US vs. Taiwan semiconductor manufacturing: capacity, costs, and supply-chain trade-offs

Short answer: Taiwan still dominates semiconductor manufacturing by scale, supplier depth and accumulated process experience. TSMC says the facilities it manages exceeded 17 million 12-inch-equivalent wafers of annual capacity in 2025, with the largest concentration in Taiwan. The United States is adding a strategically important but much smaller base: TSMC’s first Arizona fab entered high-volume 4nm production in the fourth quarter of 2024, while two more fabs and advanced packaging are being built or planned.

Making chips in Arizona is generally more expensive and operationally more difficult than using Taiwan’s mature cluster, but U.S. subsidies change the investment calculation. Arizona improves geographic diversification and brings some leading-edge production closer to American customers; it does not provide an immediate substitute for Taiwan’s complete output.

What the comparison shows at a glance

The United States and Taiwan are not starting from equivalent industrial bases. Taiwan has decades of concentrated investment, a dense network of materials and equipment suppliers, experienced process engineers and technicians, and very large production runs. The U.S. build-out is a policy-backed effort to recreate part of that capability while reducing dependence on one geography.

Dimension Taiwan United States, centered on Arizona
Installed scale TSMC’s Taiwan network includes six 12-inch GIGAFAB fabs, four 8-inch fabs and one 6-inch fab. TSMC’s managed global capacity exceeded 17 million 12-inch-equivalent wafers in 2025. A smaller and newer cluster. The Arizona plan contains three leading-edge fabs at full build-out, with production and packaging capacity added in stages.
Leading-edge status Multiple generations of advanced process technology are produced within an established manufacturing ecosystem. The first Arizona facility began volume production of 4nm technology in Q4 2024. The third fab broke ground in April 2025 for N2 and A16 technologies.
Cost structure Scale, supplier proximity and accumulated yields support competitive unit economics. Higher labor and supply-chain costs, construction and regulatory delays, and workforce shortages can raise both capital and operating costs. Up to $6.6 billion in direct CHIPS funding reduces the net investment burden for TSMC Arizona.
Resilience profile Deep concentration enables fast learning and efficient logistics but leaves more production exposed to disruption in one location. Adds geographic redundancy and proximity to U.S. customers, but local suppliers, talent, packaging and process qualification must still be expanded.

How much semiconductor capacity is in Taiwan?

TSMC’s reported scale

TSMC’s 2025 annual report says the annual capacity of manufacturing facilities managed by TSMC and its subsidiaries exceeded 17 million 12-inch-equivalent wafers in 2025. That is a company-wide figure, not a Taiwan-only count. It includes TSMC’s Taiwan operations and overseas subsidiaries, so it should not be presented as the output of Taiwan alone.

Taiwan remains the center of gravity. TSMC identifies six 12-inch GIGAFAB fabs, four 8-inch fabs and one 6-inch fab on the island. The same company also operates 12-inch subsidiaries in Nanjing and Arizona and a majority-owned 12-inch operation in Japan. The footprint illustrates why Taiwan’s advantage is more than a single factory: production, engineering, suppliers and support services are geographically clustered.

Why wafer-equivalent figures need context

A 12-inch-equivalent wafer converts different wafer diameters into a common capacity measure. It helps compare a 12-inch line with 8-inch and 6-inch lines, but it does not tell you how many finished chips are produced. Chip size, die yield, process node, product mix and downtime all affect the number of usable dies per wafer. A newer leading-edge line may produce fewer wafers than an older line while still making strategically important products.

Capacity also differs from output. A fab can have installed tools but run below theoretical maximum while equipment is qualified, a process is ramping or customer demand is weak. For that reason, the 17-million figure is best read as managed annual capacity, not a promise that every wafer will be shipped at that rate.

What is being built in Arizona?

The first fab is already in advanced-node production

TSMC says its first Arizona facility began high-volume production of 4nm technology in the fourth quarter of 2024. Earlier U.S. Commerce Department planning documents described first-fab high-volume production in the first half of 2025 as a target; the later TSMC annual-report disclosure places the start of volume production in Q4 2024.

That milestone matters because it moves Arizona beyond a construction announcement. Volume production requires qualified tools, stable process recipes, trained operators and acceptable yields. It still does not mean the site has the breadth, scale or maturity of TSMC’s Taiwan network.

Three-fab expansion and advanced packaging

The U.S. Commerce Department’s CHIPS announcement describes a three-fab Arizona plan. At full capacity, Commerce expects the three fabs to manufacture tens of millions of leading-edge logic chips for 5G and 6G smartphones, autonomous vehicles, high-performance computing, artificial intelligence, automotive systems and the Internet of Things.

TSMC’s Arizona information says the third fab broke ground in April 2025 and is intended for N2 and A16 technologies. Those designations refer to future process generations, not output already available today. The timetable depends on construction, equipment installation, process qualification, customer tape-outs and yield improvement.

The plan also includes advanced packaging. Packaging connects dies to substrates and, for many AI and high-performance products, is as important as the front-end wafer process. Building packaging capability near U.S. fabs can shorten logistics routes and reduce a supply-chain gap, but packaging capacity must be qualified for each product and technology.

What the federal award changes

The U.S. Department of Commerce awarded TSMC Arizona up to $6.6 billion in direct CHIPS funding. “Up to” indicates a conditional maximum tied to project milestones and program terms, not an unconditional payment that makes Arizona’s operating costs equal to Taiwan’s.

Subsidies lower the portion of construction cost borne by the company and can make a high-cost location financially viable. They do not eliminate wages, utilities, maintenance, local taxes, supplier freight, qualification expenses or the need to train a workforce. A meaningful comparison therefore separates gross cost from subsidy-adjusted net cost.

Is it cheaper to make semiconductors in Taiwan or the United States?

There is no defensible single percentage

No current official U.S.-Taiwan comparison publishes an apples-to-apples dollar-per-wafer gap between Taiwan and Arizona. A claim such as “U.S. wafers cost 30 percent more” would require the same node, product mix, yield assumptions, utilization, depreciation treatment, energy price, labor scope and subsidy accounting on both sides. Those inputs are not supplied in one comparable study.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The evidence does support a directional conclusion: the U.S. location faces higher recurring costs and more execution risk, while Taiwan benefits from scale and ecosystem density. The size of the difference varies by node, product, fab age, utilization and the treatment of incentives.

Cost drivers that favor Taiwan

Cost or risk How it affects the comparison
Labor The U.S. semiconductor workforce is generally more expensive, and Arizona must recruit and train enough technicians, equipment engineers and process specialists for continuous operation.
Supplier network Taiwan has nearby providers of chemicals, gases, spare parts, maintenance and equipment services. Arizona must import more inputs or persuade suppliers to build locally, adding freight, inventory and qualification costs.
Construction Large fabs require specialized construction labor and tightly controlled facilities. Shortages and delays can defer revenue while capital is tied up.
Regulation and permitting State and local approvals, environmental requirements and infrastructure coordination can extend schedules. A delayed fab increases financing and overhead costs.
Utilities and infrastructure Fabs need exceptionally reliable power, ultrapure water, waste treatment and data connectivity. Building and operating redundant systems adds to fixed cost.
Yield and learning A mature Taiwan line has years of process learning. A new site can initially have lower yields, meaning fewer saleable dies from each wafer until recipes and equipment are tuned.
Logistics Shipping materials, wafers or packaged components between continents adds time, insurance and handling requirements, although local production can reduce some finished-product transport.

Why yield and utilization can outweigh wages

Labor is only one line in a fab’s economics. Semiconductor plants are capital-intensive: depreciation and financing costs remain high even when a line is underused. A site with lower wages but poor utilization can have a higher cost per good die than a more expensive site running at high volume and yield. Taiwan’s dense customer and supplier base helps keep tools loaded and shortens the feedback loop when a process problem appears.

Arizona’s economics can improve as more fabs, customers and suppliers cluster together. The first facility bears many start-up costs; later facilities may share training, maintenance and infrastructure. That potential is one reason public policy focuses on an ecosystem rather than a single building.

Supply-chain depth: Taiwan’s concentration versus U.S. diversification

What Taiwan’s concentration provides

Concentration creates operating advantages. Engineers can move between nearby fabs, suppliers can respond quickly to tool or materials problems, and production teams accumulate experience across many technology generations. Equipment service, specialty chemicals, gases, testing and packaging are easier to coordinate when they are close to the wafer line.

The same concentration creates exposure. A disruption affecting Taiwan can affect multiple products and customers simultaneously because so much capacity and know-how is in one geography. No current official source quantifies how much of that disruption risk Arizona would remove, so it is more accurate to describe Arizona as adding redundancy rather than assigning a percentage reduction.

What Arizona adds

Arizona places some leading-edge output closer to U.S. chip designers, automakers, cloud-computing companies and other downstream users. Shorter routes can improve coordination, reduce some transit risks and make it easier for U.S. customers to work directly with the fab. Domestic production can also support domestic packaging and testing as those capabilities are developed.

Geographic diversification has a cost. A second location duplicates some equipment, facilities and staff rather than sharing one highly efficient cluster. Arizona must build local sources for materials and services or maintain dependable international logistics. It also needs enough experienced people to run several shifts every day, including during ramp-up and maintenance.

Why diversification is not immediate substitution

Moving a product from one fab to another is not like changing a shipping address. The receiving site must qualify equipment, reproduce process conditions, demonstrate yield and reliability, and obtain customer approval. Advanced chips may also depend on a specific packaging flow and design rules tied to the original process.

Until Arizona’s additional fabs and packaging lines are operating at scale, Taiwan will continue to supply the majority of TSMC’s output. Arizona can provide a critical second source for selected products without replacing Taiwan’s complete manufacturing base.

Can U.S. fabs replace Taiwan’s semiconductor supply?

Near term: no

Arizona’s first 4nm line is significant, but a single new fab cannot replace a Taiwan network that spans multiple wafer sizes, process generations and product customers. The three-fab plan is measured in tens of millions of leading-edge logic chips at full capacity, while TSMC’s managed network is measured in more than 17 million 12-inch-equivalent wafers annually.

The units are not directly interchangeable: chips per wafer vary widely, and “tens of millions of chips” is not a wafer-capacity figure. The comparison nevertheless shows that the Arizona project is a substantial addition rather than a duplicate of Taiwan’s entire scale.

Medium term: partial redundancy is realistic

As additional Arizona fabs ramp and packaging comes online, the United States can source a larger share of selected advanced processors domestically. That can reduce dependence on a single production geography for products designed and qualified for Arizona. It can also give customers a second location for emergency planning and capacity allocation.

Whether the site reaches that role depends on workforce retention, supplier investment, yield, customer demand and on-time construction. The U.S. Semiconductor Industry Association and government agencies often describe ecosystem development as a multi-year effort; the cited U.S. International Trade Commission-style analysis from the U.S.-China Economic and Security Review Commission specifically identifies workforce and supplier depth as long-term viability factors.

Long term: a portfolio of locations, not one replacement

A resilient industry is likely to use multiple regions, each with different strengths. Taiwan may continue to host the deepest concentration of advanced manufacturing, while Arizona supplies a larger domestic share and Japan or other locations provide additional capacity. The objective is redundancy and recovery options, not moving every wafer to one alternative country.

Why the U.S. share fell and why rebuilding takes years

The Commerce Department reports that the U.S. share of global wafer-fabrication capacity fell from 37 percent in 1990 to less than 10 percent in 2024. Reversing that decline requires more than constructing clean rooms. It involves rebuilding suppliers, training pipelines, process knowledge, packaging, maintenance capability and customer confidence.

That historical change explains the long ramp schedule. A fab can be physically complete yet commercially constrained if a specialty-gas supplier is missing, a technician pipeline is too small, a package is not qualified or yields lag the customer’s requirement. Public funding accelerates investment, but it cannot compress every learning curve into a single year.

What this means for household finances and business planning

Chip prices are not set by fab wages alone

Manufacturing cost is one input into the price of a phone, vehicle, graphics processor or server. Design expenses, intellectual-property licensing, packaging, testing, memory, assembly, logistics, inventory and bargaining power also matter. A higher-cost U.S. fab does not automatically translate into a matching increase in retail prices, and a subsidy does not guarantee lower prices for consumers.

Public spending creates both benefits and obligations

The $6.6 billion maximum award represents a public investment intended to anchor domestic production and a supporting ecosystem. Potential benefits include construction employment, technical jobs, supplier investment and greater continuity for U.S. manufacturers. The trade-off is that taxpayers support a project whose operating success still depends on private execution, demand and global chip cycles.

How companies should evaluate location risk

Businesses that depend on advanced chips should ask whether a component is qualified at more than one fab, whether the package is made in the same region as the wafer, how quickly capacity can be reallocated and whether inventory can cover a qualification delay. A nominally domestic wafer may still depend on imported chemicals, equipment or packaging materials.

How investors should read capacity announcements

Announcements should be separated into four stages: funding, construction, equipment installation and qualified volume production. The Arizona 4nm milestone is evidence of the fourth stage for that facility; a groundbreaking for N2 and A16 is evidence of construction, not current output. Investors should also distinguish “up to” grant amounts from cash already disbursed and distinguish installed capacity from actual wafer starts.

A practical framework for comparing Taiwan and Arizona

  1. Define the unit. Decide whether the question concerns wafers, good dies, packaged chips, revenue capacity or strategic products. Do not compare wafer-equivalent numbers with chip-count claims without explaining the conversion problem.
  2. Match the technology. Compare the same process generation, wafer diameter and product class. A mature automotive microcontroller and a leading-edge AI processor have different yield, packaging and capacity economics.
  3. Separate gross and net cost. List construction, depreciation, labor, utilities, logistics and supplier costs before incentives, then show how grants or tax credits change the company’s net investment.
  4. Check production status. Mark each facility as announced, under construction, equipment-installed, in qualification or in high-volume production.
  5. Map dependencies. Include chemicals, gases, equipment service, packaging, testing, power, water and skilled labor. A fab is only as resilient as the links that can stop it.
  6. Price the recovery scenario. Ask how long it would take to qualify another site, move a customer’s design and restore packaged shipments after a disruption. No cited source supplies a single Taiwan-Strait recovery number, so the result should be presented as a scenario rather than a statistic.

Bottom line

Taiwan remains the scale and cost benchmark because its semiconductor cluster is mature, concentrated and deeply integrated. The United States is building a smaller but strategically important alternative: Arizona already produces 4nm chips, three fabs are planned at full build-out, advanced packaging is part of the strategy and up to $6.6 billion in CHIPS funding supports the investment. Arizona can improve geographic resilience and serve U.S. customers more directly, but higher costs, workforce needs, supplier gaps and long qualification cycles mean it should be viewed as diversification—not a near-term replacement for Taiwan.
