Fiat prefunding is usually safer when beneficiaries must be paid in local currency, banking and regulatory rules are well established, or the local off-ramp is the bottleneck. USDC does not automatically make a payout cheaper or eliminate the need for local liquidity. In practice, the best design is often hybrid: use USDC for inter-partner or network settlement and retain fiat balances for last-mile payment.
The decision is corridor-specific. A blockchain transfer may complete quickly while conversion, sanctions checks, reconciliation, or the final bank or card rail still takes hours or days. Compare the complete payout lifecycle—not just the token-transfer fee.

What prefunding means in a card-payout program
Prefunding means placing money with a bank, processor, card network, or payout partner before individual beneficiaries request payments. The prefunded balance lets the partner approve and release transactions without waiting for a separate international transfer for every payout.

With USDC prefunding, an issuer or payout platform acquires USDC and transfers it to a supported settlement or payout arrangement. The partner then converts the token to the currency required by the destination rail, or uses it as settlement inventory when the arrangement permits. Blockchain movement can occur near real time and does not stop for weekends or bank holidays.

That advantage exists only when every link is ready: the sender must have compliant custody, the counterparty must accept USDC, the destination partner must be able to redeem it, and the local payout rail must be available. If any link is closed or illiquid, the token can arrive quickly but the beneficiary can still wait.
Fiat prefunding
Fiat prefunding places U.S. dollars or local currency with a bank, processor, or payout partner. The balance is directly usable for beneficiary payment, so there is no token redemption step at the point of payout. The trade-off is that funding and rebalancing may follow banking hours, correspondent-bank cutoffs, local holidays, and transfer windows.
Fiat balances can also be fragmented. An operator may need separate pools in several currencies and countries, each subject to local account, reporting, and liquidity requirements.

| Question | USDC prefunding | Fiat prefunding |
|---|---|---|
| When can funds move? | Potentially 24/7 over a supported blockchain, including weekends and holidays. | According to bank, processor, correspondent, and local-rail operating windows. |
| What balance is held? | USDC plus whatever fiat inventory is needed for conversion and final payout. | USD and/or destination-currency balances held with banking or payout partners. |
| Where is the main bottleneck? | Redemption, FX conversion, compliance approval, custody, liquidity, or the local payout rail. | Bank transfer timing, correspondent processing, local funding windows, and currency availability. |
| Does it reduce total cost? | Not automatically. On/off-ramp, FX, compliance, custody, liquidity, and network costs can outweigh the blockchain fee. | Fewer conversion steps for local payment, but potentially higher trapped working capital and correspondent or banking charges. |
| Weekend coverage | Can improve if counterparties and local rails remain open. | Usually limited by bank and processor schedules. |
| Regulatory workload | Includes KYC/AML, sanctions screening, custody controls, transaction monitoring, reporting, and any applicable travel-rule obligations. | Still requires full payment compliance, but may fit existing bank controls and procedures more closely. |
| Failure recovery | Requires a second redemption or payout route, controlled wallet operations, and a plan for delayed or frozen conversion. | Requires alternate banks, processors, and currency accounts; balances are usually easier to understand operationally. |
What the available evidence shows about cost and speed
On-chain fees are only one line item
A 2026 Banca d’Italia mystery-shopping study sent 200 USDC across ten corridors linking Italy with Argentina, Brazil, South Africa, the United Arab Emirates, and Japan. Total observed cost ranged from 0.30% to nearly 9% of the transfer value. The on-chain transfer fee was only a marginal share of the total; on/off-ramp friction was the main source of cost and delay.
The result rules out a universal claim that stablecoin prefunding is cheaper. A corridor with a narrow conversion spread, deep liquidity, and a reliable payout partner may benefit. Another corridor may incur several conversion charges, a wide spread, manual compliance review, or a costly local cash-out.
End-to-end speed follows the last-mile rail
In the same Banca d’Italia work, settlement completed in under 20 minutes where instant-payment systems existed. Where standard bank transfers were required, completion took one to two business days. The blockchain leg therefore did not determine the final customer experience by itself.

Visa said in a 2025 official announcement that USDC settlement can give issuers faster blockchain funds movement, seven-day availability, and greater operational resilience across weekends and holidays without changing the consumer card experience. That describes the settlement layer; it does not guarantee that every destination country, bank, or payout method operates continuously.

Reach depends on the payout network
Visa reported in 2026 that Inyo Global moved stablecoin prefunding for Visa Direct from pilot to production and could support payouts to more than 180 countries. The figure describes that integration’s stated reach, not a guarantee that every currency, card, bank account, transaction size, compliance profile, or payout method is available on identical terms.
How to calculate the real cost
Compare both models using an identical transaction population and a full cost stack. A useful per-payout equation is:
Total cost = funding cost + FX spread + network or correspondent fees + on/off-ramp fees + liquidity cost + custody and security cost + compliance operations + exception and reconciliation cost + expected loss from failed or delayed payouts.
USDC cost components
- Acquisition: the spread or fee paid to obtain USDC.
- Blockchain transfer: the network fee and any service markup.
- Redemption and FX: the spread, fixed fee, and timing cost to obtain destination currency.
- Liquidity: the cost of keeping USDC and local currency available, including balances that cannot be redeployed.
- Custody and controls: wallet segregation, key management, approvals, monitoring, insurance where available, and incident response.
- Compliance: screening, transaction monitoring, investigations, reporting, and manual review.
- Exceptions: fees and staff time when a payout is returned, a wallet is blocked, or a conversion partner is unavailable.
Fiat cost components
- Funding: bank-wire, payment-system, and account-maintenance charges.
- FX: the spread paid when moving between the funding currency and local payout currency.
- Correspondent processing: intermediary-bank fees, lifting fees, and repair charges.
- Liquidity: the opportunity cost of holding separate balances by currency and corridor.
- Compliance and operations: screening, reporting, reconciliation, account administration, and investigations.
- Exceptions: returned payments, rejected beneficiaries, stale account details, and manual re-funding.
Do not compare a visible blockchain fee with a headline bank fee. Measure the cost per completed payout, including failed attempts and staff intervention. Banca d’Italia’s 0.30% to nearly 9% range demonstrates how much the conversion and payout environment can dominate the token-transfer charge.

USDC can reduce the number of locations in which an operator keeps idle fiat, but only if partners accept it and redemption is dependable. The amount released is not a fixed percentage; it depends on payout volume, settlement timing, currency volatility, prefunding requirements, and the rebalancing schedule.

A practical balance model
For each corridor, estimate the balance required to meet the service-level target:
Required local balance = peak payout demand during the funding window + safety buffer − expected incoming local funds.
For a USDC design, add the amount needed to cover conversion while a redemption partner is unavailable:
Required USDC liquidity = expected cross-corridor demand during the recovery window + conversion buffer + operational reserve.
The recovery window should reflect weekends, holidays, compliance holds, and the time needed to activate an alternate partner. A short blockchain settlement time does not justify a small reserve if the off-ramp can be closed for a day.
When capital is genuinely released
- One USDC balance can serve several corridors without maintaining the same amount of fiat in each location.
- Rebalancing can occur outside banking hours when the network and counterparties operate continuously.
- Partners permit just-in-time conversion rather than requiring large local-currency deposits.
When capital is merely moved
- The payout partner still requires local-currency collateral after receiving USDC.
- Redemption is limited to narrow windows or small daily quotas.
- Compliance or risk policy requires large fiat reserves to cover blocked wallets or delayed conversions.
- USDC holdings count differently from cash for internal liquidity, capital, or regulatory-ratio purposes.
The Federal Reserve has highlighted that stablecoin inventory holders must consider how readily tokens can be exchanged for fiat and how those holdings affect regulatory ratios. Treat token balances as a liquidity asset only after establishing a documented redemption route and its limits.

Speed and availability by operating layer
| Layer | USDC question | Fiat question | What to measure |
|---|---|---|---|
| Funding | Can the wallet transfer be authorized and confirmed at any time? | What are bank cutoffs, holidays, and funding windows? | Median and 95th-percentile funding time; weekend success rate. |
| Conversion | Can USDC be redeemed in the destination currency immediately? | Is the required currency already in the account? | Quote validity, spread, queue time, and rejected conversions. |
| Compliance | Will wallet screening or travel-rule data create a hold? | Will bank screening or beneficiary review create a hold? | Hold rate, review time, and release rate. |
| Last mile | Does the card, instant-payment, or bank rail run continuously? | Does the same local rail accept the prefunded balance? | Authorization-to-beneficiary time and payout completion rate. |
| Reconciliation | Can on-chain transactions be matched to internal payout IDs? | Can bank statements and processor reports be matched automatically? | Unmatched items, aging, and manual touches per payout. |

FX, redemption, and off-ramp risk
Redemption is a counterparty capability
USDC is useful only if an approved counterparty will exchange it for the currency the beneficiary needs. Confirm supported currencies, operating hours, minimum and maximum sizes, pricing method, settlement account, withdrawal limits, and what happens during a compliance review.
Model a closed or illiquid off-ramp
Before launch, write a playbook for a partner that is offline, has no available local currency, widens its spread, or places the transaction under review. The playbook should specify:
- How long the operator will wait before rerouting.
- Which alternate redemption and payout partners are approved.
- Whether payouts can be queued, cancelled, or funded from a local fiat reserve.
- Who can authorize a conversion at a wider spread or move funds to another wallet.
- How customers and merchants are notified when the service-level target will be missed.
- How the original transaction is reconciled after a retry or reversal.
Control spread and timing risk
Capture the quoted USDC-to-fiat rate, timestamp, executable amount, and fees for every conversion. Compare the execution rate with an independent reference and set escalation thresholds for abnormal spreads. A conversion that is technically available but materially more expensive can erase the benefit of fast funding.
Compliance, custody, and governance requirements
Both models require regulated payment controls. USDC adds a digital-asset control layer rather than removing the existing one.
Core controls for USDC
- Know-your-customer and anti-money-laundering checks on issuers, merchants, payout partners, and relevant counterparties.
- Sanctions screening for customers, beneficiaries, wallet addresses, and transaction exposure.
- Transaction monitoring with rules for unusual velocity, structuring, chain activity, and rapid movement through newly created wallets.
- Documented wallet ownership, address allowlists, role-based approvals, dual control, and key-recovery procedures.
- Travel-rule and payment-data procedures where applicable to the jurisdictions and counterparties involved.
- Segregation of customer funds, daily balance verification, chain confirmations, and incident-response testing.
- Clear treatment of USDC for accounting, liquidity, capital, and regulatory reporting.
Controls that remain essential with fiat
- Beneficiary and originator screening, transaction monitoring, and sanctions escalation.
- Bank-account verification, name matching, return handling, and payment-message integrity.
- Dual approvals for large or unusual funding movements.
- Daily reconciliation between bank, processor, card-network, and internal ledgers.
- Contingency accounts and documented procedures for a bank outage or correspondent rejection.
The Federal Reserve identifies fixed costs for foreign branches and cross-border compliance capacity, as well as messaging, tracking, redundant regulatory checks, market-power, and regulatory costs. Moving the settlement asset to a blockchain does not eliminate those structural costs; it changes where they arise and which controls must be operated.

Reach, reliability, and customer experience
Evaluate each corridor at the level of the actual payout method. A country may be technically supported while a particular card type, bank-account format, currency, transaction size, or beneficiary category is not. Record availability by corridor, not as a single global percentage.
Questions for every payout partner
- Which countries and currencies are live in production rather than only in testing?
- Which card, bank, instant-payment, or cash methods are supported?
- What are transaction, daily, and monthly limits?
- What are the uptime target, planned maintenance windows, and holiday schedule?
- How are duplicate, returned, expired, or partially completed payouts handled?
- How quickly are status events delivered, and can the operator query final status?
- Can the partner provide a second route during an outage?
Visa’s reported reach of more than 180 countries for Inyo Global’s Visa Direct integration is a useful indication of network scale, but operators still need corridor-level confirmation and live monitoring.
A step-by-step evaluation process
- Map the payout journey. Document approval, funding, conversion, compliance review, network submission, beneficiary receipt, refunds, and reconciliation for each corridor.
- Collect comparable data. Use the same transaction values, currencies, time periods, service-level targets, and failure definitions for USDC and fiat trials.
- Price every component. Include FX, on/off-ramp, network, correspondent, custody, compliance, liquidity, support, and expected exception costs.
- Measure working-capital requirements. Record opening balance, peak balance, minimum reserve, time to rebalance, and funds unavailable during a hold.
- Test non-business hours. Run controlled payouts on weekends and holidays, then separate blockchain confirmation time from local payout time.
- Run failure drills. Simulate an unavailable off-ramp, a blocked wallet, a bank return, a duplicate instruction, and a delayed status message.
- Validate regulatory treatment. Obtain jurisdiction-specific advice on licensing, custody, stablecoin use, reporting, safeguarding, and capital or liquidity ratios.
- Set go/no-go thresholds. Define maximum all-in cost, completion-time percentile, failure rate, reconciliation age, reserve level, and concentration limits before scaling.
- Start with a bounded corridor. Limit volume and counterparties until operational controls, alerts, and recovery procedures perform consistently.
- Review continuously. Reprice corridors when FX spreads, redemption capacity, regulation, or payout-rail reliability changes.
When USDC prefunding is the better fit
- Cross-border volume is high enough that fragmented fiat balances create material idle capital.
- Weekend and holiday funding has measurable value for merchants, issuers, or beneficiaries.
- USDC liquidity and redemption are available in the required currencies with predictable spreads.
- The operator has institutional custody, wallet governance, monitoring, and incident-response capability.
- Local payout partners accept the settlement model and can provide reliable status and reconciliation data.
- Management accepts digital-asset counterparty and regulatory risks after documenting mitigations.
When fiat prefunding is the better fit
- Beneficiaries must receive local currency immediately and the payout partner already holds it.
- Banking partners offer dependable liquidity and the service does not require 24/7 rebalancing.
- USDC conversion is expensive, shallow, restricted, or dependent on one provider.
- Internal risk, accounting, or regulatory policy treats fiat more favorably than token inventory.
- The operator lacks the custody and compliance controls needed for wallet-based settlement.
- Most failures occur in the local payout rail, so faster upstream movement would not improve completion time.
Why a hybrid model often wins
A hybrid arrangement uses USDC where its speed and mobility matter, while keeping fiat where beneficiaries and local rails require it. For example, partners can settle their net obligations in USDC, then maintain destination-currency balances for card or bank payouts. The operator can also keep a fiat emergency reserve sized to the off-ramp recovery window.
Recommended Free Tools
Define the handoff precisely: who owns USDC during transit, who performs conversion, which rate is used, how a failed conversion is reversed, and which ledger records the obligation. Without those rules, a hybrid model can create two reconciliation systems and obscure total liquidity exposure.
Metrics to put on the operating dashboard
| Metric | Definition | Why it matters |
|---|---|---|
| All-in cost per completed payout | Total direct and allocated operational cost divided by successfully delivered payouts. | Prevents a low blockchain fee from masking expensive conversion or failure handling. |
| Funding-to-receipt time | Elapsed time from approved funding instruction to beneficiary availability. | Shows the customer outcome across every layer. |
| Weekend coverage | Share of eligible weekend and holiday payouts completed within the target. | Tests whether 24/7 settlement creates real service value. |
| Conversion success rate | USDC or fiat conversion attempts completed without retry, hold, or manual intervention. | Exposes off-ramp and liquidity weakness. |
| Failed and returned payout rate | Transactions not delivered on the first valid instruction. | Captures local-rail and beneficiary-data problems. |
| Reconciliation aging | Time until funding, conversion, payout, and ledger entries match. | Measures operational control and unresolved exposure. |
| Liquidity concentration | Share of volume or balance dependent on one redemption, bank, or payout partner. | Quantifies single-counterparty failure risk. |
| Reserve coverage | Days or hours of expected demand covered by immediately usable USDC and fiat balances. | Connects inventory to the documented recovery window. |
Bottom-line decision rule
Choose USDC prefunding when its 24/7 movement and balance mobility solve a measured treasury problem, and when redemption, compliance, custody, and local payout capacity are proven for the corridors involved. Choose fiat prefunding when direct local-currency availability and established banking controls provide more reliable completion at a lower all-in cost. If neither model dominates every corridor, use USDC for settlement flexibility and fiat for the last mile, with explicit reserves and failure procedures.
