UPI is not becoming a paid service for consumers. Under the 2026 framework, person-to-person transfers, merchant payments up to ₹2,000 and qualifying small merchants remain free of Merchant Discount Rate (MDR). A 0.4% MDR applies only to specified higher-value merchant payments, with a ₹300 cap from ₹75,000 and lower rates for essential and capital-market sectors.
The policy shifts part of UPI’s operating cost from public subsidies to larger merchant transactions. The stated aim is to finance cybersecurity, fraud controls, infrastructure and wider acceptance while preserving free access for ordinary users and small businesses.

What is UPI MDR and who receives it?
Merchant Discount Rate is a processing charge within the merchant-payment ecosystem, not a government tax. It is distributed among participating banks, payment service providers and UPI application providers to help operate and expand payment infrastructure, according to the Ministry of Finance’s September 2026 explainer.
An NPCI circular dated 30 August 2019 permitted acquiring banks to charge 0.30% of transaction value. Section 10A of the Payment and Settlement Systems Act, 2007, bars charges to payers or beneficiaries for prescribed electronic modes; CBDT Notification 105/2019 specified UPI and RuPay debit cards for that treatment. These rules explain why a merchant-side charge does not automatically become a customer fee.

Why did UPI need public support when MDR was zero?
Universal zero MDR removed a normal revenue stream for processing digital payments. The Government of India reports approximately ₹8,730 crore in incentive support across financial years 2021–22 through 2024–25.
For 2024–25, the Cabinet approved a ₹1,500 crore incentive scheme for qualifying small-merchant BHIM-UPI person-to-merchant (P2M) transactions up to ₹2,000. The scheme paid a 0.15% incentive, with the final 20% of claims dependent on technical-decline rates below 0.75% and system uptime above 99.5%. The Cabinet said the design was intended to support small merchants, rural and semi-urban expansion, uptime and lower technical declines.
PwC India estimated that UPI P2M stakeholders incurred nearly 0.25% of transaction value in processing costs, or about ₹12,000 crore in 2023–24. That is an industry estimate, not an audited government cost figure, but it illustrates the gap created when no MDR can be recovered.
What charges apply under the 2026 framework?
The Ministry of Finance’s 15 September 2026 explainer identifies different rates by transaction value and sector. The charge is assessed on the merchant side, not on the person paying.

| Transaction type | Published MDR treatment | What it means |
|---|---|---|
| Standard P2M payment above ₹2,000 | 0.4% | A ₹10,000 payment would generate ₹40 before any applicable cap. |
| Transaction of ₹75,000 or more | 0.4%, capped at ₹300 per transaction | At ₹75,000, 0.4% equals the cap; larger payments do not exceed ₹300. |
| Essential or thin-margin sectors above ₹2,000, including railways, telecommunications, insurance, fuel and agricultural inputs | Flat ₹5 | The published sector treatment replaces the standard percentage for qualifying payments. |
| Certain capital-market payments, including mutual funds, securities, stockbrokers and dealers | 0.02%, capped at ₹300 | The lower percentage reflects the specified category, subject to the cap. |
| P2P transfers, P2M payments up to ₹2,000 and qualifying small merchants | Zero MDR | These transactions remain protected under the framework. |
The Ministry says approximately 96% of P2M transactions remain unaffected. It also reports that about 70% of total UPI transaction value is P2P, which is outside the MDR framework.
Will UPI charges start for customers?
No. The 2026 policy states that UPI will remain free for citizens. MDR is not to be passed through to customers, and UPI application providers are prohibited from imposing platform fees or hidden charges in connection with this framework.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThis distinction matters: a merchant’s acquiring arrangement may include MDR while the payer’s bank account is not debited for using UPI. If a customer sees a separate fee, it should not be assumed to be an authorised MDR pass-through; the customer should check the payment receipt and raise the issue with the bank or app’s formal support channel.
Why do supporters call targeted MDR more sustainable?
The sustainability argument is that a limited, predictable merchant-side charge can provide recurring revenue for costs that do not disappear when transaction volumes rise.

- Security: the August 2026 Ministry of Finance release cites continuing investment in cybersecurity and fraud prevention.
- Resilience: payment infrastructure, monitoring and capacity require ongoing spending, not just a one-time build-out.
- Acceptance expansion: revenue can support deployment in rural and semi-urban areas where onboarding and servicing merchants are more expensive.
- Operational incentives: the earlier incentive scheme linked part of payment to uptime and technical-decline performance, tying support to service quality.
- Inclusion protection: free P2P transfers, low-value payments and qualifying small merchants preserve the use cases most sensitive to even small fees.
The RBI position reported by DD News similarly described an appropriately distributed MDR as a way to fund technology, infrastructure and acceptance networks while preserving free customer use and free P2M payments below ₹2,000.
How do the main UPI funding models compare?
Each model assigns the cost of operating the network differently. The policy choice is not simply “free” versus “paid”; it is about who pays, which transactions are protected and whether funding is dependable enough to maintain service quality.

| Model | Who bears cost | Exemptions and protections | Strengths | Risks or trade-offs |
|---|---|---|---|---|
| Universal zero MDR funded by public incentives | Government budgets | All users and merchants can be protected | Simple pricing and maximum adoption support | Reliance on annual appropriations may not cover growing security, infrastructure and acceptance costs. |
| Targeted MDR on higher-value P2M | Specified larger merchant transactions | P2P, payments up to ₹2,000 and qualifying small merchants remain zero-MDR; sector caps and flat rates apply | Creates recurring ecosystem revenue while shielding high-volume, low-value inclusion use cases | Requires accurate merchant classification, transparent settlement statements and enforcement of the no-pass-through rule. |
| Mixed public and merchant funding | Public support for inclusion goals plus merchant-side recovery on larger transactions | Subsidies can be focused on rural, semi-urban and small-merchant acceptance | Balances affordability with a broader funding base | More complex administration and a continuing need to define eligibility and review rates. |
What does the policy mean for different merchants?
Qualifying small shops
A qualifying small merchant should remain at zero MDR, including covered P2M payments up to ₹2,000. Eligibility is important: “small merchant” is a policy category, so a business should confirm how its acquiring bank classifies it rather than infer status solely from turnover or shop size.
Larger retailers and service businesses
For a standard P2M payment above ₹2,000, the published rate is 0.4%, subject to the ₹300 cap at ₹75,000 and above. Settlement reports should show the applicable category and deduction so the business can reconcile the amount without adding a prohibited surcharge to customers.

Essential and thin-margin sectors
Railways, telecommunications, insurance, fuel and agricultural-input payments above ₹2,000 are listed for a flat ₹5 MDR. This design makes the cost predictable even when the ticket value is high, which is particularly relevant where margins are narrow.
Payment providers and banks
Providers receive a distribution of MDR rather than a discretionary customer charge. The earlier incentive structure indicates that uptime and technical-decline performance can be built into payment economics, so providers have a financial reason to maintain reliability as volumes grow.

What should policymakers and merchants watch for?
- Pass-through enforcement: the customer-free promise depends on preventing separate platform fees, surcharges or hidden deductions.
- Correct classification: the 0.4%, ₹5 and 0.02% treatments depend on transaction and sector categories being applied consistently.
- Transparent settlement: merchants need statements that identify MDR, caps and exemptions clearly enough to audit.
- Service quality: uptime, technical declines and fraud losses should remain visible performance measures, not costs shifted onto merchants without improvement.
- Targeting of subsidies: public funding can remain focused on inclusion and new acceptance points instead of indefinitely covering every transaction.
The central test is whether the revenue collected from specified higher-value payments is sufficient to support security, resilience and expansion without weakening the free, low-value use cases that drove UPI adoption.
Can UPI remain free and still be sustainable?
Yes, if “free” refers to the user-facing experience while the ecosystem recovers part of its cost from transactions with greater capacity to bear it. The 2026 framework attempts that balance through exemptions, sector-specific rates, caps and a prohibition on passing MDR to customers. Its long-term success will depend on transparent classification, reliable settlement and evidence that the resulting revenue actually supports safer, more resilient and broader acceptance.

Frequently Asked Questions
Is UPI MDR the same as a tax on every digital payment?
No. MDR is a private-sector processing charge shared within the payment ecosystem, whereas a tax is collected by the government. The 2026 framework applies MDR only to specified merchant transactions and leaves P2P transfers outside it.
Why is there both a percentage rate and a ₹300 cap?
The percentage links the charge to transaction value, while the cap limits the deduction on very large payments. At ₹75,000, 0.4% reaches ₹300; any higher qualifying transaction remains capped at that amount.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →How can a merchant check whether the right MDR was deducted?
Compare the settlement statement with the transaction’s value, sector and merchant classification. The statement should make the rate, any cap and any exemption identifiable; unexplained deductions should be raised with the acquiring bank or payment provider.
Does the policy guarantee that every small business will pay zero MDR?
No. Zero MDR is stated for qualifying small merchants, so eligibility and classification matter. A business that believes it qualifies should obtain the applicable category from its acquiring provider rather than rely on its own size estimate.
