UPI vs Cards vs Bank Transfers in India: Which Payment Method Costs Less for Merchants in 2026?

For many Indian merchants, bank-account UPI and RuPay debit-card payments have historically been the lowest-cost acceptance options because government policy set their MDR at zero from 1 January 2020. That is not a universal answer in 2026. Official September 2026 publications disagree about whether a new, limited UPI merchant-charge schedule is already operative or still awaits category-specific notification. Card fees vary by card type and acquiring contract, while “bank transfer” covers several products whose merchant, collection and reconciliation charges are not established by RBI’s system-level fee waivers.

The practical answer is therefore: compare the itemised offer from your acquirer or payment provider, confirm which legal notification applies to your merchant category, and include settlement, refunds, disputes, tax and reconciliation effort—not only the headline MDR.

What “cost” means for a merchant

A payment method can be inexpensive at the network level yet produce a larger all-in bill through an acquiring contract or ancillary service. Start by separating the terms used in payment pricing.

MDR

The Reserve Bank of India defines the Merchant Discount Rate (MDR) as “the rate charged to a merchant for payment processing services on debit / credit card transactions.” MDR is a merchant-side processing cost. It is not automatically the same as the customer’s price, a tax, or the complete amount paid to a payment provider.

Interchange and network costs

Interchange is the transaction fee paid to the card-issuing bank. A merchant’s contract may also reflect acquiring, gateway, terminal, settlement, authentication, refund, dispute or reconciliation charges. A policy that sets one component at zero does not prove that every related service is free.

Payment aggregators

RBI describes payment aggregators as entities that facilitate merchant acceptance of payment instruments. If an aggregator collects payments for you, obtain its full rate card and contract rather than assuming that a zero-MDR instrument means a zero-cost service.

UPI: usually cheapest historically, but 2026 rules need verification

What the long-standing rule says

RBI’s payment-system review records the government direction that UPI bank-account transactions and RuPay debit-card transactions should carry zero MDR from 1 January 2020. That historical rule is the reason a basic bank-account UPI payment is commonly treated as a low-cost option for merchants.

Zero MDR does not answer every commercial question. You still need to check the provider’s settlement terms, dashboard or reconciliation charges, device or software fees, refund handling, tax on provider fees, and whether your QR or collection arrangement is classified as the instrument covered by the policy.

The detailed schedule announced on 15 September 2026

A Ministry of Finance press release published through the Press Information Bureau reported the following UPI conditions:

  • Person-to-person payments remain free.
  • Merchant payments up to ₹2,000 remain free of MDR.
  • Small merchants receiving up to ₹1 lakh per month through a UPI QR under the P2PM classification retain zero MDR.
  • Specified person-to-merchant transactions above ₹2,000 are described as carrying 0.4% MDR, with a cap of ₹300 at ₹75,000 and above.
  • Qualifying transactions above ₹2,000 in listed essential or thin-margin sectors are described as carrying a flat ₹5.
  • Specified capital-market transactions are described as carrying 0.02%, capped at ₹300.
  • Customers should not be charged MDR, and the release estimates that approximately 96% of merchant transactions remain unaffected.

The release also says MDR is neither a tax nor a charge collected by the government or NPCI. The figures above are the release’s announced schedule, not a universal quotation for every merchant.

Why you should not treat that schedule as settled for every business

A later PIB-published New India Samachar article covering 16–30 September 2026 says the law enables future notifications and that details for specified large or selected merchant categories will be notified separately. This conflicts with the detailed 15 September release. An accessible Department of Financial Services FAQ page is dated 15 September, but the available page text does not expose substantive answers that resolve the inconsistency.

A separate 8 August 2026 release said a steering committee would decide MDR, if any, before Parliament passed the Taxation and Other Laws (Amendment) Bill, 2026. Because that statement predates the September publications, it is background rather than the latest policy position. Until a current operative notification and your acquirer agreement align, treat the September schedule as an announced framework requiring confirmation.

What to verify before choosing UPI

  • Your merchant classification, including whether you qualify as P2PM and how the ₹1 lakh monthly threshold is measured.
  • Whether the payment is a bank-account UPI transaction, a card-linked UPI transaction, or another acceptance route.
  • The effective date and text of the current government notification.
  • Any provider fee for onboarding, settlement, reconciliation, soundbox or software services.
  • Settlement timing, refund processing, failed-payment handling and support.

Cards: RuPay debit is different from credit and other debit cards

RuPay debit cards

RBI’s review records the direction not to collect MDR for RuPay debit cards from 1 January 2020. That is a specific instrument rule. It should not be extended automatically to RuPay credit cards, other credit cards, or fees charged for an acceptance channel.

Other debit and credit cards

Card acceptance normally involves an MDR or negotiated acquiring rate. Government material cited by the Prime Minister’s Office in 2025 gives historical maximum figures of 0.90% for debit-card MDR and 0.30% for UPI P2M MDR as background to the earlier framework. Those figures are not current quotations for your business.

Request a separate quote for each card class and channel. A physical point-of-sale terminal, an online checkout, an in-app payment and a payment-link transaction can have different pricing, settlement timing and dispute procedures. Ask whether the quote is before or after taxes and whether refunds, chargebacks, retrieval requests and failed authorisations cost extra.

Card-linked UPI is not the same as bank-account UPI

An Indian Bank circular effective 20 May 2024 illustrates the distinction. For RuPay credit-card payments through its UPI QR, it lists 1% MDR for specified industry-program categories and 2.10% for other categories for Platinum and Select card types, exclusive of GST. It also says no MDR applies to qualifying small offline merchants using static QR standees for UPI transactions up to ₹2,000.

Those rates belong to that bank, those card types, those categories and that circular. They are not an industry-wide UPI or card schedule. Use the example to ask your own acquirer whether a customer’s card-linked UPI payment is priced as credit-card acceptance rather than bank-account UPI.

Bank transfers: low system fees do not prove a free merchant product

NEFT and RTGS

RBI operates NEFT and RTGS and states that its own processing charges for those systems were waived. RBI also says online NEFT transfers initiated by savings-bank account holders have been free to those account holders since 1 January 2020.

Those statements establish system-level and consumer-account facts, not a universal price for business collections. A business account may have its own bank tariff. A merchant may also use a payment gateway, virtual account, payment link, automated reconciliation service or expedited settlement product. Each can create a separate charge.

Why a bank transfer can still cost operationally

  • Payments may arrive without a reliable order reference, increasing manual matching work.
  • Settlement may require staff to download statements or reconcile multiple bank accounts.
  • Refunds may need a separate bank process rather than a one-click reversal.
  • Fraud controls, beneficiary verification and proof-of-payment checks can add staff time.
  • A provider may charge for collection accounts, APIs, notifications or automated reconciliation even when the underlying transfer rail has no RBI processing charge.

Ask your bank or provider for business-account fees, collection-account charges, API or gateway pricing, per-transaction limits, settlement timing and reconciliation capabilities.

Side-by-side comparison

Method What official material establishes What the merchant must still check
UPI from a bank account Historical zero MDR from 1 January 2020; September 2026 government publications report both a limited schedule and a separate statement that category details remain to be notified. Operative notification, merchant classification, thresholds, provider fees, settlement and reconciliation.
RuPay debit card RBI records a direction not to collect MDR from 1 January 2020. That the instrument and channel qualify; any unrelated acquiring or service fees.
Other debit and credit cards MDR is a merchant processing cost; historical maximum figures do not constitute a current universal quote. Current rate by card class and channel, taxes, refunds, disputes, settlement and terminal or gateway charges.
NEFT, RTGS and other bank transfers RBI waived its own NEFT and RTGS processing charges; online NEFT from savings accounts is free to those account holders from 1 January 2020. Business-account tariffs, collection or gateway charges, reconciliation, limits and settlement.

How to compare providers using your own numbers

  1. Define the basket. Use the same average order value, monthly transaction count, refund rate and payment mix for every quote.
  2. Separate instruments. Ask for bank-account UPI, RuPay debit, other debit, credit card, card-linked UPI and bank-transfer collection as separate lines.
  3. Request an itemised bill. Require percentage MDR, per-transaction charges, monthly or terminal fees, taxes, settlement charges, refund fees, dispute fees and any minimum commitment.
  4. Test threshold rules. Confirm how a ₹2,000 transaction, the ₹1 lakh monthly P2PM threshold and any category cap are applied, and whether the provider recalculates them monthly.
  5. Measure settlement. Record the promised settlement time, cut-off, holidays, failed-payment treatment and the process for correcting a delayed or misrouted payment.
  6. Price reconciliation. Estimate staff time or software cost to match payments to orders, issue refunds and produce accounting records.
  7. Check the contract. Look for unilateral rate changes, reserve requirements, termination charges, chargeback liability and data or support limitations.
  8. Verify the law. Match the provider’s rate to the current government notification and ask the provider to identify the exact classification used.

Which method is likely to suit each merchant?

Small, in-person merchants

A static QR display can be a practical acceptance accessory. It displays the merchant’s own verified QR; it does not process the payment or establish the merchant’s fees. Confirm the QR owner, settlement account and transaction alerts before placing a stand at the counter. If most payments are bank-account UPI and remain within applicable zero-MDR rules, this may minimise direct acceptance cost, but the 2026 notification issue still needs checking.

Online retailers and subscription businesses

Online sellers should compare gateway pricing, payment success, settlement, refunds and disputes rather than looking only at a QR rate. Cards may be important for customers who do not use UPI, while bank-transfer collection can reduce percentage fees but increase reconciliation work.

High-value or regulated transactions

For larger tickets, ask whether a percentage cap applies, which capital-market or other category rules are relevant, and whether the transaction is classified as a card payment, card-linked UPI or bank-account UPI. Do not apply the announced 0.4%, ₹5 or 0.02% figures unless your provider confirms that your transaction fits the specified category and the rule is operative.

Thin-margin businesses

Compare the flat-cost outcome with operational effort. A low headline rate can be outweighed by delayed settlement, manual matching, refund labour or a required monthly service. Conversely, a card channel with a stated MDR may be worthwhile if it materially improves completed sales and provides automated reconciliation.

Government support and what it means for merchants

Government incentive payouts show the scale of support for digital acceptance but do not set your provider’s current price. The Prime Minister’s Office reports:

Financial year Total incentive payout RuPay debit component BHIM-UPI component
2021–22 ₹1,389 crore ₹432 crore ₹957 crore
2022–23 ₹2,210 crore ₹408 crore ₹1,802 crore
2023–24 ₹3,631 crore ₹363 crore ₹3,268 crore

These are government payout totals for the stated years, not a promise that an individual merchant will receive a payment or that a provider will waive every service fee.

Common mistakes and fixes

Calling every transfer “free”

Problem: RBI’s waiver of its own NEFT or RTGS processing charges is treated as proof that every business collection flow costs nothing.
Fix: Obtain the business-account, collection, gateway and reconciliation tariff separately.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Applying zero-MDR UPI to card-linked UPI

Problem: A customer pays by linking a credit card to UPI, but the merchant assumes it is priced like a bank-account UPI payment.
Fix: Identify the funding instrument and ask how the acquirer classifies it.

Using a historical maximum as a quote

Problem: The 0.90% debit-card and 0.30% UPI P2M figures are copied as current prices.
Fix: Treat them as historical background and request a current, instrument-specific offer.

Ignoring tax and caps

Problem: A quoted rate is compared without checking GST, transaction caps or whether the cap applies only above a stated value.
Fix: Ask for an all-in example on your average and highest transaction values.

Trusting an announced schedule without checking implementation

Problem: The 15 September 2026 schedule is applied despite the later September publication saying category details remain forthcoming.
Fix: Ask the provider for the operative notification number and effective date, then compare it with your signed agreement.

A merchant’s verification checklist

  • What exact payment instrument funded the transaction?
  • Which MDR or fee applies to that instrument, category and channel?
  • Is the quoted figure inclusive or exclusive of GST?
  • Are there per-transaction, monthly, terminal, gateway, settlement or reconciliation charges?
  • How are refunds, reversals, failed payments and disputes priced?
  • When will funds reach the nominated account?
  • How are thresholds such as ₹2,000 and ₹1 lakh measured?
  • Which current notification makes the rate operative?
  • Can the provider supply a sample monthly statement and reconciliation file?
  • What happens if the government or network changes the classification or rate?

Bottom line for Indian merchants

If your only measure is historical MDR, bank-account UPI and RuPay debit have generally been the least expensive acceptance methods since the zero-MDR direction took effect on 1 January 2020. That conclusion is not safe as a blanket 2026 rule: official September publications conflict over the status and scope of new UPI merchant charges, and a bank transfer may carry business, collection or reconciliation costs outside the transfer rail.

Choose the method whose verified all-in cost is lowest for your transaction mix. Get an itemised quote, confirm the live notification and classification, and include operational costs before deciding that any payment method is free.
