $159,240 for December 1, 2024 through November 30, 2025. For the current comparison, use the $163,699 limit and rates effective December 1, 2025 through November 30, 2026.
- Applying the pension means test to compensation: The compensation eligibility and rate pages do not describe a general pension-style income or asset cap for compensation.
- Assuming age alone qualifies for pension: Age 65 is one qualifying circumstance, but service-duration, wartime, discharge, and financial rules still apply.
- Ignoring asset transfers: A below-market transfer during the three-year look-back can trigger a penalty period of up to five years in applicable cases.
- Estimating from a single rating: Compensation can involve combined ratings, dependent additions, offsets, and special rules. A 10% or 20% example is not an award estimate for a different household.
- Failing to update household changes: Marriage, divorce, a child’s status, income changes, medical expenses, or a change in Housebound or Aid and Attendance status can affect pension or compensation records.
Which program should you investigate first?
Start with the benefit whose defining test matches your facts. If you have a current condition and evidence tying it to qualifying service, investigate disability compensation even if your household income is substantial; the pension means test is not the compensation test. If you are a wartime Veteran with limited income and net worth and meet an age or qualifying disability circumstance, investigate Veterans Pension even when no disability has been found service-connected.

Many people should ask about both rather than making a decision from a rate table alone. Bring your service dates and discharge information, medical and disability records, household details, income, assets, and deductible-expense documentation to VA or an accredited representative. That information is what allows the program-specific rules to be applied to your case.
Keeping the figures current
The dollar amounts in this article are tied to VA’s published effective period beginning December 1, 2025. Compensation rates are on VA’s current compensation rate page; pension MAPR and net-worth figures are on the current pension rate page. Recheck those pages when filing or reviewing an award, especially after an annual cost-of-living update or a household change.
