On the merchant side, the Government direction recorded by the Reserve Bank of India (RBI) says Merchant Discount Rate (MDR) must not be collected on transactions through UPI and RuPay debit cards from January 1, 2020. Those statements do not create one universal rule for every UPI-linked product or every fee a merchant might see in a private acquiring agreement. PPI-on-UPI customer charges, RuPay credit-card-on-UPI transactions, settlement terms and separately described service or convenience fees must be considered on their own terms.
The short answer: who pays what?
UPI fees are easiest to understand when you separate the funding instrument, the person being charged and the merchant’s contract with its acquiring bank or payment provider. “UPI fee” is not a single charge that applies identically to every transaction.

| Question | What the official material establishes | What still depends on the transaction or contract |
|---|---|---|
| Does a customer pay to make a normal UPI payment? | The cited NPCI customer FAQ states that customers do not pay charges for PPI-on-UPI transactions and that receiving UPI transactions from PPIs is free. | A separate checkout surcharge or service fee may be described under a merchant’s current terms; the FAQ is not a universal provider-pricing schedule. |
| Is merchant MDR collected on UPI? | The RBI report records a Government direction effective January 1, 2020 that MDR shall not be collected on transactions through UPI and RuPay debit cards. | The instrument, merchant category, transaction route and the merchant’s acquiring agreement still matter, especially for products linked to credit or prepaid balances. |
| Does RuPay credit card on UPI always have zero MDR? | NPCI’s operating circular provides nil MDR, including interchange and PSP/app-provider charges, for Small Offline Merchants on qualifying transactions up to and including ₹2,000. | The cap, merchant category and offline qualification are conditions. This is not a blanket zero-fee rule for every RuPay credit-card-on-UPI payment. |
For a merchant, the practical answer is therefore to identify the funding source and check the written acquiring terms rather than relying on a sign saying “UPI is free.” For a customer, an unexpected amount at checkout should be identified by its label: a payment charge, a convenience fee, a product price adjustment or another disclosed service charge are not automatically MDR.
What MDR means—and what it does not mean
MDR is a merchant-side processing rate
RBI defines Merchant Discount Rate as the rate charged to a merchant for payment-processing services on debit and credit card transactions. It is ordinarily discussed as a cost deducted from, or billed against, the merchant’s payment proceeds. It is not the amount a customer sees as a debit from a bank account simply because the customer used UPI.
#1 Best Overall
The RBI glossary also describes interchange separately as a transaction fee a merchant must pay when a customer uses a credit or debit card. Interchange can be one component considered in a card-payment pricing arrangement, but “interchange” and the merchant’s overall MDR should not be treated as interchangeable terms in every context.
Why “UPI fee” is an imprecise phrase
People use “UPI fee” to mean several different things: a charge shown to a customer, a merchant discount taken during settlement, a fee in an acquiring contract, or a convenience charge added by a seller. The available official material does not establish that every separately described provider fee is MDR. If a merchant’s invoice lists a platform, service, settlement or technology charge, its legal and contractual description must be checked instead of relabeling it as MDR.
Customer charges for UPI and PPI-on-UPI
Payments funded from a bank account
For ordinary consumer use, UPI is designed to move money directly from the payer’s linked bank account to the payee. The customer experience is generally a confirmation in the UPI app without a separate payment-processing line item. That practical experience should not be converted into a claim that no conceivable fee can ever be shown at a checkout: a merchant may disclose a separate service or convenience charge under its own terms, and a bank or provider may have product-specific conditions outside the narrow UPI transaction question.
Prepaid payment instruments (PPIs) on UPI
A PPI is a prepaid payment instrument, such as an eligible wallet or stored-value product. NPCI’s FAQ asks whether a customer pays charges for PPI-on-UPI transactions and states that there are no charges payable by the customer. It separately states: “There are no charges to be paid by the customer for receiving UPI transactions from PPIs.” That answer addresses the customer’s charge question, including receiving money; it does not publish every merchant-side fee, settlement plan or provider contract.
If a customer sees an amount added before confirming a PPI-linked UPI payment, check whether the screen identifies it as a merchant-imposed convenience or service fee rather than a UPI network charge. Keep a screenshot and ask the merchant or the issuing provider to explain the line item. The label and the applicable terms determine what it is.

What changed on January 1, 2020?
The most important general policy date is January 1, 2020. In its report on benchmarking India’s payment systems, RBI records the Government direction as follows: “Further, with effect from January 1, 2020, the Government has directed that Merchant Discount Rate (MDR) shall not be collected for transactions put through UPI and RuPay debit cards.”
There are two limits to read carefully:
- The statement names UPI and RuPay debit cards; it is not a declaration that every payment instrument later connected to UPI has identical economics.
- It addresses the collection of MDR. It does not erase every possible contractual charge that a merchant might encounter, nor does it decide whether a particular checkout surcharge is lawful or properly disclosed.
Accordingly, a merchant comparing providers should ask for the current written schedule and identify whether each line is MDR, interchange, a platform or technology fee, a settlement fee, a tax, or another charge. The RBI report is evidence of the policy direction, not a current price list for every provider.
Is MDR zero for every UPI transaction?
No universal conclusion follows from the zero-MDR direction. The answer depends on at least five variables:
- Funding instrument: bank-account UPI, PPI-on-UPI or a credit card linked to UPI.
- Merchant classification: especially whether a rule defines the merchant as a Small Offline Merchant.
- Transaction environment: offline or online acceptance can affect a category-specific rule.
- Amount: some provisions have a rupee cap.
- Integration and contract: QR, intent, app-based and collect routes can be implemented under different acquiring arrangements.
A provider’s statement that “UPI is free” may be accurate for a defined bank-account UPI arrangement while saying nothing about a RuPay credit-card route, a prepaid product, a reconciliation service or a separately billed business feature. Ask which instrument and which fee type the statement covers.
RuPay credit card on UPI: the specific exception
What the NPCI circular says
NPCI’s operating circular sets a bounded nil-MDR treatment for a RuPay credit card linked to UPI. For a Small Offline Merchant, qualifying transactions up to and including ₹2,000 carry nil MDR, including interchange and PSP or app-provider charges under that provision.

How to apply the conditions
All of the qualifying elements matter. A transaction above ₹2,000 does not fit the stated cap. A merchant that is not in the defined Small Offline Merchant category cannot assume the clause applies. An online transaction cannot simply be treated as offline because the customer scanned a code. And a RuPay credit card on UPI is not the same funding source as a bank-account UPI payment.
For a dispute or reconciliation question, record the payment instrument, amount, merchant category, online/offline status and the exact acquiring terms in force on the transaction date. Those facts determine whether the special nil-MDR clause is relevant; the phrase “RuPay on UPI” alone is insufficient.
How a merchant starts accepting UPI
1. Choose an acquiring relationship
NPCI describes the acquiring bank as the bank that onboards the merchant and provides the UPI acceptance infrastructure. A merchant therefore needs an acquiring bank relationship, directly or through an acquiring arrangement, rather than merely printing a generic UPI logo.
2. Select the integration mode
NPCI lists several ways to accept payment:
- QR: the customer scans a merchant QR and confirms in the UPI app.
- Intent: an online checkout passes payment details to a compatible UPI app.
- App-based integration: the merchant’s application connects to the UPI flow.
- Collect: the merchant sends a payment request that the customer approves in the UPI app.
3. Confirm the commercial terms in writing
Before going live, obtain a schedule that identifies applicable fees, settlement timing, refunds, chargeback or dispute handling, reconciliation reports and support contacts. Do not assume that the policy on MDR answers questions about all of these services.
4. Test payment and settlement
Run a controlled transaction with the intended instrument and verify the success notification, order reference, settlement account and reconciliation entry. NPCI says merchant receipt occurs immediately after customer confirmation into the pool or merchant account according to the agreement. “Immediate” therefore describes the payment confirmation and the agreed receipt path; the exact account and reconciliation treatment are contractual details.

5. Display the correct QR
A printed QR stand or counter sign can help customers scan a merchant’s already-issued QR. It is only a display aid: it does not create a merchant account, generate a valid merchant QR or process payments by itself. Keep the merchant name and amount confirmation visible so staff can match the payment to the order.
How money moves after a UPI payment
The customer confirms the transaction in a UPI app. The acquiring arrangement then handles acceptance and the merchant’s receipt according to the agreement. NPCI’s FAQ describes receipt as occurring immediately after confirmation into the pool or merchant account, depending on that agreement. This is why a successful customer screen and a bank statement entry may appear through different references or at different reconciliation points.
For accounting, retain the transaction ID, date and time, amount, instrument type, refund reference and settlement report. If the customer was debited but the merchant cannot see the payment, avoid asking the customer to pay again until the original status is checked through the acquiring bank or provider’s dispute process.

NPCI’s August 30, 2019 press release announced MDR changes for BHIM UPI effective October 1, 2019. It included a 0.30% rate capped at ₹100 per transaction and a zero-MDR condition for specified offline QR scan-and-pay transactions up to ₹100. Those figures belonged to the 2019 policy announcement.
They predate the Government direction recorded by RBI as effective January 1, 2020. Therefore, do not quote 0.30% or the ₹100 cap as a current general UPI price, and do not use the 2019 offline-QR condition to decide a present-day merchant invoice. Historical numbers are helpful for explaining why older articles conflict with current descriptions, but a current written acquiring agreement controls a merchant’s present commercial terms.

Practical checks for customers
- Look at the final confirmation screen for the amount, beneficiary and any separately named fee.
- Distinguish a merchant’s convenience or service fee from MDR; MDR is a merchant-side processing rate.
- If a PPI-on-UPI payment shows an unexpected charge, ask the merchant and the PPI provider which term authorizes it.
- Save the transaction ID and receipt before raising a dispute.
- Do not generalize the RuPay credit-card rule: check the ₹2,000 cap and Small Offline Merchant condition.
Practical checks for merchants
- Identify whether the payment is bank-account UPI, PPI-on-UPI or RuPay credit card on UPI.
- Confirm whether the business is classified as a Small Offline Merchant for any category-specific rule.
- Ask the acquirer to itemize MDR, interchange, PSP/app-provider charges and non-processing services separately.
- Obtain settlement, refund and dispute rules in the current written agreement.
- Reconcile customer confirmations with the pool or merchant-account credit described by the agreement.
- Do not rely on a 2019 rate sheet or an undated “zero fee” advertisement.
Common misconceptions
“The customer pays MDR.”
MDR is defined as a merchant-side processing rate. A customer-facing surcharge may exist under a separate description, but it should not automatically be called MDR.
“No customer charge means every merchant service is free.”
NPCI’s customer FAQ addresses customer charges for PPI-on-UPI and receiving transactions. It does not establish every provider’s merchant contract, settlement plan or technology fee.
“All RuPay cards on UPI are zero MDR.”
The cited nil-MDR provision is limited to Small Offline Merchants and transactions up to and including ₹2,000, with the circular specifying inclusion of interchange and PSP/app-provider charges. The conditions are part of the rule.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches“A QR display stand is a UPI account.”
A stand only displays an existing merchant QR. Acceptance requires onboarding and infrastructure from an acquiring bank.
Bottom line for a fee question
Start with the instrument and the party being charged. Customers generally do not pay a UPI transaction charge in the PPI-on-UPI cases addressed by NPCI, while RBI records no MDR collection for UPI and RuPay debit-card transactions from January 1, 2020. A RuPay credit card linked to UPI has a narrower nil-MDR rule for Small Offline Merchants up to ₹2,000. For anything outside those precisely stated conditions, use the merchant’s current acquiring agreement and the fee’s actual description rather than assuming that every amount connected with UPI is MDR.
