A burial, plot or interment, and transportation allowance can reimburse some costs when an eligible person pays for a Veteran’s arrangements. Burial in a VA national cemetery provides specific cemetery services at no cost when the Veteran or family member qualifies and space is available. Qualifying for one program does not automatically qualify you for the other.
This guide explains who may qualify, current allowance amounts tied to the date of death, what a national cemetery provides, which funeral expenses remain yours, filing deadlines, application steps, and the consequences of choosing VA’s urn-and-plaque option.

Families usually encounter two different questions:

One-click scans. No signup required.
- Can VA help pay expenses? This is the burial-allowance program. It can provide a flat-rate payment for eligible burial and funeral costs, plot or interment costs, and qualifying transportation of remains.
- Can the Veteran or eligible relative be buried in a VA national cemetery? This is a cemetery-eligibility decision. When approved and space is available, VA provides the gravesite and listed cemetery services directly rather than paying the family a general funeral bill.
A family could qualify for one track and not the other. For example, a claimant might meet the allowance rules but choose a private cemetery, while a Veteran may qualify for a national-cemetery gravesite without the family receiving every possible cash allowance.

Who may qualify for a VA burial allowance?
Eligible people who paid the expenses
The allowance is generally claimed by the person or organization that paid qualifying expenses and was not reimbursed by another source. VA lists these possible claimant relationships and roles:
- The Veteran’s surviving spouse or surviving legal-union partner
- A child or parent
- An executor or administrator of the estate
- Another family member or friend who paid the bill
- A representative of a funeral home, cemetery, or another organization
The claimant’s role matters. Keep invoices, receipts, and proof of payment in the name of the person seeking reimbursement, especially for transportation. VA does not treat the allowance as an automatic payment to everyone involved in arranging a funeral.
Veteran circumstances that can establish eligibility
The Veteran generally must not have received a dishonorable discharge, and at least one qualifying circumstance must apply. VA identifies circumstances including:
- The death resulted from a service-connected disability.
- The Veteran died while receiving care at a VA facility or a VA-contracted facility.
- The Veteran died while traveling with proper authorization and at VA expense to or from an examination or treatment.
- A qualifying original or reopened compensation or pension claim was pending when the Veteran died.
- The Veteran was receiving VA pension or compensation at death.
- The Veteran was eligible for VA compensation or pension but was receiving full military retirement or disability pay instead.
VA also lists exclusions for a person who died on active duty, while serving in Congress, or while serving a federal prison sentence. Active-duty deaths are addressed separately under national-cemetery eligibility, so do not apply the allowance exclusions to the cemetery program.

Who may be buried in a VA national cemetery?
National-cemetery eligibility is decided under different rules. A Veteran who did not receive a dishonorable discharge may qualify. A service member who died during active duty, active duty for training, or inactive duty for training may also qualify.
Family eligibility can extend beyond the Veteran:
- A Veteran’s spouse or surviving spouse may qualify even after remarriage.
- A minor child may qualify even if the Veteran died first.
- Some unmarried adult dependent children may qualify.
Character-of-service and statutory disqualifications can change the result. People with other-than-honorable, bad-conduct, or dishonorable discharge statuses may not qualify, but VA allows a character-of-discharge review or discharge-upgrade process. Eligibility is case-specific; a general discharge label alone is not a final determination.
Planning ahead versus arranging a burial now
For a living Veteran or family member, request a pre-need eligibility determination so the family has a decision before a death occurs. If the person has already died, do not file a pre-need application; schedule the burial at time of need through VA’s cemetery process.
What burial in a VA national cemetery includes
When an eligible person is accepted for burial in a VA national cemetery and space is available, VA lists these services and items at no cost to the family:
| Provided by VA | How it applies |
|---|---|
| Gravesite | A burial space in the national cemetery, subject to eligibility and available space. |
| Opening and closing of the grave | The cemetery performs the interment work. |
| Government-provided burial liner | Provided as part of the national-cemetery burial service. |
| Government headstone or marker | Memorializes the eligible person according to VA standards. |
| Perpetual care | Ongoing maintenance of the gravesite. |
| Burial flag and Presidential Memorial Certificate | Available for eligible Veterans, service members, and Reservists under VA rules. |
| Military funeral honors | Available for eligible Veterans, service members, and Reservists; arrangements are coordinated separately from the cemetery space. |
An eligible spouse or dependent buried with the Veteran receives burial with the Veteran, perpetual care, and an inscription of the spouse’s or dependent’s name and dates on the Veteran’s headstone.

National-cemetery benefits do not make every funeral purchase free. The National Cemetery Administration states: Any item or service obtained from a funeral home or cremation office will be at the family’s expense.
That includes provider charges and privately selected services not supplied by the cemetery.
See VA’s detailed list in What does burial in a VA national cemetery include? and the National Cemetery Administration’s Burial and Memorial Benefits.
What the burial allowance can cover
The allowance is a flat-rate benefit, not a promise to pay every invoice. Depending on the case, it may help with funeral and burial costs, plot or interment expenses, and qualifying transportation of remains to the final resting place. VA states that legal burial types can qualify, including traditional burial, cremation, burial at sea, and donation of remains to a medical school.
Published allowance amounts by death date and category
| Death or claim category | VA-published maximum or table amount | Effective period or condition |
|---|---|---|
| Service-connected death | $2,000 maximum | Deaths on or after September 11, 2001, under VA’s current rate table. |
| Earlier service-connected death | $1,500 maximum | Deaths before September 11, 2001, under VA’s current rate table. |
| Burial allowance for a qualifying non-service-connected death | $1,002 | Deaths on or after October 1, 2025 and before October 1, 2026. |
| Plot or interment allowance for the same rate period | $1,002 | Deaths on or after October 1, 2025 and before October 1, 2026. |
| Burial allowance for the next rate period | $1,032 | Deaths on or after October 1, 2026. |
| Plot or interment allowance for the next rate period | $1,032 | Deaths on or after October 1, 2026. |
These are VA table amounts and maximums, not a guarantee that every claimant receives every listed payment. The applicable death-date range, service-connected status, type of expense, claimant eligibility, and other program rules control the amount. Check the live VA rate table for changes.
Transportation reimbursement
VA may reimburse transportation of remains to the final resting place when the transportation qualifies under the program. The allowance page describes eligibility when the Veteran was hospitalized at a VA or VA-contracted facility at death, or died while traveling to VA-authorized care. Reimbursement is for transportation costs paid directly by the claimant, and the receipt should be in that claimant’s name.

Privately purchased headstone or marker allowance
VA lists a $441 maximum headstone or marker allowance for a qualifying privately purchased marker scenario involving deaths on or after October 1, 2025. This is a specific benefit with its own eligibility and effective-date rules; it is not an additional payment every family receives. Confirm the current requirements before purchasing a marker.
Expenses families commonly still pay
A VA cemetery gravesite and cemetery labor do not cover the full cost of a funeral or cremation. Depending on the family’s choices, remaining expenses can include:
- Funeral-home or cremation-office items and services
- A casket, cremation container, urn, or other privately selected container
- Funeral or memorial service arrangements
- Transportation that does not meet VA reimbursement rules
- Private-cemetery charges when the family does not use a VA national cemetery
- Amounts above a flat-rate allowance or outside the eligible expense categories
Ask the provider for an itemized statement and retain proof of payment. A burial allowance is intended to offset eligible costs; it is not a guarantee that the family’s total bill will be covered.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Filing deadlines and exceptions
The deadline depends on the type of death and benefit claimed:
- Service-connected death: VA says there is no time limit for a burial or transportation allowance claim.
- Death not service connected: A claim is generally due within two years after burial.
- Exceptions: The two-year rule has exceptions for a death while the Veteran was under care at a VA or VA-contracted facility and for plot or interment and transportation claims.
- Discharge status changed after death: If VA changes the status from dishonorable to another status, file the burial-allowance claim within two years after that change.
- State or tribal organization plot/interment claims: Eligible organizations have no time limit.
Because an exception can change the deadline, submit a claim promptly rather than assuming the general two-year rule applies.

How to apply for a burial allowance
- Confirm which benefit you are seeking. Decide whether you are claiming a cash allowance, arranging a national-cemetery burial, requesting transportation reimbursement, or pursuing a memorial item. Separate applications and eligibility tests may apply.
- Gather the claimant’s payment records. Keep itemized funeral or cemetery invoices, proof of payment, and transportation receipts. For transportation, VA says the receipt should be in the name of the person who paid.
- Collect service and death records. VA identifies a death certificate showing the cause of death and a DD214 or other separation documents covering service periods as potentially useful. Medical records may support a service-connected-death claim; if you cannot access them, VA describes authorizing release of records.
- Complete VA Form 21P-530EZ. VA accepts the burial-benefit application online or by mail. The listed documents support a claim but are not necessarily required in every case.
- Submit within the applicable deadline. Use the service-connected, non-service-connected, facility-care, transportation, plot/interment, or discharge-change rule that fits your case.
- Arrange cemetery services separately when needed. A national-cemetery burial is scheduled at time of need. A pre-need eligibility application is for someone living, not for a person who has already died.
Automatic payment for some surviving spouses
VA says an eligible surviving spouse listed as the Veteran’s spouse on the Veteran’s VA profile does not need to file a burial-cost claim for the set amount VA automatically pays after receiving notice of death for plot/interment or transportation. This limited automatic process does not extend to every claimant or every burial benefit, so other family members should not assume payment will occur without an application.
Memorial items and the choices that can affect future benefits
VA memorial benefits may include a government headstone or marker, burial flag, medallion, Presidential Memorial Certificate, and, in limited circumstances, an urn and plaque. The VA memorial-items page explains the application rules.
Headstone, marker, or medallion
A medallion attaches to a privately purchased headstone or marker. In the relevant private-cemetery circumstance, the Veteran may receive either a government headstone or marker or a medallion—not both. Decide which form of memorial fits the cemetery’s rules and the family’s plans before ordering a private marker.

Urn and plaque for cremated remains that will not be interred
The urn-and-plaque benefit is for qualifying cremated remains that will not be interred. VA says choosing it means the remains cannot later be interred in a VA national cemetery, and VA cannot provide a headstone, marker, or medallion for placement in a cemetery. VA also says the election cannot be undone. Confirm eligibility and the long-term implications with VA before applying; this is not a routine urn purchase and should be treated as a permanent choice.
A practical way to decide what to request
| Your situation | Primary VA path | Key issue to verify |
|---|---|---|
| You paid funeral or burial expenses and received no reimbursement | Burial, plot/interment, or transportation allowance | Claimant role, qualifying Veteran circumstance, expense category, and filing deadline. |
| You want a gravesite and cemetery services in a VA national cemetery | National-cemetery eligibility and scheduling | Character of service, family relationship if applicable, and available space. |
| The Veteran died in VA or VA-contracted care | Check both cemetery eligibility and allowance exceptions | Facility status and whether the claimed cost is transportation, plot/interment, or another expense. |
| The family is considering a private cemetery | Allowance and memorial-item rules | Whether a medallion, private marker allowance, or other item is available; do not assume national-cemetery services transfer to a private cemetery. |
| The family wants cremated remains kept without interment | Urn-and-plaque option, if eligible | The irreversible loss of later VA national-cemetery interment and cemetery memorial items. |
Keep the death certificate, service documents, itemized invoices, receipts, and any VA correspondence together. Rate tables and forms can change, so verify current instructions on VA’s official pages before filing or purchasing a memorial item.
